EP evaluation 7th EAP in a nutshell

EAP is valued as a framework

Long term perspective

New systemic approach (2014)

Implementation of thematic priorities: uneven and insufficient

Causes policy instruments (enabling objectives) Insufficient policy integration

Insufficient funding

Insufficient knowledge-sharing

“a solution cannot be found in the

same line of thinking which created

the problem”

“a solution can only be found in

a new line of thinking”

It is not helping if we keep walking in the same direction, perhaps we should find another route!

Perhaps we should build a different model

EEA framework(dpsir)

EEA framework(dpsir)

EEA framework(dpsir)

Transition policies

Circular economy

Energy transition

Mobility transition

Food transition

New scope

From problems (states and impacts)

To reasons (drivers and pressures)

And solutions (responses)

Resource management and the role of circular economy

Barriers, public policies and the role of business sector

Leadership, governance, financing

This requires a different line of thinking

Example

• Extremely comprehensive

• Very complex

• Many sub-targets

• Detailed descriptions

• Based on limits

Lay-out 8th EAP

• More strategic

• Simple

• More focused

• More framework-based

• Guided by challenges

Vertical & horizontal multi-level governance

Proposal for a future model 8th EAP

EU environment, climate & energy legislation

Vertical & horizontal multi-level governance

The 8th EAP; healthy living for all

The central theme of the Eight EAP should be: “healthy living for all”

Healthy people

Healthy planet

Healthy society

Healthy economy

It should result into prosperous urban areas, vibrant rural areas

and attractive and safe coastal areas

For this the EAP should:

Provide a positive, sustainable and innovative perspective

find an answer to realize policy coherence

follow a multi-level approach with clear roles for the EU, national, regional and local level
