Introduction

A deal, in principle, has been agreed with Essex County Council, to purchase the freehold of the Youth Centre building and the land on which it is located, including the land on which the Scout Hut is built.

Community Centre - Proposition

• That the freehold of the land and Youth Centre building be purchased, from Essex County Council, for £300,000

• That a Public Works Loan be raised to finance the purchase

• That the PWL be repaid over 25 years by increasing the precept by £11.96 per annum – 23p per household per week

• That ‘the building’ becomes a Community Centre

• That the Community Centre be refurbished and refurnished to a maximum budget of £60,000 – to be funded by donations, grants and fund raising

• That The Village Association be the Purchasing Authority

• That The Village Association finance legal fees and start-up running costs to a maximum of £25,000

That a ‘management body’ be created, from volunteers, to form a registered charity to take permanent ownership of and assume on-going management of the facility
