INTRODUCTION This publication contains an assessment of the political impact of the new electoral boundaries for Western Australia. The final determination of the new boundaries was released by the Electoral Distribution Commission on 10 October 2011. The new boundaries will apply for the 2013 election. The previous distribution in 2007 was the first conducted under one-vote one-value rules, the distribution also increasing the size of the Legislative Assembly from 57 to 59 electorates. Together these changes produced a dramatic shift to the state's electoral geography. In contrast the changes produced by the 2011 distribution are incremental, mainly adjustments to existing boundaries to bring electorates back within the permitted variation from quota. It must be stressed that this publication does not provide predictions for the 2013 election. The estimated margins provided in this publication are best thought of as possible results of the 2008 election had it been fought on the new boundaries. The estimates cannot take into account the difference in candidate and campaign effort that would have occurred if the 2008 election had been fought on the new boundaries. The difficulty of splitting polling place catchment areas to match new electoral boundaries can also create uncertainty with the estimated new margins. DETAILS OF CALCULATIONS AND METHODOLOGY To calculate the political impact of the new boundaries, the results of the 2008 election have been re-assigned to match the new electoral boundaries. This requires a series of assumptions to be made as part of the calculations. These assumptions concern whether votes are cast for candidates or parties, how to transfer polling places between old and new electorates, and how to deal with the declaration vote from old electorates. Candidate versus Party Vote An assumption has been made that votes are cast for parties rather than candidates. This is a reasonable assumption, but ignores the importance of popular sitting members. A well-known sitting member may poll higher than his or her party would have with a different candidate. New electoral boundaries can see areas added to an electorate where the party vote was not influenced at the last election by the presence of the sitting member. The roll of sitting Independent members is even more difficult to take into account. None of the Independents elected at the 2008 election contested the areas added to their electorates by the redistribution, making it difficult to calculate precise two-candidate preferred margins. Transferring Booths to Match the New Boundaries The Electoral Distribution Commission released lists of all transfers of enrolment between old and new electorates. The transfer of polling place results from old to new electorates has been guided by the enrolment transfers as well as the published maps. Where the transfers and maps suggest the catchment area of a polling place should be divided, an estimate has been made to divide the results of a polling place between new electorates. Dealing with the Declaration Vote For calculation purposes, all declaration votes (pre-poll, postal, absent, provisional) have been accumulated into a single total and transferred to new electorates. Special Institutions, Hospital and Remote totals have been treated as an ordinary polling place and transferred to new electorates as appropriate.

Declaration votes have been transferred to new electorates in proportion to the transfer of enrolment from old to new electorates. However, the vote by party in the declaration vote has been weighted to reflect the vote by party in polling places transferred between electorates. As an example, the polling places in those parts of Darling Range transferred to Swan Hills voted more strongly for the Labor Party in 2008 than polling places remaining within the re-drawn Darling Range. As a result, in dividing the declaration vote between Darling Range and Swan Hills, the patterns of polling place results is reflected in the declaration vote transferred to Swan Hills having a higher proportion of Labor vote than the declaration vote remaining with the new Darling Range. By-elections and Changes in Party Membership This publication is based on 2008 election results and does not use the results of the three by-elections held since 2008. The by-elections were in the Labor-held electorates of Fremantle (May 2009), Willagee (November 2009) and Armadale (October 2010). Labor’s defeat at the Fremantle by-election is noted where appropriate throughout this publication, but all calculations are based on the Fremantle result from the 2008 state election. There have also been two changes in party membership since the 2008 election. North West MLA Vince Catania was elected as a Labor candidate in September 2008, but resigned from the Labor Party and joined the Nationals in July 2009. All calculations in this publication are based on his vote as the Labor candidate at the 2008 election, but his change of party status is noted where appropriate. The new electoral boundaries substantially weaken the Labor vote in the re-drawn seat of North West Central, resulting in the new seat having a notional non-Labor majority, assumed to be a National majority on the basis of Mr Catania’s changed party affiliation. After winning the Fremantle by-election as a Green candidate, Adele Carles resigned from the party to become an Independent in May 2010. Ms Carles victory at the by-election and her changed party affiliation are noted where appropriate. Two-Party Preferred versus Two-Candidate Preferred Results The two-candidate preferred count for an electorate is defined as the final count of votes between the two remaining candidates after the exclusion and distribution as preferences of votes for all other candidates. At each stage of the distribution of preferences, the candidate with the fewest votes is excluded and his or her ballot papers re-examined to determine the candidate with the next available preference. To achieve victory, a candidate must receive more than 50% of the total two-candidate preferred vote. Where a candidate achieves more than 50% of the vote before the final distribution, the two-candidate preferred count is continued to completion for information purposes. The two-party preferred count represents a distribution of preferences between candidates representing the Labor Party and the Liberal or National Party. Candidates are again excluded based on lowest progressive vote, though at some point the second lowest candidate is excluded to retain candidates representing Labor and the Liberal or National Party. The two-party preferred count plays no part in determining the winning candidate but is used for information purposes. In most cases, the two-party preferred result will be the same as the two-candidate preferred result. At the 2008 election, 48 of the electorates finished as two-party preferred contests between Labor and the Liberal Party candidates. Pilbara finished as a two-party contest between Labor and the National Party. Five electorates finished as two-candidate preferred contests between National and Liberal candidates, Blackwood-Stirling, Central Wheatbelt, Eyre, Moore, and Wagin. Two electorates finished as Labor-Independent contests, Churchlands and Kwinana, two as contests between Liberal and Independent candidates, Alfred Cove and Nedlands, while Kalgoorlie finished as a contest between Independent and National candidates. The alternate two-party preferred contests have been used in the ten electorates that finished as two-candidate contests.

In Kalgoorlie and the five Liberal-National contests, a two-party preferred count was conducted between Labor and Liberal candidates. Preference flows at past Western Australian elections have shown that the flow of National preferences to the Liberal Party tends to be slightly weaker than the reverse flow. The non-Labor two-party preferred percentage may have been slightly higher had the two-party preferred count been conducted between Labor and National candidates. The alternate Labor-Liberal two-party preferred count has also been used in Alfred Cove, Kwinana and Nedlands. In the case of Churchlands there was no Liberal candidate and the Labor-Independent two-candidate count has been used as the two-party count. In all cases actual two-candidate preferred counts by polling place have been used. Two-party preferred results by polling place have been estimated by applying the electorate distribution of preferences to the first preference votes by polling place. Electorate Name Changes Of the 59 Assembly electorates, 14 are unchanged by the redistribution while a further 13 saw less than 10% of the electorate's enrolled voters moved between electorates. The boundary of the Metropolitan region as described in legislation has not been crossed, and while there have been some minor changes to Legislative Council regions, the only significant change was to the boundary between Agricultural and South West Regions. A more radical change contained in the draft boundary proposals was to transfer Mandurah from South West to South Metropolitan Region, but this proposal was abandoned by the final determination of boundaries. Four electorates have changed name as a result of boundary changes.

Legislative Council There are few changes to the Legislative Council, but a summary of the changes in party vote by region are provided on page 71. Note that this new notional status aligns the electorate with the switch of sitting MLA Vince Catania from Labor to National in 2009. Only 16 electorates see their estimated new margin altered by more than one percentage point compared to the old margin. If the result of the 2013 election were to be as close as the 2008 election, the new boundaries would give the Liberal Party a slight advantage. Instead of holding three seats on margins of 1% or less, the new boundaries notionally leave the Liberal Party with only Wanneroo on 1.0%. The most marginal Liberal seat, Riverton, increases in margin from 0.2% to 2.0% and Wanneroo becomes slightly safer. The Liberal Party's third most marginal seat, Morley, becomes notionally Labor held on the new boundaries but will be defended by a sitting Liberal MP. The table below sets out all Liberal, National and Labor seats on margins under 5% on both the old and new boundaries.

It is not possible to model the result based on the 2009 by-election. Note: Kwinana and Nedlands also finished as two-candidate preferred contests in 2008 based on local contests that may not be repeated in 2013.
