SO. ST. LOUIS COUNTY FAIRANNUAL AMATEUR TALENT CONTESTDivisions: Open, Teen (13-18), Pre-Teen (12 & Under)Entry Rules & Information.

1. The contest is open to all amateur entertainers - any age - either individuals or groups. Professionals, including union musicians, or those whose talent is a major source of income, are not permitted to enter.

2. Interested individuals or groups are required to submit an official entry form. 3. Time limit on acts: 4 minutes. Points will be deducted for contestants going over-time.

Musical groups and soloists are allowed to perform a medley of tunes, but must remain within the 4-minute time limit.

4. Tapes maybe used as accompaniment for dance acts, baton, lip sync, etc. Vocalists may use taped accompaniment provided tape contains instrumental accompaniment ONLY. Absolutely no backup vocals are allowed on tape. Contestants must provide their own accompanist who, when not part of the act, may be any age.

5. A competent board of judges will be engaged and the decision of the judges will be final. Entrants will perform for judging on stage, SUNDAY, Beginning at 1:00 p.m. Admission to Talent Contest FREE.

6. Prizes in the amateur talent contest are.1st Place Open Division - $75.00 2nd Place - $35.00

1st Place Teen Division (13-18) - $50.00 2nd Place - $25.001st Place Pre-Teen (12 & Under) - $35.00 2nd Place - $20.00

In addition, one winning entry in each division will be automatically entered as a semi-finalist representing South St. Louis County in the Minnesota State Fair Amateur Talent Contest, which offers cash prizes for nightly winners as well as finalist trophies and prizes.

GENERAL INFORMATIONThe gate will be open to visitors from 6:30 am to 10:00 pm each day of the fair. Free Parking. Gate - $4.00 for adult and 12 & under free. $12.00 weekly Pass

The management will consider it a kindness if persons will report to the Secretary any mistreatment or extortion. The sale of intoxicating liquor is prohibited.

County property buildings are smoke-free.Do not wait until the Fair is over to make complaints; report them immediately.Exhibits will be welcomed from St. Louis County, Duluth, and adjoining counties.

RULES1. The South St. Louis County Fair management reserves to its board the final and absolute right to

interpret these rules and regulations and arbitrarily settle and determine all matters, questions, and differences in regard thereto, or otherwise arising out of, connected with or incident to the Fair.

2. The management reserves the right to amend or add to these rules as they, in their judgment, may deem advisable.

3. Any person who violates any of the following or special rules will forfeit all privileges and premiums and be subject to such penalty as the governing board may order.

4. The management reserves the right to limit the number of entries if space is unavailable. The management will endeavor to arrange for space for all qualified exhibitors. However, if present accommodations are exhausted, the management reserves the right to close entries at any time.

5. The management will not assume the responsibility for loss due to theft, fire, disease, sickness, injury or damage to exhibits during the Fair.

6. No person will be permitted to distribute advertising matter in the grounds except from their place of business or exhibit. The tacking or posting of any advertisements or distribution of bills, cards, fliers, etc., except within the space occupied by the exhibitor is prohibited. Anyone violating this rule will be liable to fine and expulsion from the grounds as the Board of Directors may elect.

7. The management will not be responsible for typographical errors in this book, but should any occur, same will be interpreted by the Board of Directors.

8. All premium checks must be cashed within 30 days, or they become void. State and County aid depends on this.

9. Any person or group that conducts a protest action must limit its activity to the location designated by the fair board. No entrance or exits can be obstructed or limited in any way.

superior merit are exhibited for which no premiums have been offered, the awarding committee may enter the same as "recommended" on the book of awards so the secretary may report the same to the board for future action.

Summary of State RuleRequirements for Livestock and PoultryOriginating from Minnesota:

GENERAL REQUIREMENTS: The exhibition management may adopt more but not less restrictive health requirements than required by state rule.

Livestock or poultry known by the exhibitor to have an infectious, communicable disease or to have been exposed to an infectious, communicable disease, or to be from a quarantined herd or flock may not be entered in exhibition. Warts and ringworm are considered communicable diseases. Therefore, livestock affected by these diseases cannot be exhibited. A statement from a veterinarian that an animal is being treated for these diseases is not acceptable.

All livestock will be inspected by the Official Veterinarian on the opening day of the exhibition and daily during the exhibition. The Official Veterinarian will order the immediate removal to a quarantine facility or removal from the exhibition premises of any livestock with symptoms of infectious or communicable diseases. Animals placed in a quarantine facility must remain there until removed from the exhibition premises. They may not enter a show ring. This includes livestock with warts or ringworm.

All testing must be conducted prior to the exhibition, and a record of the test results on a test chart or Intrastate Health Certificate must accompany the tested animals. Livestock and poultry entered in a petting exhibit are not exempt from the exhibition rules if the animals are from more than one farm or there are other animals at the exhibit.

No equine will be allowed into the barns unless the owners present a negative Coggins paper and go through the 4-H vet check.

POULTRY (originating from Minnesota) -- except waterfowl and pigeons:

1. Identified by leg or wing band.2. Negative pullorum-typhoid test within 90 days, or 3. Record of origin from a flock tested negative within last 12 months.4. Turkeys must be tested at a laboratory for typhimurium and mycoplasmas or5. Have a statement of origin if less than 6 months old.

SWINE (originating from Minnesota).Negative official (SN, latex, EUSA) pseudorabies test within 30 days of the opening date of the exhibition. The differential pseudorabies tests are not approved for exhibition.Exceptions to testing requirement:

1. Swine from a Pseudorabies Qualified Negative Herd.2. Swine from a Pseudorabies Controlled Vaccinated Herd.3. Slaughter class swine (terminal show).

When pseudorabies testing is required, all swine (including barrows) from monitored herds must meet the testing requirements.

CATTLE, GOATS, SHEEP, HORSES (originating from Minnesota)No specific requirements. (NOTE: See general requirements above.)

CATTLE, GOATS, SHEEP, HORSES (not originating from Minnesota)Animals must meet the Minnesota Importation requirements in addition to the requirements outlined in this summary. Health certificates must list the Minnesota Exhibition as consignee and will be accepted if examination and tests are conducted within 90 days prior to the exhibition, except swine pseudorabies tests, which must be made within 30 days. The differential pseudorabies tests are not approved for exhibition. All equine owners to present a negative Coggins paper. PLEASE HAVE MULTIPLE COPIES

All goats and sheep, including market animals, regardless of age, must have a Scrapie ID tag or tattoo in place to be able to exhibit. Exhibitors must bring copy of letter from MN Board of Animal Health to show proof of ID numbers.

No female goats or sheep within 30 days before or after birth are allowed for exhibit.

SPECIAL RULESBase dates for computing age of all entries in the cattle classes are August 1st. 4-H blue ribbon winners or an animal not shown in 4-H competition may be shown in open class.

Cattle must be owned by the exhibitor from the time of making entries and exhibitor must be present in the ring with animal at showing.

Application for entries must be made upon printed blanks, found stapled in this book, and when filled out must be mailed to the livestock superintendent 10 days before Entry Day.

Entry blanks must contain all information in accordance with instructions thereto, giving department, class and lot, name and registry number of animal, date of birth, breeder’s name and address, name and registry number of sire and dam, name and address of exhibitor. Certificate of registry of proof of breeding must be furnished to the superintendent at time of entry.

Registered animals must be shown only in registered class.

Exhibitors must ascertain as to the time when their stock will be judged. Exhibitors failing to comply with this rule may have their animals excluded from competition.

Rabbits and poultry will be judged Friday at 8:30 a.m.Judging of cattle, sheep, and goats will be Friday.

Exhibitors must keep their barns and stalls open and stock uncovered between the hours of 10 a.m. and 9 p.m., during each day of Fair until cattle are removed.

Exhibitors must keep the space in the rear of their stalls and the alleyways in the barns clear and clean; all litter must be thrown where directed by the superintendent. Failure to comply may mean a loss of premium.

Dairy bulls over one year of age must be secured by a ring in the nose in order to remain on the grounds.

Only registered sires will be allowed to compete for cash prizes in any class.Registered animals under one year of age, will not be required to show certificates of registry but the exhibitor of such animals will be required to have a certified statement that both sire and dam of such animals are properly registered pure-breeds.

Each livestock exhibitor will be responsible for feeding, watering and caring for his own livestock. Bring your own straw, grain and hay. Hay and straw will be available at current price. Tie chains are required.

No animal may be entered in more than one lot unless otherwise stated. Because of difficulties in arranging transportation the Fair Association will not provide transportation for livestock.Premiums awarded at Judges; discretion.

Livestock & Poultry may be released at 6:00 pm, the last day of the Fair. All others at 7:30 pm. The State of Minnesota requires all Equine owners to present a negative Coggon’s paper.

Rabbits must be entered by 7:30 p.m. of livestock entry day of the Fair and will remain in place until 6 p.m. Sunday, but must be out of the barn by 8 p.m. Sunday when the barn closes.

ALL RABBITS MUST HAVE A PERMANENT AND LEGIBLE MARK ON THE LEFT EAR. All rabbits must be entered and shown by the owner or his or her agent. Pens, water and feed will be provided. No animal showing signs of disease will be allowed. Rabbits will be checked by barn

superintendent before being placed in display cages. Rabbits may not be shown in more than one lot, excluding fur. Rabbits not on the show table after 3 calls will be judged “No Shows.” Due to the allotment of State Funds, there is a $1.00 entry fee per cage for Open and 4-H. Rabbits will be judged by the rules and guidelines in the most current Standard of Perfection

published by the American Rabbit Breeders Association. Pre-registered 4-H rabbits can be shown in Open Class, if they place in the blue group in 4-H. Cages will be granted on the first come first served basis unless reserved in advance with the

barn superintendent. Meat pens are 3 rabbits, up to 10 weeks old, at least 3 pounds each but less than 5 pounds each.

They must all be the same breed and variety. They are judged on meat type, condition, uniformity, and fur.

Single fryers have the same requirements as meat pens, but only 1 rabbit. Roasters are meat class rabbits under 6 months of age with a minimum weight of over 5 pounds

and a maximum weight of 8 pounds. Stewers are meat class rabbits over 6 months of age, and weight at least 8 pounds.

DIVISION “G” – POULTRYHealth Requirements for Public ExhibitionSuperintendent: Shawn Arnold Email: [email protected] – 10:00 a.m. to 7:30 p.m.Poultry Release Time 6:00 PM Sunday

No health certificate is required. Poultry will be inspected by qualified inspector on the opening date of the exhibition and daily during the exhibition. The official inspector will order the immediate removal to a quarantine facility or removal from the exhibition premises of any poultry with symptoms of infectious or communicable disease.

Tests required: For chickens: Pullorum-Typhoid Disease - done at Fairgrounds unless accompanied by as official form to show a record of a negative test conducted within 90 days or by an official form to show they originate directly from parent stock tested and found negative within 12 months.

For turkeys: Prior to Fair, adults (older than 6 months) must be tested for Typhmurium and Mycoplasmas by the Minnesota Board of Animal Health State Poultry Lab. Allow a minimum of 3 weeks for the lab to send results. Test must be conducted within 90 days of the exhibition. Exhibitor must provide proof of negative results in order to show at the Fair. Turkeys under 6 months require a certificate of origin from their hatchery.

No tests required on waterfowl and pigeons.The exhibition management has the authority to adopt additional requirements. Check with exhibition secretary.

Cages will be granted on a first come first served basis unless reserved in advance with the barn superintendent.

1. All birds must be banded before entering with an easily read band. If not banded beforehand, the barn superintendent will band the bird at the barn door.

2. Rules of the American Poultry Association as given in the last Standard of Perfection will govern this exhibit, except as display room and premium money will permit.

3. Birds must be entered by 7:30 p.m. of livestock entry day of the Fair.4. The Fair Association has the right to refuse an exhibit considered unworthy by the Poultry

Standards of Perfection definition, "No bird showing obvious signs of distress, injury, or poor health shall be placed on exhibit or allowed to remain in public view in the showroom."

5. Birds showing unmistakable evidence of contagious disease will be removed from the show.6. No bird will be placed in an exhibit cage before being checked by designated officials.7. Horses will be inspected by the official veterinarian daily during the exhibition. The official veterinarian will order the immediate removal to a quarantine facility or removal from the exhibition premises of any horses with symptoms of infectious or communicable disease. This includes horses with warts or ringworm. The exhibition management has the authority to adopt additional requirements. No equine will be allowed into the barns unless the owners present a negative Coggins paper. Please review additional information and rules at the end of the horse show bills.

• Stalls will be assigned at time of arrival. 4-H members should discuss stall needs with their club leader or barn manager. 4-H Members intending to stay for the entire week should indicate this to their club leader or barn manager.

• Wednesday 8 A.M. through Friday 6 P.M.- no horse, mule or donkey will be allowed in the barns without current proof of negative Coggins. 4-Hers will receive their fair packet at this time.

• Stalls are assigned on a FIRST COME FIRST SERVED BASIS. Please Call Candace Rundell 218-393-7431

• The stall rental fee is $5.00 per day. All stalls and aisle area must be cleaned and checked by the barn manager.

• Barn Hours: Open at 6:00 am and Closed at 10:00 pm. (All lights off except security lights.) Animals must be completely taken care of by 10 pm – water/hay/cleaning, etc. Decorative lights will be turned off at closing time also.

• No riding in the barns.• No smoking in the barns.• No dogs, bicycles or motorized vehicles in the barns.• Keep stalls clean. • Bedding will be shavings only. (Exceptions will be made for veterinary verified health purposes

only). Shavings will be available for purchase at the current market value. You are welcome to bring your own shavings.

• Equine will be assigned to a stall based on size, health needs and any stalling issues.• Rake in front of stalls daily.• If hay bags and water buckets are hung, they must be at chest height or higher for each equine.• No unattended equines tied in the aisle.• Keep the wheelbarrows empty. Return the clean wheelbarrows and cleaning equipment to the

appropriate area after each use.• Proof of negative cogging required and copy available for office filing.• All stalls must be thoroughly cleaned before leaving or deposit will be forfeited.• Do not leave hay, straw or shavings in any stalls – all stalls must be stripped clean. (Either take

Grounds Rules

Snap Beans – Harvest before constrictions appear between seeds, when seeds are about half grown. Ends of pods should not be broken off in picking. Pods should be uniform. Pods may be wiped clean but not washed.

Beets, Carrots, Rutabagas – Root crops should be mature but not over-grown, pithy or course in texture. Tops trimmed off 1-1/2 inches above crown. Side roots trimmed off but not the top root. Roots carefully washed but not scrubbed.

Broccoli – Heads should be dark or purplish green and compact. Avoid yellow flowers in head. Stems cut above 5 inches from top of head.

Cabbage – Stems cut about ¼ inch below the head. Remove blemished or broken leaves but care should be taken not to peel the heads too much. A few outside wrapper leaves are desirable. Specimens may be washed.

Cauliflower – Heads should be white, compact and free of small leaves and rice texture. Stems cut so as to leave 4 to 6 leaves. Outer leaves trimmed 1-2 inches above the white head. Use soft bristled brush to remove dirt from heads.

Celery – Remove roots of stalk and trim butt to form a triangle or pyramid. Trim diseased and broken leaves on outside until color is uniform.

Sweet Corn – Select ears that are well filled out to the tip. Kernels should be milky and juicy. Remove outer husks but allow a short shank and the inner husks to remain.

Cucumbers – Pickling – select fruits 3-5 inches long. Specimens should be the same stage of maturity and uniform in size, shape, and color stems on. Slicers – select fruits that are straight, dark green, and 6 to 10 inches long. They should be uniform in size, shape, and color.

Kohlrabi – Roots removed just below the ball. Remove all but the upper 4-6 leaves. Select specimens that are uniform, medium size and not hard or woody. Skin should be easily punctured by thumbnail. They should be clean but not washed.

Leaf Lettuce – Display plants with roots. Wrap in moist paper put in plastic bag or foil.

Onions – Have specimens mature and thoroughly cured. The neck should be small. Do not peel to give a slick appearance. Only such outer scales that are broken or discolored should be removed. Small basal roots should be left intact but trimmed to a uniform length of ½ inch. Wipe or brush but do not wash.

Potatoes – Tubers should be uniform in size, shape, and color. Washing is permitted but do not blemish the skin by scrubbing. Avoid specimens with defects or disease.

Summer Squash – Select small to medium size fruits when the rind is soft and easily punctured with thumbnail. Fruits should be free of defects. Leave stems attached to the fruits.

Winter Squash and Pumpkins – Select mature specimens where the rind resists the pressure of the thumbnail. Fruits should be free of defects. Leave stems attached to the fruits.

Swiss Chard – Select plants that are fresh, crisp, and have bright green leaves. Trim off roots and trim butts to a pyramid shape. Trim off diseased and broken leaves on the outside until the color is uniform.

Tomatoes – Select fruits that are uniform in size, shape, and color. Remove stems. Fruits should be perfectly shaped and free of cracks or blemishes.

Rhubarb – Must have top cut to look like duck foot. Clean bottom. Do not cut off.

All entries in the flower division must be in place in the flower department by 7:30 p.m. on Entry Day.

Any flowers or plants unfit to be shown may be excluded by the superintendent. The judges shall withhold any premium when the entries are unworthy of awards.

Exhibitors shall show exact number of blooms, etc., as stated in the schedule. Any number more or less will disqualify the entry. Remove all the extra buds.

An exhibitor may have only one entry in each lot number. In case there is but one entry under any premium number, judges may award first, second, third, or

no premium according to merit of exhibit. After the exhibits are arranged they shall be under the exclusive charge of the division clerk. No one

shall touch or remove them except when space makes it necessary. Flower exhibits to remain until 7:30 p.m. of the last day of the fair.

Each person who becomes an exhibitor thereby agrees to conform strictly to the rules and regulations of the department.

The division clerks reserve the right to provide containers whenever possible to maintain continuity in display of specimens.

All exhibits in the specimen class must have self-foliage and stem. Lack of either will disqualify. Perennials and Annuals will be judged by the following score.

When Entering Choose flowers of uniform size and color. Must always include foliage. Choose longest and straightest stems possible. Always bring your entry in water. Be sure specimens are bug free, blemish free and clean. Remove imperfect leaves or petals. Enter the exact number of blossoms or stems required. An incorrect number will the entry. A bud

showing color is considered a blossom. When stalk or stems is used, any number of blossoms or buds is acceptable. (Bring an extra in case of breakage during travel).

Include name of variety whenever possible. When judged, an entry with a variety that is named will help the scoring.

Choose specimens that will be at their best for judging the next day. Enter your exhibit in the correct category (i.e. blooming plants must be blooming at the time of

judging). When in doubt, ask clerks.
