Andhra Pradesh Industrial Infrastructure Corporation Limited (APIIC) Invites Expression of Interest from reputed organisations with proven track record for the selection of Private Partners to Finance, Design Build, Own, Operate & Maintain Three Common Effluent Treatment Plants and Four guard ponds in Andhra Pradesh Special Economic Zone (APSEZ) a Multi-Product SEZ, located near Visakhapatnam in Andhra Pradesh

The minimum eligibility criteria to be met by the applicants for this EOI call are: 1. The applicant must be a company / Joint Venture /Consortium duly

registered under relevant laws of the government of their country of origin 2. Wastewater conveyance construction and O&M experience in

development of at least one treatment plants of any type with an outlay of Rs.500 Million

3. The audited financial results of the applicant for the preceding three financial years, shall show an average annual cash accrual of not less than Rs.300 Million and the networth shall be atleast Rs.500 Million as per the latest audited financial statements.

Andhra Pradesh Industrial Infrastructure Corporation Limited (APIICAPIICAPIICAPIIC)

which is a wholly owned subsidiary of Government of Andhra Pradesh

(GoAP) is developing a Multi Product SEZ in an area of 5,683 acres Multi Product SEZ in an area of 5,683 acres Multi Product SEZ in an area of 5,683 acres Multi Product SEZ in an area of 5,683 acres

near Visakhapatnam, Andhra Pradesh. This SEZ is named as Andhra

Pradesh Special Economic Zone (APSEZ). APSEZ is proposed to house

industries from engineering, fine and specialty chemicals and ancillary

petrochemical industrial sectors.

To treat the wastewater generated from the industrial units of APSEZ, a

total capacity of 22 MLD has been planned in phases with three CETPs

locations at different part of APSEZ. Basic reason for the requirement of

three CETP’s is the heterogeneous nature of effluent from different

industrial zones of the SEZ. More over the SEZ need to meet the

regulatory requirement of the Ministry of Environmental and Forests,

Government of India. The treated wastewater from APSEZ is proposed

to be disposed to Bay of Bengal through Marine outfall pipeline system.

APIIC proposes to develop the CETPs on Public Private Partnership

(PPP) mode.

As a first step, APIIC has invited Expression of Interest from interested

parties to bid for selection of the partner for the PPP project. This

document gives the Project Brief and the formats in which the

Applicants should submit their capability data.

APSEZ covers an area of 5,683 acres and is located in Atchutapuram

and Rambilli mandals of Visakhapatnam district at 170 31’ 30” North

Latitude and 820 51’ 0” East Longitude and is at a distance of

approximately 40 km from Visakhapatnam, the District Head Quarters

and 650 km from Hyderabad, the State capital. Figure 1Figure 1Figure 1Figure 1 shows the

location of APSEZ site.

The Atchutapuram - Pudimadaka road is the only access road to the

APSEZ linking to the Yelamanchili - Gajuwaka State Highway (SH-97).

The road cuts across the SEZ in the north-south direction, dividing the

site into “Eastern SectorEastern SectorEastern SectorEastern Sector” (of about 1,579 acres) and “Western SectorWestern SectorWestern SectorWestern Sector”

(of about 4,104 acres). Eastern Sector is proposed for the Engineering



industries and the Western Sector is proposed for Engineering, Fine

Chemical, Speciality Chemicals and Petrochemical Industries.

The entire APSEZ area of 5,683 acres is functionally divided into a

Processing Zone (PZ) of 5,479 acres and a Non-Processing Zone (NPZ)

of 204 acres (located in the Western Sector). Figure 2Figure 2Figure 2Figure 2 shows the

proposed location of PZ and NPZ within APSEZ.

The Processing Zone includes industrial plots, green/ opens areas,

infrastructure facilities, roads, logistics areas, common amenities etc. The

Non-Processing Zone near accommodates the housing and allied social

infrastructure facilities.

The entire Processing Zone is divided into five different Industrial sub-Zones and the

areas and the types of industries proposed in each Industrial Zone are given in

The wastewater in APSEZ will be generated mainly from the industries

in engineering, fine and specialty chemicals and ancillary petrochemical

industrial sectors as well as from utilities/ amenities. The wastewater

generated may be categorized broadly into two types namely

Industrial wastewater/ effluent

Domestic wastewater/ sewage

The industrial process wastewater, sewage, washings and cooling water

blow down is estimated at 31 MLD and three CETPs are proposed to

treat the wastewater from processing area. In order to achieve effective

treatment in CETP, sewage generated in Processing Zone is proposed to

be mixed with industrial effluents.

Considering the heterogeneous effluent characteristics and in order to

achieve most effective treatment of wastewater from all industrial

zones, three CETPs are proposed for similar effluent generating

industries and the details are mentioned below:

CETP 1 (with guard) for 9 MLD capacity meet the requirement

of Zone I & IV of Engineering industries

CETP 2 (with guard) for 6 MLD capacity to meet the demand of

ancillary units of petrochemical in Zone II

CETP 3 (with guard) for 7 MLD capacity to meet the demand of

Zone III and V of fine & speciality chemicals

9.0 MLD of effluents from the refinery and petrochemical complex in

the Industrial Zone II is proposed to be treated to marine outfall

discharge standards by the plants themselves and will not be treated in

any of the proposed three CETPs. However the complex will utilise the

common guard pond facility before it is disposed to Bay of Bengal

through the marine outfall facility to be developed by APIIC separately.

Hence this will reduce the load on the CETPs and the aggregate capacity

will only be 22 MLD.



Each CETP is expected to be developed on modular basis. Ultimate

capacity of each CETP and the expected capacity at each phase are

given in the Table 2Table 2Table 2Table 2.

*Petroleum refinery/ petrochemical complex is proposed to have its

own ETP of capacity 9.0 MLD and will treat upto marine discharge

standards before sending to common guard pond for final disposal in

to the sea through the marine outfall pipeline.

Two copies of the application shall be submitted in accordance with

the instruction given below:

1. The type of organisations that can submit the applications is

specified in the Invitation for Applications given in Section 1.

2. In case of consortium/ JV, letter(s) of association/ Memorandum of

Understanding (MoU) signed by all members, specifying the Lead

Member shall be provided.

3. The application shall be accompanied by a processing fee of

Rs.Rs.Rs.Rs.10101010000000000000/-(Rupees Rupees Rupees Rupees TenTenTenTen Thousand OnlyThousand OnlyThousand OnlyThousand Only) in the form of a Demand

Draft Payable at Hyderabad in favour of APIIC.

4. The successful bidder is required to provide a Non Refundable

Project Fee amounting to 0.50% of the project cost, in the form of

a Demand Draft. The demand Draft drawn shall be in favour of

APIIC Ltd, Payable at Hyderabad.

5. The selected party for PPP shall form an appropriate Special

Purpose Vehicle (SPV) with participation of the APIIC and the

member units of the SEZ for development, operation and

maintenance of the project.

6. No Company, applying individually or as a member of a

Consortium/ JV, can be member of another Applicant/

Consortium/ JV.

8. The qualifying criteria for shortlisting of applicants is specified in the

10. Each page of EoI Application shall be signed by the duly authorized

Signatory of the Applicant (Lead Member in the case of Consortium

or authorised representative of the JV)) and shall be legally binding

on all the members of the Consortium/JV

11. All data provided shall be supported by authenticating documents

12. Details of project(s)/experience should be provided strictly in the

“Format for EoI Application” along with supporting documents/

evidence for size of the project, facilities/components,

organization’s role (owner/developer/operator etc), photographs,

accreditations, certifications etc.

13. Any document which is not in the English language shall be

accompanied by a certified translation in English language

14. All witnesses shall be person of status and probity and their full

names and addresses shall be stated below their signature. All

signatures in the Application documents shall be dated.



15. Power of Attorney in the format specified shall be provided by

other members of a consortium/ JV, authorizing the Lead Member

to acts, deeds and things as may be necessary in connection with

the Consortium’s EoI Application for the Project.
