The Naonal Environmental Policy Act (NEPA) requires

agencies to undertake an assessment of the environmental effects of their proposed acons prior to making decisions. Two major purposes of the environmental review process are beer informed decisions and cizen involvement both of which should lead to implementaon on NEPA’s policies.

In 1969, the Congress declared “that it is the connuing policy of the Federal Government, in cooperaon with the State and local governments, and other concerned public and private organizaons, to use all praccable means and measures ...to create and maintain condions under which man and nature can exist in producve harmony, and fulfill the social, economic, and other requirements of present and future generaons of Americans.”

Excerpts from: A Cizen’s Guide to the NEPA, December 2007

Fulfill the responsibilies of each 1.generaon as trustee of the environment for succeeding generaons;

Assure for all Americans safe, healthful, 2. producve, and aesthecally and culturally pleasing surroundings;

Aain the widest range of beneficial 3. uses of the environment without degradaon, risk to health or safety, or other undesirable and unintended consequences;

Preserve important historic, cultural, and 4. natural aspects of our naonal heritage, and maintain, wherever possible, an environment which supports diversity, and variety of individual choice;

Achieve a balance between populaon 5. and resource use which will permit high standards of living and a wide sharing of life’s amenies; and

Enhance the quality of renewable 6. resources and approach the maximum aainable recycling of depletable resources.

NEPA’s Naonal Objecves:

The Congress recognizes that each person should enjoy a healthful

environment and that each person has a responsibility to contribute to the preservaon and enhancement of the environment.

A Federal agency must prepare an EIS if it is proposing a major federal acon significantly affecng the quality of the human environment.
