IN EXERCISE of the powers vested in him by section 23 of the Road Transport Ordinance, the High Commissioner has made the following rules : 1. These rules may be cited as the Road Transport (Routes and Tariffs) (Amendment) Rules (No. 2), 1943, and shall be read as one with the Road Transport (Routes and Tariffs) Regulations, 1934, hereinafter referred to as the principal Rules. 2. Communities (Organisation) Ordinance, and with the sanction of the Secretary of State, the High Commissioner in Council has made the following Rules: —

1. These Rules may be cited as the Jewish Community (Amendment) Rules, 1943, and shall be read as one with the Jewish Community Rules, hereinafter referred to as the principal Rules.

2. Rule 2 of the principal Rules shall be amended by the deletion of the definition of "Jewish municipality, township, village or quarter" appearing therein, and the substitution of the following definition therefor:—

" "Jewish municipality, township, village, area or quarter" means any municipality, township, village, area or quarter of which not less than three fourths of the population are Jews, which has been declared to be a Jewish municipality, township, village, area or quarter by notice of the High Commissioner in the Gazette."

3. Rule 22 of the principal Rules shall be amended— (a) by the insertion of the words "or area" immediately after the

word "quarter" appearing in the proviso to sub-rule (1) thereof; and

(&) by the insertion of the words "or area" immediately after the word "quarter" appearing in sub-rule (3) thereof.

2. In these Regulations the term "the principal Ordinance" means Interpretation, the Police Ordinance. Cap. 112.

3. Section 51 of the principal Ordinance shall be amended by the Amendment of insertion of the following subsection at the end thereof: — section 51 of

by virtue of any Proclamation under subsection (1), be a military Ordinance, force liable to be employed on military duties, the Inspector General shall cause a certificate, in the following form, to be in­serted upon or attached to the certificate of appointment issued to every member of the Force to whom such Proclamation ap­plies :—

I N E X E R C I S E of the powers vested in him by Article 49 of the Palestine Order־in־Council, 1922, and section 26 of the Magistrates' Courts Jurisdiction Ordinance, 1939, and of a l l other powers enabling him in that behalf, the Chief Justice has, with the concurrence of the High Commissioner, made the following Rules of Court:—

1. These Rules may be cited as the Magistrates' Courts Procedure (Amendment) Rules, 1943, and shall be read as one with the Magis­trates' Courts Procedure Rules, 1940, hereinafter referred to as the principal Rules.

2. Rule 143 of the principal Rules shall be amended by the addition of the following proviso at the end thereof:

"Provided that i f the Magistrate is unable to record the evidence in his own handwriting owing to physical disability, the Chief Justice may, in writing, authorise the recording of the evidence by some other person, in the presence of the Magistrate, and in such cases the record made by such person shall be signed by the Magistrate immediately it is completed."

I N E X E R C I S E of the powers vested in him by section 42 of the Govern­ment Railways Ordinance, 1936, the General Manager has made the following by-laws: —

1. These by-laws may be cited as the Government Railways (Special Tariff for the Transport of Goods) By-laws (No. 3), 1943.

2. —(1) There shall be a special tariff chargeable for the transport of goods imported via Haifa in transit to Trans-Jordan and conveyed by rai l , at the rates prescribed in the Schedule hereto.

(2) The charges provided for in the Schedule hereto include Railway rates and the surcharges provided for in the Government Railways (Fares and Rates) By-laws, 1943, Customs clearance, shipping agency fees, wharfage and loading charges. In the case of traffic imported by rai l from Egypt, the charges include Railway rates and the said sur­charges, Customs clearance and transhipment charges. The charges provided for in the Schedule hereto do not include the use of cranes, which wi l l be charged for additionally when this service is performed, in accordance with the tariffs of charges prescribed under the Ports Ordinance and in force from time to time.

3. —(1) The Government Transport Officer at Haifa wi l l undertake the clearance at Haifa of transit goods for Trans-Jordan.

(2) Traders wi l l be required to appoint by written authority the Government Transport Officer, P.O.B. 121, Haifa, to act as their clear­ance agent.

4. Payment of the rates shall be made to a Railway officer duly authorised by the General Manager to collect monies or to the Chief Accountant of the Railways.

5. The Government Railways (Special Tariff for the Transport of Goods) By-laws (No. 2), 1943, are hereby revoked.

6. These by-laws shall come into force on the 22nd day of A p r i l , 1943.
