Ihaveheardthatthereissomeconfusionaboutwhatweareworkingon,whatcertaintechnologiesarecalled,andnoteveryonehasbeenmadeawareofsomeoftheprojectscurrentlyunderway.Forthismonth’sarticleIthoughtthiswouldbeagoodtimetogetusallonthesamepage.

Herearethemainprojectsweareworkingon:

1.NextGeneration911,orNextGenorNG(sometimesreferredtoastheESINet,NetTNor“thestate’snetwork”):Ourprimarynetworkisrunningandprocessingalmost300,000emergencycallspermonth.Aftera“freeze”weareresumingeffortstobringPSAPsontothenetworkandawayfromCAMAtrunks.

2.CallHandlingasaService(CHaaS),orHostedController:OnePSAPhasbeenrunningonournewhostedcontrollerforafewmonthsandwearebringingmorePSAPsonlinenow.TheCHaaSsystemeliminatestheneedfor“backroom”serversandtheirassociatedupgrades(your911callcontrollerorCPE),maintenanceandend-of-lifecosts,aswellastheneedtodepreciatetheequipment.Thisisagreatcostsavingsforsmallerdistrictsandprovidesforamoreredundantandfeaturerichcalltakingplatform.

3.Text-to-911:SoftwarewillsoonbeupgradedinthecoreNextGenerationnetworkthatwillallowthisservice,andothers,tomoveforward.Youmaywanttochecktoseeifyourcall-takingsystemisreadytoacceptSMStextmessagesovertheNGnetwork.

Wewillbehostingthreemeetingsacrossthestate,alongwithourconsultantsfromMissionCriticalPartnersonMay15th,16thand17thinKnoxville,NashvilleandJackson,respectively.Pleasetrytoattendoneofthesetogetmoreinformationoncurrenteffortsandaskquestions.

Q:Whatmadeyouwantacareerinpublicsafety?

A:IlookbackonwhenIfirstwalkedintoObionCounty911over21yearsago,andIshakemyheadinwondersometimes.Ibeganacareerinpublicsafetyasapart-timedispatcheronthemidnightshiftonweekendsandservedasafill-induringtheeveningshifts.Inaddition,Iwasalsoworkingfull-timeasthemanagerandgraphicdesignerinthelocalPIPPrinting®franchise.Ifellinlovewithdispatch,thoughpublicsafetywasnostrangertomyfamily.MyfatherwasaformerFBIagentwhotaughtcriminaljusticeatUTMartin,andsomeofmyotherrelativeshavealsoservedinpublicsafety.

Afterbeingofferedafull-timedispatchpositionfourtimesanddeclining,Iacceptedthefifthofferin2002.Inthespring,of2005whentheformerExecutiveDirectordecidedtoleave,sheencouragedmetoapplyfortheposition.Ihaveabachelor’sdegreeinbusinessadministrationwithamarketingconcentration.TheBoardofDirectorshiredmeMay1,2005.

SinceIhavebeenworkingin911,IhavegonethroughthetransitionfromreceivingveryfewwirelesscallswithmanyofthosebeingPhase0toPhase2.OneofthekeythingsthatInoticedwiththeadventofwirelessisthat,whenIbeganworkingintheindustry,peoplewouldnotbeabletoreportanincidentuntiltheywereabletoaccessaphone.Now,almosteveryonehasaphonewiththem,multiplyingthenumberofcallsreceivedonevenminorincidents.I'veevenhadpeoplestandinginthesameroomofthehouselookingatoneanothercallinginaboutthesamerelativeneedinganambulance.

Q:Tellmesomethinginterestingsomeonewouldnotnormallyknowaboutworkingin911.

A:AsanExecutiveDirectorofasmallagency,wherethereare10peoplewhenwearefullystaffed,Iwearmanyhats,includingliaisontotheECDBoardandtotheagenciesforwhomtheECDdispatches;personneldirector;accountspayable;GIS/mapping;addressingforruralareasandtwotowns;facilitiesmanagerfortheECD,includingminorIT;dispatchingwhenneeded;andanythingelsethatmayarise.

InApril,theObionCountyE-911DispatchCenterwasawardedtheTelecommunicationsCenteroftheYearattheEmergencyCommunicationsConferenceheldinJackson.

Q:Whatdoyouwantthepublictoknowaboutyour911teamandPSAP?Tellmeaboutamemorablemomentyouhaveexperiencedwhileworkingin911.

A:InNovember,theteamatObionCounty911gottheirowntasteofstresswhentheirlocalAirEvacbasedecidedtobringlunchasapublicrelationsvisit,planningtolandacrossthestreetfromthedispatchcenterastheynormallydo.Thistime,thingswenthorriblywrong.Thepilothadnotlandedtherebefore,norhadthecrew.Theychoseadifferentspotonthelandingarea,notrealizingitwassloped.Theaircrafthada“hardlanding”orcrashatthe911center,turningtheareaintoanFAAcrashsite.Whilenoonewasseriouslyinjuredorkilled,thecrewsustainedinjuries,andthedispatchcenterwassurroundedwithemergencyservices,media,andonlookersforhours.Iamveryproudofhowourteamhandledtheincident.

Q:Whatadvicewouldyougivesomeonewhoisthinkingaboutpursuingacareerin911?

A:Iencourageanyonewhowantstopursueanycareerinpublicsafetytoaskquestionsandtorememberthatonemustneverstoplearning.Everydaywehaveanopportunitytolearnsomethingnewthatwillhelpushelpsomeoneelse,andthat’swhatweareheretodo.IencouragethosealreadyinpublicsafetytogainprofessionalcertificationssuchastheENP(EmergencyNumberProfessional),CTO(CenterTrainingOfficer),andtheCMCP(CenterManagerCertificationProgram)qualifications.
