Dear Mary,

Will you please add a discussion and possible approval of sale of partial or irregular tracts obtainedthrough the Delinquent Tax process to the Operations Agenda? We discussed this at the Delinquent Tax

Committee as a possible recommendation for full commission. The specific request would be to allowthe sale of the attached properties below the taxes owed.

To give Operations Committee members background, in Knox County for instance, the Commission

authorizes the sale of all properties by an online auction for a minimum of a dollar. They then close on

all sales in one day. Their goal is to get the properties back on the tax rolls and out from theirresponsibility.

The proposal being presented to Operations is limited, and would only be for partial tracts. We propose

to contact adjacent landowners to see if they might have an interest in purchasing, but would like theability to negotiate below the taxes owed if they cannot pay the taxes owed. Of course, the ultimategoal is to get the properties back on the books.

Main Street Courthouse, Suite 127 Clinton, TN 37716 Phone: (865) 457-6244 July 6, 2015 Fax: (865) 457-6245 Operations Committee, At the behest of David Crowley, Public Works Director, the Solid Waste Department respectfully requests the property adjacent to the Blockhouse Valley Solid Waste Facility (Parcel 095 00100 000), currently under lease to keep horses, be granted to that Department to be used as a Green Waste collection site for brush, trees, yard trimmings, leaves, wood waste, and other similar materials. Anderson County does not have a disposal site for material of this nature. Currently, the only method of disposal for this waste stream is to take it directly to Chestnut Ridge Landfill at a cost of $21.63/ton to the County. Proton Power, Inc. of Roane County is in need of “green waste” for the production of Bio-diesel, and has contacted all of the Counties in the area in search of a supply of this material. Proton Power will bring a grinder, process the material, and haul it, at no cost to the County. There is, in addition, the potential that they would pay the County for this material in the future as their Bio-diesel operation grows. The County would gain a small reduction in landfill costs, and participate in the production of a “new” and “renewable” energy source. This would also benefit the Municipalities in the County that have leaf and brush pick-ups for their residents. Thank you for your consideration.
