Welcome to the 2nd annual REEL RURAL Film Festival to be held Saturday 12 February 2005. This year we asked filmmakers to get out and flex their creative muscles and produce rural flavoured short films that fit with our 2005 theme of ANOTHER VIEW. The REEL RURAL Film Festival is a short film competition produced by Pangari Productions Pty Ltd and run in association with the Drouin Ficifolia Community Festival. Pangari Productions Pty Ltd is a small company whose philosophy is “innovative media creation…fusing film, poetry & visual arts”. The word Pangari has many meanings and has roots in many different cultures including Greek, Indian, Maori and even our very own indigenous culture right here in Australia, as an aboriginal word meaning “of the soul, or shadow”, which represents the multi-cultural nature of projects Pangari Productions is involved with. Pangari Productions Pty Ltd is the brainchild of Gippsland based sisters, Fiona and Sally McColl. The idea to establish the Reel Rural Film Festival here in Gippsland, came from their desire to promote new and exciting arts and culture mediums right here in Regional Victoria and to encourage students & professionals working in film and media in rural communities, to explore their creativity, as well as providing opportunities and creative careers in the film and media industry outside of the city centres. We also actively encourage film production in regional Victoria & entice filmmakers from all over Australia to explore the exciting possibilities of the region as a location for filmmaking, with its lush vegetation, diverse wildlife & the unforgettable, lip smackingly delicious, Gourmet Deli Trail. So join the REEL RURAL family, enter a film in the festival or simply come and be part of our fabulous, fun loving audience who get to view our diverse finalists films as well as making your vote count in the audience award. All finalists will win a prize and our panel of celebrity and industry judges will select the overall winners of the two categories (Under 18 and Open). Last years filmmakers prizes included a week shadowing director Kath Hayden on the set of the television drama BLUE HEELERS; training and a years annual membership with OPENChannel; mentoring and script analysis with senior members of the PRODUCERS & DIRECTORS GUILD OF VICTORIA; a classic films DVD package from TotalDVD; an annual subscription to INSIDE FILM magazine; film & production equipment and much more. This year there are EVEN MORE great prizes on offer, which will be educational, career building and lots of fun! There are also exciting audience give-aways and AUDIENCE PARTICIPATION is a must! Join us, as we get set for the grand finale of the summer festival circuit with the finest in Aussie film talent at the 2005 REEL RURAL FILM FESTIVAL. This year the festival is moving to the exciting new venue of the WILD DOG WINERY, where you can enjoy the spectacular views of the lush rolling green hills of Warragul. Available to purchase on the night are the sumptuous flavours and tastes of the gourmet deli trail complimented by Wild Dog Winery’s fine wines which can be sipped as you enjoy the big screen entertainment in the great outdoors. Reel Rural reaches out to new rural, regional and remote Australian audiences and markets whilst providing a platform from which our local filmmakers can springboard into the big wide world of our national film industry and beyond without the need for them to relocate. We have loads of great supporters from the film industry making our events the perfect networking and career building opportunity for up-and-coming passionate rural filmmakers. In 2006 Pangari Productions Pty Ltd is hoping to take REEL RURAL on the road to broaden its reach to regional, rural and remote Aussie communities and also running workshops in film and multi-media to further develop the skills and talents of the local aspiring filmmakers. The Gippsland region is bursting with multicultural diversity, which will provide a fertile base for groundbreaking filmmaking. The festival positively promotes local Gippsland Shires whilst challenging some broader existing myths and perceptions about rural life. With this in mind, the theme for the 2005 inaugural Reel Rural Film Festival is “Another View”. As those of us that live in regional communities know, we are often overlooked in the bigger scheme of things, and more often than not we are considered the poor cousins of the big cities. However, the skills and creativity that exists in our midst is largely untapped. Those that do make careers for themselves in the film industry are often lured away to the cities with the promise of more work. We want to entice local filmmakers to stay in the region by creating opportunities for them in our own communities. With our relatively close proximity to Melbourne, filmmakers and film buffs alike from around the country can take a break from the hustle and bustle of the big cities while they take in the culture and talent of the festival and sample the regions delights. The Reel Rural Film Festival will show everyone just exactly what is missing from life in the “big smoke”! So go on, call your friends, pack your bags, grab your camera, jump in the car and take a long drive out of town…you never know…you may just discover ANOTHER VIEW! WHAT IS THE FICIFOLIA FESTIVAL?The Reel Rural Film Festival is held in Association with the Ficifolia Festival. The Drouin Ficifolia Festival is anannual community festival celebrating the flowering of the native Ficifolia (red flowering gum) in Drouin, the Ficifoliatown. The Festival is a celebration involving all members of the community and includes everything from; Art andCraft; Live Entertainment; Civic Park Stalls; Bike Rides, Family Fun Run; Poetry Readings; Open Gardens; FarmersMarkets; Swap Meet; and a dramatic street parade through the main street of Drouin, followed by “The Party In ThePark”. This is the first year that the Ficifolia Festival will have the short film competition element!This year the Ficifolia Festival runs from the 11th to the 20th of February 2005.

WHAT IS THE THEME FOR THE REEL RURAL FILM FESTIVAL 2005?“ANOTHER VIEW”.We strongly encourage creative interpretations of the theme & invite filmmakers to explore the topic in any way theychoose.

WHY DOES MY FILM HAVE TO FIT THE REEL RURAL THEME (RRT)?The RRT is meant to inspire you in some way. We select our finalists first and foremost on their “rural flavoured”,creative interpretation and use of the theme. Like many other festivals we are hoping to encourage good quality, lowbudget filmmaking. The Reel Rural Film Festival is ALL about the joy of the process of filmmaking, not just thescreening event. What you learn whilst producing your film, will be far more valuable than what you learn fromwinning an award! The production lessons stay with you long after the curtain closes! Remember, how you interpretthe theme is entirely up to you. Be creative! Be inspired! We can’t wait to see what you come up with!

IS THERE A MINIMUM & MAXIMUM LENGTH FOR REEL RURAL FILM ENTRIES?Yes. Films MUST be at least one (1) minute in duration.Maximum length is no longer than 7 minutes duration, including titles and credits.

CAN I SUBMIT MORE THAN ONE FILM FOR COMPETITION?Yes - there are no restrictions on the number of entries, however, there is an administration charge per film entered soif you are a prolific filmmaker, it could prove costly!

DOES REEL RURAL ACCEPT NATIONAL & INTERNATIONAL ENTRIES?Yes. Our aim is to encourage as many local entrants from in and around Australia and a large part of our programmingand finalists will be drawn from local talent where appropriate, but we consider all entrants both local, national andinternational as long as they fit with our annual theme and have a strong rural flavour.

WHAT GENRE OF FILMS DOES REEL RURAL FILM FESTIVAL ACCEPT?We accept any genre of films, including comedy, drama, experimental, documentaries, animation. As long as yourfilm fits the time limit, fits with the Reel Rural Theme (“Another View”).

WHAT FORMAT DO I HAVE TO SHOOT ON?You can shoot on any format you like - from 35mm to Mini DV…whatever is available & affordable to you.

WHAT FORMAT DO YOU ACCEPT FOR THE INITIAL APPLICATION ENTRY?You must hand in 1 VHS (PAL ONLY) viewing copy of your film.

IF MY FILM IS SELECTED, WHAT FORMAT DO I HAVE TO SUPPLY FOR SCREENING?Any of the following digital formats (PAL ONLY) are acceptable: VHS, miniDV, DVCAM, BetaSP, Digibeta.Shortlisted filmmakers will have to supply a master tape no later than Thursday, 15 January 2004.

WHAT RESTRICTIONS ARE THERE ON SWEARING &/OR SEXUAL/VIOLENT CONTENT?Reel Rural Film Festival will only select films that meet the requirements of an M 15+ classification rating from theOffice of Film and Literature Classification, so we advise you follow these restrictions. WHAT COPYRIGHT CLEARANCE DO I NEED?The filmmaker must own all copyright for or have written permission to use music, performance and script.

DO I HAVE TO GET RELEASE FORMS SIGNED BY CAST?Yes, you must get consent in writing for the use of the actors/actresses performances in the Film you produce. Forfurther information, please email us at: [email protected]

CAN I USE ANY PIECE OF MUSIC AS LONG AS I HAVE PERMISSION?You can use most pieces of music granted you have received the necessary permissions. Well known/published musiccan become very expensive to use. You will need to have cleared rights to use the piece of music in "all media" and in"all territories". It is important to note that you are not just asking for a "festival clearance" of the music. AMCOSadminister the rights for production music libraries and they do have a special festival rate for production music.However, this would restrict your film being screened anywhere outside of our festival. Try to use local music in yourfilm. It means that local musicians and composers can also benefit from the Reel Rural Film Festival, as well as everyone else, and it is usually easier to organise. Don't limit the life of your film by making hasty music choices or leavingthis till the last minute. Music should be one of the first things you consider when planning your production. WHAT WILL THE PRODUCTION STILLS BE USED FOR?If your film makes it to the finals, you will be asked to provide still photographs from the film. The stills you providewill be used in publicity materials produced by Reel Rural Film Festival and in our festival programme catalogue.

WHAT ELSE IS THERE TO DO IN AND AROUND THE GIPPSLAND REGION?If you're after a way to combine the countryside with some culture, then the Reel Rural Film Festival is the idealchoice. Not only will you get to see some cutting edge films by local filmmakers but you will also find thatGippsland is smack bang in the heart of the Gourmet Deli Region, which is said to have some of the tastiest gourmetgoodies you're ever likely to try. Here you'll find some of Australia's best farmland - the rich volcanic soil produces allsorts of tasty goodies. It even has its own 40-kilometre gourmet driving trail - you can pick up a map at the filmfestival and just follow the signposts.

For example, our venue, the Wild Dog Winery, is one such treat on the Gourmet Deli Trail. Nestled among theGippsland hills along the Warragul Korumburra Road, only 3 kms. from the freeway and 105 kms from Melbourne.Wild Dog Winery is family owned and produces wines from estate grown fruit. Range includes Riesling, Chardonnay,Rose, Pinot Noir, Shiraz, Cabernet Sauvignon & Sparkling wine. It is believed WARRAGUL is the Aboriginal wordfor wild dog.
