Mission Statement
The Lone Star College Resource Development and Administration Office (LSC RDA) supports the development, enhancement, and management of grant programs designed to enhance student success and completion at Lone Star College.
Greetings,
The Lone Star College Resource Development and Administration (LSC RDA) Department provides leadership, support, coordination, and development for all external grant activities to Lone Star College faculty and staff to advance the mission, vision, and strategic goals of Lone Star College.
The LSC RDA team strives to be:
• An Informational Resource in soliciting external funding opportunities and in monitoring legislation and appropriations that impact grant programs
• Liaisons that work with local, state, and federal agencies to secure funding and facilitate identification of, and agreements with, project partners
• Research Experts to ensure that all research projects comply with federal human subject research requirements and funder guidelines
• Process Experts in the development, submission, and negotiation of proposal applications
• A Support System that provides grant management support to project directors and monitors project goals, deliverables, and outcomes
This LSC RDA Annual Grant Report for Fiscal Year 2018 provides an overview of the activity over the past year, discusses major projects undertaken and the grants awarded to assist with providing student support after Hurricane Harvey. Most importantly, the report details LSC RDA’s successful obtainment of 28 new awards totaling $5,877,328, including four grants to assist in rebuilding student services after Hurricane Harvey, and the management of 71 grants totaling over $27,220,727.

These supports are provided to ensure that program staff understand basic grant requirements (including the grant budget) and to serve as a resource for program implementation.
Conducted a desk review process with 11 grant programs, ensuring that funded programs were operating according to program guidelines and producing the required deliverables.

LSC RDA seeks grants that ensure the success of Lone Star College students, align with the LSC Strategic Plan, and strengthen the LSC commitment to the community. FY 2018 grants supported academic success for underrepresented students, intensive college readiness, and workforce education. In aggressive efforts to meet these and other needs, LSC RDA sought funds from federal and state government, local agencies, and foundations.
LSC RDA continued its forward progress this year by:
• Enhancing the Grants ServiceNow module for LSC RDA to manage LSC grants throughout the grant life cycle. ServiceNow includes a dashboard for real time information and serves as a single repository for LSC grant information. ServiceNow makes it possible for any employee within LSC to request assistance in pursuing a grant through the LSC Service Center.
• Hosting the third LSC Grant Summit for faculty and staff to learn how to apply for grant opportunities and how to manage awarded grants. Thanks to widespread interest, summit participation again reached full capacity. Grants Accounting once again joined LSC RDA in the Grant Summit this year to present sessions on the financial management of grants.
• Hosting National Science Foundation Community College Day-Advanced Education Grant Writing Workshop for LSC and 12 Gulf Coast colleges and universities. NSF holds only one or two of these events annually. LSC was selected as a host site. Speakers were V. Celeste Carter, Ph.D., Program Director Division of Undergraduate Education (DUE) and Dr. Rupa Iyer, Ph.D., program director for the National Science Foundation (NSF) Education and Human Resources (EHR) Directorate were speakers for the day. The goal of the day was to learn strategies for developing a robust NSF proposal and to become familiar with the NSF merit review process. The day featured a panel of NSF principal investigators including Bruce Caraway, PI of the LSC Advanced Programmable Logic Controllers, Robotics and Networking NSF ATE grant.
• Administering the LSC Grant Advisory Council (GAC). All campuses and many system office departments are represented on the GAC. Its purpose is to evaluate grant opportunities, use experience to inform future grant priorities, and to enhance grant systems within LSC.
• Collaborating across LSC to optimize funding opportunities and facilitate the management and compliance of funded grants. Collaboration with the LSC Foundation resulted in three funded grants totaling $88,250 in FY2018 and another three grants that were submitted in FY2018 and funded in FY2019. Grants Accounting and LSC RDA continued to work jointly in the desk review process, providing funded programs with a more complete assessment of their grant progress. RDA was recognized by LSC AIR in the June/July 2018 AIR Newsletter and at the LSC Data Institute as partners in utilizing and benefiting from Power BI reports.
Introducing a tool for grant seeking. RDA introduced the LSC Grant Clearinghouse and began providing annual and as requested grant forecast reports. The Clearinghouse is a running list of grant opportunities for the foreseeable future. The forecast report helps campuses set priorities and allocate grant resources throughout the year.
Promoting a Grant Culture
LSC continued to enjoy high levels of funding success in FY2018. While there were fewer opportunities available for federal funding, 57% of the proposals that LSC submitted were funded.

The Perfect Storm• LSC worked diligently and swiftly to secure grants that would support LSC students in the aftermath of Hurricane
Harvey. The results were impressive. The LSC Department of External and Employer Relations worked during Hurricane Harvey to lay the groundwork for what would become a $1,024,942 Texas Workforce Commission grant, “Hurricane Harvey Relief Efforts Short Term, Fast-Track Training Courses for Dislocated Workers,” better known as Rebuild Houston. LSC received two grants totaling $10,000 to rebuild the LSC-Kingwood library collection and $28,250 from the Medallion Foundation for student transportation. Additionally, $20,000 from Scholarship America provided $500 scholarships to 40 Hurricane Harvey-impacted students.
Note: FEMA grants and insurance claims are handled separately from RDA.
Delayed Reaction • LSC received $1,605,700 in the fall of 2018 for nine grant proposals that were submitted in the FY2018 year.
These grants will serve LSC students in FY2019. Processing time for several state grants was longer than is typical this year, perhaps a consequence of Hurricane Harvey.
Workforce Education • LSC was particularly successful in securing funding for workforce education in FY2018. In addition to the
Hurricane Harvey grant mentioned above, the LSC Department of External and Employer Relations (workforce) also received $50,000 from TWC to assist veterans transitioning out of the military and $968,537 from TWC for a Skills Development Fund grant that provides training to employees of Goodman Manufacturing, Shield Air and QuietFlex. Finally, the THECB awarded a $49,985 Perkins Leadership grant to embed behavioral skills into workforce curriculum. The enhanced curriculum will provide an added value for employers to compliment the first rate skills training that LSC already provides.
Partnerships • The Lone Star College Foundation-RDA partnership continues to yield grant awards for LSC. Additionally,
LSC developed its external network by developing grant proposals with Collin County Community College, University of Saint Thomas and the RAND Corporation.
Hispanic Serving Institution • Continued growth in the LSC Hispanic student population resulted in all six campuses being declared eligible
to apply for Title III and Title V grants. That eligibility also waives cost share requirements for student workers, allowing LSC to provide work opportunities for more students.

The Lone Star College Institutional Review Board (LSC IRB) is a key function under the purview of LSC RDA. The LSC IRB exists as a safeguard to ensure the ethical and responsible treatment of human subjects in research, and helps to encourage research within LSC. The LSC IRB does not give permission to conduct research. It only approves the method by which research is performed as it relates to the protection of human subjects. The LSC Institutional Review Board consists of a representative from each campus and at least one community member.
RDA provides support to researchers who submit LSC IRB applications, reviews all submitted applications and facilitates the approval process. This includes responding to questions, providing guidance about the LSC IRB approval process, and requesting revisions to research protocols to ensure the comprehensive protection of human subjects. LSC RDA recommends expedited reviews for applications that meet the criteria and forwards applications to the LSC IRB Chairperson, Professor Brian Shmaefsky, LSC-Kingwood.
The majority of IRB applications are submitted by Lone Star College Honors College students. Honors College students are encouraged to conduct or participate in research as part of their academic experience. This led to a corresponding increase in LSC IRB activity from FY2014 through FY2017. The number of applications decreased in FY2018, which could be related to the impact of Hurricane Harvey on students and staff.
