Candlewick Lake Updates as of May 19 Submitted by Theresa Balk, General Manager The West Gate will open back up with normal hours effective 5/29/20. Monday – Friday 2:00 PM– 8:00 PM Saturday and Sunday 12:00 PM – 8:00 PM Community Clean Up is scheduled for 6/6/20 with a rain date of 6/7/20. If you need bags or gloves, please make arrangements to pick them up at the Rec Center during their limited hours. Everyone is encouraged to pick up any garbage around your property on a continual basis. If you go for a walk, take a bag to pick up garbage as you go – every effort is appreciated. Guests will now be allowed to golf at Savannah Oaks. The restrictions set forth by the governor must be followed. The Board voted to cancel the Independence Day Celebration scheduled for 7/11/20, Concert in the Park scheduled for 7/26/20, and Lake and Links Fest scheduled for 8/2/20. The pool, beach, and playgrounds will remain closed until we get approval to open from the Illinois Department of Public Health. Fines for loose dogs and dog attacks will be increasing. Our rules state in 15-3 C: Pets, while outdoors, must be confined by appropriate means, either by use of leash, lead, in- visible pet fencing, approved kennel, or other control devices. Said devices must be in good functioning condition and of the appropriate strength to retain such pet onto its property. We are working on a protocol to publish that will be a recom- mended course of action if there is a problem with a loose dog. The Board discussed approving the following fine structure: Loose Dog – 1 st Offense - Warning, 2 nd Offense - $50 citation, 3 rd Offense - $75 citation, 4 th Offense - $100 citation, 5 th Offense - $125 citation. Each additional offense will result in increased citation amounts. If there is a dog attack, the result will be 1 st Offense - $150, 2 nd - Offense $500. Each additional offense will result in increased citation amounts. 2020 Candlewick Lake Graduation Celebration Drive By by Kathi Smith Kristi Lambright, Beth Tryon and Kathi Smith orga- nized a Graduation Drive By Celebration on Sunday, May 17 at 2 pm. Although the weather was rainy and gloomy we had such a great turn out not just from the 40+ gradu- ates but we also had 4 Boone County Deputies, several Fire Trucks and an Ambulance from North Boone District 3 Fire Department, Tilford’s Towing and Candlewick Lake Public Safety not to mention the several residents that followed the first responders throughout Candlewick to show support to our Graduates during such a crazy continued on page 4

Candlewick Cats TNR Programby Sara Oberheim, Marquette Dr Hello,myfellowneighbors!Asyouknow,theTNRprogramhasbeenapproved,butIstillhavealongwaytogo.Forthoseofyoujustjoiningus,TNRstandsfor,Trap,NeuterandReturn.Thisprogramistheonlywaytocontroltheferalcatpopulations.Ihavetheapplicationsforcolonymanagersmostlycompleted,andI’mworkingontheapplicationsforvolunteers,andpermissionformsforpropertyowners(toallowvolunteerstobeontheproperty).I’malsoaskingforhelpfrommembersofthecommunitytomapoutwherethecoloniesarelocated,andwherethereare“dump”or“problem”sites. Withthisprogram,thereisalotofcoordinationandcooperationinvolved.Weneedfunds;itaveragesouttoabout$40percattosterilizethem.Weneedtohavethevetappointmentslinedup.Usually,it’sforoneparticulardayamonth,butitcanbearrangedtobemoreoftenifthefundingandvettingallow.Oncewehavethesterilizationappointmentsscheduled,thenwecanarrangewhatwecall‘trappingday’.Onthisday,severalvolunteerswillgoout(withwrittenpermission)tothelocationsandworktotrapthecats.Thisisusuallydoneadayortwobeforethesterilizationday,becausewedon’twantthecatstobeinthetrapsorcagesfortoolong(it’sverystressfulforthem).Oncesterilized,weholdthemfor24-48hourssotheycansafelyrecover.Afterthat,theyarereleasedbacktotheircolony,wherethecolonymanagercankeepaneyeonthem. Someofyoumaybeconcernedaboutthefoodattract-ingundesirablewildlife,suchasskunksorraccoons.I’dliketoputthosefearstorest.Tobegin,colonymanagersfeedthecatsatthesametimeeveryday,sofoodisnotleftoutatanygiventime.Thisishowcolonymanagersareabletorelocateacolonywhennecessary.Catsare

territorial,especiallyaroundafoodsource,andwilldefendafoodsourcewiththeirlives.Thiscircleoflifekeepsthenumbersbalancednaturally.Theraccoonsaremoreinterestedinnuts,berries,andfish,andwillonlygointoyourtrashifthere’snoothersource.Skunkswouldratheravoidhumansatallcosts,andpossumsareawesomebecausetheyeatalloftheticks,andwillmoreoftenplaydeadwhenscaredratherthanattack. Board Approved Lake Testing Protocols

The Board of Directors approved the following protocols based upon the recommendation of the Lake Commission. The following actions should be taken should toxic conditions develop.

Algae testing:

1. The lake will be tested when there are visual signs of potentially toxic algae being present in the water. This is regardless of the time of year and usually indicated by the “green paint” look of the water

2. Testing done from at least two areas of the lake. a. Beach/Open water area is always to be tested. b. An area with the highest visual concentration of algae.

3. Samples will be taken and sent to a laboratory for testing. If no toxins are present, no further action is necessary at this time.

4. If toxicity is detected and levels exceeds 20 the lake will be closed to swimming and remain closed until the level drops below 20.

5. Once algae are observed and we have closed the lake to swimming, we should retest only when there are visual signs of improvement. That is, scum mats have dissipated, water color improves, etc. We do not recommend testing based on any timetable. If after retesting results come back showing the toxin levels to be at a satisfactory level, any restrictions in place should be immediately lifted.

6. Continue to monitor throughout the season as needed.

Now that regional and state government organizations are taking a more active role in the blue/green algae problem, these recommendations will need to be reviewed periodically against all new information that comes in as a result of any new studies and/or state guidelines. Fly Advisory color coded flag indicating the presence of algae has been detected as determined by a Lake Commission inspection of the lake.

MODERATE (11-19) (YELLOW)

The water sample results will determine any elevated condition and Public Safety will changing the flag color. Restrict swimming which means that any swimming is at the swimmers (and pets) own risk. Cease irrigation (sprinkling) with water from the lake.

HIGH (20 – 2,000) (RED) Put out message boards at all entrances

Based upon water sample results and updated information, the CWL Board shall determine elevating the Advisory level to HIGH. Additional signs shall be posted at all CWL entrances advising of this Lake condition.

The Beach is closed to all swimming activities. Post CLOSED signs in area. People are not to swim off boats or docks. Contact with the water is very dangerous to animals. Boating is at one’s own risk. People in small watercraft (e.g. kayaks, canoes, peddle boats) should be careful of

water contact. Power Boaters are to avoid contact with visible algae (green paint appearance) and scums in the water. Boating

activity to stay in the open lake (avoid entering the bays except to leave or return to one’s dock). Continue to ban irrigation (sprinkling) of the common areas with water from the lake. VERY HIGH (> 2,000) (BLACK) Put out message boards at all entrances Should concentrations exceed 2,000 and algae mats are unavoidable by boaters, the lake will be closed

to all activities as directed by the CWL Board. =============================================================================================

FISHING During any algae conditions fishing, and consumption, are at one’s own risk. Care should be taken with the

handling of the fish and especially fish organs/intestines – gloves are recommended and wash yourself thoroughly.

Catch and release is recommended during algae concerns. As more specific information about fish and algae develops it will be communicated.

APPrOVALS/PErMITS rEQUIrED &OBTAINING BUILDING PErMITS

Any type of construction project requires approval by the Environmental Control Committee and/or Building Inspector and most cases a building permit must be issued.

Applications must be submitted and plans approved for any project. Application forms along with specification sheets for individual types of construction are available in the office or can be found in the rules under the Building Department (ECC/Building Department Rules and Regulations) on the web site at www.candlewicklake.org. The Rules and Regulations can also be checked to find out if the construction project needs approval.

The ECC meets the first and third Wednesday of each month. Please see the schedule for the deadlines for submitting plans for approval.

After applications for construction projects are approved by the ECC, approval letters are sent out to the property owner. If the construction project requires a permit, the approval letter states at what meeting the application was approved, that a permit must be purchased in the Candlewick Lake Office before construction may begin, the cost, the office hours, a reminder that all dues, fines and fees must be paid before the permit is issued, a list of projects that also need a Boone County building permit and a notice to call the CWL Building Department for a final inspection when the project is complete.

Yard of the Month Contest Every month from May-October the Events Commission will be sponsoring a Yard of the Month Club.

Residents are encouraged to nominate friends, neighbors or merely someone you have noticed has done a really nice job on their yard.

We will only be judging on areas visible from the street, so please don’t nominate someone for their backyard décor.

Forms will be available in the newspaper, on our website and at the Rec Center (when we re-open) and will be due the 9th of each month.

A few members of the Commission will then go out and judge all the yards that were nominated.

The winner will then have their picture in the paper the following month next to the yard sign that has been made for the winner that month.

The sign will be permitted to be in the winner’s yard until the following month when the next winner is then designated. The October winner will be permitted to have the sign in their yard until November 10th.

If no one is nominated for a particular month we will not have a winner that month.
