Notes from the Board
As I mentioned in our last newsletter, we
held nominations for the open Board seats
in early January. There were 4 seats open
and by the deadline on January 15th we
had 4 members put forth their names as
candidates. Therefore, in accordance with
our By-Laws, the election this year was
suspended at our meeting on January
22nd.
The candidates for the Board are:

These candidates will be appointed to the
Board after the Annual meeting in March.
As President, I would like to welcome
both Gerry and Mike. I know that they
will be valuable additions to our Board.
Also at our meeting, we made a few
changes to our By-Laws that primarily
address the timing of the Annual meeting
as well as the vague wording regarding
some of the duties of Board Officers. The
specific changes are shown in another
section of this newsletter.
In an effort to introduce the RCCO and its
Board to new residents, provide them with
information on the relationship between
LBTS and River Club and to give them an
opportunity to meet other new residents,
we will be holding an informal get-
together for all those who have moved
here during 2013 and 2014. We have
reserved the Beach House for February
18th – our social committee will be
providing refreshments. We look
forwarding to meeting our new neighbors
and answering any questions they may
have.
Lastly, we continue to work with Vince
Franco on the River Club page on LBTS’
new website. Our plan is to have the
newsletter, directory, map and other items
of interest to our members on our section
of the site. LBTS is working hard to make
their site useful for residents and owners
in the various regimes as well as visitors
to Pawleys Island. If there are any things

LBTS Meeting Update
The Litchfield-by-the-Sea Board held its quarterly meeting at the Beach House on January
24th. The following items were discussed:
1. Changes are being made to entering and exiting at the Beach Campus. In the near future, a
bar code will be required to exit through the owners’ gate (presently, only entering through that
gate requires a bar code). Anyone without a bar code will be required to exit through the main
gate. Also, an electronic arm will be installed at the exiting lane on the owners’ side of the
main gate.
2. Three companies were interviewed for the landscaping contract for Litchfield by the Sea:
Waccamaw Landscaping, US Lawns and Starwood. After reviewing all the proposals, LBTS
awarded the contract once again to Starwood.
3. LBTS is planning on hiring a 40-hour a week landscaper whose primary function will be to
perform a daily review of the landscaping at the Beach Campus as well as in River Club and
address any problems as they come up.
4. The Board was asked about the agreement with Myrtle Beach National and their plans to
build condos and stores on LBTS property. Bill McElroy, President of the LBTS Board, said
that they met with MBN and they are still planning on building and fulfilling their obligation
to make payments to LBTS.
5. There was also a question about Petigru and the impact the road is having on River Club
residents who live along there. Bill said that the Board recognizes the problems and continues
to have discussions with Georgetown County about the plans for the road. Unfortunately, the
road is still the State’s responsibility and neither LBTS nor the County have any ability to ad-
dress the problems at present.

Below are the changes that were made to the
RCCO By-Laws at the January meeting. The vote
to change the By-Laws was unanimous.
An explanation of the meaning of the change is in
italics following each change.

The By-Laws were amended and approved by the general membership on January 24, 2014
Change the name of the organization to RCCO or River Club Community Organization throughout.
Changes the name from River Club Property Owners Association or RCPOA to the present name in the By-
Laws.

Each month members of your RCCO board meet
with Waccamaw Management to discuss issues im-
pacting our community. Here is a brief recap of our
latest meeting.
We asked WM and Starwood to keep an eye on edg-
ing the road side around Club Circle, bush/tree trim-
ming at the back gate and at the turn on Club Circle
at Fairway, and general tree trimming of trees on the
median not marked for removal. They will also
monitor the need for trimming the trees/bushes/vines
along the outside of Club Circle. We are still wait-
ing to get a look at the building plans for the new
front gatehouse, and we’ll keep you posted. LBTS
has approved the funds for the new state-of-the-art
front gatehouse, which will include wi-fi, security
cameras, and hopefully be able to receive e-mails
from our residents.
The larger Club Circle median landscape project is
moving forward. The 1st phase will involve one me-
dian section left of the back gate and three median
sections to the right, and will include additional tree
removal and replacement trees, bushes and sod. As
we have said this will be a long term project and
we’ll keep you posted once the costs have been de-
termined we receive final approvals for this 1st phase
from LBTS.
During this coming year we’ll also be following
WM to get individual street signs updated and to im-
prove the overall appearance and effectiveness of the
4x4 reflector poles along the road-side. And, we
want to get all of the neighborhood name signs
cleaned, repaired and painted as needed.
And finally, we will be following WM and LBTS for
funds to re-do our back gate once the new bike path
is completed past the back gate entrance. We are all
in agreement that this will be handled, and we will
keep you posted.

running for a three

tor of the River Club

sociation.
My wife (Liz) and I
have been married for
forty-four years. We
have a daughter and
two grand daughters
who reside in Ohio. I was born and raised in Cleve-
land, Ohio.
I graduated from John Carroll University with a
Bachelors Degree in Accounting. I am a Vietnam
veteran that served in the U. S. Army. I retired as
Controller of Operations from the Sherwin-Williams
Company with thirty seven years of service. My re-
sponsibilities included operating and strategic plan-
ning along with the annual budgeting process. Liz
and I were introduced to Pawleys Island and River
Club in 2006 as a vacation by a friend. We came
back to Pawleys two more years on vacation and re-
ally enjoyed the wonderful opportunities of this
piece of paradise. We bought our house in 2009 and
never looked back. It has been a wonderful experi-
ence.
I am running for a board membership be-
cause I strongly believe in giving back to this com-
munity any expertise that I have acquired through
my thirty seven years of employment.

ence from Georgetown, and an MBA in Finance
from Seton Hall.
I served two years as a volunteer in the Peace Corps
in Senegal, West Africa.
I participated in the HOA for our neighborhood in
Alpharetta, Georgia.
My interests include reading, gourmet cooking, Irish
history and a friendly round of golf.
I would look forward to helping with the Board 's
efforts in maintaining the excellent community life
we have in the River a Club.

RCCO Board Members
The River Club Community Association (RCCO) is a
community support organization. The objective of
the RCCO is to provide social support and effective
representation to the River Club managing agent,
Waccamaw Management and input to the Litchfield
by the Sea Community Association for issues relating
to River Club.
Membership in the RCCO is voluntary while
membership in the Litchfield by the Sea Community
Association is not. Seeking a balance and effective
representation of community issues has been highly
successful and we encourage both full time and part
time residents to join us in membership and
fellowship.

First Day of Spring 2014:
Vernal Equinox
In 2014, spring begins with the vernal equi-
nox on March 20 at 12:57 P.M. EDT.
The Vernal Equinox Ah, spring! This season brings increasing day-
light, warming temperatures, and the rebirth of
flora and fauna.
The word equinox is derived from the Latin
words meaning “equal night.” Days and nights
are approximately equal everywhere and the
Sun rises and sets due east and west.
At the equinoxes, the tilt of Earth relative to
the Sun is zero, which means that Earth’s axis
neither points toward nor away from the Sun.
(However, the tilt of Earth relative to its plane
of orbit, called the ecliptic plane, is always
about 23.5 degrees.)
Vernal Equinox Questions and Answers
Question: Why doesn’t the vernal equinox
(equal night) on March 20 have the same num-
ber of hours for day and night?
Answer: Our former astronomer, George
Greenstein, had this to say: "There are two rea-
sons. First, light rays from the Sun are bent by
the Earth's atmosphere. (This is why the Sun
appears squashed when it sets.) They are bent
in such a way that we are actually able to see
the Sun before it rises and after it sets. The
second reason is that daytime begins the mo-
ment any part of the Sun is over the horizon,
and it is not over until the last part of the Sun
has set. If the Sun were to shrink to a star like
point and we lived in a world without air, the
spring and fall equinoxes would truly have
‘equal nights.’”
Daylight Saving Time
March 9, 2014 in the USA
Most of the US, Canada and Mexico's northern border cit-
ies will start Daylight Saving Time (DST) at 2 am (02:00)
local time on March 09, 2014. The clocks will "spring for-
ward" (by shifting the clock forward) an hour to daylight
time, so that evenings have more daylight and mornings
have less. The most of Europe will start DST on the last
Sunday in March. Most of North America shifts at 02:00
local time, so its zones do not shift at the same time; for
example, Mountain Time can be temporarily either zero or
two hours ahead of Pacific
Daylight saving time - also summer time in several coun-
tries - is the practice of advancing clocks so that evenings
have more daylight and mornings have less. Typically
clocks are adjusted forward one hour near the start of
spring and are adjusted backward in autumn. The modern
idea of daylight saving was first implemented during the
First World War. Many countries have used it at various
times since then.
The practice has been both praised and criticized. Adding
daylight to evenings benefits retailing, sports, and other
activities that exploit sunlight after working hours, but can
cause problems for evening entertainment and other occu-
pations tied to the sun. Although an early goal of DST was
to reduce evening usage of incandescent lighting, formerly
a primary use of electricity, modern heating and cooling
usage patterns differ greatly, and research about how Day-
light Saving Time currently affects energy use is limited
or contradictory.
