Letter from the CEOAfrica is becoming the world’s fastest growing region. Of the 20 fastest growing global economies, 11 are in sub-Saharan Africa. We have an abundance of natural resources and need to develop that single biggest resource – human capital, our people – to a much greater level than in the past, if we are to keep Africa on its growth path by including more countries, regions and partners on this development.

The AMSCO Group focuses single-mindedly on human capital. Everything we do centres around developing people so that we can develop enterprises and develop the public sector. We have a 28 year history across 29 sub-Saharan countries supporting the private sector to make a significant impact in African economies. We equally have an unrivalled history working with governments and development institutions; supporting small, medium, large and state owned enterprises to contribute to achieve national and global visions.

AMSCO has the ability to adapt to the rising demands of the continent through joint ventures and partnerships, using our co-design approach, networks, stakeholders and creativity to have a positive impact on the livelihoods of our entrepreneurs and their communities. Understanding the needs of governments, the development fraternity, private sector (small and large) and the broader community, allows AMSCO to act as focal point in economic development agendas.

The heart of Africa’s growth story is development of the private sector, driven mostly by small and medium-sized enterprises (SMEs). These small and growing businesses create around 80% of the region’s employment, establishing a new middle class and fuelling demand for goods and services. This indicates that our enterprises play a crucial role in the growth of the African economy and the development of human capital. AMSCO also achieves private sector development through supporting large enterprises that empower, upskill and scale private sector, to reduce and eliminate barriers to effective and inclusive economic growth.

We will continue building human capacity within Africa by providing management and training support, to be leaders in their own fields. AMSCO remains focused on meaningful and lasting impact on the continent - improving lives, growing economies and enhancing skills levels.

The company was established to implement the African Training and Management Services (ATMS) Project, a joint project of the United Nations Development Programme (UNDP), the International Finance Corporation (IFC) and the African Development Bank (AfDB) with other Development Finance Institutions as key partners. AMSCO’s strengths in managing projects emanates from its genetic make-up as exclusive implementing partners of the longest and most ambitious private sector development programme in Africa - the ATMS Project.

Seeking to bridge the gap between skills develop-ment and entrepreneurs in sub-Saharan Africa’s private sector, AMSCO BV was established and registered in the Kingdom of The Netherlands to implement this ATMS Project. The Stichting African Training and Management Services (ATMS) Foundation was established to be responsible for collecting and disbursing donor funds provided to the Project. Interventions across Africa were made possible by the endorsement of host governments.

AMSCO managed five successive cycles of the ATMS Project dating back to 1989, traditionally focused on interim secondment of experienced manage-ment experts and training for clients that use the secondment service.

We evolved to have a holistic approach to enter-prise development that incorporated technical assistance to clients and industries, and supporting the economic transformation of the continent through broader human capital development services.

Companies supported under the Project have demonstrated strong revenue growth and gene-rated employment. An analysis of the ATMS IV project cycle confirmed that client revenues grew nearly six times over the project cycle. In addition, AMSCO with the support of the ATMS Foundation managed over US$60Million in development funds on behalf of donors.

This history and track record uniquely positions AMSCO to be a partner of choice for govern-ments, development financiers, development agencies and the private sector to achieve large scale socio-economic transformation of Africa.

AfDB – African Development BankThe AfDB is a regional multilateral development finance institution established in 1964 to mobilise resources towards the economic and social progress of its regional member countries. The AfDB Group comprises the AfDB, the African Development Fund (ADF), and the Nigeria Trust Fund (NTF). Among other areas of intervention, the Bank Group also continues to reinforce its support for small and medium enterprises (SMEs), by providing financing through lines of credit to local financial institutions, and for capacity building.

IFU – The Investment Fund for Developing CountriesIFU is an independent government-owned fund offering advisory services and risk capital to Danish companies wishing to do business in developing countries and emerging markets. IFU is a fund manager of a number of other investment funds, such as the Danish Climate Investment Fund, IFU Investment Partners and the Arab Investment Fund.

Banco BPIThe BPI Group – headed by Banco BPI – is a Portuguese universal financial and multi-specialist group, focusing predominantly on commercial banking business and on domestic activity, to which 95% of its capital is allocated. Banco BPI serves more than 1.3 Million customers – individuals, companies and institutions – by means of a multi-channel distribution network.

ATMS FoundationThe African Training & Management Services (ATMS) Foundation was established by the International Finance Corporation (IFC) in 1996 to support enterprises within the framework of the ATMS Project. The Foundation is funded by a number committed bilateral, multilateral and private donors.

Management IncentiveIn the belief that aligned interest creates increased value, the AMSCO share-holders initiated a long term incentive scheme where management would earn full ownership in AMSCO, through a trust vehicle.

Description of ServiceBuilding on the legacy of over 28 years’ experience working in partnership with African governments, development actors and private sector and informed by the National Development Plans of countries of operation, AMSCO identifies human capital bottle-necks to sectors or industry growth. Based on our diagnostic process and analysis, we develop custom tailored solutions and catalyse smart partnerships. The strategy is to address systemic issues that promote social economic growth.

Zambia MSME Access To Finance Programme

Description

This programme was aimed at strengthening financial institutions on Micro, Small and Medium Enterprises (MSME) lending, Business Development Service Providers (BDSPs) on dealing with MSMEs, and for MSMEs on how to grow and sustain their businesses through better management and preparation of bankable proposals for funding.

AMSCO Offering

AMSCO managed the Technical Assistance (TA) grant of US$ 1.0Million from the reso-urces of the Fund for African Private Sector Assistance (FAPA – a trust fund led by the government of Japan).

Value Added Impact

» 31 BDSPs trained, and are now counselling the MSMEs on Management and Financial Skills.

» 74 MSMEs trained; who noted business improvements and have succeeded in accessing finance from financial institutions.

» Immediate follow-up mentoring and coaching by the BDSPs was done for over 51 MSMEs in Management Skills and 51 MSMEs in Financial Management Skills

» Training conducted for 12 Business Associations. » As a result of the partnership, an association of BDSPs was set up whose aim is to

ensure that the service provided to the MSMEs is up to standard & accessible.

Growth Oriented Women Entreprises (GOWE)

Description

Implemented by AMSCO until 2015 for AfDB in partnership with ILO, the objective was to improve the managerial capacity of women led enterprises, promoting manage-ment including local banks, women’s enterprise associations and women entrepreneurs. Targeted beneficiaries were younger and educated women, assisting them to grow their enterprises.

Zambia Business In Development Facility (ZBiDF)

Description

With support from the Swedish International Development Agency and the Embassy of Sweden in Lusaka, AMSCO was selected as the host organisation for the pilot phase of ZBiDF with a project budget of US$1.5Million. ZBiDF is a multi-stakeholder platform, comprising champions from business, government, donors and civil society in Zambia, that was designed to engage business, facilitate dialogue and innovation, and directly support public private partnership action on key business and development challenges.

The project’s focus is summarised under four major thematic areas; (1) The establishment of an appropriate structure for ZBiDF; (2) Support for the development of impactful, cross-sector partnerships; (3) The provision of free offerings to develop a partnering conducive environment; and (4) The development of professional partnership broking and training skills.

Value Added Impact

» Support to the National Skills Development Programme under the Industrialisation and Job Creation strategy, led to an ILO supported workshop. ZBiDF was part of the team to develop a national framework on Work Based Learnerships.

» Facilitated the first phase of the development of a new cassava national strategy » Mobilised financial support to various national development programmes that

include Cassava to Flour Partnership aimed at creating employment and poverty reduction through increased production and processing of cassava.

» Instrumental in developing public and private partnerships to accelerate progress, value chain development and achieve scale.

What We DoAMSCO sources and places international experts with appropriate skills and experience at African companies for a period of 3-5 years to improve operational and financial efficiency, install management systems and strengthen capacity for local managers to succeed AMSCO secondees. AMSCO also assists greenfield businesses. As part of our commitment to busi-ness development, interim managers are also tasked to groom successors in order to ensure ongoing growth and local skills development. Years of expatriate management has shown that employing the right interim manager brings with it higher production levels, improved management systems and increased revenue margins.

The Biovac Institute Description

An Institute established through PPP between the South African government and a private health care company to set up a human vaccine manufacturer in South Africa. The company is the only vaccine manufacturing facility in sub-Saharan Africa, directly supporting the national health innovation strategy of the South African government.

AMSCO Offering

AMSCO provided assistance in sustaining operational capacity for the facility. We seconded senior managers in roles varying from Chief Operating Officer, Business Development Manager, Process & Qualification Engineer to Project Managers. The Insti-tute held several training programmes to build expertise in vaccine research and manu-facturing technology aimed at combating tuberculosis, malaria and HIV/AIDS. These included airflow filter particle training, validation quality management, and process engineering fundermentals.

Advans Group Description

Advans Group, a venture capital investment organisation that provides financial services to MSMEs in developing countries required AMSCO support to expand to various African countries.

AMSCO Offering

AMSCO facilitated the expansion plan through the secondment of professional experts and training of leadership structures, including indegenous staff in the Advans network of companies, initially starting with Cameroon. The support evolved to successfully open five more ventures across Africa, namely Advans Banque Congo, Advans Bank Tanzania, Advans Ghana, Advans Cote d’Ivoire and La Fayette Microfinance Bank (Nigeria) with AMSCO placed experts.

The Fall Arrest modules (Height Safety & Rescue) have the objective of equipping trainees with the knowledge and skills to safely achieve the following:

» Rescue an injured person from a mast or structure

» Handle, use and properly store a fall arrest system

The First Aid module is to equip participants with the knowledge and skills in handling injured persons rescued from towers or other accident victims on site.

The Rope Rigging course helps to reduce damages on equipment at site and also prevents and miti-gates the risk of dropping load from height. The programme is essential to lift and lower loads of up to 100kg using Rope Access and Fall Arrest equip-ment.

Impact Design:This is the strategy development and design process that brings alignment and coherence to an organ-isation’s purpose, decisions and implementation. Using a results-based approach to programming like a Theory of Change, or an Impact Value Chain provides a framework that develops a monitoring system that enables both accountability and learning that enables GreaterImpact to work effec-tively towards achieving the intended impact.

GreaterImpact designs and organises a monitoring system that will ensure the right data is collected at the right time during and after project implementa-tion. This data will help guide programme learning, informing implementation, strategic decisions and ultimately impact measurement. They also provide an overview of principles of good impact assess-ment and how one can introduce it into their organ-isation in a way that is appropriate to their needs and budget. This includes a package of retraining, mentoring and onsite support.

Impact Assessment:Impact assessment focuses on two specific areas, mid-term reviews and summative programme assessments. Periodic programme reviews should be a key feature of the learning culture of an organ-isation, using results based monitoring to affirm, strengthen and redirect strategic focus if necessary. This also provides data for the purposes of account-ability and reporting to stakeholders, funders and donors.

Impact assessment involves understanding the nature of the changes that have taken place within an intervention or an organisation and determining the significance of these changes. The questions that guide this process are: What has changed? For

whom? Will it last? In what ways did we contribute to these changes? And how aligned is our intervention or action to society’s interests? Beyond account-ability and transparency, we believe in the oppor-tunity to use your story for greater impact. Given the growing attention on storytelling both in the business and development world, we have a strong bias towards using this as a means of reporting on progress. We use the data we collect to illuminate our partners impact journeys, to highlight learnings and challenges, to tell the story of success and to decide what comes next from a policy, literature, programme or best practice perspective. AMSCO interventions cut across multiple sectors or industries enabling diverse organisa-tions to contribute to the economic growth of the African continent. Profound successes have been realised in seven namely Financial Services, Agriculture & Forestry, Health, Energy, Fast Moving Consumer Goods (FMCG) , Information & Communications Technology (ICT) as well as Transport & Warehousing.

Financial Services:We help the financial sector to overcome obstacles like lack of skilled labour, corporate governance and tight risk control, giving SMEs access to finance. We work closely with banks in sub-Saharan Africa to further improve access to finance for SMEs. We also partner with Development Finance Institutions to empower employees and promote female-led enterprises.

We work closely with the insurance sector to help them support enterprises by protecting their assets and investments, build capital and become sustainable. We also aid microfinance companies, supporting them to better serve micro, small and medium enterprises. To assist micro enterprises that cannot meet the requirements for bank loans, we partner with foundations, social and philanthropic investors to balance both the human and financial capital needs of the enterprises.

Agriculture & Forestry:One of Africa’s fastest growing sectors, Agriculture & Forestry has the potential to significantly alleviate poverty on the continent. Fostering partnerships, we are able to link agribusiness enterprises to mobile operators to monitor market development and pricing. We work closely with agriculture, agribusi-ness and forestry organisations to improve organi-

sational productivity, promote food security, develop value chains and improve livelihoods. We also team with partners to improve access to finance for SMEs, and inputs such as seeds, fertilizers and machinery.

Access to energy is key for Africa to become globally competitive. It is therefore imperative to meet the growing demand for electricity, oil, gas and other energy sources.

AMSCO welcomes partnerships in the oil and gas sector to develop SME value chains that serve organisations better.
