PRIME MINISTER NARENDRAModi on Saturday launched arural public works scheme—Garib KalyanRojgarAbhiyaan— aimed at providing liveli-hoodopportunities to lakhsofmigrantworkerswhoreturnedto their native villages duringtheCovid-19lockdownperiod.With the formal launch of thescheme,fromTeliharvillageinKhagaria district of Bihar viavideoconferencing,asmanyas67 lakh workers in 116 dis-tricts spread across six statesare expected to be engaged inremunerativeemploymentforover fourmonths.The schemeinvolvesgovernmentexpendi-ture of a massive `50,000crore, without muchadditional budgetary cost, asmost of the funds are to bepooled in from outlays for 25existingschemes.
The idea is to use thescheme to pre-empt a ruraldistress and at the same timeexpedite rural public worksand asset creation. The fundswillbeusedtobuildgrampan-chayat bhawans, anganwadicentres, national highways,
railwayfacilities and forwaterconservation projects. Thepublic works to be taken upinclude ruralhouses,drinkingwater-and-sanitation andrural roads.

“Simultaneously, physicalassessment will also be donewhetheradequate facilities forhome isolation likeminimumtwo rooms and separate toiletexists so that the familymem-bers and neighbours are pro-tected and a cluster of casesdoes not develop in that local-ity.Ifadequatefacilityforhomeisolationexists,and thepersononclinicalassessmentdoesnotrequire hospitalisation, he

The decision to reverse theL-G’s Friday order was takenSaturday evening. China acted in themanner it did inMaythisyear.Thescaleoftheintrusionpointsto careful planning over severalmonths-maybegoingbacktoAugust2019whentheModi government changed the con-stitutional status of Jammu&Kashmir.The government either overlooked orbrushedaside (more likelythe latter) thefactthatChinahasbeeninoccupationofalargetractoflandinLadakhoverwhichit claims sovereignty; that it is buildingthe Belt and Road connect to PakistanthroughGilgit-Baltistanwhich is a partof Ladakh; and that it had objected toIndia constructing a feeder road to linkwith theDBO road on the Indian side oftheLAC.Chinamustalsohavetakennoteof the HomeMinister's statement thatAksaiChinwill bepartof India.It isasoberingthoughtthatIndiadid
notsuspectChina'sintentions.Ifanyonemust take theblame squarely for India'scomplacency, it is our external intelli-genceagenciesaswell asdefence intelli-gence agencieswhich have boots on theground in Ladakh. In a sense, it is anunforgivable repetition of Kargil, andespeciallyinexplicable inanageofsatel-lites and images and photographs
beamedregularlyfromspace.Thediffer-encebetweenKargilandtheGalwanVal-leyisthattheadversaryisnotabumblingPakistanbutawilyChina.InDepsang(2013),Indiataughtales-
son to China and Chinawithdrew com-pletely.InDoklam(Bhutan,2017),Chinalearned a valuable lesson about India'sstrengths and weaknesses. India cele-brated thewithdrawal of some Chinesetroopsfromthetri-junction,butmeeklyacquiesced in the structures built byChina on the Doklam plateau, and theChinese are ensconced till date in theDoklamplateau!

established Hero Cycles as the largestcycle maker in theworld in 1986,30years after its inception, strikes a bal-ance required for narrating a story ofcharacters thatspansnearly100yearswithout getting bogged down indetails thatonlybelabourthepoint.And the point of the story is the
stuffofpotboilers.Theyoungsonsofamiddle-class family in north-westPunjab(nowinPakistan)startworkingin Quetta around 1930. They aredeniedaconsistentrunduetoadevas-tating earthquake in Quetta first, fol-lowed by a debilitating and devastat-ing partition of India accompaniedwithunmitigatedcommunalviolence.
The story then moves on to inde-pendent India where the family, likethousands others, tries different per-mutationstoekeoutalivinginvariouscities like Amritsar, Agra and Delhibefore finally settling down in Ludhi-ana.The story is also about a business,mannedbyfourbrothersnoteducatedbeyondmatriculation,thatgetsoff theblockasatradingentityofbicycleparts,morphsintoamanufacturingunitandfinallyaworld-beatingbehemoth.
The Making of Hero: Four Brothers,Two Wheels and a Revolution thatShaped India dwells briefly on thebusiness climate during IndiraGandhi's reign as prime minister inthe early 1970s.The stifling businessenvironment was underlined byextreme red-tape that worked forbureaucrats, but was crippling forbusinesses during this period.While
none of this is novel for readers whohave evenapassingunderstandingofthe era,it's still quite instructive.Some of the anecdotal accounts
are gripping and fun to read. Forinstance, the executives at Hondasprung a surprise on BrijmohanMunjal by asking him to partner theJapanese in making motorcyclesinsteadof the scooters onwhich ear-lier discussions were based. Whilethis led to absolute frenzy in theMunjal contingent inTokyo,markedbydoubts aboutwhetherIndiancon-sumers wanted scooters more ormotorcycles, the patriarch eventu-ally picked up the gauntlet. This is atestament to how true leaders per-ceive risky options that have thepotential to change the fortune ofthe entire company.Other interesting anecdotes
revolve around the branding of Heroproducts—both cycles andmotorcy-cles. The first-ever jingle for thecycles—Chale Hawa Ki Chaal—waswrittenandshotbyafreelancerwhichwas played in theatres before themovies.Thiscaughtonandwasinstru-mental inmakingHeroCyclesabrandname.Lateron,theHeroHondabrandroped inaprofessionalagencytocraftthe famous Fill it, Shut it, Forget Itadvertisement that distinguished itfromitscompetitors.Thetwo-wheelerteam also bet on the Mahabharatashow on television to place their ads,enablingthemtoreachvirtuallyeveryhousehold in the country.Thefamilybusinessestablishedby
the four brothers is now in the handsof thethirdgeneration,whichcontin-ues to transactwith third-generationsuppliers and fourth-generationauditors.There is a lessonhere some-where on running a successful enter-prise and keeping it amicablywithinthe family—a task thatmany family-run businesses have found hard toachieve without the eventual acri-monyandbreak-ups.

RECENTLY, I STEPPED aboard the sub-wayinFrankfurtforthefirsttimesinceFebruary, the start of a 4,000-miletrans-Atlanticjourneytorejoinmywifeafter a three-month separation. ThetriptotheUSisoneI’vemadedozensoftimes over the quarter-century I’velived andworked inGermany.But thistime, in themidst of the pandemic, itfelt likeavoyage into theunknown.
About twodozenpeoplewere in lineat check-inwhen I arrived at FrankfurtAirportonthemorningofmytrip.AfewminuteslaterIhadmyboardingpassandwaswalkingpastrowsofshutteredduty-freeshops.Icouldhearmyownfootstepsechoingonthepolishedmarbletilefloor.And here’s theweird thing.Therewassomething strangely enjoyable abouttravellingthroughadesertedairport.Somuch of the stress of air travel comes
fromstandinginlonglinesandfightingthroughcrowds,yetFrankfurtwaspeace-ful.Even the guardswrangling plastictraysatsecurityseemedcheerful.
The feeling of odd contentmentcontinued on the plane.There was atleast one empty seat between passen-gers, except for families. In otherwords,weweren’t packed in like sar-dines.Thestaffofferedassurancesthatthe plane had been thoroughly disin-fected.Still,I cleanedmyarmrestsandseattraywithadisinfectantwipe.Ialsowore amask the entire trip.
The onlydownerwas lunch.No oneexpectsmuchfromin-flightcuisine,butinthenameofsanitationthebland“spicychicken”andfruitcupcameinpackagessealedwith plastic film that had to bepeeledoff.Afterwardtherewasnocoffee
or tea.SomehowIhave the feeling thatsmallprivilegeslikecoffeeandfreshrollsarenevercomingback.
About eight uneventful hours laterwe landed at Dulles InternationalAir-port nearWashington,where I plannedto get a connection to Burlington. AtDulles, a woman in a nurse’s smockcheckedmyform,askedme if I felt sickandheldasensortomyhead.It’seasytoimaginehealthcheckslikethesebecom-ing a permanent part of internationaltravel,alongwithworse food.Travellerscan only hope the pandemic will alsobring some positive changes, like lesscrowded flights andmore freedom tochangeflightswithoutpayingstifffees.

AS THE CORONAVIRUS spread acrossthe country,blood supply faced adireshortage across the world. Blood dri-ves were cancelled when businessesclosed,andmanypeople fearedgoinginto donation centres. Even now, therate of blood donations has yet tobounce back to previous levels. ChrisHrouda, president of biomedical ser-vices for the American Red Cross,which collects about 40% of thecountry’s blood donations, calls it a“staggering” drop in supply. “Ourinventories have been cut in half,”Hrouda said. “We’re starting to getinto a critical situation.”
Here’s what you need to knowabout donating in a time of crisis.
Whocangive blood?Almost any healthy person can,
although requirements may vary bystate. Recently, the Food and DrugAdministration loosened somerestrictions, includingmaking it eas-ierforgayandbisexualmentodonate.
Talk to your local centre about
eligibility guidelines. In mostplaces, you have to be 17 years oldand above; with parental consent,some places allow donors to be16. You must weigh at least 110pounds.There are no standing upperage limits.
ClaudiaCohn,directorof theBloodBank Laboratory at the University ofMinnesota and chief medical officerof American Association of BloodBanks (AABB), said in an interviewearlier this year that normally, olderpeople are the best donors.
“They give a disproportionateamount of blood,” Cohn said. “Eventhoughwe think their risk isvery low,wewant to protect them if theywant
to be careful about going out.”That means centres are asking
youngerpeople to stepupanddonatemore than theyusuallydo.
Can you get coronavirus bydonating blood?“This is not a blood-bornedisease,
that is clear,” Cohn said.“Blood itself
is safe.” Coronaviruses in generaldon’t seemtobeblood transmissible,as evidence from earlier outbreaks ofSARS andMERShas shown.
How are blood centres ensuringdonor safety?

Red Cross blood centres haverampedupordinaryprocedures,withstaff members masked, gloved andconducting extra temperaturechecks, on both themselves anddonors. All surfaces are repeatedlywipeddownanddonorsarespacedsixfeet apart.“With centres taking extrameasures to eliminate risk, it’s saferthan going to the store,”Cohn said.

frommonkeybarsaftermonthsofwait-ing.Whilethis isgoodnewsforchildren,some parents are being a bit more cau-tious.The coronavirus is still spreading,and a vaccine isn’t expected until nextyearattheearliest.Infectionsareclimb-ing quickly. So is it really okay to returnto theplayground?
Are playgrounds safe now?It’s impossible to negate all risks of
contracting the virus at a place like aplayground, which is frequented bylargenumbers of peoplewhomayhavedifferentviews about social distancingand hygiene.But outdoor playgroundsdo have the benefit of fresh air andmore space between people thanwhatmost indoor spaces offer. There is agrowing consensus that if you’re goingto leave your home, it’s safer to be out-doors than in an indoor public gather-ing space, like a mall.When air is stag-nant,respiratorydroplets could linger,experts say,whereas theairflowoutsidecan help dilute thevirus.
A crowded playground, however,might present a bigger risk. In Massa-chusetts,forinstance,caregivers“willberequiredtoseekalternative facilities”iftheplaygroundissocrowdedthatsocialdistancing cannot be maintained,according to the Executive Office ofEnergyandEnvironmentalAffairs.
Can the virus live on playgroundsurfaces?
It’s unclear how long the coron-avirus can live on plastic and metalplaygroundstructures thatare touchedby hundreds of tiny, and often dirty,hands.The Centers forDisease ControlandPreventionhassaid thatpeoplecanget Covid-19 by touching a surface orobject that has the virus on it and thentouching their own mouth, nose oreyes,but thiswas“not thought tobe themainway thevirus spreads.”
A study published in The New Eng-land Journal ofMedicine found that thevirus lives longest onplastic and stain-less steel and can survive on those sur-faces forup to72hours.Anotherstudy,published inTheLancet,found that theCovid-19 virus remained viable up tofourdays on stainless steel and plastic,but the researchers said the methodthey used to extract the virus fromtheseobjectswasn’t analogous tocasu-ally touching a surface.
TheWorldHealthOrganizationcau-tioned that those studies were con-ducted under laboratory conditionswhere the surfaces were neithercleanednordisinfected so they“shouldbe interpretedwith caution in the real-world environment.” And it’s alsounclear whether the virus theresearchers detected would haveinfected people who came in contactwith these surfaces.

the early days of the coronavirus pan-demic,cookieandcrackersaleshadshotupby nearly 30%,a gargantuan leap in theworldofgroceries.“Weexecutedwellinthefirstquarter,evenastheviruswasspread-ing,”saidDirkVandePut,thechiefexecu-tive of Mondelez International.This was-n’t just a result of hoarding by nervousshoppers,hesaid.ConsumersintheUSandinmanyothercountriesboughtmore,atewhat theystashed awayand kept comingback for snacks as the weeks of social dis-tancingstretchedon.

PIRAMAL ENTERPRISES’SPHARMA solutionsbusiness onSaturdaysaidithadenteredintoapactwithG&WLaboratoriestoacquire its solid oral dosagedrug product manufacturingfacility at Sellersville in theUSfor $17.5 million (over `130crore).“According to the termsof the agreement,Piramal En-terprises,throughoneof its af-
filiates,would acquire...100%stakeintheentitythatoperatesthefacilityandownstherelatedrealestate,”PiramalPharmaSo-lutions(PPS)saidinastatement.
This acquisition broadens theofferingofPiramalPharmaSo-lutions by adding solid oraldosage form capabilities inNorthAmerica.Untilnow,itsca-pabilities in solid oral dosageformswereall locatedintheUKandIndia,itadded.
“TheSellersvillesitecanalsoproduce liquids, creams, andointments, further expandingthe PPS portfolio,” the state-mentsaid.
Thesitehasreceivedcertifi-
cationsfromtheFoodandDrugAdministration(FDA)andEuro-peanMedicinesAgency(EMA),itadded. “ManyofourcustomersarelookingforUS-basedmanu-facturing partners to expandandsupport theirpipeline.Thisacquisition strengthens ourability topartnerwith themonbest-in-class drug products,”PPSCEOPeterDeYoungsaid.

THE ENFORCEMENT DIREC-TORATE (ED) will begin de-tailed interrogation of JPMorgan India board mem-bers, including a Chinese na-tional to take forward itsmoney laundering probelinked to the alleged diver-sion of crores of rupees ofhome buyers who wanted topurchase an abode in Amra-pali Group’s real estate pro-jects.Whathas comeas a shotin the arm for the agency is aJune18orderof the SupremeCourt directing themulti-na-tional firm JP Morgan totransfer over`140 crore plusinterest from its bank ac-counts,thathasbeen recentlyattached by the ED, to the es-
crow account maintained bythe UCO bank.
The apex court said themoney would be used forcompleting the pending pro-jects of the now defunct Am-rapali Group. Officials prob-ingmoney laundering crimessaid this is the first time thatthe apex court has soughttransfer of such funds in itsaccounts afterbeing satisfiedwith the provisional attach-ment order issuedbythe cen-tral agency. Usually, fundsonce attached are kept in thebankaccountswhere theyareand the order for attachmentis sent to the Prevention ofMoney Laundering Act(PMLA)AdjudicatingAuthor-ity for approval and subse-quent confiscation of assets.
The ED had recently at-tached, as part of an order is-sued under the PMLA,morethan `187 crore funds of JPMorgan India kept in a bankbranch in Mumbai. The apexcourt, which is monitoringthis case, had in Decemberlast year directed the ED totake charge of investigationand asked its Lucknow zoneJoint Director RajeshwarSingh to take action againstJP Morgan under the anti-money laundering law andthe Foreign Exchange Man-agement Act (FEMA) and ap-prise it on a regular basis.
An ED team led by Singhattends the court hearingstoo. The top court hadcracked whip on errantbuilders for breaching thetrust of homebuyers,orderedcancellation of AmrapaliGroup's registration underreal estate law RERA andousted it from its primeprop-erties in the national capitalregion by nixing the landleases in July lastyear.Officialsources said the investigatingagency has now sought all fi-nancial documents, agree-ments,memorandum of un-derstanding and others fromJ PMorgan India andwill be-gin detailed interrogationand recording of statementof its directors like GunjanBahl, Hrushikesh Kar andChanakya Chakravarty andfew others. A Chinese na-tional,ToddWong,whowas aDirector on the board of J PMorgan India PropertyMau-ritius Company IIwill also besummoned for questioningand recording of his state-ment under the PMLA, offi-cial sources said. They said achargesheet or prosecutioncomplaintwill be filed in‘duecourse’ after recording ofstatements. Wong was onboard of the company be-tween February 5, 2010 toApril 25, 2013 and as per anED affidavit was inducted asthe authorised signatory ofits escrowaccount.
