• ISKUR is in the process of re-structuring within the framework of its efforts to align with the European Employment Strategy (EES).

•  EC support to active employment measures, as well as to institution building activities will continue in the coming years, 2006 programming phase being the soonest.

• Global Objective

- support İŞKUR consolidating its role and functions

- support İŞKUR build from the achievements of Active Labour Market Strategy Programme

- continue an active/effective role in the implementation of projects financed by the EU

. Specific Objective

assist İŞKUR to identify employment related actions to be supported under the 2006 programming exercise.

• The Consultant should closely work with the Beneficiary/with the contractor of the Active Labour Market Strategy programme

• should benefit from all deliverables of the Active Labour Market Strategy programme

• researches and labour market analyses• Besides, data on labour market and employment from

İŞKUR, TIS, State Planning Organisation and Ministry of Labour and Social Security

• Relevant deliverables of the EU funded regional development and vocational training programmes should also be utilised.

Institutional building component 2006 project

• focus shall be on the provincial offices of İSKUR

• to formulate, implement and monitor local employment policies together with relevant stakeholders

• provide better matching services for jobseekers and employers

• improve active labour market measures (from unemployment insurance fund)

• improve relations with private employment agencies/academic institutions/private sector at the local level.

II Institutional building component 2006 project

• analyse the results of activities in the pilot İŞKUR offices 2002 project.

• interview all related parties at the central level (identified at inception phase)

• compile an assessment of the opinions (kinds of actions to be supported under the IB component) 

• conduct analysis of needs/expectations of stakeholders in the cities where the IB component will be implemented

• the consultant should assist to identify the cities where the IB actions shall be undertaken.  

• recommend additional IB actions that can be implemented at the provincial level

Support the Grant Scheme Component

• pay visits to several grant scheme projects = identify future grant scheme

• review main achievements of grant scheme 2002 EC

• review the ongoing and future regional development and vocational education grant scheme projects funded by the EU in order to avoid overlapping with other initiatives

• review outputs of similar projects funded by other international donors.

II Support the Grant Scheme Component

• interview related parties both at central and local levels, e.g. governmental institutions, technical assistance teams of other EU projects, international donors, local authorities, representatives of private sector, social partners, NGOs, academic institutions: TO ASSES LOCAL NEEDS

• assess needs of different target groups for their integration in the labour market

• provide recommendations to İŞKUR regarding priority target groups/priority actions for grant scheme = focus on by analysing those economic sectors that are able to absorb labour force supply

III Support the Grant Scheme Component

• Identify the cities where the components will be applied in 2006

• To be considered:

- IB needs of the ISKUR provincial offices

- unemployment rates in the city

- the capacity of ISKUR provincial offices to commit sufficient staff to implement both components

EU 2002- EU 2006

• Unlike the 2002 project, the grant scheme of the new project will have a more focused

- scope- target group- location.

• FINALLY: The assignment shall be to formulate a needs assessment to assist ISKUR to identify the actions to be supported under the 2006 programming exercise.

Timetable of submission of Reports

• The Contractor shall submit reports in accordance with the following timetable:

11          Inception Report : no later than a week after the start of the assignment (First week of February)

11          Needs Assessment Report : no later than three weeks before deadline of the assignment (Second week of April)

11          Draft Final Report : no later than three weeks before the end of the assignment (Second week of April)

11          Final Report : no later than the end of the assignment (05 May 2006)
