FROM: Larry M. Foster, Director of Schools DATE: July 15, 2015 RE: Report to County Commission Listed below are informational items that may be of interest to you. The June 2015 board minutes are attached for review. Start of School Anderson County teachers report on July 30 and school begins August 3, 2015 with student registration. It is an abbreviated day with no buses running. August 5, 2015 is our second day and will be a full day for students with full transportation services. We have a projected enrollment of 6390 students, not including Headstart or Pre-K students. Our average ADM for 2014-2015 year ending was 6397.27, giving us a 95.18 percent attendance rate for the year. Principals began last week, July 9, 2015 and are finalizing their plans with staffing due to reorganization. Our buildings are getting their final touches as well. Personnel Changes I’m pleased to announce that Jennifer Coleman is the new principal at Claxton Elementary School replacing Myles Hebrard who resigned his position to go to the Oak Ridge school system. Ms. Stephanie Sherwood will replace Ms. Coleman at Dutch Valley Elementary School. Budget We have received our final flow-through BEP budget money. We will receive $29,141,000 compared to $29,143,000 that I reported to you in June - a mere decrease of $2,000. However, we are challenging the state department because of a drop in special needs students (64) from the June estimate. Special needs students receive a higher level of funding compared to regular-ed students. I am attaching a copy of the

BEP allocation. Our funding is based on 6,384 regular-ed students, 529 career & technical students and 1,755 special needs students. Even though we have ended with an ADM of 6,397 for the year, our BEP Funding is based on weighted ADMs from the following months and weights:

2nd month at 12.5 percent 3rd month at 17.5 percent 6th month at 35 percent 7th month at 35 percent

Due to enrollment being 6,426 for the 2013-2014 school year, we are in stability (deficit) in the amount of $165,000. That means any money coming from the state next year will be minus $165,000 due to stability status.

School Nutrition Program The School Nutrition Program has been busy this summer updating many of the cafeterias in our district. Those schools that received a new “face lift” were Lake City Elementary School and Clinton High School. Please see photos of the new tables and wall décor at Clinton High School below. The high school cafeteria is not only a place to eat, but is for student social gatherings as well.

The program also added five schools that will receive free breakfast and lunch for their students. This is part of the USDA Community Eligibility Provision. This will make a total of ten schools in our district that are providing breakfast and lunch at no cost to our students.

Anderson County Schools Receives $2.2 Million Grant

Anderson County Schools is set to receive over $ 2.2 million in funding over the next five years to plan and implement the AWARE initiative. Advancing Wellness and Resilience in Education (AWARE) aims to expand youth access to mental health resources and promote resilience and positive behavioral functioning among school-age youth to keep youth in school and out of the juvenile justice system. Kim Guinn has been selected to direct the initiative for our schools. Anderson County was one of three schools in the state and only one of 60 in the nation to receive federal funding. The federal grant represents the third and fourth components of President Obama’s Now Is the Time initiative making schools safe and focusing on access to mental health service since the aftermath of the Sandy Hook tragedy. On Monday, July 13 under the direction of Mrs. Guinn, a strategic planning workshop was held with the newly formed AWARE advisory team to establish a vision and mission

statement. Local community data was analyzed and an environmental scan was accomplished. A Gap Analysis confirmed areas of concern for our schools and our communities. Workgroups or subcommittees are now engaged in developing district goals and objectives. The AWARE advisory team is scheduled to meet again on July 27 where specific workgroups will report out to the full committee at that time. Mrs. Guinn is scheduled to attend a meeting in Washington D.C. next week as a delegate of Tennessee’s AWARE Initiative. She will be bringing further information back to her advisory committee for the July 27 meeting.

Mrs. Williams requested a revision to the May 2015 board minutes to reflect a change in the financial report. Item 1b, Project Aware Grant, should include “Anderson County’s portion of the grant is $2.25 million.” Motion by Rickey Rose and seconded by Glenda Langenberg to approve the consent agenda with revisions to the financial report. Motion carried.

VI. COMMENTS FROM THE CHAIR

A. Board of Education Attorney Sal Varsalona provided an update of current legal action:

Liquor by the drink tax – Motion by Dail Cantrell and seconded by Jo Williams to approve the recommendation by the board attorney to request attorney Scott Bennet to send an engagement letter for Dr. Burrell’s signature on behalf of the board of education. Motion carried. Mr. Cantrell asked that Mr. Bennett work with Mr. Varsalona who is the lead attorney on this case.

VII. DIRECTOR’S REPORT

A. Something Good – Headstart Director Shelby Haun described the Headstart program’s 50th anniversary this year. Ms. Haun said the effect of early learning experiences with children from birth to 36 months is critical. Her teachers work with students and parents to learn ways to stimulate their brain. Since 1986, over 30 million students have been served nationwide through the Headstart program. Key components include emotional, nutritional and psychological health.

B. Mrs. Williams read a Proclamation in honor of the 50th anniversary of the Anderson County Head Start Program.

A. Jim Woodward presented the Budget Committee report on Scott Gillenwaters’ behalf. Motion by Jo Williams and seconded by Don Bell to approve the Federal Projects budget as presented. Motion carried. Motion by Don Bell and seconded by Teresa Portwood to approve the differentiated pay and salary schedule part 1, part 2, and part 3 as presented. Motion carried. Motion by Don Bell and seconded by Rickey Rose to approve School Fees (ACHS, CHS) as presented. Motion carried with Dail Cantrell voting NO. Motion by Don Bell and seconded by Jo Williams to approve the Head Start Delegate contract as presented. Motion carried. Two items were referred to the Operations Committee and include the criteria for the Operations Audit and discussion regarding a CMS fundraiser. Motion by Dail Cantrell and seconded by Teresa Portwood to invite Mayor Frank and County Finance Director Chris Phillips to an Operations Committee meeting on Monday, July 6, 2015 at 5:00 PM to discuss the operational audit and funding of the audit. Motion carried.

B. Jo Williams presented the Policy Committee report. Motion by Jo Williams and seconded by Glenda Langenberg to approve policy 5.502 Complaints about School Personnel on first reading. Motion carried. Motion by Jo Williams and seconded by Glenda Langenberg to approve policy 6.312 Use of Personal Communication and Electronic Devices on second reading. Motion carried. Motion by Jo Williams and seconded by Rickey Rose to approve the 2015-2016 Code of Student Conduct on second reading. Motion carried.

C. Don Bell presented the Building & Grounds Committee report. Motion by Dail Cantrell and seconded by Don Bell to approve the CHS field house project at no cost to the system with three (3) provisions. Motion carried. The provisions include: 1. Funding complete before project begins 2. Someone to oversee the project 3. Plan for funds if at some point the project is abandoned

X. ACTION ITEMS

A. Margaret Burrell presented information on the Community Eligibility Provision and stated four schools DVES, GOES, LCMS, and CRCS are eligible to participate this year. Motion by Glenda Langenberg and seconded by Dail Cantrell to refer the information to the Operations Committee for review. Motion carried. Dail Cantrell asked that Ms. Burrell evaluate the cost for each school if they were to participate in the program. He also asked that Ms. Burrell identify any costs over and above the reimbursement for the program that would be charged to students not participating in the program, and bring that information to the Operations committee meeting as well.

Anderson County ADA Oversight Committee

Minutes for June 23, 2015

Present: Roger Lloyd, ADA coordinator; Commissioners Jerry Creasey and Steve Emert; Paul Schilling,

Anderson County Park Manager; and Louise McKown, chair of the committee

ADA Work to be done in the parks was the primary discussion. Louise informed everyone that the

Conservation Board believes that they would rather have us pave the Kid’s Palace in Claxton than in

front of the bath house at Anderson County Park. This will cost $13,825 with Roger’s Group doing the

work. The Conservation Board also suggested that we use the rest of the $18,000 the ADA committee

has to put in a new accessible water fountain at the park in Marlow. Commissioner Emert asked why

Kid’s Palace. Paul Shilling said because of greater use. The committee voted to approve the work being

done at Kid’s Palace.

Roger noted that the bid agreement with Roger’s Group would only run until August 2nd. So he would

prefer not putting this off, even though it will take eight days to complete the work----even though the

playground is in high demand now because school is out. Concerns were primarily that the cost could

easily go up with the fluctuating price of oil. The committee agreed to do the work now, but Roger

would give Paul Schilling enough notice that he could put up a sign to let people know the Palace would

be closed for eight days.

The committee also agreed to let Roger to select an accessible water fountain before the next ADA

meeting for Marlow Park as long as it had both a high and low fountains and not exceed $2,500. Roger

and Commissioner Emert will research options. Paul said his staff could more than likely install it, and it

would be at a V in the pathway near the kid’s playground. We would not have to replace either of the

two existing water fountains.

At the Conservation board meeting, a private citizen raised the issue that one of the parks does not have

an accessible swing. Paul said he would check each of the three parks to see which ahs swings and

which need one swing that is accessible.

Voting video for people with disabilities: Louise also forwarded to ADA committee members a video

that the Tennessee Disability Coalition created with the Secretary of State’s approval depicting people

with variety of disabilities going to the polls and how to interact with poll workers to successfully cast

their ballot. This could be a great tool for training poll workers as they encounter larger numbers of

people with disabilities in the 2016 election. Both commissioners did not have a chance to view the

video. We will discuss at the next meeting.

Anderson County ADA Oversight Committee Minutes July 6, 2015

Present: Commissioners Jerry Creasey and Steve Emert, ADA Coordinator Roger Lloyd, Anderson County Parks Manager Paul Schilling, Louise McKown and Leroy Gilliam Kids Palace in Claxton: Roger informed us until the budget for FY 2016 is passed, Rogers Group cannot pave the gravel area between the accessible parking spaces the picnic area and the port-a-potty. Because the committee will not meet until October, unless something arises where we need to meet, Louise requested that Roger email the committee when this is to happen. Drinking fountain for Marlow Park: Roger showed us a photo of a concrete unit that contains both a high and low drinking fountain within our cost recommendation of no more than $2,500. It is a Bohlmann fountain that costs $2,107 plus shipping charges. Louise also found one that is metal, but costs more than $2,500. The committee liked Roger’s better because it looks less destructible. However, Leroy would prefer the push button to operate it in the middle instead of on the right side. He maintains for people who only have the use of their left hand it is harder to reach over to push a right hand button. Louise asked Roger to ask the company if they make a model with the button in the middle or on both sides. Roger will order it once the budget is passed. Ppaul said his men could probably install it.

Accessible swings: Paul surveyed all the playgrounds that have swing units available. Of those only the Anderson County Park will need an accessible swing added. He will absorb the cost of $65 for it and install it, once the budget is passed.

ADA Budget: Commissioner Creasey reported so far, the budget still contains an additional $5,000 for ADA Compliance expenses and the $18,000 money int eh ADA budget will be rolled over to the next Fiscal Year when the budget is passed.

Training video for poll workers: Louise sent the committee members a video produced by the Tennessee Disability Coalition in Nashville with Secretary of State Tre Hargett’s introducing it as an excellent tool for poll worker trainings on how to greet and help people with disabilities vote as independently as possible. However, it is not required that the administrator of elections use the video. She wanted the committee’s reaction to the video. Commissioner Creasey said that he already sent it to Mark Stevens. Louise said she would follow up with Mark for his reactions to it.

Accessibility at Polling Sites: Louise said that in the video it states that all polling sites should have at least one van accessible parking space. However, at Jefferson Middle School near the gym, there is not a van accessible parking space, and the only van spaces available are on the other side of the building. This would mean talking with the schools to rectify this situation probably before school opens. Leroy said that the middle entrance at the Oak Ridge Community Center is not accessible for wheelchair users because a bench placed too close to the door to

allow him to reach the door handle. The side door entrance is not always open, especially on Saturdays. A door bell was not present during the last election to alert a poll worker that they needed to help someone get through the door. Louise asked if the committee wished to address access issues before the March 2016 elections. No one responded, but we welcome county commissioners noting the various polling sites in their district and let the committee know of any access issues.

July 7, 2015 Meeting Minutes

Meeting called to order at 6:30pm by Tim Isbel.

Old Business

• A.J. Harris –Safe Industries hasn’t scheduled a new date for air pack testing yet, he will email any

updates received between now and the next meeting.

• So far the budget committee and county commission has approved the first reading of the budget,

which provides a $6000 increase for the volunteer departments and the rescue squad starting in the

2015-2016 budget year.

New Business

• Jay Yeager

o He and Commissioner Scott understand that funding is a big priority for the departments, so

they have been looking into some fundraising ideas. Recently the Tennessee nonprofit

gaming law was revamped and re-written to allow for more opportunities.

o Pennsylvania has bingo that is organized by the volunteer departments. This is a huge

money maker. Bingo is illegal in the state of Tennessee under current law. However the

state is looking into eliminating the bingo restriction. If they do that it would be an

incredible opportunity for the volunteer departments to raise some significant funds. If you

have the opportunity to put a bug in your state representative’s ears please take the

opportunity to do so. Jay will provide any new information as it comes along.

o Not to be discussed publically yet but Theresa has worked with Tommy Motorsports and has

gotten Tommy to agree to donating a four wheeler. He will also allow us to use a trailer to

transport and store the four wheeler. Tommy will also contact the manufacturer to see if

they would be willing to contribute funds towards the purchase of tickets and other items

needed. He said he is willing to allow the winner to pick a jet ski, motorcycle, golf cart, or

something of equal value. We will sell tickets and at the end give the four wheeler away to

the winner. Tommy suggested selling tickets for either $5 or $10. Theresa passed out

examples tickets she had drafted by Cooley signs in Claxton; they would be 5000 ticks for

$400. Theresa mentioned the idea of the department that sells the most tickets gets 10% of

the overall money raised. We also need to come up with a 2nd and 3rd place prizes.

o Jay said that we would have to submit the paperwork to the state between July 1st and

December 31st for approval in order to be able to do the fundraiser next year. You are

allowed to sell tickets for 120 days, up until the day you give it away. There are very strict

accounting rules associated with this type of event. If we did it under each individual

department, they would all be required to be 501c3. The state does have the ability to

charge a few not to exceed $700. None of us or our family members can win the prizes. If

we set things up to go through the Anderson County Fire Chief’s Association it should only

exclude the officers of the association and their immediate family (residing in the same

household) from winning, the company printing the tickets aren’t eligible to win either.

Once we file the final accounting paperwork it will become public record. They may require

background checks.

� Jay will check into a few questions that were asked. Think of any other questions.

• Is the purchase of tickets tax deductible or not.

• Any state boundary laws?

• Can tickets be sold online?

o The group discussed having it all go through the Anderson County Fire Chief’s Association

instead of through all the individual departments. In order to do this we would have to

apply for 501c3 for the association, which a CPA would need to do. Commissioner Isbel said

Dale Isbel may be willing to help us, so he will reach out to him.

o Start thinking about places you can take the four wheeler to sell tickets, example windrock,

secret city festival, county fair, smoky mountain weekend, etc.

o If we decide we want to do this fundraiser next year we need to start moving on it quickly.

• There are new annual financial reporting requirements for volunteer fire departments. State law

now requires every volunteer fire department receiving appropriations from the federal

government, the state, a county, or a municipality to file an annual financial report with the

Comptroller of the Treasury and with each local government from which the volunteer fire

department received an appropriation. This new reporting requirement is effective for the year

ending June 30, 2015, so volunteer fire departments meeting the criteria in the law are required to

submit an Annual Financial Report of Cash Receipts, Disbursements, and Balances For the Year July 1,

2014 through June 30, 2015 report to the comptroller by December 31, 2015.

• A motion was made to resurrect the Anderson County Fire Chief’s Association. Motion made by

Darryl Kerley, second by Michael Cable, motion carried.

• Commissioner Scott

o Rehab vehicle – she would like to see us get another rehab vehicle for the county to respond

to scenes and provide rehab to our firefighters. First student in Oak Ridge may be willing to

donate a small school bus once it is at the end of life.

� TA mentioned that the rescue squad has offered in the past and is still willing to

provide rehab services to all departments in the county.

o County fair – Claxton has provided “firefighter woody” which is a manikin with complete fire

gear on, price tags have been attached to him including the cost of all equipment he is

wearing. We are hoping this gives a visual to the members of the community that come

through and pass by the booth. All the departments are needed to fill slots at the booth,

please see Stephanie for the schedule.

� Claxton has offered to allow other departments to use firefighter woody if you can

provide means to transport him.

• Steve scheduled an ICS 300 & 400 class, 15 people per class is needed.

o ICS 300 - August 15th & 16th

o ICS 400 - September 12th & 13th

• Secretary Stephanie Fox

o Since the cycle on the fire truck resolution has changed I asked Jay Yeager to update the

official truck resolution paperwork. He will make the changes and present to the

Operation’s Committee then County Commission in July for approval. Once it has been

approved I will forward the new copy out to everyone.

� It was discussed that under the budget as it stands today only half of the fire truck is

being funded, which means it could take 2 years to fund a truck instead of one.

o Chip and I spoke to Mayor Frank about having to pay commercial rates for CUB & Powell

Clinch. We asked her if she could reach out to see if there was any type of break we could

get on paying these higher rates.

� Commissioner Isbel said that they aren’t allowed to offer discounted rates due to

strict requirements.

o Karen with EMA is working to obtain or request new Hazmat Awareness certificates for

those who took the January class. She is working to gather a list of who attended so she can

request certificates.

o Fire Safety House update – Becky Doane and Daniel Adams worked diligently to get the

school superintendent Larry Foster to sign off on the request for the fire safety house. We

are tentatively planning to conduct the fire safety house in late August or early September.

Once everything has been signed off on and approved we will work with each school and

department to arrange specific dates and times.

o The Oak Ridge Kroger has agreed to allow us to purchase cases of bottled water at $1.50 a

case, which is their cost. This is an incredible deal and would be a great opportunity for you

to stock up. If interested in purchasing any let Stephanie know and she will arrange to

order.

o Mayor Frank and some of the county commissioners mentioned the idea to Chip and I of

taking the fire truck resolution funds and splitting them amongst the departments to

provide additional funding throughout the year. I wanted to bring this to everyone’s

attention since it is something being discussed by some.

� If a truck is funded yearly a complete truck cycle will not be completed until budget

year 2018-2019, which means budget year 2019-2020 would be the first year I think

we would consider making this adjustment (so that a full cycle is completed and all

departments receive at least one truck). � At the current $230,000 budgeted and with 11 departments that would be extra

$20,909 per a year for each department.

Department Reports

• Andersonville – not present

• Briceville – has received two trucks, one was purchased from Crossville and one was donated

from Andersonville.

• Claxton – the first annual car show raised $4000. Waiting to receive the final word on the AFG

grant and forestry grant they applied for, requesting turnout gear.

• Marlow – should take delivery of our new truck within the next month or two. Received

notification we were approved for the forestry grant, which will allow for the purchase of radios.

• Medford – the building addition is almost complete. They have been doing monthly fundraisers.

On the 1st Saturday of every month through October they will hold barrel racing at the

fairgrounds.

• Rescue Squad – door to door fundraiser ended a few weeks ago. Thank you to all the

departments and volunteers who assisted in the search for the missing 5 year old.

• Clinton – no report

• Rocky Top – thanks for the overwhelming support after the passing of Chief Sam Bailey.

• Norris – the water ball competition that was scheduled for late June was cancelled and will be

rescheduled. New sets of turnout gear have been purchased for $1600 a set.

• Oak Ridge – there are two conference opportunities coming up. Additional information,

including how to sign up, will be sent in the near future.

September 3rd Gordan Graham will be speaking at the New Hope Center.

September 14th-17th is safety fest at the New Hope Center. Wednesday and Thursday of the

week will be fire officer development classes.

• Oliver Springs – not present

Tim Isbel – loves and appreciates the comradery that departments are showing for each other

and the community.

Theresa Scott – no additional report

• EMS – they are starting to receive normal saline again. It will be available to departments

starting August 1st.

EMS is hosting a DT4EMS (Defensive Tactics 4 Escaping Mitigating Surviving) class. They will also

be having a train the trainer class so they can offer more classes in the future. If you have

members that would be interested in attending let us know and if we don’t fill the classes we

will see if we can get them in.

• Discussion: Regarding the bid price of $943,000 for site preparation of the proposed property

down the street on Sinking Springs Road. The cost included an estimate of $7.50/yd for the

removal of 35,000 yds of soil and rock. Mr. Campbell discussed the estimate of $7.50/yd as

cautious because of the unknown nature of the underlying rock at this location.

• Motion: Remove from consideration purchase of property for Glen Alpine convenience center.

Motion: Richard Burroughs. Second: Jim Cooper. Ayes: 5, nay: 0 – motion passed.

East Wolf Valley Convenience Center

• Discussion: Regarding the action taken by the Operations Committee to leave the site at its

current location. The safety issue of cars backed out onto Clinton Highway remains and is still

not properly addressed. The storm water coordinator also advised that there is an issue with

storm water run-off from this site and many of our other convenience center sites that needs to

be addressed before TDEC takes action against the County. No action taken.

Grant Opportunities

• Discussion: On behalf of Mayor Frank, Mr. Burroughs discussed upcoming grant opportunities

to purchase equipment to help with recycling of solid waste. The purpose of these grants is to

help reduce the amount of solid waste being disposed at our landfills. Even when recycling is a

break-even proposition there is a cost benefit to the County by reducing the disposal cost at the

landfill. There is also a state mandate to show that the County is annually reducing the amount

of solid waste being disposed at the landfill. Mr. Burroughs said he would work with the solid

waste department to pursue these opportunities.

Executive’s Report, given by Stephanie Wells

The Tourism Council is purchasing new space on the Tennessee Department of Tourist Development’s website at www.tnvaction.com. It is custom content on the Nature and Outdoors page and will allow for more content and flexibility than an advertisement. The council will still have advertisements on the East Tennessee Page, the outdoor page and the calendar page.

The Tourism Council participated in the digital co-op offered by the Tennessee Department of Tourist Development. The expected leads generated were around 30,000 and the actual leads were 96,000. The tourism council received a sponsored facebook post linked to the council’s website, inclusion in a featured a one-minute “Made in Tennessee” vacation video, targeted native video advertisements, traffic driving display advertisements and featured in sponsored facebook postings. The total cost was $7,500 and the return on investment was twelve to one. Attached is a fact sheet with the other results and link to the video.

The Tourism Council partnered with Union County and Campbell County to produce a Summer Trippin promotion with Dayton’s ABC and FOX affiliate. You can see all the videos at http://www.fox45now.com/news/features/trippin-summer/lake_norris/#topContent.

The Tourism Council partnered with the Middle East Tennessee Tourism Council to host two travel writers to Anderson County and East Tennessee. The Tourism Council will also participate in a media tour on October 21st through 25th with the Tennessee Department of Tourist Development.

The Tourism Council has been working to add video to the website and the facebook page. The videos can be seen on the council’s YouTube channel at https://www.youtube.com/channel/UC1_WkK5pclbqjrixnqk6A2g.

2015 Chuck Davis Tourism Award Announcement

For Immediate Release—June 22, 2015

The Middle East Tennessee Tourism Council recently announced that Stephanie Wells, Director of the Anderson County Tourism Council, is the recipient of the 2015 Chuck Davis Tourism Award.

The award is named in honor of a long-time industry professional who worked in several counties in the region and was the founding chairman of the East Tennessee Crossing Byway (Hwy. 25 E).

Davis passed away in April 2006, but his legacy serves as an example of leadership to our regional Chambers and Convention and Visitors Bureaus.

"Stephanie's marketing expertise and leadership has served the entire region," said, Molly Gilbert, Director of the 16-county regional non-profit marketing Council.

During Wells’ tenure with the Tourism Council, she has created numerous advertising campaigns and promotional materials that has contributed to an increase in the economic impact of tourism from $65 million to $111 million for Anderson County.

Tennessee Department of Tourist Development East Tennessee Regional Director Dave Jones assisted in recognizing Wells at the 49th Annual Awards Banquet for the East Tennessee Development District and the East Tennessee Human Resource Agency.

“It is a great honor to receive the Chuck Davis Award,” said Wells. “Chuck was one of my mentors and he was just as focused on seeing the region succeed as he was on seeing his county succeed. I take great pride in receiving an award given by professionals in my industry.”

The Middle East Tennessee Tourism Council (METTC) was established in 1980 to jointly market tourism in Anderson, Blount, Campbell, Claiborne, Cocke, Grainger, Hamblen, Jefferson, Knox, Loudon, Monroe, Morgan, Roane, Sevier, Scott and Union Counties. Wells has served three separate terms as chairperson of METTC and has served on the board for 15 years.

Mission Statement taken from bylaws:

The purpose of METTC shall be to provide a forum for the travel industry of the 16 county region comprising of the East Tennessee Development District to implement programs to attract more visitors to the region and to entice them to stay as long as possible; to be a spokesman for the regional industry, proclaiming to its beneficiaries both public and governmental at all levels the importance of travel to the economy and public morale of the region, state and nation, and to cooperate with programs of other organizations similar in purpose to that stated above.
