FORWARD

TheGovernmentofUgandacommitmenttoimplementtheUNSCR1325&1820andtheGoma

Declaration as amechanism of strengtheningwomen’s participation and involvement in the

promotion of peace and security in conflict situations for conflict prevention and resolution,

eradicatingsexualviolenceinconflictsituationsismilestonetoaddressingwomenissues.

TheAmuriadistrictLocalActionPlancomesintodomesticatetheUgandaNationalActionPlan

on UNSCR 1325 &1820 by identifying and addressing issues as they appear on the

ground/communities usingparticipatory approach that involves the local communities. By so

doing,thedistrictwillhaveownershipofitsprograms/interventionsastheywillbeintegrated

inthedistrictlocalActionplans.

TheAmuriaDistrictLocalActionPlanforImplementationofUNSCR1325&1820isdrawnfrom

other legal and policy frameworks; the NAP, the constitution of the republic of Uganda,

DomesticviolenceAct,UgandaGenderPolicyamongothers.

Withgreatpleasureanduttermosthonesty I take thisopportunity to thank theCoalition for

Actionon1325(CoACT)andTesoWomenPeaceActivists(TEWPA)fortheinitiativeoftheLAP.I

am also grateful for the multi-stakeholder capacity building workshop that trained over 70

people from Amuria in various topical issues like gender, legal and policy frameworks, the

linkagebetweenconflict,goodgovernanceandsustainabledevelopmentamongothers.

In conclusion, as a District commitment to end gender based violence and other conflicts in

Amuria,IappealtoallofyouandUgandansasawhole,towelcomeandimplementthisAction

EXECUTIVESUMMARY

TheLocalActionPlan(LAP)discussesthecontextofGenderBasedViolenceandotherrelated

conflicts in theGreaterNorthernUganda andAmuria in particular. Itoutlinesobjectivesof the

planandstrategiestoachievetheintendedobjectives.TheAmuriaDistrictLocalActionPlanaimsat;

1. Promoting local ownership of the resolutions and identifying concrete actions toward

implementation in local communities; and to contribute towards better global

implementationofUNSCR1325and1820andothersupportingresolutionsonwomen

peaceandHumanSecurity,Enhancingwomen’scapacitiestoparticipateindiscussions

anddecision-making andpeaceprocesses at all levels andprevent sexual andgender

basedviolence

2. IdentifyingprovisionsintheNationalActionPlan(NAP)thatarerelevanttoAmuriaand

facilitatelocalmulti-sectoralactionplanning

3. Promoting shared responsibility and accountability between national and local

governmententitiesandlocalCSOsinimplementingUNSCR1325and1820

ChapteronepresentstheintroductionandbackgroundofAmuriaDistrictandtheLAP,Chapter

twosumsupidentifiedconflicts,causes,effectsandthecategoriesofpersonsaffected,Chapter

threefocusesonthelegalandpolicyframeworksaslinkedtointernationalframework,chapter

fourgivesthedetailedAmuriaDistrictLocalActionPlan,strategiesandactivities.

The LAP derives its mandate from the Local, National, Regional and International Legal

Frameworks. The Action Plan describes in detail strategies to be undertaken to achieve LAP

objectives.Theplanhighlightsresources(detailedbudget)thedistrictwillneedtotranslatethe

strategiesintoaction

Apeduru, Willa, Okungur, Kapelebyong, Obalanga, Acowa, Abarilela, Wera, Amuria Town

Council,Asamuk,Orungo,MorungatunyandKuju.TheDistricthas588Villages,3Countiesof

Kapelebyong, Orungo and Amuria and 6 Town Boards which include; Akoromit, Obalanga,

Wera,Orungo,KapelebyongandAsamuk.

CHAPTERONE:INTRODUCTIONANDBACKGROUND

OverviewofAmuriaDistrict

AmuriaDistrictisgeographicallysituatedinEasternUgandainTesosubregion.Itisborderedby

KatakwiintheEast,SorotiintheSouth,KaberamaidointheWestandNapakintheNorthEast,

Alebtong,OutukeandAbim in theNorth.TheDistrict totalarea isestimatedat2,613square

kilometers666,086.123Acres,2,695,613,617.663M2;269,565Ha.).

AmuriaDistrictwascurvedoutofKatakwiDistricton1stJuly2005with10originalsubcounties

of Abarilela, Wera, Asamuk, Amuria Town Council, Kuju, Orungo, Morungatuny, Obalanga,

AcowaandKapelebyongsubcounties.TheDistricthad2countiesofKapelebyongandAmuria

and446villages.

To date theDistrict political jurisdiction has grown to 16 sub counties of Akoromit, Akeriau,

Ogolai, Apeduru, Willa, Okungur, Kapelebyong, Obalanga, Acowa, Abarilela , Wera , Amuria

Town Council, Asamuk, , Orungo ,Morungatuny and Kuju . The District has 588 Villages, 3

Counties of Kapelebyong, Orungo and Amuria and 6 Town Boards which include; Akoromit,

Obalanga, Wera, Orungo, Kapelebyong and Asamuk. The District population to date is

approximately270,601people.

GOAL: To empower the people of Amuria socially and economically in order to improve the

qualityoftheirlives.

MISSION

To achieve sustainable Socio Economic Development through efficient provision of quality

BACKGROUNDTOTHEAMURIADISTRICTLOCALACTIONPLAN(LAP)

Thedevelopmentofthe4yearLAPstartedwiththevisitoftheCOACTandTEWPAtoAmuria

DistrictHeadquarterson14thSeptember2015.AmemorandumofUnderstanding(MOU)was

signedbetweenAmuriaDistrictLocalGovernmentononehandandCOACTandTEWPAonthe

otherhand.Subsequently,engagementmeetingswereplannedandexecuted.Theseincluded

themulti-stakeholdermeeting thatbrought together70participantsofAmuriaDistrict tobe

grounded inthe localizationofUNSCR1325,1820, theGomaDeclaration, theNAPandother

frameworks that promote gender equality and women empowerment. This was a major

meetingfacilitatedbyInternationalCoordinatorofGlobalNetworkforWomenPeaceBuilders,

COACTstaffandMinistryofGenderLabourandSocialDevelopmentrepresentative.Fromthis

meeting a Task Force of 15 peoplewas constituted andmandatedwith the task of drafting

AmuriaDistrictLocalActionPlan.

LAP. The Local Action plan (LAP) is a localized version of the National Action Plan on the

implementation of the UN Security Council Resolution 1325 and 1820 and the Goma

Declaration that is meant to address the specific needs and priorities of Amuria District on

genderbasedviolenceandotherconflicts.

PEACEANDSECURTYISSUESAFFECTINGAMURIA

Amuriadistrict isoneof thedistricts inTesothathasexperiencedvarioustrendsofconflicts.

There are various issues/challenges/conflicts that are affecting Amuria district and therefore

undermining peace and security in Amuria District; land wrangles, Gender based violence,

property inheritance, polygamy, Boarder conflicts, water conflicts, Access to justice, Cultural

beliefs, Poverty, High population growth, Early and forced marriages, Defilement, school

dropoutsandpoliticalconflicts.

CHAPTERTWO:THECONTEXTUALANALYSIS

HistoryofConflictsintheGreaterNorthern

Greater Northern Uganda is still recovering from two decades of civil war between the

GovernmentofUganda(GoU)andtheLord’sResistanceArmy(LRA).Theconflictbetweenthe

two parties started in 1986, when the National Resistance Movement (NRM) Government

underthe leadershipofPresidentYoweriKagutaMuseveni tookoverpower.Tesosub-region

first experienced insurgency as defeated soldiers of the Tito Okello Lutwa regime that fled

northwards following their defeat in Kampala by the NRA soldiers. Some of the early rebel

groups that operated in Teso include theUganda Peoples’ Army (UPA) and the ForceObote

Back Group (FOBA), but these groups either surrendered or were forced to abandon the

rebellion.

HistoryofconflictsinTesoRegionIn 1988, Teso was briefly affected by the northern conflict as rebels of the Holy Spirit

Movement (HSM) under the leadership of Alice Lakwena that

advancedtoKampalathroughTeso.TheHSMwaslaterdefeatedatJinjaandforcedtodisband.

The insurgencies in Teso region date back over four decades and have left a trail of bloody

destruction of life andproperty, rape and trauma across all sections of the population1. The

conflictingreaternorthernUgandabetweentheGovernmentofUganda(GoU)andtheLord’s

Resistance Army (LRA) was largely concentrated in Acholi and Lango sub-regions. Teso

sub-regionwaslargelypeaceful,howevermanyareaswereaffectedbycattle-rustlingfromthe

Karamojong. All of this changed when, in June 2003, the LRA infiltrated Teso sub-region in

Eastern Uganda for the first time. The civilian population and the Government army were

caughtunaware,afactorwhichhaddisastroushumanitarianimplications.

In linewith their featurepatternofatrocities, theLRA rebels carriedoutkillings,abductions,

maiming,looting,rape,burningandpillaging.BythetimetheGovernmentforces,theUganda

People’s Defence Force (UPDF) and Arrow boys, repulsed them almost eight months later,

approximately 90% of the population in Teso sub-region had been displaced into internally

displaced persons (IDP)camps, several thousands of children had been abducted, and

thousandsofpeoplehadlosttheirlivesandpropertyi.

TheprolongedwavesoftheinsurgencythathaverockedTesoregionhavehadatellingeffect

onwomenandthegirlchild.Manyhavedied,weregangraped,maimedduringarmedconflict

andsuffertrauma,nowdeepenedbydomesticviolenceafterthewar.Thestigmaandcultural

insensitivity tendenciesperpetratedbyabuserscontinues todisgracewomenand this isnow

thefocusofPeaceWork,lobbyandAdvocacybywomen’sorganizations.

AmuriadistrictwasentrypointfortheLRArebels inTesoandasaresult,thedistricthadthe

biggest IDP camp in Tesowith over 14,000people and amass grave of about 365bodies in

Obalanga.TheLRAconflictaffectedmostofthecommunitiesinAmuriawithsevereeffectson

theWomen,Menand the children.Mostwomenandgirlswere raped,abductedandothers

killed. Men and boys were sodomised, abducted and killed. As a result, most victims and

survivorsarestigmatizedandtraumatized.

Theworst affected are thewomen and girl childwhohavebeen securities in the theatre of

battles where often their bodies were used as shield of tension and anxiety by both

protagonists and enemy ranks alike. Many were raped, conscripted, abducted, girls were

defiledandtorturedthroughwavesofattacksbythecattlerustlers,LRA,andsomeofourown

indisciplinedsoldiers.Thedisjoinderhascausedincreasedburdenonwomenincaringfortheir

families. Food access has becomedifficult formany households, straining domestic relations

andworseningdomesticviolence.Womenheadedfamilies/householdsfindmoredifficultyto

accesslandforfarmingduetotheculturalbeliefs.

These adverse effects have been the result of conflictsmanifested inmultiple forms,mainly

armed conflict, land resource disputes, Property inheritance, political conflicts, boarder

conflicts,PolygamyandGenderbasedviolence.Themostdisastroushasbeenarmedconflict

which has two forms, the longtime cattle raids by the armed Karimojong warriors and the

insurgency by varying armed groups including the Lord’s Resistance Army (LRA) andUganda

People’sArmy(UPA).

PropertyinheritanceProperty inheritance is continuing to be a big challenge especially to women. This crisis is

exacerbatedbythetraditionalnorms,beliefsandvaluesembeddedintheculturesofTeso.For

instancewidows inmostof thecommunitiesarenotallowedto inheritpropertyof their late

husbands, an issue that has had tragic impacts on the lives of the women. On the side of

children,men tend to give boys to inherit their property other than girlswhich leaves them

vulnerableinthecommunities.Widowinheritancewheretheclansitsanddecideswhoinherits

thewindowandalsoherhusband’spropertyhas also led to sexualharassment, child abuse,

butteringofthewomenandsellofthedeceasedpropertymakingwomenandthechildrenlive

difficultlives.

BoarderconflictsBoarder conflicts between Amuria District and neighboring districts of Abim and Napak has

continued to be a threat for the communities of Amuria District. The boarder conflictswith

AbimandNapakdistrictsaremainlyonaccesstolandandenlargingoftheboundaries.These

conflictsaremainlyasaresultofuncleardemarcatedboundaries,drought,pasturesandalso

lack of government commitment and districts to follow the designated district boundaries.

Theseconflictshavecausedcivilunrestinthecommunitiesborderingthesedistricts;property

destroyed,peopledisplacedandpoorservicedeliveryinthesecommunities.

WaterconflictsWaterconflicts;women/girlsarethemostaffectedincasesofwatershortagemostespecially

duringthedryseasonwherewhenwomen/girlsgofetchingwater,thereisstruggleandfighting

to getwater first, and someare rapedon theirway toor from thewaterpoints. Thiswater

crisishasledtoGBVinhomes,HIV/AIDS,schooldropoutsandearlypregnanciesforthegirls.

Theprolongeddroughtsorheavyrainshavealsocaused food insecurity inmanyhouseholds

resulting in GBV when mothers have no food to cook and some husbands take to heavy

drinking and return home demanding for foodwhich they have not provided for. Itmay be

necessary at some stage to introducewater for production to avert such incidences of food

scarcitysituationsastheweatherpatternsarebecomingunpredictable.

PoliticalconflictsPoliticalconflictsaremainlymanifestedinbothpoliticalpartyconflictsandintra-partyconflicts

withmainlythepoliticalaspirantsofdifferentpartiesandevenwithintheirrespectiveparties.

This has led topoor servicedelivery, hatredamongstpoliticians anddeath.Womenare also

neglected in the political arena of the district and have low participation of the women in

politics. In the local community especially at family level,men tend toorder theirwives and

other familymembers to support aspirantsof theirwishand in case they resist theyendup

beingbattered,disownedanddivorced.

LandconflictsThe other form of conflict in Amuria district is disputes over access to family land and

communal land.Thenatureof socialeconomic setup in the sub region remains largely rural

and relies closely on family land as theprimarybaseof economic livelihood. Incomesof the

majoritysurviveon,comefromtoilintheland.Attheheightoftheinsurgencies,government

createdherded thepopulation in InternallyDisplacedPeople’s camps. Land forproduction is

consideredthemostcommonassettheycanutilizeonthewaytorecoveryofbothmentaland

social economic provision. Many are recovering from stressful IDP camp conditions where

accesstotheirfamilylandwasimpossibleanddistant.Quiteanumberofwomenwholosttheir

husbands are finding it difficult to access land of their deceased husbands that is always

forcefullygrabbedbyrelatives

Land is such a growing source of conflict and women have reported more incidences that

impedetheirresettlementprograms.Manyaffectedwomenfeeltheyaredisadvantagedover

landduetothepatriarchalinheritancecustomarylaws.Mostdonotinheritlandyetsomeare

widows and have families to care for; problems have arisen out of relatives denying them

accesstoland.Giventhatmostofthemengageinfarming,settlingdisputesisproblematic.

GenderBasedViolenceGenderbasedviolenceinallitsforms(physical,Sexual,economic,socialandmental)occurring

incommunity, family; rape,dowryrelatedviolenceandother traditionalpracticesharmful to

womenremainsacuteconcerninAmuriaDistrict.Theviolationsofhumanrightsofwomenin

situations of armed conflicts are documented inAmuria; sexual slavery, systematic rape and

forced pregnancy are clearly documented. It’s mainly caused by house hold poverty, power

relations,accesstoownership, illiteracy,negativeattitudetowardswomenamongothersand

hasledtodivorce,inferioritycomplex,childneglect,schooldropouts,psychologicaleffectsand

lowself-esteemandrespect.Sexualviolenceisadiseasethathasbothshorttermandlongtime

impacts on the mental and physical health of survivors yet it remains undermined in the

communitiesofAmuriadistrict.PolygamousfamiliesinmostcommunitiesofAmuriahavealso

recorded high incidences of GBV resulting from failure of some men to provide for their

families.

WhatAmuriaDistricthasdonetoaddressGBVandotherrelatedconflicts?

Amuria district has been engaging and strengthening existing well-built systems like local

councils,subcounties,police,andCDOandprobationofficessoastoeffectivelyplaytheirroles

with regard to emerging conflicts. TheOffice of the District Community DevelopmentOffice

through its routine programs continues to sensitize communities on issues of gender based

violence,childabuse,childlabour,andchildneglect

ThedistrictconductsthecoordinationmeetingsofallGBVactors inthedistrict.Howeverthis

needs to be strengthened and where possible other actors on GBV programs should be

attractedtothedistricttosupporttheGBVinitiatives.

PARTNERSINTHEFIGHT

AmuriaDistrict has various actors contributing towards a conflict freeAmuriaDistrict. These

include;

TesoWomenPeaceActivists(TEWPA)

TEWPA has supported at least 5 CBOs with seed fund to start income generating activities.

Eighty (80) heifers were given to CBOs in Orungo sub-county fighting HIV/AIDS. A lot of

advocacyonHIV/AIDShasbeencarriedout inthedistrictthathasencouragedpeopletotest

forHIV.TEWPAhas trainedpeacecommittees innearlyall sub-countiesofAmuriadistrict to

sensitize other women and communities on their rights, conduct advocacy on GBV and the

needforpeacefulco-existenceandreconciliationwiththeneighboringKaramojong.Thesehave

had interventionswith theircounterparts inKaramojaandTesodistricts inmattersofpeace

and social transformation. Someof themhelponmattersof conflict resolutionespeciallyon

landmattersandGBV.ThishashelpedinreducingGBVincommunities.

TEWPAestablishedpeaceandhumanrightsschoolclubs infiveschoolswhoseteacherswere

trainedandinturnestablishedthesaidclubs.TheseyouthadvocateagainstGBV,observanceof

childrights,haverejoinedbrokenfamiliesandsensitizetheyouthatschooltostay inschool,

returntoschoolfortheschooldropoutandencouragedthemtofinishschoolcircle.Theyhave

changed the school environment by planting trees, growing food for the students and

encouragegooddisciplineinschoolsandthereisimprovedperformanceacademicallyinthose

schools. They have participated in school debates, conferences on leadership, Life skills,

reproductive health and rights, good governance and democracy as future leaders in the

making in schoolsandalsoonNationalevents like the InternationalPeaceDay celebrated in

Kapelebyongin2012.

PersistentGaps/Challenges

Inadequate Funding, poor Infrastructures, High material expectation from the communities

amongothershinderingprojects

DespitethefactthattheDistrictCommunityDevelopmentOfficehastechnicalstaff(A/CDOs)in

all the 16 sub-counties in the district, they are still incapacitated in terms of response and

management of GBV survivors, for example, in the areas of provision of sustainable

psychosocialsupporttosurvivorsofGenderBasedViolence

There is general lack of capacity in terms of both technical skills and equipment such as

computers,motorcyclesetconthepartofserviceproviderstorespondtocasesofGBVinthe

district.

There are still weaknesses in regular holding of protection sector meetings due to poor

facilitationandlimitednumberofactorsinthedistrict.Thereisneedtoattractmorepartners

inthedistricttocontributetoeliminatingGBVintotality.

Given the fact that the district is dominated by a patriarchal society coupled with strong

culturalpractices,someGBVcasesareeithernotreportedtorelevantauthoritiesforactionor

aresimplynegotiatedatcommunitylevelregardlessofthehealthrisksandsocialimplications

associatedwithsuchincident.Thisnegotiationisbetweenparentsorclanmembersofsurvivors

who eventually refuse to cooperate with law enforcement agencies thereby frustrating

investigationsand“killing”reportedcases.

There is low involvementofwomen indecisionmaking. They lack thenecessary information

andskillstoinfluencethegovernanceagenda,asaresult,genderissuesandconcernsarenot

adequatelyaddressed

ThelocalactionplanonGBVandconflictwilltrytorespondtotheaboveidentifiedchallenges

by implementing the strategies highlighted in the LAP to reduce incidencesofGenderBased

ViolenceandconflictinAmuriaDistrict.

CHAPTERTHREE:LEGALANDPOLICYFRAMEWORK

Uganda has several national gender responsive laws and policies in place and is party to

regionaland international legalpolicyframeworksthatrecognizethatallhumanbeingshave

guaranteedHumanRightsandthatthevulnerablegroupsshouldbeprotectedfromallFormsof

violenceandDiscrimination.Someoftheseinstrumentsare:

TheUniversalDeclarationofHumanRights(UDHR),1948The UDHR forms the basis of Uganda’s Constitution. The declaration considers the various

categories of rights such as civil and political rights, economic, social and cultural rights in a

holisticnature.

TheDeclarationinArticle1recognizesthatallhumanbeingsarebornfreeandequalindignityandrightsandArticle25(2)thatmotherhoodandchildhoodareentitledtospecialcareandassistance.TheConventionontheEliminationofallFormsofDiscriminationagainstWomen(CEDAW),1979The main objective of this convention is to protect women and girls from all forms of

discrimination.Article I defines discrimination againstwomen as anydistinction, exclusionorrestrictionsmadeonthebasisofsexwhichhastheeffectorpurposeofimpairing,nullifyingtherecognition,enjoymentorexercisebywomenirrespectiveoftheirmaritalstatusonthebasisofequality of man and women, of human rights and fundamental freedoms in the political,economic,cultural,civiloranyotherforms.Articles2to16callonstateparties(government)to

put in place policies and legislativemeasures prohibiting all forms of discriminations against

womenfortheremovalofeconomic,socialandculturalimpediments.

TheBeijingPlatformforAction,1995The Beijing Platform for Action provides critical areas of concern inwhich governments, the

internationalcommunityandcivil society, includingNon-GovernmentalOrganizationsandthe

privatesector,arecalledupontotakestrategicactionstoaddressinequalitybetweenmenand

womeninthesharingofpoweranddecision-makingatalllevels.

TheUnitedNationsSecurityCouncilResolution1325(2000)UNSCR1325callsfortheprotectionofwomenfromGBV,increasingwomen’sparticipationin

peacebuildingandconflictresolution,andmainstreamingofgenderconcernsintheUNpeace

mechanisms and efforts. The resolution urges member states to increase their voluntary

financial, technical and logistical support for gender-sensitive training efforts. It calls on all

parties to armed conflict to take special measures to protect women and girls from GBV

particularlyrapeandotherformsofsexualabuseagainstwomenandgirls.

TheUnitedNationsSecurityCouncil1820(2008)The UNSCR 1820 was adopted to fill gaps in UNSCR 1325. UNSCR 1820 realizes that sexual

violencecansignificantlyexacerbatethesituationofarmedconflictandimpedetherestoration

ofinternationalpeaceandsecurity.UNSCR1820callsforimmediateandcompletehalttoacts

of sexual violence against civilians in conflict zones. The resolution re-emphasizes the UN

commitmenttotheBeijingPlatformforActionwheregovernments,internationalandregional

organizationswereurgedtoidentifyandcondemnrapeasadeliberateinstrumentofwarand

ethnic cleansing and other forms of inhumane and degrading treatment againstwomen and

girls.Rapeisawarcrimeandisacrimeagainsthumanity,anactofgenocidethusUNSCR1820

demands that parties involved in conflict take appropriate measures to protect civilians,

includingwomenandgirlsfromallformsofsexualviolence.

TheUnitedNationsSecurityCouncilResolution1888(2009)SecurityCouncilResolution1888urgesMemberstatestoimplementstrategiestohalttheuse

of sexual violence as a tactic of war. Resolution 1888 mainly reinforces resolution 1820 by

giving the international community tools to develop concrete and practicalmeasures at the

countrylevel.

TheUnitedNationsSecurityCouncilResolution1889(2009)The Security Council reaffirmed its primary responsibility under the Charter for the

maintenanceofinternationalpeaceandsecurityandreiteratedtheneedforthefull,equaland

effectiveparticipationofwomenat all stagesof peaceprocesses given their vital role in the

preventionandresolutionofconflictandpeacebuilding.

TheUnitedNationsSecurityCouncilResolution2242(2015)TheSecurityCouncilreaffirmstheintegrationofwomen,peaceandsecurityconcernsacrossall

country-specificsituationssoastoaddressaccountabilitydeficits.Memberstateswerecalled

upontoensurethatgenderanalysisandtechnicalexpertiseareincludedthroughoutallstages

ofmission planning,mandate development and implementation. It urgedmember states to

assess strategies and resourcing around the implementation of women, peace and security

agendacallinguponthedonorcountriestoprovidefinancialandtechnicalassistancetowomen

involved in peace processes. It also urged states to strengthen access to justice for women

including through the prompt investigation, prosecution and punishment of perpetrators of

sexualandgenderbasedviolenceandreparations

TheGomaDeclaration,2008TheGomaDeclarationoftheStatesoftheGreatLakesRegionrecognizesthatsexualviolenceis

a threat to regionalpeaceandsecurity,amajorpropagatorofHIV/AIDSandthusa threat to

economicdevelopment.

TheProtocoltotheAfricanCharteronHumanandPeoples’RightsontheRightsofWomeninAfrica(MaputoProtocol),2003TheMaputoProtocoladdressestherightsofwomenandgirlsingeneral.Article2(1)statesthat

StatesPartiesshallcombatallformsofdiscriminationagainstwomenthroughappropriatelegislative,institutional and other measures including integrating a gender perspective in their policydecisions,legislation,developmentplans,programmesandactivitiesandinallotherspheresof

life;

andwomen toaddressaccording to thedeclaration include thehigh incidencesofHIV/AIDS,

conflict, poverty, harmful traditional practices, violence against women, women’s exclusion

frompoliticsanddecisionmakingandliteracyandlimitedaccesstogirlseducation.

TheKampalaDeclarationofHeadsofStatesandGovernmentsoftheGreatLakesRegiononSexualandGenderBasedViolence,2011TheICGLR4thordinarysummitoftheHeadsofStateandGovernmentandaSpecialSessionon

SexualGenderBasedViolence in theregionwasheld inKampala,UgandaDecember2011to

strategizeonhowtoprevent,endimpunityandprovideassistancetovictimsofSexualGender

BasedViolence.

TheConstitutionoftheRepublicofUganda,1995ThisConstitutionoftheRepublicofUganda,1995isthesupremelawofthelandthatprovides

forthefundamentalhumanrightsforall itscitizens.Specifically,Chapterfourisdedicatedfor

protectionandpromotionoffundamentalandotherhumanrightsandfreedomswithanumber

ofspecificArticlesthatspelloutwomen’srights.

TheChildrenAct,1997The Act provides for care, protection and maintenance of children; to provide for local

authoritysupport forchildren; toestablisha familyandchildrencourt; tomakeprovision for

childrenchargedwithoffencesandforotherconnectedpurposes.Article10(1a)providesthat

it isthegeneraldutyofevery localgovernmentcouncil fromthevillagetothedistrict leveltosafeguardandpromotethewelfareofchildrenwithinitsarea.TheUgandaGenderPolicy,2007The revised gender policy aims at guiding all levels of planning, resource mobilization and

implementationofdevelopmentprogramswithagenderperspective.Theemphasisongender

isbasedon the recognition that“gender” isadevelopmentconceptuseful in identifyingand

understanding the social roles and relations of women andmen of all ages, and how these

impact on development. According to the Policy, all institutions in Uganda are obliged to

mainstreamgenderintheirprograms.

TheEqualOpportunitiesCommissionAct,2007The Act is in line with Article 32 (3) and (4) of the Constitution of Uganda to eliminate

discrimination and inequalities against individualsor groupsongroundsof sex, gender, age,

color, race, ethnic origin, tribe, birth, creed, health status, disability, social and economic

standingorpoliticalopinion.AccordingtotheAct,equalopportunitiesmeanshavingthesame

treatmentorconsideration in theenjoymentof rightsand freedoms,attainmentofaccess to

ThePenalCode(AmendmentAct),2007Article129(1)ofchapter120oftheActprovidesthatanyperson,whoperformsasexualactwithanotherpersonwhoisbelowtheageof18years,commitsafelonyknownasdefilementandisonconviction,liabletolifeimprisonment”.ItalsoprovidesfortheoffenceofaggravateddefilementwhichmakesoneonconvictionbytheHighCourtliabletosufferdeath.Aggravated

defilement according to the Act is where the victim of defilement is below 14 years, the

offender is infectedwith HIV, the offender is a parent or guardian or a person in authority,

wherethevictimisdisabledortheoffenderisaserialoffender

TheDomesticViolenceAct,2010AccordingtotheAct,domesticviolenceconstitutesanyactoromissionofaperpetratorwhich

harms,endangersthehealth,safetyorgeneralwellbeingofthevictim.Domesticviolencetakes

different formswhich includesphysical, economic, emotional and sexual abuse. This formof

violencealsoencompassesharassment,coercionandthreats.

FemaleGenitalMutilation(FGM)Act(2010)TheActdefinesFGMasallproceduresinvolvingpartialortotalremovaloftheexternalfemale

genitalia.ItcriminalizesdiscriminationagainstfemalesthathavenotundergoneFGM.Persons

who carry out FGMon self or on others, procure, aid, induce, threaten or fail to report the

practiceareguiltyofcommittingFGMandareliabletoimprisonment,afineorboth.

TheAnti-TraffickinginHumanPersonsAct(2009)The Act prohibits the relocation of human persons for purposes of slavery or other forceful

activity. The Act calls for increased efforts to prosecute, convict, and punish trafficking

offenders; instituteaunifiedsystemofdocumentingandcollectingdataonhumantrafficking

cases for use by law enforcement, labor, and social welfare officials; investigate and punish

laborrecruitersresponsibleforknowinglysendingUgandansintoforcedlaborabroad;launcha

nationwideanti-traffickingpublicawarenesscampaignwithaparticularfocusonforcedlabor

TheUgandaActionPlan(NAP)forUNSCR1325,1820andtheGomaDeclaration,2011TheMGLSD in2008developedtheNAPthatwasrevised in2011toguide implementationof

UNSCR1325&1820andtheGomaDeclarationandasamechanismforstrengtheningwomen’s

participation and involvement in the promotion of peace and security within the context of

conflictpreventionandresolution,eradicatingSexualViolenceandendingimpunityinconflict

pronesituations.

JudiciaryGenderPolicyandStrategyThis policy aims to provide a framework for gender mainstreaming within the Judiciary by

addressing gender concerns within the Judiciary as an institution, and also addressing key

management (in terms of representation, and how the Judiciary can be more gender-

responsive,gender-awareandgender-sensitiveinitsday–todayworking.

TheDomesticViolenceAct,2010Provides for the protection and relief of victims of domestic violence, to provide for the

perpetratorsofdomesticviolence,toprovidefortheprocedureandguidelinestobefollowed

by the court in relation to theprotectionand compensationofdomestic violence victims, to

provide for the jurisdiction of court, to provide for the enforcement of ordersmade by the

court,toempowerthefamilyandthechildrencourttohandlecasesofdomesticviolenceand

forrelatedmatters.

Activity1.1:ConductbaselinesurveyonGBVandconflictin6pilotsubcountiesofAmuria

This activity aims atmaking different stakeholders appreciate the negative consequences of

Gender Based Violence and conflict in the lives of communities they serve, and tomotivate

them to begin planning and including GBV activities in their regular district and sub county

plans. The district will hire a consultant to conduct a baseline survey on the prevalence,

knowledgeandinformationonGBVandconflictissues,thenumberofbothspecializedandun

specializedpersonnelhandlingtheircapacity,thelevelofservicesofferedtoGBVsurvivorsand

the different types of GBV affecting the communities. The baseline survey report will be

publishedanddisseminatedamongstkeyactors.ThereportwillprovidestatisticsonGBVand

conflicttoimprovethedaytodayhandlingofGBV,enhanceGBVpreventionandresponseand

further enhance integration of GBV in existing departments and different development

programmesto improveplanningamongdifferentstakeholders.Findingsfromthesurveywill

providebenchmarksuponwhichtheprogressoftheprojectwillbemeasured.

Activity1.2organize1-daymeetingtodisseminatereportfindingstovariousstakeholdersAmuriadistrictwillorganize1-daymeetingtodisseminatethebaselinesurveyreporttovarious

stakeholders. The consultantwill present the survey findings. Thereafter theparticipantswill

chairpersons,councilors,police,prisons,CSOsandCBOs,religiousandculturalleaders,teachers

andmedia.Thiswillbringtotheirattentionthemagnitudeoftheproblemandtheneedtoact

ontherecommendation.

Activity1.3:Procureandmaintain2vehicles,5motorcycles,10bicyclesand6computersfortheCFPU,childprotectionofficers/committeesandCIIDofthepoliceAmong the challenges thatAmuriaDistrict LocalGovernment faces is inadequate equipment

such as computers,motorcycles etc to respond to cases of GBV and conflict. To that effect,

AmuriaDLGwillpurchaseandmaintain2vehicles,5motorcycles,10bicyclesand6computers

for the CFPU, child protection officers/committees and CIID of the police to prevent and

respond to GBV cases. These equipment will be procured once and maintained in good

conditioneveryyearofLAPimplementation

Strategy Two: Enhance capacity of women leaders to be effective in decision making inAmuriaDistrictActivity 1.4: Providing women and men with Information, Education and communicationtoolstoimprovetheirleadershipandempowermentskillsThedepartmentofcommunitydevelopmentwillidentifypotentialwomenfromAmuriadistrict

tobetrainedinleadershipskills.Thesewomenwillbeidentifiedfromthe16subcounties.Two

training workshops will be organized whereby one will target those women already in

leadershiptostrengthentheircompetenciestoeffectivelyparticipate indecisionmaking.The

firstworkshopwillmajorlytargetwomencouncilorsatdistrictlevel.Thesecondworkshopwill

target women other folks of life i.e those in business, teachers, etc. these women will be

grounded in gender, legal and policy frameworks that protect women’s rights, gender

responsive budgeting, entrepreneurship, communication, public speaking, monitoring and

reporting among others. The district will identify facilitators who have been successful in

leadership to trainandmentor thesewomen tobecomebetter leaders.Thedepartmentwill

purchase relevant books, laws and policies for them to access and read so that they are

informedandcanbeabletodebateandcontributetodiscussionswherevertheyare.Atotalof

100 women will be groomed and mentored each year to enhance their capabilities in

leadership.

Activity1.5:EngagewomenandmeninIGAsforeconomicempowerment.Thisactivitywillinvolvetrainingsandprovidingagriculturalinputsupport.Thesewillbeheldat

benefit the girlswho have excelled in their PLE. The department of educationwill carry out

researchontheapplicantsandacommitteewillsitandawardthescholarships.Eachyear,the

district will aim at extending 64 scholarships (4 girls per sub country). This is hoped to

encourageandpromotegirlseducationtocontributetogenderparityineducation.

Activity3.2:Developingandimplementingmentoringandlifeskillsprogramsfortheschoolgirlsandboysduringholidays.DuringDecemberholidays,thedistrictthroughtheDCDO’sofficewillorganizementoringand

life skills programmes for boys and girls. A life skills programmme will be developed by a

consultantwhowillalsobeinvolvedintrainingandmentoringtheyouthindifferentaspectsof

life.Theprogrammewillentailgender,culture,governance,transformative leadershipamong

others. Thiswill contribute to change in attitudes and thinking of the youngpeople towards

maintainingpeaceandfosteringdevelopment

Activity3.2: Initiatingweekly radiotalkshowsonspecificdays toexposeperpetratorswhoviolatewomen’srights.The radio programs will see various aspects/issues discussed for instances Gender Based

violence,Landconflictsamongothers.Thepanelistswillbesourcedfromthecommunitiesof

thepilotsubcountiesandthedistricttechnicalpeople.Thiswillhelpcreateawarenessonthe

various issuesaffectingAmuriaDistrict andalsogenerating the local solutions from the local

A monitoring and evaluation system will be put in place by the district so as to capture

qualitativeandquantitativedatafortheprogram.Activitiestobemonitored includetraining,

institutional strengthening, sensitizationsand technical cooperation. Inputswill coverpeople,

equipmentandfinance.Theexercisewillalsoassessthetiming,costs,andquantitiesofinputs

budgeted against those actually used. It will document quality, quantity, time, locality,

responsibility,andbeneficiariespergivenactivity.Furtherscrutinywillbeonchecksover the

responsibilities of implementing personnel, target groups, partner organizations and district

agencies.

The participation of all stakeholders in deciding on the necessary indicators, to verify the

carrying out of these activities, and in monitoring performance and impact is crucial to the

successfulimplementationoftheprogram.TEWPAwillconductadequateconsultationonthese

andsharewiththedistrict

Themonitoring planwill enable program staff to know how the program is functioning and

make informedprogrammaticdecision.Themonitoringwill be carriedoutbyCoACT,TEWPA

and theAmuriaDistrictRepresentatives twice inevery year. Theywill compile reportswhich

willbepresentedtotheDistrict.

Quality shall be ensured through technical support supervision of the service providers and

dataqualitychecks.Feedbackfromsuchvisitswillbedonetoenablecontinuousimprovement.

Theinformationcollectedthroughsupportsupervisionandmonitoringshallbediscussedbythe

Districtimplementationteamtoinformplanninganddecisionmaking.Whereadjustmentsare

needed,thedistrictshallinformandseekinputfromCoACTandotherimplementingpartners.

Evaluation

The project shall use the existing baseline data for refining the monitoring indicators and

evaluationoftheproject.Sourcesoftheinformationwillcomefromcommunitymembers,pilot

subcountiesandalsoexistingdocumentationsfromthedistrict,districtcoordinationmeeting

minutes, interviews with the leadership, and research findings. Other sources will include

Cultural leaders and elders, and religious leaders from participating sub counties. Additional

informationwillbegleanedfromstaffvisitsreportsandobservations.Othersourcesofreports

will alsobe the LC5/LC3Councils includingwomen councils and interviewswithparticipating

councilorsandotherkeystakeholdersinvolvedintheprogram.

ExpectedOutcomes:The expected outcomes of the implementation of the LAP include reduced gender based

violenceandotherconflictsinAmuriaDistrictsothatwomen,girls,menandboysareableto

enjoy their human rights.
