    WHAT IS THE LEVEL OF BUY IN ANDINVOLVEMENT OF MANAGEMENT ANDPOLITICIANS IN THE COE PROCESS?

    There is immense buy in from CouncilManagement so far so that budgetaryprovision has been made for the

    mentioned initiatives for the financialyear 2011/2012, in terms of action plans

    and produced by the Council,stakeholders and the Community

    HAS THE COMPLETED STAGES 14?INDICATE TIME - FRAMES

    Yes.Stage 1 & 2 was completed on 6 Sept2011, where Council and managementgave go ahead to the COE at the Council.

    A situation Analyses was also done thereat stage 2 on 8 Sept 2012. Stages three

    was a workshop with Council 6-8 Sept,stake holders and community, stage 4

    was also facilitated on 9thSept 2011.

    IS THERE A HIGH LEVEL GENDERCHAMPION?

    The gender component of the VillageCouncil is complemented by the deputyChairperson Ms Tiets, while the Chief

    executive is acting as a gender championtill a champion will be appointed..

    Yes (see attached) Action Plan. This is nogender specific budget yet, but allactivities pertaining to gender related

    issues are done from the contingencybudget allocation.

    ARE GENDER AND GBV CONCERNS ANDRESPONSIBILITIES FOR BOTH WOMEN AND

    MEN? HOW ARE THEY INVOLVED?

    During all plantings throughout COE,

    men and women were present,contributing equally to the best of their

    knowledge. They are both in certaincommittees such as water-point,

    housing, HIV and Aids committees.Although the Council has only one

    woman her concerns are highlyrespected.

    RESOURCES FOR GENDER

    MAINSTREAMING? As a Village Council, resources are very

    limited. We depend more on the centralGovernment for capital projects The

    Council and Management is fully aware ofthe Capital and human resource needs to

    run social upliftment initiatives of thismagnitude. Although not a specific

    budget for gender mainstreaming, thegenederal budget addresses most of thesocial development needs which gender .

    MONITORING AND EVALUATION

    M&E tools are developed to monitorprogress and to quarterly reviewsessions are planned to have smooth

    running of specific projects. Reports alsoservices as a means to measure progress

    etc.

    WHAT RESULTS HAVE BEEN ACHIEVED?

    Council, Stakeholders and Communities aresensitized advocated and lobbied for forbetter understanding and ownership.

    The Council has now a COE Action Plan

    IMPACT (BASED ON THE SADC PROTOCOLTARGETS)

    Since the Community was educated andworks hoped on the SADC Protocol andits 28 target, still much need to be done,

    to mobilize and help localize, andimplement, because only a small portion

    of people were invited leaving thecommunity at large out.

    LESSONS LEARNED

    By prioritizing critical areas in the plane.g. provision of housing, de-bushingriverbeds, providing safe havens etc., will

    be key to implementation and replication.We need to target rural areas. It is most

    needed there as well.
