The City Government of Davao is honored to be representing the Philippines to
the United Nations Educational, Scientific and Cultural Organization (UNESCO)
International Literacy Prizes.
Davao City takes pride in its rich, multi-cultural identity. The city is home to
Christians, Moros, and Lumads, the latter two of which comprise the
Indigenous Peoples (IP) sector. These IPs are the descendants of the early
Dabawenyos who lived in Davao long before the lowland settlers arrived.
It is in recognition of the uniqueness and cultural richness of the various
peoples who live in the city that the City Government implements literacy
programs for all Dabawenyos regardless of age, gender, and cultural
backgrounds.
Literacy is an integral component to the development of any society. Literacy is
the empowerment of an individual, a society, or a nation to reach its full
potentials, and the City Government is committed to empowering every
Dabawenyo.
Programs and projects are implemented in partnership with national
government agencies and non-government organizations to enable the Lumad
and Moro Dabawenyos to take part in governance, develop their skills, and
become proactive and dynamic members of the community who are equipped
to improve their lives and contribute toward the progress of the City in the
21st century.

Davao City is a highly urbanized city found in the southern part of the Philippines.
It has a land area of 2440 square kilometers and a population of around 1.4
million, 16.4% of whom are indigenous peoples (IPs) composed of Lumads and
Moros. Davao City is a metropolitan city, and the center of trade and commerce
for the Davao Region which comprises the provinces of Davao del Norte, Davao
del Sur, Davao Oriental, and Compostela Valley.
The City operates pursuant to the mandates of the Local Government Code of
the Philippines, particularly Section 2 which provides:
“It is hereby declared the policy of the State that the territorial and political
subdivisions of the State shall enjoy genuine and meaningful local
autonomy to enable them to attain their fullest development as self-reliant
communities and make them more effective partners in the attainment of

national goals. Toward this end, the State shall provide for a more
responsive and accountable local government structure instituted through
a system of decentralization whereby local government units shall be
given more powers, authority, responsibilities, and resources.”
Based on the above mandate, the local government unit of Davao formulated a
framework plan to guide its government officials in crafting various programs that
would cater to the needs of its populace. Its latest Comprehensive Land Use
Plan, 2013–2022 envisions Davao City as a premier socio-economic and tourism
center in Mindanao, East ASEAN Growth Area (EAGA), and the Asia-Pacific
Region propelled by enlightened leaders and empowered citizenry and
committed to sustainable growth and development under the guidance of Divine
Providence.
The local government unit is headed by the City Mayor as the Local Chief
Executive supported by nineteen departments that make up the implementing
arm. The legislative body is composed of the Vice-Mayor, 24 councilors, and one
representative each from the Sangguniang Kabataan (youth), Barangay
Captains, and the Indigenous Peoples. They make up the City Council which
formulates ordinances and resolutions for the various concerns of the people.
There are 182 barangays under 11 political districts further classified under three
electoral districts.
Davao City Mayor Sara Z. Duterte continued the previous administration’s
programs and at the same time spelled out her own development thrust which is
a proactive, responsive, efficient and pro-people agenda under the Barangay
empowerment, Academics, Resource generation, peace and Order, and
Governance (BAROG) program which covers the most crucial concerns of the
people.
Davao City is a melting pot of various cultures. It is home to Christians, Moros
(Indigenous Muslims), and Lumads (non-Islamized Indigenous Peoples, all of
whom are called Dabawenyos or people of Davao). The City Government is
committed to ensuring that its programs reach all Dabawenyos regardless of age,
gender, and religious or cultural backgrounds.

The City Government defines literacy not just as reading, writing and counting
skills but literacy in terms of the ability to understand laws and make informed
choices, and the capacity to improve their situation. As of 2011, Davao City has
a 98.53% literacy rate. The literacy rate of Lumads is at 92.89% while for the
Moros it is at 96.63%.
For the City Government, a literate person is an empowered person, and for this
reason, the government implements literacy programs that cut across various
offices within the LGU and partners with various organizations for a wider, more
comprehensive reach.
These programs benefit the 236,814 members of the ten (10) Indigenous
Peoples (Lumads and Moros) of Davao City who make up 16.34% of the city’s
1.4 million population. Five of the tribes are Islamized or those practicing Islam
and five are non-Islamized. Around 39,478 individuals belong to the Islamized
tribes (K’lagan, Maguindanaon, Maranao, Sama, and Tausug) while 197,336
belong to the non-Islamized tribes (Ata, Clata/Guiangan, Matigsalog, Obu
Manuvu, and Tagabawa). They reside in six far-flung districts of Davao –
Paquibato, Marilog, Baguio, Calinan, Tugbok and Toril. Their livelihood is limited
to farming and raising animals in these agricultural high lands.
Given their location and the way of living to which they have been accustomed
to, Moros and Lumads face concerns which the City Government strives to
address. Foremost among these concerns include the lack of access to basic
services like health and education, and a stable source of income. Various
programs to address these concerns are being implemented by the offices within
the City Government and its partners.
In recognition of the important role of the Indigenous Peoples in the city, the third
Friday of August of every year has been declared by the Philippine Congress as
“Indigenous People’s Day” and a special non-working public holiday for the City
of Davao. This is highlighted by the annual Kadayawan or thanksgiving festival
in the city, which is held for the entire month of August. The Kadayawan
celebration was adopted by the City Government from the lumad practice of
thanksgiving, and the festival is an opportunity for the IPs to share their tradition
to lowlanders through the presentation of their indigenous music, dances, and
attire in parks and in malls. The City Government also undertakes exhibits and
competitions that encourage lowlanders to learn about the Indigenous
Dabawenyos. Schools from within and outside the city interpret indigenous

legends through streetdancing, and each of the 10 tribes is also represented in
the search for the Hiyas sa Kadayawan (Jewel of the Kadayawan).
“Ten Tribes, One Vibe,” the theme used during the annual Kadayawan or
thanksgiving festivity in the city, encapsulates not only the unity in diversity
among these ten tribes, but also the united and collaborative efforts of the City
Government, the Department of Education, the Lumads and Moros, and various
other private and non-government partners in the development of the IPs and the
creation of a highly-literate society for the 21st century.
The City Government utilizes an ecumenical prayer composed of a Christian, a
Lumad and a Moro prayer which is used for all official government functions and
activities.
Each tribe has a deputy mayor who updates and assists the City Mayor in
addressing their concerns. There is also a permanent seat for the Indigenous
People’s representative in the Davao City Council. These give the Lumads and
Moros with a voice and a venue to air their concerns and bring these to the
attention of those in authority.
To protect the IPs, the city also has an Anti-Discrimination Ordinance which
promotes social integration and penalizes individuals who refuse employment,
education, goods and services, and accommodations, among others, to people
based solely on their gender, race, color, descent or national ethnic origin and
religion.
There is a Government Services Caravan that brings local government unit
(LGU) services including health, birth registration, senior citizens ID, animal
vaccination, among others, to the barangays, including the remote barangays
where the IPs reside. Moreover, the City Government provides multicabs (small
passenger type vans, 8-seater vehicle) to far-flung barangays to allow quick
response in their government transactions, emergencies and disasters.
There is an ongoing road network program linking the IP areas of Marilog,
Paquibato, and Calinan to the populous areas in the Second Congressional
District which will increase IPs’ accessibility to goods and services and enable
them to increase their productivity and transport their products at a cheaper cost.

The City Government in coordination with the World Food Program and UN-
Habitat has been taking necessary steps to enable IPs to minimize risks when
natural calamities brought about by climate change strike. With the available
geohazard map of the city, orientations and seminars on landslide-prone areas
were conducted to inform IPs and upland settlers about the danger zones.
These are only some of the City Government’s programs for the Indigenous
Dabawenyos. Through these programs, the IP Dabawenyos are empowered to
address 21st century concerns such as climate change, disaster risk reduction,
maternal and child health, and socio-economic improvement. These programs
serve to preserve the IPs’ practices, promote their welfare, develop their skills
and enhance their knowledge and information systems to fully equip them to
succeed in the 21st century.

a. Specific objectives
In recognition of the important roles of Lumads and Moros as stewards of the
environment and vital players in the preservation of the indigenous Dabawenyo
culture, and in accordance with its mandate, the City Government aims to
empower this sector through programs which:
Provide Lumads and Moros with better access to basic education both for
the children and the adults
Enable them to gain access to health services, including birthing facilities,
health centers, basic first aid, and government hospitals
Teach them feasible and long-term means of sustaining and improving
their livelihood and enhance their knowledge and skills through trainings,
fora and seminars
Inform them of their rights as Indigenous Peoples, as Dabawenyos and
Filipinos, and as human beings
Utilize technologies that will enable them to learn new ways of protecting
the environment and preserving their culture
These objectives will enable our Lumads and Moros to reach their full potentials
as human beings without sacrificing their respective unique cultural identities.

are also developed according to specific program or project.

programs deal on topics related to communication and problem solving skills,
community empowerment, economic productivity, sustainable use of resources,
disaster risk management and climate change.

fields of expertise based on the profile and background of learners including their

It is the ideal practice that all programmes are monitored and evaluated to
determine its impact and effectiveness to all those to whom the programmes are
intended for. In the Philippines, the law mandates the monitoring and evaluation
of projects implemented in all local government units, regardless of the fund
sources. Programmes, projects and activities implemented in the City
Government of Davao are suffused with a monitoring and evaluation system
carefully looking into the periodical progress of the programme during its
implementation to easily assess the needs as it advances.
Prescribed forms are provided by the Project Monitoring Committee wherein
monthly accomplishments are charted to immediately obtain feedback on how
much of the target have been met. The report also reflects the unforeseen needs
of the programme aiding the implementing agencies to evaluate so as to provide
interventions to keep the progress on track.
Outcomes are assessed based on the accomplishments of the programme to
see if the objectives are met. The efficiency of project implementation is
underscored when evaluation is done. Literacy programmes are evaluated
based on the knowledge and skills gained by the Lumad and Moro learners, be it
writing and/or reading, or applying useful information received in daily living such
as advocacies on good practices promoting healthy lifestyle, among others.
Familiarity to the culture and custom of the Lumad and Moro people provides
ease in the formulation of programmes appropriate to their communities which in

turn could better impact their lives. Imparting the basic skills that empower the
people will open opportunities to them that will improve their quality of life. The
Lumads and Moros in Davao have been continually provided with opportunities
to learn thru the help of the Department of Education, Success stories of learners
have been published inspiring others to pursue the same path.
Being part of the development framework of the City Government, the promotion
of literacy among the people is sustained despite limited resources through
partnership with non-government organizations, private sector, international
linkages and other funding agencies. Giving importance to the need for human
development and recognizing the aspiration of the citizens to grow through
literacy, basic education is introduced to the Lumad and Moro people. Annually
the City Government allots funds for different learning programmes that cater to
Lumads and Moros while advocacies on various existing laws, health care, and
other endeavors for sustainable development.
Prioritizing the programs for promoting literacy among the City’s Indigenous
People, consultations with their communities are continually undertaken to
formulate programmes that respond to their growing needs.
Those who implement the programmes are trained to acquire skills that are that
will generally assist and encourage enrichment of life when imparted to the
learners. The City Government remains to advocate the alleviation of illiteracy
among the Indigenous People through wider community participation, enabling
those within the tribe to pass on learnings gained through the programmes of the
government.
Meeting the needs of the people for basic literacy is an essential function of the
government to empower its people. It is the heart of the policy that governs
literacy thus, programmes are replicated as determined appropriate to other
tribes. Such are scaled up to meet higher needs as next steps to address the
learners’ growing needs.

Innovative features introduced in the programs include the conduct of livelihood
trainings along with gender sensitive education and the establishment of school
registration extension service desk in public schools to provide access to civil
registration in far-flung villages with teachers designated as registration agents.
Another innovation are the promotion and introduction of culturally friendly farm
technology like organic farming and the establishment of agro-forestry guided
farms using the agro-forestry techniques and diversified farming system. The
upland farmers and indigenous people are provided with planting materials
including assorted fruit trees and encouraged them to grow vegetables while
waiting for their annual crops to produce.
Community mapping was also undertaken by the villagers themselves in the
implementation of the integrated upland development project to identify areas for
development, environmentally critical areas and areas suitable for human
settlement. Agricultural plantations like banana and pineapple are required to
maintain 40-meter buffer zones between plantations and critical areas like
sources of water and residential houses. A micro-catchment water harvesting
system was also established to strengthen the resiliency of marginalized upland
farming communities. An Automated Weather Station (AWS) was established to
monitor the rainfall, humidity and temperature in the upland areas.
Another innovation is the formation of a cooperative among indigenous people
for a contract agreement with the Department of Environment and Natural
Resources (DENR) under its Community-based Forest Management Project
covering vast hectares of forest highlands.
In the field of disaster risk reduction and management, the SanguniangKabataan
(SK) or youth council in every village are assisted to organize its own Community
Emergency Responders Team (CERT) to be mobilized in the prevention and
mitigation, preparedness, response and recovery in disasters.

Almost inherent in every program and project is the limited resources to sustain
and expand its implementation. In the Alternative Learning System program,
there is lack of computer units to serve the needs of all the students. The limited
number of Early Childhood Care and Development (ECCD) teachers also hinders
the local government to cover all the children for the early childhood education
program.
Even the mobile library service is also wanting of books for its readership
program. The information and education campaign on disaster risk reduction
management also lack the necessary safety equipment to better train and equip
volunteers in the communities.
Newly-hired service providers and other personnel still need more training to
upgrade their competencies and skills.
The success rate of program implementations in remote villages is also affected
because of the mountainous terrain which makes it difficult for service providers
to access the areas especially during rainy season. The rugged terrain in far-
flung communities poses a big challenge to the mobility of personnel and
resources.
Other factors beyond the control of the implementing agencies are the
occurrence of disasters like flooding which causes interruption to program
implementation with the displacement of communities and disruption of economic
activities. The occurrence of floods have wrought havoc to agricultural crops and
increased the mortality rate among livestock and other farm animals.
Another constrain is the presence of insurgency in the far-flung communities. The
armed conflict polarized the communities, put at risk the security of service
providers and affects various stages of program implementation. In many
instances, settlers in villages where the Maoist New People’s Army (NPA)
operate are hesitant to participate in program activities. They often refuse to fill-
up registration forms or answer in census and surveys for fear that their identities
will be divulged to government security forces.
