Request for waiver of rules 73.316(b)(1&2) to avoid wasted signal over open water. See MM Docket No.91-357 which mentions Commission policy: "Waiver of the 2dB per 10 degree rate-of-change and the 15dB maximum-to-minimum limitations of 73.316 is generally granted only to stations attempting to....avoidwasting a signal over water." Furthermore, the proposed radiation pattern will not vary more than 2 dBper 10 degrees of azimuth in the direction of any U.S. broadcast facility.
