Water, the primary medium

• Water is the primary medium through which climate change will impact people, ecosystems and economies

• Water resources management should therefore be an early focus for adaptation to climate change

• Water resources management does not hold all of the answers to adaptation; a broad range of responses will be needed

• But, water is both part of the problem and an important part of the solution. It is a good place to start

Water Security....

• Water security for underserved and vulnerable poor populations• Greater capacity to manage future risks• Investment today in water security for a more resilient world in the future. • Responses that can deliver immediate benefits.• Build robust, adaptive institutions• Core water resources management information systems, institutions and

investments needed • Don’t fragment initiatives• Align with aid effectiveness principles

World potential and current hydropower production, 2004

• Climate Change will affect demand for water• Climate Change will also affect the dynamics of the economy. Water

scarcity, water related disasters, spatial patterns of development, structural changes in economies.

ADAPTATION MEANS MANAGING THESE DYNAMICS, bringing to bear all key stakeholders and actors.

Some concrete suggestions…..

For the Climate Community• Support improved climate information systems and

services in the developing world, and at the local, national and regional levels, as needed

For the Water Resources Management Community• Integration of climate information into water resource

management planning activities is important – make sure they are at the table.

For both• Link climate experts with hydrologists and other

specialists who are looking for practical and sustainable adaptation solutions to the effects of climate change – get them to interact as this has long term benefits.
