Dear Conference Attendees: On behalf of the Missouri Recycling Association Board of Directors and Staff, welcome to MORA’s 2011 conference. We are excited to be back in Branson and thrilled to coordinate this dynamic conference bringing together Missouri’s recycling professionals and individuals dedicated to the principles of sustainability. The conference agenda is complete with workshops, technical sessions, various presenters, nationally renowned speakers, exhibit hall, site tours, recycling awards, silent auction, and fun evening networking events. This year’s session topics were selected to encompass all aspects of waste reducing, reusing, recycling, and composting. It is our goal that this conference will help you become better environmental leaders, stewards, and professionals. There are many excellent opportunities for learning and networking with colleagues. Be sure to visit the exhibit booths and take a few moments to speak with the exhibitors to learn about services and products they have to offer. All of the sessions promise great information by first-rate speakers. Tuesday features William Tucker during the Plenary Breakfast, Dr. Joseph Fiksel during the Keynote Luncheon and Brenda Pulley with Keep America Beautiful in the afternoon session. Wednesday features the new Department of Natural Resources director, Sarah Parker Pauley at the annual State of the State Luncheon. Please take full advantage of these great educational opportunities.

William Tucker is a veteran journalist who has covered energy and the environment

for thirty years. His latest book, Terrestrial Energy: How Nuclear Power Will Lead the

Green Revolution and End America’s Long Energy Odyssey, was published in October

2008 by Bartleby Press. He has written books on crime, housing and the environmental movement. His

articles have appeared in Reader’s Digest, The Wall Street Journal, The New York Times, as well as many

other publications. He has three adult children and currently resides in Piermont, New York with his wife,

Stephanie Gutmann, also a writer.

Keynote Speaker

Harnessing Market Forces to Achieve Sustainable Materials Management

Lunch with Dr. Joseph Fiksel Tuesday, June 7, 2011 11:30–1:00 p.m.

Dr. Fiksel is Executive Director of the Center for Resilience at Ohio State University, an interdisciplinary research center. As a research faculty member in the Integrated Systems Engineering Department, he collaborates with

companies, government agencies, non-profits, and other organizations to develop new methods and tools for understanding the interdependence among social, environmental, and economic systems. Dr. Fiksel is also Principal and Co-Founder of the consulting firm Eco-Nomics LLC, and an internationally recognized expert on sustainable business practices including life cycle management, design for environment, and sustainable supply chain management. A native of Montreal, he began his career with DuPont of Canada, and subsequently worked for Arthur D. Little and Battelle. Currently he is Sustainability Advisor to the U.S. EPA Office of Research & Development.

Dr. Fiksel was a founding member and officer of the Society for Risk Analysis, and has testified on health risk analysis issues before Congressional and White House committees. He has published over 70 refereed articles and several books, and is a frequently invited speaker at international business and professional conferences. His most recent book, Design for Environment, 2nd Edition: A Guide to Sustainable Product Development was published by McGraw-Hill in 2009. Dr. Fiksel holds a bachelor’s degree from M.I.T., a doctorate in Operations Research from Stanford University, and an advanced degree in applied mathematics from La Sorbonne in Paris.

Keep America Beautiful Update with Brenda Pulley Tuesday, June 7, 2011 4:45 – 5:45

Brenda joined KAB in October 2010 and is responsible for the overall development,

execution and expansion of the America Recycles Day Program as well as support the

recycling department’s other programs. Brenda is also charged with outreach to

Washington-based stakeholders of interest to KAB including policy makers, and trade association and non-

governmental organization representatives. In this role she is responsible for identifying and developing

strategies for key policy issues of interest to KAB, its mission and members. Prior to joining KAB, Brenda served

as the Vice President of Corporate Affairs and Communications for the world’s largest aluminum rolling and

recycling company, Novelis. Brenda has worked on various energy and environmental issues both in

corporations and trade associations for nearly 30 years, starting her career working for the U.S. House of

Representatives, Energy and Environment Small Business Committee.

MORA Legislative Forum – Monday 6:30 pm

Help define MORA’s political positions by participating in the Legislative Forum on Monday evening from 6:30 – 8:30 p.m. The forum provides a final opportunity to debate and amend two resolutions before they are presented to the full membership for adoption. The resolutions, addressing Solid Waste District Funding and Product Stewardship, were identified as priorities at the 2010 MORA Legislative Forum. Both have been approved by the Legislative Committee and the MORA Board of Directors. Once passed by the MORA membership, these will guide the decisions and actions by the Board and our lobbyists.

Your participation is important! There will be no opportunity to debate or amend the resolutions at the annual Membership meeting on Wednesday. Members will only vote for or against the resolutions. If a resolution does not pass, it will go back to the Legislative Committee to rework for the fall Legislative meeting. The Legislative Forum will also define the priority legislative issues for MORA to explore and address in the next resolutions. Please plan to join the Legislative Committee for this important forum on Monday night.

Workshops

Workshop 1: Annual HAZWOPER Refresher Training Taneycomo C Monday June 6, 8:00-4:00 Instructor: Dave Epema, Environmental Scientist, Midwest Environmental Consultants Co.

OSHA requires that all employees that work at hazardous waste or Superfund sites or conduct emergency response activities must be trained to handle hazardous materials safely. This is usually referred to as HAZWOPER Training. The original course is either 24 or 40 hours in length. The training covers such topics as: Personal Protective Equipment, Air Monitoring, Spill Response, Hazardous Waste Handling, Respiratory Protection, Medical Monitoring, Exposure Limits, etc. In addition to the initial course, employees must receive refresher training annually. This course is being offered to meet the OSHA annual refresher mandate. At the conclusion of the course, attendees will receive a Certification of Training.

Workshop 2: Identifying the Unknown Taneycomo D Monday June 6, 8:00 – 12:00 Instructor: Bob Fletcher, Certified Environmental Trainer (CET) and Certified Hazardous Materials Manager This workshop is an introduction to basic techniques for identifying and categorizing unknown chemicals for safe disposal using DOT hazard classes. This is your chance to get straight-forward methods of quickly and safely processing unknown household hazardous wastes that can show up at collection sites. Materials that show up in a recycle stream can also create disposal and safety problems to you and your staff, so the more you know, the safer you can be.

Workshop 3: Things That Go Boom Taneycomo D Monday June 6, 12:30 – 4:30 Instructor: Bob Fletcher, Certified Environmental Trainer (CET) and Certified Hazardous Materials Manager Do you ever think that odd materials may find their way into your recycle stream? Learn how things can get out of hand - as well as mitigate risks - with unstable chemicals (and people), unfortunate situations, and discovered devices. A must-attend for first responders, school cleanout-staff, business inspectors and screeners, solid waste, recycle staff and chemists at HHW collection sites and events. This class is a very student-instructor interactive session to get the maximum information from all that are attending.

Tour 1: Waste to Energy, Waste to New Construction Monday, June 6, 8:00 – 12:30

Sites: Noble Hill Landfill Renewable Energy and Watershed Center at Valley Water Mill Park The Noble Hill Landfill Renewable Energy Center (NHLREC) is a partnership of the City of Springfield and City Utilities that uses landfill methane gas to generate up to 3.2 megawatts of electric power – enough energy to serve over 2,000 utility customers! A $40,000 stimulus grant from the Missouri Department of Natural Resources will be used to determine the technical, environmental and economic feasibility of using a portion of NHLREC waste heat and electric power to power a large commercial greenhouse to be located on adjacent City property. If developed, the Renewable Energy/Sustainable Food greenhouse project would contribute to the region’s locally-grown food supply and create new year-round “green” jobs in the region.

The Watershed Center at Valley Water Mill Park is a longtime vision of the Watershed Committee of the Ozarks and Springfield’s environmental community. The site contains a microcosm of the Ozarks, including a small cave, losing stream, glade, forest, wet land and a 17-acre lake. Education stations offer opportunities for water quality research for students of all ages. The LEED certified Watershed Center is a model for sustainability, with built-in water and energy efficiencies, construction using recycled materials (thanks to a grant from Waste District O), a rain garden, pervious pavement/parking area, a karst window and a compost area.

Tour 2: Resort to Environmental Excellence Monday June 6, 1:00 – 4:30

Site: Big Cedar Lodge/Blue-Green Wilderness Club The Bluegreen Wilderness Club™ at Big Cedar Lodge is a family-friendly, 40-acre resort on Table Rock Lake. Patterned after the wilderness lodge architecture of the Adirondacks, the complex features a “green roof,” recycling at all guest accommodations, energy and water efficiencies (such as the laundry facility) that save 10,000 gallons of water daily. The resort is landscaped with drought-resistant native plants requiring no fertilization, meaning no run-off into the lake. The tour also includes the lodge’s composting facility, where organics are converted back to soil amendments. The resort won a 2007 Good Earthkeeping Award from the American Hotel and Lodging Association, and was selected as one of “10 Green Hotels Worth a Visit” by MotherNatureNetwork.com.

Tour #3: Zero Wasted Space Wednesday, June 8, 2:00 to 3:30

Site: Branson Public Works Water Tower Office Complex . The City of Branson Public Works staff works under a lot of pressure -- eight million pounds of pressure to be exact -- sitting just above their offices in the Branson water tower. This unique structure was the fifth in the nation when it was completed in 2007. An example of blending engineering, art, innovation and sustainable design principles, the City public works offices are located within a circular concrete walls on four stories built underneath the water tower.

A1 Waste Electronics-From De-manufacturing to Reclaiming to Reutilizing and Recycling (Freedom) Recycling old computers and electronics is a growing enterprise. Speakers will address the importance of working with a credible recycler who has the proper certifications. Some of the issues to be discussed include data security, data destruction, exporting, reselling, reusing and recycling.

A2 Pharmaceutical Disposal & Working with Law Enforcement (Patriot) Many think we should keep prescription and over-the-counter drugs from entering the waste water treatment plants, our drinking water, landfills…and most importantly our teenagers! Learn how to collect these medicines legally by partnering with the national “Clean Out Your Medicine Cabinet” bi-annual event and permanent drop-off boxes.

C2 Environmental Partners---From Glass to Storm Water (Patriot) The public perceives Solid Waste Managers and Resource Recovery/Recycling Officials as “front line warriors” when it comes to environmental issues. Citizens assume we all know each other! It is to our advantage to work with other environmentalists, pool resources, and stretch budgets. This session will site two examples of what can be accomplished with determination, innovation and cooperation.

C3 Alternative Fuels and Alternative Feedstock (Liberty) There are many private industries and municipalities conducting operations using alternative fuels. One of them is Clean Tech Biofuels that will explain their game changing disruptive technology for the collection and management of Municipal Solid Waste that takes advantage of existing “legacy infrastructure”. Those empty milk cartons (aseptic packaging) actually contain high quality virgin paper that is ideal for recycling into new products. Andy Likes will tell you how to tell your story through media relations and social media, and how to deliver your key messages the right way.

D2 Compost Happens (Patriot) There is a new kid in school---namely the Compost and Organics Association of Missouri (COAM), which will be represented by Patrick Geraty. Dr. Johnson will introduce various composting technologies usefully for waste management and will cover composting discipline, process, and quality evaluation.

D3 The Many Uses of Tires and Construction & Demolition Waste (Liberty) Hear the history of the Missouri Department of Transportation becoming the first state DOT to test, experiment, and specify asphalt binder using ground tire rubber. Recycled tires give drivers smoother, quieter, and longer lasting roads. The Boyts will discuss the utilization of recycled products in construction materials and recycling construction waste to reduce the landfill stream and how it impacts LEED certification for construction projects. Susan Martin will provide first-hand accounts of how you can harvest, donate and reuse architectural salvage, and C&D debris via resale stores.
