Seconded Personnel – For seconded positions, only personnel nominations received through official channels from Member States will be considered. Member States will bear all personnel-related costs for seconded personnel, including salaries, medical coverage, travel expenses to and from the Mission area (including home leave) and allowances other than those paid according to Council document 7291/09 (10 March 2009).

Contracted Personnel – The Head of Mission may recruit international staff on a contractual basis as required, through an employment contract(1). The employment contract with the Head of Mission establishes the conditions of employment, rights and obligations, remuneration, allowances, travel and removal expenses and the applicable high risk insurance policy. Tour of Duty/Contract Period – Subject to the adoption of the Council Decision extending the Mission mandate and approving the appropriate Financial Statement, the duration of the deployment should be of 12 months. In general and subject to national procedures for secondment, the standard tour of duty/contract period of Mission personnel should be no less than 12 months with the possibility of extension. The Civilian Planning and Conduct Capability, requests that Member States propose candidates for the following international expert positions for EUMM Georgia, according to the requirements and profiles described below: A. Essential requirements Member States are requested to ensure that the following essential requirements are strictly met and accepted in respect of civilian international experts to the Mission. Citizenship – Citizenship of a Member State of the European Union (EU) and full rights as a citizen. Integrity – The participants must maintain the highest standards of personal integrity, impartiality and self-discipline within the Mission. Participants are not allowed to provide or discuss any information or document as a result of access to classified and/or sensitive information relating to the Mission or respective tasks and activities. The participants shall carry out their duties and act in the interest of the Mission. Negotiation Skills – The participants must have excellent negotiating skills and the ability to work professionally in a stressful and diverse environment. Flexibility and adaptability – Be able to work in arduous conditions with a limited network of support and with unpredictable working hours and a considerable workload. Ability to work professionally as a member of a team, in task forces and working groups with mixed composition (e.g. police, judicial, civilian and military staff). Be able to cope with extended separation from family and usual environment. Availability – To undertake any other administrative tasks related with the competencies, responsibilities and functions of the respective position within the Mission, as required by the Head of the Mission. Physical and mental health – Physically fit and in good health without any physical or mental problems or substance dependency which may impair operational performance in the Mission. To ensure duty of care in a non-benign environment, selected personnel should, in principle, be under the normal age of retirement in EU Member States. Ability to communicate effectively in English – Mission members must be fully fluent in written and spoken English. Report writing skills are especially needed. Computer Skills – Skills in word processing, spreadsheet and E-mail systems are essential. Knowledge of other IT tools will be an asset. (1)Commission Communication on Specific Rules of Special Advisers entrusted with the implementation of

operational CFSP actions and contracted international staff (C(2009) 9502 of 30 November 2009) sets out the conditions of employment of international contracted staff.

Training – eHest ( https://ehest.consilium.europa.eu ) or equivalent. Serious deficiencies in any of these essential requirements may result in repatriation/termination of the secondment/contract. B. Recommendable requirements Knowledge of the EU Institutions – To have knowledge of the EU Institutions and international standards, particularly related to the Common Foreign and Security Policy, including the European Security and Defence Policy. Knowledge of Georgia – To have a good knowledge of the history, culture, social and political situation of the country. To have knowledge of the police, judiciary and governmental structures (distinct advantage). Training and experience – To have attended a Civilian Crisis Management Course or have participated in a CSDP Mission (desirable). Language skills – knowledge of Georgian and Russian will be an asset. C. Essential documents for selected candidates Passport – The participants must obtain a passport from the respective national authorities. Visas – Member States and Mission Members must ensure that visas are obtained for entry into the Mission area prior to departure from their home country. It is also essential to obtain any transit visas, which may be required for passage through countries en route to the Mission. Security clearance required: The selected candidate will have to be in possession of the necessary level of security clearance (EU CONFIDENTIAL or equivalent, unless specified EU SECRET or equivalent in the job description) when deployed. The original certificate of the national security clearance must accompany deployed seconded experts. Certificate/Booklet of vaccination – To be in possession of a valid certificate/booklet of vaccination showing all vaccinations and immunisations received. To be vaccinated according to the required immunisations for the Mission area. Medical certificate – All selected personnel should undergo an extensive medical examination and be certified medically fit for Mission duty by a competent authority from the Member State. A copy of this certification must accompany deployed seconded/contracted personnel. Driver's licence – Be in possession of a valid – including Mission area – civilian driver's licence for motor vehicles (Category B or equivalent). Able to drive any 4-wheel drive vehicle. Category C driving license (desirable). D. Additional information on the selection process The EU strives for improved gender balance in CSDP operations in compliance with UNSCR 1325. The General Secretariat encourages Member/Contributing States and European Institutions to take this into account when offering contributions. Selection process – The candidates considered to be most suitable will be short-listed and, if needed, interviewed in Brussels, at the Headquarters of the Mission or by phone, before the final selection is made. If seconded candidates are required to travel to Brussels/Mission Headquarters location for interviews, the Member/Contributing State will bear any related costs. Information on the outcome – Member States and candidates (for contracted personnel) will be informed about the outcome of the selection process after its completion.

Financial Controller (GEO HO 13) (1 position)

Security Clearance Level: EU Confidential Proposed Deployment Date: ASAP The Financial Controller reports to HOM Main tasks • Establishes a financial control function to be performed in compliance with the relevant

international standards, the regulations and legal rules applicable to this field in the context of the EU and EC guidelines.

• Controls ex-post the legality and regularity of budgetary and financial operations, including monitoring the commitment and authorization of all expenditure and revenue.

• Controls the classification and recording of financial transactions and advice on related problems.

• Controls and verifies accounts and book-keeping records. • Controls financial and treasury accounting systems in use at the mission under generally

accepted principles, which include preparation, analysis and interpretation of financial statements and financial management reports.

• Advises the HoM in matters concerning financial management and budgetary issues. • Provides advice related to the implementation of financial and accounting policies, systems and

procedures. • Undertakes any other related tasks as required by the Head of Mission. Qualifications and experience • University degree in Law, Business Administration, Public Administration, Legal and Financial

Management, Finance or other equivalent. • Related experience of a minimum of 15 years. • Certification from an internationally recognized Internal Audit/Accounting body and

professional qualification to act in accordance with the internationally established professional internal auditing or auditing standards.

• Excellent interpersonal and communication skills. • Knowledge and experience working with computerized financial systems in the area of

accounting or financial management. • Good knowledge of EC Financial Regulation and audit practices. • Experience of working in a multicultural environment. International experience preferable,

particularly in crisis area with multinational and international organizations, ideally in a related position.

Chief Procurement (GEO AP 01)

(1 position)

Security Clearance Level: EU Confidential Proposed Deployment Date: ASAP The Chief Procurement Officer reports to the Head of Administration and Finance Main tasks • Manages the procurement activities of the Mission. • Assists and advises the chain of command on all contracting and procurement issues. • Leads, develops, manages and co-ordinates the CFSP Mission contracting and procurement

processes in accordance with established professional and transparent procurement policies and procedures of EC legislation and regulations

• Uses legally established professional and transparent procurement policies and procedures in accordance with EC legislation and regulations.

• Liaises with other relevant institutions and organizations acting in the field and associated procurement legislation.

• Develops professional relationships and work partnership with EC Commission in the field of contracting and procurement for the mission.

• Provides assistance to the mission members related with all contracting and procurement matters.

• Undertakes any other related tasks as required by the Head of AF. Qualifications and experience • University Degree in Law, Public Administration, Business Administration or equivalent. • A minimum of 7 years of professional experience at middle and upper level management in

contracting and procurement related matters and 15 years of overall professional experience. • Good working knowledge of MS Word, Power Point and Excel software. • Experience in using legally established professional and transparent procurement policies and

procedures in accordance with European Union legislation and regulations. • Experience in financial management of tendering processes and audits, preferably including EU

procedures. • International experience, particularly in crisis management (desirable).

Deputy Senior Mission Security Officer (GEO SE 04)

(1 position) Security Clearance Level: EU Secret Proposed Deployment Date: ASAP

In line with the EUs Policy on the Security of EU staff deployed outside the EU in an operational capacity under Title V of the TEU (Field Security Policy) and under the authority of the Senior Mission Security Officer (SMSO), the incumbent will be responsible for: Main tasks • Assist the Senior Mission Security Officer and replace him / her in his / her absence • Be responsible for the establishment and implementation of security requirements,

recommendations and safety instructions • Assess the threat level and assist the Senior Mission Security Officer in maintaining and

updating the EUMM Georgia Mission Security Plan (MSP), SOP´s and contingency plans. • Ensuring that plans for relocation/evacuation are current and able to be implemented at short

notice. • Ensure that all security equipment is kept up-to-date and in a state of operational readiness. • Conduct regular security drills, communication tests and evacuation exercises. • Provide briefings on matters affecting security of mission members and ensure that they are

properly prepared for emergencies. • Liaise and co-operate closely with other international organizations and national law

enforcement agencies working in the field for security. • Provide comprehensive reports on all incidents affecting the mission and mission members, and

initiate necessary follow up action with appropriate authorities. • Ensure the protection of EU classified information. • Elaborate precise and accurate reports concerning information received which impacts upon the

mission and mission members, initiating appropriate analyses and assessments of all pertinent information.

• To work in close cooperation with the Department of Administration in matters related to the purchasing of necessary security related equipment and services.

• Elaborate security situation reports and risks assessments for each mission field office. • Supervise and give the approval on security matters to each field team mission/travel plan. • Conduct regular training in-theatre to ensure that all personnel employed by the contracted

company in security matters are totally competent in their given role. • Undertakes any other related tasks as required by the Senior SMSO. Qualifications and experience • A University Degree in Police Sciences, Military Sciences, Social Sciences, security or related

fields (or undergraduate degree along with extensive previous experience in security management) or a graduate from a military/police academy or civilian security organisation with specialised training on field operations, force protection and /or security or a demonstrable experience as a Mission Security Officer in a CSDP mission or EUSR team.

• A minimum of 5 years of working experience in a relevant field of work; • Civilian Crisis Management Course (CMC) certification desirable.

• EU Mission Security Officer Certification course desirable. • International experience, particularly from the CSDP or other international Mission in crisis

areas with multi-national and international organizations. • Excellent analytical, organizational, managerial and problem-solving skills. • Excellent in English (spoken, read, written, understood) mandatory. • Ability to operate Office Suites • Ability to establish priorities and to plan and co-ordinate /lead the Mission security team. • Good interpersonal skills, ability to work in a multi-cultural, multi-ethnic environment with

Executive Assistant to DHoM (GEO HO 04) (1 position)

Security Clearance Level: EU Confidential Proposed deployment date: ASAP Under the overall supervision of the Head of Mission’s Office (HoMO), the Executive Assistant to the DHoM will have the following duties and responsibilities to: Main tasks • Ensures effective and efficient support for smooth functioning of the work of the Deputy Head

of the Mission (DHoM); • Prepares and maintains schedules for the DHoM; • Organizes regular and ad hoc meetings, prepares minutes of meetings and summaries of actions

to be taken; tracks progress on planned issues; and, follows-up with Heads of Departments and Field Office Chiefs;

• Screens all incoming correspondence and distributes it to relevant staff for response; • Prepares syntheses of the DHoM’s files and makes recommendations and proposals for required

actions; • Takes minutes at meetings and conferences, as well as prepares draft reports, documents, and

speeches for DHoM; • Drafts substantive memos, letters, faxes and other requested documents and performs

administrative duties, when required; • Supports DHoM on matters relating to the Code of Conduct as internal investigation office; and, • Undertakes any other tasks as requested by DHoM or the Head of HOM’s Office on behalf of

the HoM or DHoM. Qualifications and Experience • University degree at Bachelor’s level in political or international affairs, economics, social

sciences or equivalent training and experience from the police and/or military; • A minimum of 5 years of working experience in a relevant field of work; • Professional experience from a crisis management or peace-keeping mission; Strong

communications skills; and, must be able to express ideas and concepts clearly and concisely in written and oral form;

• Excellent drafting, time and resource management, interpersonal and good computing skills; knowledge of administrative rules and regulations relevant to the European Commission and EEAS-administered missions;

• Ability to work independently and harmoniously with colleagues and as part of a team; • Works methodically, accurately and with attention to details as well as to tight deadlines; and, is

used to work on a multitude of activities at the same time with limited supervision; and, • Fluency in English (written and spoken) is a necessity; knowledge of the Georgian and Russian

language will be an asset.

MAC Systems Analyst (GEO HO 17) (1 position) Security Clearance Level: EU Secret Proposed deployment date: ASAP The MAC Systems Analyst reports to the Senior Analyst/Head of MAC Main tasks • Coordinates with relevant departments to support the establishment and management of an

Information and Knowledge Management System (IKMS) for the mission. • Analyses the information technology needs of the mission in relation to the flow and processing

of information from all mission components and from accessible sources external to the Mission, in close consultation with other EUMM departments especially CIS.

• Contributes to identify and manage information and analysis requirements through a structured and systematic approach, to ensure that information and knowledge is processed in the most efficient and effective manner.

• Supports the structuring of mission information flows to make them functional to the generation of analytical products and the operational, security and reporting needs of the mission.

• Supports the structuring and formatting of existing mission information to make it suitable for inclusion in the IKMS.

• Produces and updates implementation plan for IKMS project taking into account the variety of factors affecting roll out of the system. Plans for intermediate solutions prior to full implementation.

• Contributes to develop and maintain MAC and IKMS working methodology and relevant Standard Operating Procedures (SOPs).

• Works with relevant departments to identify suitable working procedures for IKMS input and outputs, and ensures that agreed procedures and SOPs are understood and followed.

• Undertakes any other tasks, including of administrative nature, as directed by the Senior Analyst/Head of the MAC.

Qualifications and experience • University Degree in Information Technology, Information Management, related field or

equivalent police or military background. • Experience of EU information security management requirements would be an advantage • Proven skills and experience in design of systems for the input, storage, management and

analysis of information from various sources. • Excellent interpersonal skills and ability to work dynamically on his/her own initiative in a

methodical manner. • Knowledge of information storage and analysis, hardware and software products. • Ability to understand the cultural, social, economic, religious, political and other components of

a crisis environment.

Senior Political Adviser (GEO HP 01) (1 position)

Security Clearance Level: EU Secret Proposed deployment date: ASAP The Senior Political Adviser reports to the Head of Mission (HoM) Main tasks • Acts as the primary political adviser for the HoM • Acts as the Head of the Political Office and supervises the work of the members of the Political

Office • Provides political analysis and advice on developments in Georgia and in the region on issues

related to the conflicts. • Liaises with relevant political actors, including international organizations, EU Member States

and Third States; • Works closely with appropriate counterparts in the European Commission and Council in

Brussels. • Accompanies HoM in official visits and other destinations, when required. • Advices and drafts papers on issues related to the Mission’s overall activity, including

implementation of its mandate. • Contributes to the political aspects of PPIO activities Qualifications and Experience • University degree in Politics, Social Sciences or any other academic training relevant to the

post. • Good understanding of and direct experience in the European Institutions and CPCC/CSDP. • International experience, particularly in crisis areas with multinational and/or international

organizations, ideally in a political advisory capacity. • Fluency in any of the languages spoken in Georgia and knowledge of the region’s history,

culture and politics. • A minimum of 10 years of experience at middle management level. • Excellent interpersonal and communications skills. • Excellent English drafting skills.

Chief Press and Public Information Officer/Spokesperson (GEO HI 01) (1 position)

Security Clearance Level: EU Confidential Proposed deployment date: ASAP The Chief of PPIO/Spokesperson reports to the Head of Mission. Main tasks • Manages and supervises the Press and Public Information Office (PPIO). • Advises the Head and Deputy Head of Mission, plus other key staff as necessary on media and

public information issues • Acts as the main spokesperson for the Mission • Drafts press releases, public statements, articles, and features and co-ordinates and supervises

and where necessary conduct press conferences, briefings and other media and public outreach events

• Designs, creates and maintains an effective Mission website • Is responsible for all the contract/tender/designs for PPIO visibility items and the PPIO budget

and procurement processes • Is responsible for the media aspects of high level official visits and to co-ordinate and supervise

arrangements for visiting journalists/media • Manages the media aspects of the changing nature of the Mission, providing relevant advice and

guidance as necessary. • Creates and promotes positive communication and information campaigns to support and

explain the Mission to local, regional and international audiences • Is responsible for the production of the daily media monitoring and its dissemination internally

through the Mission. • Co-ordinates and supervises internal communications throughout the Mission • Is the link on communications and public information with the office of the High Representative

for Common Foreign and Security Policy • Is the link on communications between the CFSP Mission, the Council Press Office the EC

Delegation in Georgia and the EUSR’s Press Office • Analyzes the public impact of the Mission’s activities and the effectiveness of the Mission’s

public outreach work. • Undertakes any other tasks as required by the Head of Mission. Qualifications and experience • University degree in Journalism, Communications, Political Sciences, Law, International

Relations, Social Sciences or related field. • Minimum of 10 years of professional experience, including 5 years of management experience. • Excellent oral and writing skills in English • Very good interpersonal skills. • Deep understanding of the political situation in Georgia and working experience in the

Caucasus is highly desirable. • Knowledge of EU Civilian Crisis Management and previous CFSP experience desirable • Experience from diplomacy, negotiations and field work in international organizations

(desirable). • Knowledge of procurement and budgetary process (desirable). • Knowledge of the local languages will be an asset.

Head of Operations (GEO OP 01) (1 position)

Security Clearance Level: EU Secret Proposed Deployment Date: ASAP Within the delegated authority, the Head of Operations (HoOps) will be responsible for managing the mission’s operational activities in line with the strategic vision and guidance of the Head of Mission (HoM) and Deputy Head o Mission (DHoM). The HoOps coordinates the work programs and oversees the activities of all other sections and units of the Department of Operations (Planning & Conduct Section, Reporting & Information Section, Watch-keeping Section and Liaison Officers) and the Field Offices. Main Tasks • Supervises, coordinates and analyses of all operational activities of the Mission. • Ensures that Field Office Chiefs and the monitoring teams implement their tasks in accordance

with the mandate. • Ensures, through weekly meetings and written instructions, that the Field Offices and

monitoring teams are kept periodically updated of the political and security situation in the mission area, based on inputs and assessments from the Political Adviser and the Mission Security Officer respectively.

• Engages the Rapid Reaction Capacity in special assignments, when directed by HoM/DHoM. • Makes sure that a twenty-four/seven watch-keeping is operational at Mission HQ and in the

established Field Offices. • Reviews the daily, weekly, monthly and special, thematic reports prepared by the various

operational departments’ sections prior to release by HoM and DHoM. • Ensures and supervising the Planning & Conduct Section at Mission HQ with the view to

adjusting the monitoring tasks as well as the plans under implementation in accordance with political and security developments.

• Engages in and maintaining of co-operation and co-ordination of the operational components with other international and national interlocutors and stake-holders.

• Represents the Mission at meetings and conferences and, when called upon, deputizing for the HoM and/or DHoM at official functions.

Senior Planning & Conduct Officer (GEO OC 01*) (1 position)

Security Clearance Level: EU Confidential Proposed Deployment Date: 10.04.2012 The Planning & Conduct Section (P&CS) of EUMM’s Operations Department, which also includes

the newly formed Capacity Enhancement Unit (CEU), will support the activities of the Mission as a whole. In this respect, the Senior Planning & Conduct Officer, who reports directly to the Head of Operations (HoOps), will in close cooperation with the Mission’s Political Office, the Field Offices, and the Administration & Finance Department, primarily be responsible for the articulation of a joint vision as regards EUMM GEORGIA. One particular accent of her/his work will be on the implementation, review and evaluation of the Business Plan.

information handling, in accordance with the provisions of the Council Security Regulations. • To be the Mission focal point for information security compromise or suspicion of compromise. • Liaises in conjunction with (and the approval of) the Chief of CIS with GSC Security Office for

information security issues and especially in case of incident. • Assists the Senior Mission Security Officer in developing and ensuring the application of

relevant Standard Operating Procedures/Internal Guidelines containing policies and directives relating to all communications issues – particularly in relation to Security Operating Procedures for Mission classified information systems

• Assists the Senior Mission Security Officer in his functions as Crypto Custodian for crypto material or other accountable security devices released to the Mission – Crypto Custodian tasks which may include:

• Ensuring registration of accountable security items (crypto devices, smartcard, keys, etc). • Ensuring protection of accountable security items. • Ensuring secure transfer of accountable security items. • Informing immediately the GSC Crypto Custodian (within DGA5-SSICS) in case of

compromise or suspicion of compromise. • Verifies periodically the security posture of IT systems (for example through log analysis,

integrity of seals, suspicious elements). • Reports to the Senior Mission Security Officer for IT security incidents. • Assesses any change to the IT systems (especially the Mission RESTRAINT UE LAN and Pre-

Field Office Deputy Field Office Chief (GEO ZO 02*) (1 position)

Security Clearance Level: EU Secret Proposed deployment date: 12.03.2012 The Deputy Field Office Chief (DFOC) is responsible to assist the FOC in the management, administration and co-ordination of all the activities of the FO. He/she reports directly to the Field Office Chief, and will, per instructions received from the FOC, oversee, direct and give guidance to the monitors and FO Support Staff on all issues related to the implementation of the mission mandate. Main Tasks • The DFOC deputizes the FOC in his/her absence • Follows-up on all issues concerning the timely execution of activities relating to the

Implementation- and Business Plan • Co-operates on a regular basis with the Mission HQ’s Planning & Conduct Section (P&CS) on

issues relating to the Implementation- & Business Plan to ensure substantive coverage and timeliness; and, discusses with P&C future planning aspects including the exit strategy

• Co-ordinates, manages and controls EUMM structures and services, relating to the Operations and Administrative Department (Support Services), in line with the instructions received by the FOC

• Supervises the Field Office staff, both international and local staff • Is responsible to carry out the implementation of contingency or emergency plans as and when

required • Identifies on-the-job training needs and, where possible, organizes such training in consultation

with the Ops Department • Oversees the personnel functions within the FO and ensure the maintaining of a duty roster • Is present at debriefings provided by the monitoring patrols upon their return from daily patrol

ensure that the all relevant monitoring information is available as input to the daily FO reports.
