(pg.161) Bidder shall note that ground improvement as described shall be provided under cooling tower and other structures under Bidder’s scope in addition with Pile foundation.

We propose that the ground improvement works be carried out by a single contractor for the entire plant, as this is a specialized job. This will also be economical from the total project cost point of view.

1.0 SCOPE

1.1 This document outlines the basic approach for designing lighting and low voltage power services for various plants, buildings and areas within the scope of the contract.

1.2 The document includes the following lighting design details for different parts of the power station:-

(a) Various types of lighting systems. (b) Lighting System Design Basis. (c) Illumination levels & types of luminaires. (d) Low voltage power services.

1.3 Lighting design details for the following areas are not covered in this document:- (a) Switchyard(b) Coal Handling Plant(c) Ash Handling Plant (d) Chimney(e) Cooling Towers(f) Compound WallSeparate design documents as applicable for respective plant/area shall be referred for the above.

2.0 TYPES OF LIGHTING SYSTEM

2.1 Lighting system will be provided with AC Normal, AC Emergency and DC Emergency lighting as listed against various areas as per Table-I enclosed.

2.2 The sources of power supply are as below:

i) 415V AC Normal (ACN) Supply from different station PMCCs /MCCs/ACDBs

ii) 415V AC Emergency (ACE) Supply from Emergency Board.

iii) 220V DC Emergency Supply from DC Distribution Board.

iv) 24V AC supply (for maintenance lighting)

2.3 A.C Normal Lighting System:

2.3.1 AC Normal lighting fixtures are fed through a number of conveniently located AC Lighting Panels (ACLPs) which are fed from Lighting Distribution Boards (LDBs).

2.3.2 Each LDB, consisting of a 100kVA/50KVA, 415/415V, taps of ± 5% insteps of 2.5%, resin impregnated (non encapsulated) air-cooled dry type isolation transformer housed in LDB with proper separation from distribution panels, will have one incomer with MCCB. The LDB outgoing feeders (8 nos. and 12 nos. for 50KVA & 100 KVA LDB respectively) will have 63A MCB.

2.3.3 The ACLPs will be provided with 63A MCB in incoming and 20A MCBs for outgoing. The MCB will be suitable for short circuit current of 9KA. ACLPs will have 6, 12 &18 outgoings. 20% spare feeder shall be provided in the LDBs and LPs.

2.4 AC Emergency Lighting System:

2.4.1 AC Emergency lighting fixtures shall be fed through suitable numbers of conveniently located AC Emergency Lighting Panel (ACELPs) which are fed from AC Emergency Lighting Distribution Board (ACELDB).

2.4.2 Constructional details / technical particulars of ACELDB and ACELP shall be same as ACLDB’s and ACLP’s described above.

2.5 220V D.C Emergency Lighting System:

2.5.1 DC Emergency lighting fixtures will be fed through suitable numbers of conveniently located DC Emergency Lighting Panel (DCELPs) which are fed through DC Lighting Distribution Board (DCLDB).

2.5.2 Each DCLDB will have 125A, 2-pole MCCB and contactor for incoming and 32A, 2-pole MCB for 12 nos. outgoing. 20% spare feeder shall generally be provided in the LDBs and LPs

2.5.3 The DCLPs will have 32A, MCB for incoming and 2- pole 20A MCB for 6 nos. outgoing. DC Emergency lighting system shall be 220V, 2-wire system. DCLDB shall be equipped with A/C under voltage relay and dedicated DC supply for emergency auto changeover scheme.

2.6 24V AC Maintenance Lighting System

Each 24V AC supply module will have one no. air-cooled two winding, 500VA, 1-phase, 50HZ, 240/24V transformer with 5A (240V side) and 15A (24V side) HRC fuse and necessary 240V and 24V terminals for incoming and outgoing connections. The 240V terminals of 24V AC supply module will be fed from respective lighting panels (LP). A group of 5A, 24V AC receptacles located near boiler access doors and condenser area will be wired up from 24V side of each 24V AC supply module.

2.7 Lighting circuits for main plant will be developed to ensure feeding of different LPs

from separate LDBs. However, for remote areas (auxiliary areas) the lighting will be provided from LDB with one transformer. For each boiler platforms one LP shall be fed from one LDB and the other LP from another LDB and each LDB shall be fed from different PMCC. Fixtures on each boiler platform shall be fed from minimum two LPs.

2.8 For main plant area normally all AC luminaries (80% on ACN and 20% on ACE) will be in service and DC luminaires will be dark. Upon failure of AC normal supply and AC emergency supply, DC luminaires will be automatically switched ‘ON'. On restoration of AC supply, DC luminaries will be switched-off automatically after a time gap of three minutes following the restoration of supply.

2.9 For DG room 100% AC emergency lighting will be provided.

2.10 DC emergency lighting will be provided to meet functional/ operational requirements for UCR, stair cases and strategic points such as entrances. Fittings will be located at strategic locations for safe personnel movement during emergency.

The DCE shall be having following minimum lux level as following :

i) Emergency DG set room - 20lux ii) operating floors of turbine hall - 20lux iii) switchgear rooms - 15 lux (min one lighting fixture

between two rows of switchgear)

iv) Boiler platforms - At least 10% of total illumination v) Cable spreader room - At least 10% of total illumination vi) Central computer and - 100 lux (on equipments) relay rooms

2.11 For auxiliary areas Normal AC lighting will provide 100% illumination level and normally all AC lighting fixture shall remain “ON” as long as normal AC supply

is available. For safe personnel movement during non-availability of normal AC illumination, self-contained Ni-Cd battery operated emergency lighting units (ELU) with 4 hours duration will be provided for auxiliary areas as specified in the “Table –I, LIGHTING & LV POWER SERVICES IN DIFFERENT AREAS”.

Each battery will have battery charger and 2X10W fluorescent lamp.

3.0 LIGHTING SYSTEM DESIGN BASIS

3.1 Lighting system will be designed to ensure adequate visual performance, safety & reliability and will be free from excessive glare and flicker from discharge lamps. In Unit Control Room (UCR), particular attention will be given to ensure proper and

aesthetic illumination so as to prevent any glare/ luminous patch on control surfaces/VDUs when viewed from an angle.

3.2 All fluorescent fixtures shall have energy efficient ‘T5’ type fluorescent lamps except those in DIV.2 hazardous area. The louvers of these fixtures shall be designed for ‘T5’ type fluorescent lamps. All fluorescent lamps shall have ‘cool day light’ colour designation. The mirror optics type fluorescent shall have no iridescence effect. Acrylic covers/ louvers will be of non-yellowing type. All outdoor fixtures will be weather proof type with DOP-IP55.

3.3 The DOP for LDB will be IP-52 and for transformer cubicle IP-42.The DOP for LP will be IP-54 for indoor and IP-55 with canopy for outdoors.

3.4 All outdoor fixtures will be weather proof type with DOP of IP55. 3.5 For Fuel Oil area and hydrogen cylinder room flame proof fixtures with

HPMV/fluorescent lamps will be suitable for Division-2, Group IIA/IIB of hazardous area as per IS-2148.

3.6 High-pressure sodium vapour lighting fixtures will be installed in areas with sufficient headroom of 5m or more. However in the areas where 5M headroom may not be feasible (e.g. boiler area), fixtures will be mounted on columns/bottom of platform as per site requirement. In general, the type of fixtures, type of luminaires and illumination levels to be achieved will be as per enclosed Table-II.

3.7 The lighting fixtures in the plant area will be group controlled from lighting panel by miniature circuit breakers. The lighting fixtures in office areas, control rooms etc. will be controlled by switches.

3.8 JB/switch boxes shall be of CRCA galvanised steel.

3.9 Indoor & outdoor lighting system will have contactor control with timer arrangement in lighting panel (LP) for controlling lights with additional provision for manual control.

4.0 ILLUMINATION DESIGN CALCULATION 4.1 Lighting design for indoor areas will be done by LUMEN method.

For a given indoor area, number of luminaires is calculated as follows:

Coefficient of Utilisation (COU) is determined from the COU chart for a particular luminaire of the manufacturer, corresponding to selected reflection factors and calculated Room Index. The Room Index is calculated by the following formula:

4.3.2 Street lights / outdoor lighting will be fed from street lighting panels (SLP) having timer arrangement with manual control facility. These lighting panels will be fed from nearest AC normal LDB.

4.3.3 For street lighting, 11/13 meter high lighting poles will be used. For outdoor area lighting, if required, flood light pole with height 12 M (above the ground) will be used. The poles will be as per IS-2713.

4.3.4 Street/flood light poles will be fabricated, painted, swaged or stepped, steel tubular poles with swan neck arrangement. The poles will be painted with anti-corrosive treatment & paint.

4.3.5 The poles will be located 1.5 M away from the road edge. The buried cable will run in Hume pipe wherever it is crossing the roads.

4.3.6 Other outdoor areas which are not covered under buildings peripheral lightings/road lightings can be provided with additional poles depending upon site condition.

5.0 LOW VOLTAGE POWER SERVICES

5.1 One number 240V AC, 5/15A universal socket will be provided in offices, stores, cabins etc. One number 20A, 240V AC industrial type receptacle will be provided at suitable location in all other indoor areas as required. All receptacles will be 3-pin type and will be controlled with a switch. In fuel oil area receptacles will be of flameproof type.

5.2 Since there is no functional requirement of 5/15A receptacles on all boiler platforms, 20A industrial type receptacles will be provided only on feeder floor, operating floors and boiler drum level in addition to welding receptacles (63A) at an average distance of 50M.

5.3 Suitable nos. of 63A, 3-phase, 415 V welding receptacles with MCB will be provided at specific points in the main plant area at a distance of 50 meter for welding purposes. Maximum four (4) nos. 63A receptacles will be fed through one feeder. Separate welding distribution board (WDB) will be used to feed these welding receptacles located in TG building and boiler areas. 63A receptacle will be provided in buildings as per Table-I, which will be fed from 415V MCC. In hazardous areas these receptacle will be located in MCC rooms.

5.4 Suitable nos. of ceiling fans with stepped electronic regulator and flush mounted on switchboard shall be provided in areas not covered by A/C and ventilation system.

6.0 WIRING / CONDUITS

6.1 Wiring of lighting system will be done as follows:

i) Wiring installation will be by multi-stranded, PVC insulated, colour coded wires laid in galvanised MS conduits of 20mm dia minimum size.

ii) Conduits will be heavy-duty type hot dip galvanised steel conforming to IS-9537. Conduit accessories will be hot dip galvanised. In corrosive area, conduits will have suitable epoxy coating additionally.

iii) Flexible conduit shall be used where required. Flexible conduit shall be Bright, cold rolled annealed and electro galvanized mild steel strips and coated with PVC.

iv) Conduits in control room and other air-conditioned areas will be surface

mounted on the roof above false ceiling. However vertical drops of conduits will be within column flanges, finally covered for better aesthetics.

v) Conduit fill criteria will be 40%.

vi) Wiring for AC Normal, AC Emergency, and DC Emergency services will be run in separate conduits.

vii) Lighting and receptacles will be fed from separate circuits. No two different phase circuits will be run in the same conduit. However, different circuits of same phase may be laid in the same conduit.

viii) Maximum three number of receptacles will be looped in and looped out in a circuit.

6.2 a) 1.1KV grade, 2.5sqmm PVC insulated copper conductor wires conforming to IS: 1554-I will be used for lighting fixtures from switch/JB to fixture, from panel to fixture, JBs/switches.

b) 4.0 mm2, 1100 V grade, PVC insulated, single core, stranded copper conductor will be used for 5/15 & 20A receptacles.

c) Wiring in hazardous area will be done using 1.1KV grade, 3C-2.5 mm2 copper conductor, PVC insulated, FRLS PVC sheathed armoured cable

6.3 For outdoor area lighting, armoured cables will be used. For loop-in-loop out of cable from pole JBs, 50 mm dia conduit will be used. Hume pipe will be used where cables are crossing roads.

7.0 EARTHING

7.1 Earthing of lighting system will be done by using of following sizes of GS wire / flat:

i) 16 SWG GS wire for earthing of lighting fixtures, receptacles, conduits & switch boxes.

ii) 8 SWG GS wire for earthing of junction boxes.

7.2 STATUTORY & REGULATORY REQUIREMENTS

Statutory and regulatory regulation shall be applicable as per Indian Electricity Rule, 1956 with amendment-3 rule no. 35, 48,49,50,61 & 64 for illumination and low voltage power services.

7.3 DOCUMENTS APPROVAL Lighting and conduit layout shall be approved by BHEL. Conduit layouts shall be

forwarded to site for erection.
