REPORTS A. Acting Chief's Report - Administrative Assistant Cassandra Parkinson

In the physical absence of Mrs. Andrews, Mrs. Parkinson reported that we've had 5 calls since the Sept. 5, 2012, service area meeting. Our annual totals include EMS 131 and fire 48.

Training: The volunteers have completed a CPR recertification class, conducted by Jane Schultz (KPESI) and Gina Wiste (Ninilchik), on Monday, Sept. 17, 2012.

The EMT I and EMT II refresher class tested out on Tuesday, Sept. 25, 2012, taught by Samantha Cunningham. We have received 2 Pediatric full body vacuum splints. Training was conducted on them and they are on Medic 41 and Medic 51.

The emergency generator at Nikolaevsk has been set up. Some final electrical work needs to be done before it will be 1 00% operational.

The boiler conversion for natural gas at Nikolaevsk has been done. The electronic flue needs to be rewired to work properly in conjunction with natural gas. The boiler cannot be fired up until this is complete. Journeyman is working on getting an electrician here to finish final electrical, so we can get ENSTAR'S final approval and · have the boiler/generator operational. At this time, there is no heat in the building.

Eayrs Plumbing has looked at our boiler system, here at Station 1. Mrs. Parkinson is waiting to get a quote on costs for our Boiler Conversion, Expansion tank replacement, and possibly the LP Hot Water Heater conversion. If we cannot convert the LP water heater to natural gas, we will have to purchase a new one: which could cost between $600.00 and $900.00.

Eayrs Plumbing has, also, informed Mrs. Parkinson, that they were unable to find parts to fix the expansion tank. It will be more cost effective to purchase a new one. They will be getting back to her on cost estimates.

Mrs. Parkinson has been working with the KPB OEM and keeping them updated on high waters, erosion, flooding rivers 1 streams, etc. due to the heavy rain we had last week. We had several roads that became inaccessible to Fire/EMS apparatus, due to flooding and washout. We have received notification from LIFE FLIGHT that they will respond to EMS or fire incidents on Tall Tree and Resch Road, if we are unable to respond to an emergency location. We've also heard thatAiut Road (MP 161) has washed away. The fire station has received several calls for erosion, and monetary help for fixing property damages and whom do I call for ... ?

Road Maintenance Manager Les Mefford will be delivering sand and sand bags to fill to the fire station for people within the community to get for personal usage for flooding, damming, etc... (Mrs. Parkinson's full report is attached.)

Mrs. Andrews thanked Mrs. Parkinson for her hard work, while she is Outside.

B. APVFD President's Report - Connie L. Prouty Due to her health situation, Mrs. Prouty is unable to attend tonight's meeting. The APVFD volunteers have voted to give Mrs. Prouty emergency funds from their WE CARE FUND. Every week she has been traveling to Anchorage for testing and biopsies. They have found that the spots on her stomach are lymphoma. Her spirits remain high and she is able to work as much as she can. There will be a benefit Spaghetti I Chili Feed and Auction on Saturday, Oct. 20, 2012, from 5:00PM. Mrs. Parkinson has set-up a savings account for Mrs. Prouty at First National Bank in Homer. She will contact the newspapers and the radio stations to advertise. Mrs. Kim Alexander has secured 28 items for the auction.

BUILDING PROBLEMS I NEEDS - ANCHOR POINT A Mrs. Parkinson reported that the first training room window has been leaking for quite some

time. It is unknown at this time, if it is a roof issue or what. She has contacted 2 roofers to come check it out and give her an estimate as to cost to repair.

B. The kitchen sink drain, on the left side, has completely come apart. C. The toilets flush. The neighbors to the north have put in a culvert and ditch along

the new road they are building. This is diverting water away from our septic tank and leach field.

D. Ester Avenue, near Mrs. Alexander's home, has washed out. E. Mrs. Proctor saw seven spiders in 15 minutes at the fire station this morning. Please

purchase some spider spray, soon. Lydia Brown is doing the station cleaning, while Mrs. Munsell is Outside with her mother.

BUILDING PROBLEMS I NEEDS - NIKOLAEVSK A. It was reported that there has been water standing on the hood of Medic 51 in the

Nikolaevsk station. It could be from the roof or condensation. When the roofer comes to check Station 1, please have him check the roof at Station 2.

PENDING BUSINESS & FOLLOW-UP FROM LAST MEETING A. Mechanic position

The board has been confused by the qualifications for the mechanic's job for the service area. We seem to be getting two different requirements: ASE (Automotive Service Excellence) and EVT (Emergency Vehicle Technician). Mayor Mike Navarre came down to Anchor Point to meet with Mrs. Proctor and Mrs. Steven to discuss this issue. It seems EVT supersedes ASE. EVT has four classifications. It looks like we would need to send a mechanic out to Seattle to take EVT classes. The board would like to use the mechanic job description from KESA and refine it to meet our needs. We, the board, would like to create a permanent one-half, part-time mechanic position. MARSH I STEVEN moved and second the motion to create a permanent one-half, part-time mechanic position using the job description from KESA, removing: Must be certified in welding and metal fabrication and adding that the mechanic must live in the service area within six months of hire. Motion passed. Mrs. Proctor will contact the mayor tomorrow with this suggestion and see how far it can go.

B. Chief position Acting Chief Andrews did not have anything to comment about the position.

NEW BUSINESS A. Capital projects

Recently, Mrs. Proctor has been contacted by the KPB about Capital Projects. Mrs. Andrews replied that previously, we had asked FEMA for SCBAs for our fire fighters. She felt like that was no longer a priority.

1. Station 1 sewer The holding tank in the septic system at Station 1 is most important. Matt Roderick had given Mrs. Andrews a rough quote of $50,000 to replace the tank. A Mound System and Lift Station is also a possibility. The board was advised to get quotes from Raymond Drake, Tom Clark, and Matt Roderick.

2. Phillips Cardiac monitors

NEW PURCHASE ORDERS

Mrs. Andrews' second choice is to exchange the Physic-Control LifePak 12 Cardiac Monitors for Philips Cardiac Monitors @ $10,000 each with Southern Region EMS Council.

The board discussed the septic system again, wanting to ask the mayor of emergency money to get it done before the frost sets in. Do we need to do another PERC test?

MARSH I STEVEN moved and seconded the motion to place a new septic tank for our sewer as number one and replace the Physic­Control LifePak 12 Cardiac Monitors with Philips Cardiac Monitors as the second choice for the Capital Projects list for 2013. Motion passed.

Mr. Matthews announced that two batteries are needed for Rescue 43. Several times recently, fire crews have arrived to use Rescue 43 and it has been completely dead. Mr. Matthews suggested Interstate Batteries. MARSH I LIGENZA moved and seconded the motion to purchase two batteries, up to $300.00 total for Rescue 43. Motion passed.

INFORMATIONAL MATERIAL Mrs. Craig circulated the 2012 .Certified Supplemental Personal Property Values sheet from

KPB Tom Anderson, Director of Assessing. Taxable value for APF & EMSA (TAG 68) is $77, 761. Dated: 09-04-2012.

EXECUTIVE SESSION There was no need for an executive session.

PUBLIC COMMENTS There were no public comments.

BOARD COMMENTS Those in attendance were reminded about the upcoming election on Tuesday, Oct. 2, 2012. The service area board meetings will be on the 2"d and 4th Wednesday of each month.

NOTICE OF NEXT REGULAR BOARD MEETING The next meeting will be Wednesday, October 10, 2012, 6:00 PM and the following one will be

October 24, 2012. Mrs. Andrews will try to call in for the next meeting.

Rising Water I Flood Advisory for Anchor Point Fire Service Area Update.

1. AST has closed Tall Tree Ave. due to road I bridge washout. Road is impassable to emergency

Vehicles.

2. South Fork of Anchor River: bridge is notcompromised, no water on roadway.

3. North Fork Bridge: not compromised.

4. Ni~olaevsk culverts: were backing up on north east side of river, water still flowing through

5. · King Fisher (off N Fork): water over road, low laying flood plane.

6. Finley Circle (off N Fork): water over road, low laying flood plane.

7. Chakok Road (off N Fork): bridge not compromised, water partially over' road on N side of

bridge.

8 .. Cottonwood (off N Fork): River bottom flooded, no water on. road, bridge not compromised.

9. Old Sterling: bridge not compromised, river within inches of flooding banks.

10. Beaver Creek (appx Mile 155.75 sterling highway): culvert was backed up, water rising high on

east side, nowater on main Highway.

11. Sterling Highway (Mile 157, just below ARI): culverts are backing up, east side of river valley

completely flooded, rising water.DOT I AST keeping an eye on.

12. Alut Road: Complete washout, impassable to emergency vehicles. There is other access at this

time.

13. Mile 160, Sterling Highway: water flowing freely through culvert.

14. Black Water Bend (Mile 161): River is within inches of flooding banks, where the river comes

next to highway the water level is within 2 feet of reach road level. DOT is keeping close eye on.

15. Re~ch Road I Sargeant Avenue: have reports of water over road and appx 2 feet of water over

bridge. Unsafe for Emergency Vehicle to pass.

September 20,2012

1. Tall Tree Bridge is intact ..... a large section of road below the bridge has washed out. Rough

water flowing steadiry over the roadway ... Impassable to all vehides. 2. Katana Drive in Starisky, gravel and bridge washing out due to high, rapid water of St~risky

Creek. 4 families live on the other side. Potential for them to be stranded.·

· 3. Starisky Creek at appx Mile 151 Sterling Hwy has flooded its banks, but flowing freely under the Highway.

4. King· Fisher: due to river flowing over the road _last evening: the road is washed out, impassable

for emergency vehicles, not impassable for private trucks. Water levels have dropped below the roact ·level.

5. Resch Road I Sargeant Bridge: water level is just past the bottom of the bridge, standing water

on tower portion of road before and after bridge. Is not impassable, but unsa~ for emergency :vehicles.

**All of the Anchor River Valley is flooded, water levels dropped dramatically last night, but are

expected to rise again due to continued rain. We do have Community members who are stranded at this time, but are keeping in contact with them.

Water levels have dropped dramatically. Ali streams and r:ivers seem to (for the most part) receded

·back to their banks. Very few low laying areas still have water flowing into them. All areas checked

today do not have water running over the roadways. T~ere is community effort to fix some of the access roads.

· 1. Alut is being worked on at this time. Still impassable.

2. Private roadways of the North Fork have not been worked on yet, still seem to be impassable. 3. Tall Tree is being worked on by Com3m. It is passable at this time.

· NOAA Weather is calling for more rain this evening into Sunday. If we receive substantial

. rainfall the water level will rise quickly. We are prepared to keep a close eye on it this weekend .

September 26,2012 Chiefs Report

We have had 5 calls since September 5th meeting. Bringing totals collectively to:

EMS 131 Fire 48

Training: Volunteers have completed a CPR Recert class. Jane Shultz (KPESI) and Gina Wiste (Ninilchik) did the recert for us on Monday September 17 .. EMT I and EMT II refresher class tested out last night. We received 2 Pediatric full body vacuum splints. Training was conducted on them and they are on M41 and M51. ·

The generator at Nikolaevsk has been set up. Some final electrical needs done before it will be 100% operational. · The boiler conversion at Nikolaevsk has been done. The electronic flu needs to be rewired to work properly in conjunction with natural gas. The boiler cannot be fired up until this is complete. Journeyman is working on getting an electrician here to finish final electrical so we can get Enstar' s final approval and have the boiler/ generator operational. At this time, there is no heat to the building.

Eayrs Plumbing has looked at our boiler system here at Station 1. I am waiting to get a quot~ on costs for our Boiler Conversion, Expansion Tank replacement and possibly the LP Hot Water heater conversion.

If we cannot convert the LP Water Heater to Natural Gas, we will have to purchase a new one. A Natural Gas Hot water heater will run us between 600.00 to 900.00.
