» Improvements must be on the FAA-approved airport layout plan (ALP) to be eligible for Federal funding

» Address changes since last master plan (2010)

» Update plan with latest FAA design standards

» Evaluate justification and applicable design standards for Runway 15/33

» Update the terminal area development plan

» Incorporate findings of stormwater management study

Runway 15-33

» Diamond DA 20 Katana

» A-I small/TDG 1A

» AGR = Annual Growth Rate

» Based Aircraft forecast based on FAA Terminal Area Forecast for based aircraft at XLL

» Operations forecast based on Lehigh County Population projections; higher than the FAA Terminal Area Forecast

» Forecast approved by FAA 11/4/2019

Runway 15/33 Justification

» LNAA worked to ensure Runway 15/33 remained FAA eligible for funding

» Not federally eligible as a crosswind runway (wind coverage for Runway 7/25 was greater than 95%)

» Runway 15/33 eligibility justified based on:

» Any maintenance to Taxiway A or Runway 7/25 would close the Airport

» Maintaining crosswind runway allows for changing weather patterns

» Runway is critical for training and serving based and transient operations

» LNAA Strategic Plan initiative to grow general aviation activity at XLL

Ongoing Master Plan Considerations» Runway extensions

• Existing runway lengths meet the requirements for the design Aircraft (King Air)

• Extension of Runway’s 7/25 and 15/33 are not considered due to land restrictions & required Runway Safety and Object Free Areas (RSA/ROFA)

» Construct additional aircraft storage hangars

» Dedicated helicopter parking and paved Tie-Downs

» Incorporate transient-friendly terminal area and ramp space

» Upgrade support systems: fueling facility, electrical vault, and drainage systems

5-year Capital Improvement Program 2020

» Mitigate obstructions (Phase I ongoing)

2021-2023

» Runway 15/33

• Rehabilitate Runway 15/33 and portion of Taxiway B

• Upgrade runway lighting

• Install PAPIs

» T-hangar development – phased based on funding availability

2024

» Construct equipment/snow removal storage building

Years 6-20 Proposed Capital Improvement Projects

» Construct fueling facility

» Realign and reconstruct Taxiway C

» Rehabilitate/relocate Taxiway A

» Rehabilitate aprons

» Construct new terminal building

» Construct paved Tie-Downs

» Construct paved helicopter

Tie-Downs

» Drainage systems

rehabilitation / replacement

» Construct overall property

stormwater management facility

» Construct electrical vault

» Rehabilitate bulk hangars
