Annex A

Workfare Transport Concession Scheme The Government will fund a new concession scheme for Lower-Wage Workers (LWWs), which will allow users to enjoy 15% discount off adult fares (see Annex F for detailed fares). The validity period of the concession will end one year from the date when the WIS recipient received his/her last payment under the Workfare Income Supplement (WIS) scheme, or on 30 September 2015, whichever is later. Eligibility Criteria The concession scheme is applicable for individuals below 60 years old, who are

recipients of the WIS payment from 1 December 2013.

WIS recipients who are 60 years old and above would already be eligible for the Senior

Citizen concession scheme, which provides higher concessions than the WTCS.

With effect from 2014, LWWs can qualify for the WTCS if they receive WIS. To

qualify for WIS, a worker must meet the following criteria:

a) Be a Singapore citizen;

b) Be aged 35 years and above;

c) Earn an average gross monthly income of not more than $1,900;

d) Work at least two months in any three-month period;

e) Be staying in a property with an annual value not exceeding $13,000;

f) Not own two or more properties; and

g) If married,

(i) He/she and his/her spouse together do not own two or more properties; and

(ii) The assessable income of his/her spouse does not exceed $70,000.

Employees are automatically paid WIS every quarter based on their monthly CPF

contributions. Self-Employed Persons (SEPs) will need to declare their net trade income

and make Medisave payments to receive their WIS annually. Those who qualify for

WIS will be notified of their WIS payments.

How to Apply If you are eligible before 6 July 2014, you will receive an individual application package informing you of your eligibility, details of the scheme, and how to apply for the Workfare Transport concession card. If you become eligible on or after 6 July 2014, you will receive general information from CPF Board about the scheme and how to apply.

Interim Assistance for Eligible LWWs Individuals who are eligible before 6 July 2014 will be provided with interim financial assistance of $30 to help defray your travel expenditure over three months from the implementation of the revised fares to the day before the two new concessionary schemes take effect, i.e. from 6 April 2014 to 5 July 2014. You will be informed about this in the same letter advising you about your eligibility for the new concession scheme.

Annex B

Persons with Disabilities Fare Concession Scheme The Government will be funding a new concession scheme for Persons with Disabilities (PWDs), which will allow users to enjoy 25% discount off adult fares, with their maximum fares capped at a distance of 7.2km (see Annex F for detailed fares).

Eligibility Criteria Persons aged less than 60 years of age, who are Singapore Citizens and Permanent Residents, and

a) Are beneficiaries of existing disability schemes and services and members (with permanent disability) of relevant Voluntary Welfare Organisation (VWO); or

b) Attended Special Education (SPED) schools operated by a VWO; or c) Are certified by a medical practitioner to have a permanent disability of one or

more of the following: i. A physical disability; or

ii. A visual impairment; or iii. A hearing impairment; or iv. Autism Spectrum Disorder; or v. Intellectual Disability

Beneficiaries of existing disability schemes and services and members (with permanent disability) of relevant VWOs will be automatically eligible for the scheme. Persons with disabilities who are receiving WIS and hence are also eligible for the Workfare Transport Concession Card will be eligible for only one concession i.e. the PWD concession card, which has a higher discount off the adult fare. Persons with disabilities who are below 7 years of age, students (Primary, Secondary, Junior College, Polytechnic, ITE, University, Special Education School) and Senior Citizens are already covered under existing concession schemes.

How to Apply If you are automatically eligible1 for the concession, you will receive an application package informing you of your eligibility, details of the scheme, and how to apply for the PWD concession card, around 6 April 2014.

Other persons will need to submit their application through SG Enable, to determine if they are eligible for the scheme. More details on how to apply will be released later. PWD Monthly Concession Pass The PWD Monthly Concession Pass is a travel pass that allows unlimited travel on Singapore’s basic bus services and rail services within the period of validity of the Monthly Concession Pass purchased. Priced at $60, it is designed for PWD concession card holders who travel frequently on public transport. PWD concession card holders simply need to bring along their new PWD concession card from 6 July 2014 to purchase the Monthly Concession Pass at any TransitLink Ticket Office, Add Value Machines, Passenger Service Counter or General Ticketing Machines. As the Monthly Concession Pass for PWDs will start from 6 July 2014, the pass would be available for purchase only from 6 July. For subsequent months, the MCP can be purchased up to 7 days in advance. For example, to enjoy the Monthly Concession in August, the card holder can purchase his Monthly Concession Pass up to 7 days before 1 August 2014.

Interim Assistance for Eligible PWDs If you are eligible before 6 July 2014, you will also be provided with interim financial assistance of $80 to help defray your travel expenditure over three months i.e. from the implementation of the revised fares to the day before the two new concessionary schemes take effect, which is from 6 April 2014 to 5 July 2014. Annex D Illustration of Discounted Fares for Persons With Disabilities From 6 July 2014, Persons with Disabilities (PWDs) will enjoy 25% discount off adult fares. PWDs’ fares will also be capped so that they do not have to pay additional fares for distances beyond 7.2km. Below is an illustration of the discounted fares a PWD will enjoy.

For distances less than 7.2km

Person A travels by bus number 50 from Bishan (bus stop 53239) to Ang Mo Kio (bus stop 54391) pays $0.77 for 2.6km. Person B (PWD) travels by bus number 50 from Bishan (bus stop 53239) to Ang Mo Kio (bus stop 54391) pays $0.56 for 2.6km.

For distances more than 7.2km

Person C travels by bus number 52 from Bishan (bus stop 53239) to Clementi (bus stop 17171) pays $1.72 for 19.3 km.
