O Balanço Energético Nacional – BEN foi elaborado segundo metodologia que propõe uma estru-tura energética, suficientemente geral, de forma a permitir a obtenção de adequada configuração das variáveis físicas próprias do setor energético.
A matriz Balanço Energético (quadro C.1), síntese da metodologia, expressa o balanço das diversas etapas do processo energético: produção, transformação e consumo, conforme figura e conceituação apresentados a seguir.

ture sufficiently general in nature to give a proper configuration of the physical variables of the energy sector.The Matrix Energy Balance (table C.1) summarizes the methodology and expresses the balance of every stage in

V.3 - Sign ConventionIn the part referring to the energy sector (see matrix C1: production, imports, inventory withdrawals, exits from
transformation centers) every quantity of energy that increases available energy in the country has a POSITIVE sign. Conversely, every amount that causes a decrease in available energy in the country has a NEGATIVE sign (increase in inventory, exports, non-utilized energy and re-injected energy, transformed energy, transformation losses and distribu-tion and storage losses).
Finally, all data found in the section on final energy consumption are also negative. To simplify presentation, they are given as arithmetic quantities (without sign).
V.4 - Basic Operations in the MatrixV.4.1 - Primary and Secondary Energy

tion centers, as the production derives entirely from primary energy. In order to avoid double counting total production of secondary energy is not inserted in the line corresponding to production of primary energy. This way, the operations related to secondary energy are not presented in the matrix. However, these considerations will be valid when secondary products are studied separately.
V.3 - Convenção de SinaisNos blocos de oferta e centros de transformação, da matriz do Quadro C1 (produção, importação,
retirada de estoque, saídas dos centros de transformação), toda quantidade de energia que tende a aumentar a energia disponível no país é POSITIVA, enquanto que toda quantidade que tende a diminuir a energia disponível no país é NEGATIVA (acréscimo de estoque, exportação, não-aproveitada, reinjeção, energia transformada, perdas na transformação e perdas na distribuição e armazenagem).
Finalmente, todos os dados que se encontram na parte referente ao consumo final de energia são também negativos, mas por motivo de simplificação, na apresentação, aparecem como quantidades aritméticas (sem sinal).
