Socio-Economic Setting Study FIRST: SOCIO-ECONOMIC ENVIRONMENT OF THE RED SEA GOVERNORATE 1. General Background

The Red Sea governorate is located in the South Upper Egypt Region, encompassing Souhag, Aswan, Qena, the Red Sea governorates, and Luxor city. The Red Sea governorate overlooks the Red Sea Coast in the East, stretching over (1080) km. It is bordered in the West by Beni Swueif, Menia, Assiut, Souhag, Qena, Luxor City and Aswan, in the North by Suez and Giza governorates, and in the South by Sudan. Hurghada city is the governorate's capital. The Red Sea as a main artery bridging east and west, has gained its strategic importance across the history. Due to the governorate's historical, economic, political, and geophysical dimensions, it has become a governorate of all times; the past, the present, and the future. It is Egypt's eastern gate, which is rich in oil, minerals and fish resources. This is in addition to its gifted beautiful nature, and its wonderful climate characterized by the warm sun and low humidity rate all the year round. Extending along the Red Sea and deep into the Eastern Desert gave the governorate its strategic importance, as such; it is strategically significant for Egypt national security in particular and the Arab Region in general. The total area of the governorate covers 119.1 thousand km2, representing 11.8% of the Republic's area. The governorate is divided into 6 cities, 2 districts, 12 rural local units annexed by 14 villages, and 22 hamlets. According to the preliminary results of the 2006 census, the population is 288.233 thousand people; 95.5% of them live in urban areas, and 4.5% in rural areas, and the population natural growth rate has reached 24.9 per thousand. Development of basic infrastructure and completion of local utilities and services have been major concern of the State to serve citizens and enhance tourism development as well. After implementation of the development plans, the governorate has become one of the investment zones and one of the world's tourism attraction areas, and consequently a major source of the national income. Since the governorate is rich in unique rare sea creatures, birds, wild animals, and medical plants, it was necessary to establish natural protectorates to preserve this wealth from extinction. These protectorates would host the largest number of undomesticated animals such as turtles, and rare sea birds, in addition to valleys, plains, and plateaus which host animals, and rare wild plants.

The Red Sea governorate is the main outlet for the exports and imports of Upper Egypt governorates. It has a sea port for pilgrims. Tourism is the main activity in the governorate, in addition to other activities such as mining. The Red Sea governorate is by far the richest governorate in minerals resources because it has huge reserves of metals and none metal ores together with ornament stones, and oil which constitutes 75% of the Republic's production. Figure-1 gives the map for the Red Sea Governorate and Tables-1, 2 and 3 give some main geographical and administrative indicators.

2. Population and Demography

The project siting will extend from Samallout 500 kV S/S, west of the Nile River, to the Gulf of Suez, including the Gulf of El-Zayt area and will end at the proposed site of Jabal El-Zayt S/S, which is about 7 km to the west of the Suez Gulf and about 4.5 inward km south west of Ras Shuqayr in the Red Sea Governorate and about 370km south east of Cairo. The route all along the Red Sea Governorate is an empty, uninhabited, uncultivated, state-owned land area. The total area of the Red Sea Governorate in 2008 is 119,100km2 i.e. 28.36 million Feddans, represent 11.8% of the total land area of Egypt, out of which aroud 3500 km2 (i.e. 2.94% of the total Red Sea Governorate area) represent Ras Ghareb zone, where close to it Ras Shuqayr & Gulf of El Zayt area is located. Total population of about 288,233 reside the Red Sea Governorate and represent about 0.4% of the total population in Egypt. The population at the Ras Ghareb administrative city is approximately 31,922. The total population of Red Sea Governorate, including all cities (Ras Ghareb, Hurghada, Safaga, Qussair, Marsa Alam & Shelatin) was estimated as 156,137 in 1996, 173,379 in 2001 and 188,871 in 2005, with an increase of around 20.96% over 1996 figures.

Under the proposals set out in the Governorate’s Development Plan, the population of the Ras Ghareb zone is likely to increase with the development of new industrial, commercial and residential businesses, and is expected to reach 34,470 by 2012. Tables-4 through-14 show population data for the Red Sea Governorate, with special emphasis on Ras Ghareb Zone, obtained from both the Central Agency for Public Mobilization & Statistics (CAPMAS) and the Information and Decision Support Center of the Red Sea Governorate.

3. Employment and the Labor Market

The labour force of Red Sea Governorate is around 141,610, i.e. 49.13% of total population, with unemployment, including job loosers, at around 2.92% in 2008. Tables-15 through 31 give labour force data for Red Sea Governorate with a special emphasis on Ras Ghareb administrative city.

In the Ras Ghareb Zone, around 18.24% of the Zone total population forms the active registered work force, while in the administrative city of Hurghada this ratio reaches about 15.38%. This labour pool is comprised of employees of industrial activities (petroleum, agriculture and hunting, mining, quarrying and manufacturing, retail & wholesale trade, hotels & restaurants, transportation, storage & communications, education, health & social activity and services), employees of small industry and small business operators. Around 85% of the total labour pool can be categorized as skilled, having been trained in various disciplines. Tables-15 and 16 present some details on the labour market in Red Sea Governorate in the year 2007, while Table-17 gives some details on the work force in Red Sea governorate, by Administrative Cities. Table-18 provides with estimates of employees by economic activity and sex. Table-19 gives some details on registered industrial establishments and their employment in Red Sea Governorate in 2007. A considerable portion of the Red Sea Governorate’s economy centers on small businesses which comprise handicraft workshops sector as indicated in Table-20. The proposals outlined in the Red Sea Region Master Scheme 2012/2015, which corresponds to the Government of Egypt’s development program for the country, are likely to offer more than 4,200 employment opportunities through the construction and operation of the proposed businesses as well as industrial and commercial developments in the entire Red Sea area. Table-21 gives basic data on industrial zones and Tables-22 through 29 give overview regarding recent economic activities and investments allocated for administrative cities of the Red Sea governorate during 2007. Table-30 gives some details on the worker's and professionals' cyndicates.

4. Income Distribution and Socio-economic Profile

There is no published information concerning the income distribution and socio-economic profile of the population within the Red Sea Governorate area. The only available information on weekly average wages by economic activities and sector in Egypt is abstracted from CAPMAS as indicated in Table-32. However, fieldwork carried out by ECG representatives, suggests that the local population of the Red Sea Governorate is composed of a mix of professional and manual workers.

In discussions with Governorate representatives during ECG representatives' field visits in December 2008, it was suggested that manual construction work is generally undertaken by migrant labour as there is little local labour available (or willing) to carry out this work. Migrants, often from Upper Egypt, travel to the many places inside Egypt, including Red Sea area, attracted by the employment possibilities in the areas. They are not actively recruited from outside the area by development companies. The migrants remain in these areas until employment prospects draw them elsewhere. This migrant labour process is common in northern and eastern Egypt. All Governorate officials consulted by ECG expressed that facilities (housing, public and social services etc.) in the Red Sea area, particularly, Ras Ghareb, Ras Shuqayr and Hurghada zones, are more than adequate to absorb these migrants and they do not create any social problems in the area.

5. Local Populations and Traditional Tribal Lands

Although the Egyptian Eastern Desert is home to some local tribes, no local populations were found living on the site or its surroundings. Local populations representatives were looked for to be consulted during February 2010, however, there were no local populations at the routing areas or substations sites and its immediate surroundings to be consulted.

6. Government and Public Services

Potable Water Supply

Tables-33 through 36 present data on production and consumption of water in Red Sea Governorate during 2007.

Table-33 shows production of refined water in the Red Sea Governorate during 2007. Table-34 provides with data on potable water supply during 2007. Table-35 gives useful data on main water resources in the Red Sea Governorate during 2007 and Table-36 presents data concerning supply and consumption of potable water in the year 2007. The total potable water consumption per capita in the red sea governorate reached 261 liter/day for urban areas and 78 liter/day for rural areas in the year 2007.

Sewage System

Table-37 lists sanitary drainage stations and the total operating capacity in the main administrative cities of the Red Sea Governorate during 2007. Table-38 gives data of total sanitation capacity (30,000 m3/day) and per capita sanitation capacity (104 liter.day/person), in addition to %age of households with access to sanitation (62.1%) in the year 2007. Table-39 shows buildings distribution by connection to public utilities (water & sanitation) during 2007.

Electricity and Natural Gas Table-40 gives basic energy data for Red Sea Governorate in terms of number of subscribers in both the electricity network and natural gas services as well as the electricity consumption. Tables-41 and 42 give some details on electricity production and consumption as well as the power generating and distribution facilities in service today in the Red Sea Governorate. Tables-43 and 44 give an overview on the wind energy capacity and technical performance indicators associated with wind energy at Hurghada area during 2006/2007. Table-45 provides with some details on Red Sea gas services and connection to both natural gas and electricity public utilities. Figure-2 shows the existing electrical facilities for the entire Red Sea Governorate in 2010. Figure-3 also shows how the proposed transmission line will be connected to existing electrical facilities running around the project facility and supplying all industrial, commercial and residential demands located in Red Sea Governorate and connected to the unified power grid.

Health Care Facilities Tables-46 & 47 show that main medical facilities in Red Sea Governorate consist of 4 public and central hospitals, 2 health integrated hospitals, one specialized hospital, 5 private hospitals, one military hospital and one One-day Surgery Hospital. The hospitals collectively support approximately 759 beds, they are well equipped for most types of surgery and convalescence and are staffed by more than 528 physicians and 531 nurses covering all medical specializations. Many other private clinics are distributed over the Red Sea area. The Ras Ghareb administrative city comprises 4 health centers, 1 mobile health unit, 1 central hospital, 3 private health units, 1 dentistry unit and 5 analyses labs shown in Table-53. Table-50 shows that the Red Sea Governorate includeds 21 family planning centers and clincs covering all medical related and guidance aspects and staffed by at least one physician and one nurse each, 20 health treatment small-scale units, some dentistry clinics, and 31 governmental as well as 290 private pharmacies. Table-54 gives the number of pharmacies in the Red Sea Governorate and Table-55 shows main health care indicators.

Education Structure The educational status of the Red Sea Governorate population is given by Tables-56 through 81. The educational facilities (governmental) available within the Red Sea Governorate include one Nursery school and 60 attached classes (ages under 6) and 81 Elementary schools (age 6-12) for both boys and girls and 38 Preparatory (ages 12-15) and 26 Secondary (ages 15-18) schools, in addition to 4 Special Education Schools and 12 attached classes. Tables-56, 57, 58, 59 & 60 give more details on the undergraduate education in Red Sea Governorate. Tables-60 through 67 give data on technical and vocational education in Red Sea Governorate. Communications and Transportation Table-82 lists the available communication services in the Red Sea Governorate and Table-83 gives the evolution of telephone density in the Red Sea Governorate during the period 2002-2006. Red Sea Zone includes 23 main Telephone Centrals and about 80,276 telephone lines. The Governorate has currently around 27,000 un-occupied telephone lines which form a considerable reserve for future expansion. Table-84, also, provides with telecommunication and telegraph offices (104 & 14), in addition to public telephone cabines (86) and internet centers (166) in the Red Sea Governorates. Table-85, also, gives the total number of working post offices, where 24 post offices and 13 post agencies provide the entire Red Sea Governorate with posting services. The transportation network available within the Red Sea Governorate includes 3,657 km main paved roads, and 139 km un-paved ones. About 1,763 buses run within all over the Red Sea Governorate. A total of 22,079 licensed vehicles provide transportation services in the Red Sea Governorate, out of them about 7,888 private cars and 1,952 taxis. Tables-86 through-100 give some more details on transport services in the Red Sea Governorate.

Security and Tribunals The Red Sea Governorate Comprises 6 Administrative Cities, 2 Districts, 8 Kisms (Police Divisions) and 10 shiakha (Police sub-divisions). There are police points also available and extinguishing centers served by extinguishing cars and extinguishing taps. Social Services and Social Care

Main Social indicators of the Red Sea Governorate in 2006/2007 are presented in Table-103. National societies registered in the Ministry of Social Solidarity in Red Sea Governorate totaled 473 societies in 2007 (Table-107), while number of athletic establishments reached 32 societies in 2007 (Table-110). Expensed sum for cases benefitting from social insurance was 1.315 million L.E. in the year 2007 distributed on pensions, monthly aids, previous workers, child pension and disaster sufferings (Table-108). Tables-109 through-114 give useful information about social services, including guidance and family consultation offices and lodges in expatiate houses.

SECOND: SOCIO-ECONOMIC ENVIRONMENT OF THE EL-MENYA GOVERNORATE 1. General Background

The El-Menya governorate is located in the North Upper Egypt Region that encompasses Fayoum, Menya, and Bani Swaif governorates. It is characterized with its rural style. Menya is known as the beautiful bride of Upper Egypt (Figure-4 gives the map for The El-Menya Governorate). The governorate covers an area of 32279 km2, representing 3.2% of the Republic's total area (Tables-121 & 122). It comprises 9 Marakz, 9 cities, 61 rural local units, 360 villages and 1429 hamlets (Table-123) According to the preliminary results of the 2006 census, the population is estimated at 4.2 millions; 18.8% of them live in urban areas and 81.2% in rural areas. The population natural growth rate has reached 22.8 per thousand. The governorate moved towards the expansion into the desert and established new urban communities such as New Menya City and is expected to achieve human and economic development (urban, agricultural, and tourist).

The El-Menya is an agricultural governorate with estimated cultivated areas of 472.7 thousand feddans. Cotton, wheat, onion, and sugar cane are the major crops. Beside being an agricultural governorate, it has made major strides in industry, particularly in food processing, spinning and weaving and chemicals, in addition to the establishment of an industrial area in the East of the Nile, 12 km south of Menya bridge. The area was mapped out and divided into nine industrial zones, along with establishing the small enterprises complex as well as the main and secondary services centers taking into consideration environment friendly standards. The El-Menya governorate is held an eternal record of all dynasties and monuments in Egypt that represent the Pharaonic, the Coptic, and the Islamic eras. Mosques of El Laty, El Amrawy "Elwadaa", El Masry, El Fouly, Zawyet Sultan, Tahna El Gabal, Antar Stable, that includes Hatshepsut Temple, Tal El Amarna, and the Tilting Minaret Mosque are the most important monuments in the governorate.

The El-Menya governorate is located in the North Upper Egypt Region that encompasses Fayoum, Menya, and Bani Swaif governorates. It is characterized with its rural style. Menya is known as the beautiful bride of Upper Egypt.

2. Population and Demography The project route is located at Samallout area to the west of the River Nile and extended along El-Sheikh Fadle/ Ras Ghareb Road to the eastern desert. With the exception of a length of about 32 km near the Nile River, where the 280km 500 kV double circuit east-west line would cross agricultural land, virtually all the rest of the line, will go through uninhabited uncultivated state-owned desert land. On the east-west route no population or human settlements were observed between the Samallout 500 kV Substation and the Gulf of Suez (Ras Ghareb) oil terminal and township. The route is far enough from the nearest residential areas. The total area of the El-Menya Governorate in 2010 is around 32,279 km2, i.e. 7.68 Million Feddans. Total population of about 4,166,299 reside the El-Menya Governorate and represent about 5.7% of the total population in Egypt in 2008. The population at the Markaz Samallout is approximately 586,774. The total population of El-Menya Governorate, including all Marakez (Al-Odwa, Maghagha, Beni Mazar, Mattay, Samallout, El-Menya, Abu Korkas, Mallawi and Deir Mowas) was estimated at 3,310,000 in 1996. Population studies indicate a rapid increase in Menya’s population. In 1976, Menya’s population was 2,045,000 raised to 2,645,000 in the next census in 1986, then 3,310,000 in 1996. According to the estimated census of the governorate in 2006, Menya’s population reached 4,049,000 with a growth rate of 2.19%. Population concentration for the total area of Menya is 0.12 thousand/km2. As for the inhabited area, population concentration reaches 1.64 thousand person/km2 as this area is estimated to be 2411.65 km2. Such increase in growth rate in Menya compared to other governorates is related to the cultural inheritance that encourages early marriage & abundant off springs as do the other governorates in Upper Egypt. Low economic standards of the family also encourage the family to have more kids as a source of income especially that poverty level in El-Menya rises up to 51%, in addition to other factors related to the general awareness of the citizens. Growth rate in Menya reached 2.56% from 2003 till 2005. Growth rate in the rural part of the governorate exceeds the urban ones, as it recorded 2.64% in the country side and 2.37% in the urban areas. However, growth rate in general tends from what it was prior to 1996 where it reached 2.71%. Under the proposals set out in the Governorate’s Development Plan, the population of the El-Menya is likely to increase with the development of new industrial, commercial

and residential businesses, and is expected to reach 4,332,950 by 2012. Tables-124 through 133 show population data for the El-Menya Governorate, with special emphasis on Markaz Samallout Zone, obtained from both the Central Agency for Public Mobilization & Statistics (CAPMAS) and the Information and Decision Support Center of the El-Menya Governorate.

3. Employment and Labor Market

The labor force of the El-Menya Governorate is around 1,221,400, i.e. 29.32% of total population, with unemployment, including job loosers, at around 5.7% in 2007. Tables-134 through 148 give labor force data for the El-Menya Governorate. The labor pool is comprised of employees of industrial activities (chemicals, building and construction, basic metals products, wood, wooden products & upholstery, spinning, weaving, garments & leather, paper products and food products), employees of small industry and small business operators. Around 43% of the total labor pool can be categorized as skilled, having been trained as industrial technicians. Tables-134 through 137 present some details on the labour market in the El-Menya Governorate during 2007/2008, while Table-138 provides with estimates of employees by economic activity and sex. Table-139 gives some details on registered industrial establishments and their employment in the El-Menya in 2007. A considerable portion of the El-Menya Governorate’s economy centers on small businesses which comprise handicraft workshops sector as indicated in Table-140. Table-141 gives some details on the industrial zones-productive cooperation associations in the El-Menya Governorate. The proposals outlined in the El-Menya Region Master Scheme 2017, which corresponds to the Government of Egypt’s development program for the country, are likely to offer thousands of employment opportunities through the construction and operation of the proposed businesses as well as industrial and commercial developments in the entire area. Table-142 gives an overview regarding agricultural activity during the year 2007. Tables-143 through 148 present some details on tourism activity, construction and building activity, and investments as employment opportunities in the El-Menya Governorate in 2007.

4. Income Distribution and Socio-economic Profile

There is no published information concerning the income distribution and socio-economic profile of the population within the El-Menya Governorates area. The only available information on weekly average wages by economic activities and sector in Egypt is abstracted from CAPMAS as indicated in Table-149, which is presented previously in Table-32. However, fieldwork carried out by ECG representatives, suggests that the local population of the El-Menya Governorate is composed of a mix of professional and manual workers.

5. Government and Public Services

Potable Water Supply

Tables-150 & 151 present production of refined and non-refined water in the El-Menya Governorate in 2006/2007. Table-152 shows supply and consumption of potable water in the El-Menya Governorate in the year 2007 and Table-153 gives useful details on the amount of sold water during 2007. The Nile river is the principal source for potable water for the entire El-Menya Governorate. Nile river freshwater canals are the principal source of fresh water in the El-Menya Governorate. The El-Menya water stations provide the entire Governorate with actual capacity of about 330,000 m3/day (Table-152). The total potable water consumption for the whole area, is 210,500 m3/day in 2007.

The percentage of households with access to potable water reaches 89.7%.

The per capita potable water consumption in the El-Menya Governorate reaches an average of about 50.37 liters/day. Table-154 presents information on the status of potable water supply in urban and some rural parts of the El-Menya Governorate. Table-155 provides with useful details on average daily consumption of potable water in the El-Menya Governorate in 2007. Sewage System

Table-156 lists the evolution of sanitary average capacity and actual drainage capacity of main stations during the period 2004-2007. Table 157 shows that the average per capita sanitation capacity for the El-Menya districts in the year 2007, including that of Samallout Zone, is 22.5 liters/day/person. Table-158 gives some data on sanitation system in the El-Menya in the year 2007. The total sanitation capacity of Menya, Abu Korkas, Odwa, Deir Mowas cities and Bahnasa village was 64,000 m3/day in 2007, while the total Governorate's actual drainage of sewage stations owned by city councils totaled 30,107,000 m3 in 2006.

Table-159 presents the under construction wastewater treatment stations and Table-16 gives 2007 estimate for buildings distribution by connection to public utilities (water and sanitary sewage facilities) in the El-Menya Governorate.

Health and Education

Main medical facilities in the El-Menya Governorate consist of 9 public and central hospitals, 31 health integrated hospitals, 21 health groups, 21 private sector hospitals and 18 specialized hospitals. The hospitals collectively support approximately 6,574 beds, they are well equipped for most types of surgery and convalescence and are staffed by more than 2,052 physicians, 212 dentists and 3,778 nurses covering all medical specializations. Many other private hospitals, clinics, kidney washing facilities and physical therapy units are distributed over the El-Menya Governorate area. Additional health care services in the El-Menya Governorate include, also, 3 university hospitals, 93 ambulances, 343 family planning units/centers and 33 mobile clinics shown in Tables-165 & 166. Table-167 gives the number of pharmacies in the El-Menya Governorate, which totals 1,069 pharmacies. Table-168 give some details on the private sector health care facilities.

The educational status of the El-Menya Governorate population is given by Tables-169 through 178.

The educational facilities (governmental) available within the El-Menya Governorate include 22,552 classes for Nursery (ages under 6), Elementary schools (age 6-12) for both boys and girls, Preparatory (ages 12-15) and Secondary (ages 15-18) schools, in addition to 32 Vocational Education Centers, which support collectively 971,760 pupils and 3,879 trainees.

Communications and Transportation Table-179 lists the available communication services in the El-Menya Governorate and Table-180 gives the evolution of telephone density in the El-Menya Governorate during the period 2002-2007. The El-Menya region, includes 75 Telephone Centrals and about 365,100 telephone lines. The Governorate is currently in the process of providing additional telephone lines for thousands of list-waited customers. Table-179, also, gives the total number of working post offices, where 211 post offices provide the entire El-Menya Governorate with posting services. The transportation network available within the El-Menya Governorate includes 66 km main paved roads, and 1,828 km un-paved ones. About 644 buses run within all over the El-Menya Governorate. A total of 76,390 licensed vehicles provide transportation services in the El-Menya Governorate, out of them about 17,142 private cars and 4,367 taxis. Tables-181 through 185 give some more details on transport services in the El-Menya Governorate. Security and Tribunals The El-Menya Governorate Comprises 9 administrative cities, 2 Kisms (Police Divisions) and 11 shiakhats (Police sub-divisions). There are police points also available and extinguishing centers served by extinguishing cars and extinguishing taps. The El-Menya Governorate has 2 tribunals located at El-Menya Markaz and city. Table-186 gives the administrative and municipal data for the El-Menya Governorate as of 2007.

Social Services and Social Care

Community associations registered in the Ministry of Social Solidarity in the El-Menya Governorate totaled 3,195 associations in 2007, while non-profit subsidized care ones reached 84 societies in 2007. Expensed sum for cases benefitting from social insurance was 52.619 million L.E. in the year 2007 distributed on pensions, monthly aids, previous workers, child pension and disaster sufferings. Number of physio-therapy centers and kindergartens of the handicapped and other beneficiaries reached 7 centers, which served 1,001 beneficiaries by the end of 2007. Also, athletic establishments totaled 180 in the same year. Tables-187 through 198 give useful information about social services, including guidance and family consultation offices and lodges in expatriate houses. Table-199 gives a list of environment-related NGOs and their activities in the El-Menya Governorate.

THIRD: SOCIO-ECONOMIC EFFECTS 1. Introduction

The administrative structure within which the transmission line is situated is explained in the First and Second Sections of this report.

This section addresses the socio-economic impacts associated with the construction and operation of the Samallout / Suez Gulf / Jabal E-Zayt 500 kV transmission line project. The nearest permanent settlements to the proposed transmission line are the Samallout residential communities scattered around the transmission line route. The Entire El-Menya Governorate, with its 9 Marakez, is likely to experience the positive and negative socio-economic impacts from the construction and operation of the transmission line. However, Suez Gulf area, including Jabal El-Zayt location, may also experience the socio-economic impacts due to its proximity to the transmission line and the substations.

The assessment of impacts draws upon baseline data collected and provided by ECG , the Egyptian Electricity Holding Company (EEHC) and the Egyptian Electricity Transmission Company (EETC) during preparation for this socio-economic analysis and impact report. No information on existing income levels was available from the Governorate, Suez Gulf area and Districts Authorities.

2. Resettlement within the Transmission Line Route and the Substations Areas

As there are permanent staff settlements within the Samallout and Ras Ghareb Region , no resettlement or displacement of people is envisaged.

3. Land Acquisition

Substations lands in the Red Sea Governorate were bought by the Egyptian Electricity Transmission Company (EETC) from the official owners according to Contract and assigned for development o َ◌f the substations facilities. The land is formally the whole area allocated to the Suez Gulf and Jaba El-Zayt substations. Historically, all land in Egypt belongs to the State and is assigned to specific owners only via Governmental authorization. Samallout Substation land was assigned to the same purpose of today's usage, i.e. Electrical Substation, since the times of the High Dam and its Hydropower station construction in fall 1960s. No land acquisition is connected to all substations at all. Concerning the transmission line, only small pieces of land for the transmission line's towers' footings all along the route will be acquired.

No land acquisition is associated with around 89% of the route as it passes through uninhabited, uncultivated, State-owned desert land. Only in the cultivated area of Markaz Samallout, along the remaining 11% of the route, small pieces (of area around 20x20 m2 each) of the agricultural land will be occupied by TL towers' footings. For these footings, fair land acquisition compensation and crop compensation system will be applied.

4. Employment Generation

A key positive socio-economic impact of the development of the transmission line and substations will be the generation of employment during its construction and operation. EETC proposes to operate a policy of preferential employment of locally resident workers depending on skills and availability in order to maximize local employment benefits. This local workforce will be drawn from the El-Menya and Red Sea Governorates, their Marakez and cities and other neighboring cities to the north and south of the El-Menya Governorate area.

It should be noted that construction work within the Egyptian Governorates is traditionally undertaken by migrant labor from Upper Egypt. Migrants are normally attracted to the area of projects construction within Egypt by the availability of manual work, which is traditionally not undertaken by indigenous residents. Migrants find accommodation within the area and its surrounding districts and remain in the area until employment prospects elsewhere draw them away. Given that circumstances, the workers availability for construction of the transmission line and its attachments, is likely to be high.

Available employment data described in the First two Sections of this report suggests that unemployment in the whole Governorates of the El-Menya and the Red Sea lies around 6% and 5.7%, respectively and in both Governorates, around 141,610 and 1,221,400 people, respectively form the active workforce. Statistics suggest that approximately 55% of this labor force is comprised of industry and commerce workers and around 52% of the Governorates’ workforce are categorized as skilled, having been trained in various disciplines.

The estimated employment generated during construction of the plant is anticipated to be as follows:

• 20 workers provided by the Architect Engineer; • 150 local employees for the civil work; and • 30 local employees for mechanical and electrical work.

Local workers will represent approximately 90% of the civil and mechanical construction work.

The entire labor force will camp wherever the work goes on, thus there will be no worker housing facilities to be erected on sites during construction, except temporary, moving camps.

The contractors will be responsible for relevant temporary water/toilet facilities during construction and the need to provide appropriate services will be specified in their contracts.

Following construction of the project, the majority of manual jobs will become redundant, however given the large number of other construction activities in the wider area, this is not anticipated to present any negative impacts to the local workforce.

During operation of the project, both skilled and unskilled staff will be recruited from the local workforce. Unskilled positions will include drivers, cleaners, clerks and secretaries and security guards. Many of these jobs could be filled by women. The project company will employ people with due regard to their equal opportunities policy.

The construction and operation of the project is therefore anticipated to provide employment opportunities within the El-Menya and the Red Sea areas and to the workforce of the surrounding cities. The employment generated by the project will be an important positive impact of the proposed project.

5. Income Effects

The potential direct income effects during construction and operation of the project include:

• income from the permanent and temporary jobs that will be provided during the

construction and operation of the project. Market rates will be paid to all workers who will, in turn, spend the money in the local economy through goods and services bought in the area;

• income from locally placed orders for goods and services during construction

and operation phases, including contracts for the provision of construction materials and services, maintenance repairs and equipment servicing, and the establishment of supply contracts (e.g. security, waste disposal, food, cleaning, transport etc.).

6. Public Services

A potential adverse effect of the transmission line project is increased demand for public services, such as water and wastewater provision, etc. An assessment of these impacts, however, does not suggest that any negative effects will be experienced,

considering the relatively limited number of workers and the temporary short existence periods of their work along the transmission line route.

Drinking water during construction will be supplied to the project location with local water supply systems. During plant construction, sanitary water will be provided also via local water systems, including transportation of the water by trucks through the desert lands.

As discussed in the First Section, migrant labor is traditionally attracted to the region and public services are considered by public officials to be more than adequate to absorb them. No provision of additional services is therefore considered necessary during construction or operation of the project.

7. Cultural Effects

No cultural impacts are anticipated as a result of the project development. In addition, migrant manual labor is traditionally welcomed in the region resulting in no social or community problems.

8. Conclusion

It is clear that the construction and operation of the Samallout / Suez Gulf / Jabal El-Zayt 500 kV transmission line facility will not result in any problem to the present workforce in the whole area. It is, also, anticipated that the new TL project will provide a net positive socio-economic impact through the provision of emplo yment opportunities and attraction of economic investment into the area.

In addition, the use of local labor wherever practicable, will maximize these positive impacts through the development of the local skill base and will also generate increased demand for local services, materials and products.

7BOccupational Health and Safety, Risks and Hazards Standard international practice on EHS issues shall be employed on sites. Good local and international construction practice in Environment, Health and Safety (EHS) will be applied at all times and account will be taken of local customs, practices and attitudes. Measures include: • implementation of EHS

procedures as a condition of contract all contractors and sub-contractors;

• clear definition of the EHS roles and responsibilities of construction companies and staff;

• management, supervision, monitoring and record-keeping as set out in operational manual;

• pre-construction and operation assessment of the EHS risks and hazards;

• implementation of Fire Safety plan;

• provision of appropriate training on EHS issues for all workers;
