Welcome to the Road Safety Authority (RSA) International Annual Conference 2019. This event is a milestone in the road safety calendar, an opportunity for us to engage with you, our stakeholders, on matters that will impact on road users now and in the future.
We will help facilitate the creation of Ireland’s next road safety strategy, alongside national, regional and local stakeholders. The public will be invited to share their views too. It will then be submitted to the Minister for Transport Tourism and Sport for consideration.
To start the process of developing the next road safety strategy we must first see what is happening at an international level and what we can learn from the safest countries in the world. That is why this year’s conference will focus on international best practice in road safety strategy development. Learning from our international peers will allow everyone involved in road safety in this country produce the next 10-year strategy for Ireland that will bring us to 2030.

The European experience to date with the Safe System - so where next?
Matthew Baldwin is Deputy Director General of DG MOVE with responsibility for the transport “modes” – land (road and rail), waterborne (including ports policy) and aviation - and multimodality. In addition to these responsibilities, on 2 October 2018, he was appointed as European Coordinator for road safety and related aspects of sustainable mobility, and these issues are now his main focus.
He has served in the cabinets of Commissioner Lamy, President Barroso and Commissioner Hill, the last as Head of Cabinet.

What happens when a country falls behind its strategic road trauma reduction target: Lessons from Australia
Professor Barry Watson is a global road safety expert based at the Centre for Accident Research and Road Safety – Queensland (CARRS-Q), Queensland University of Technology (QUT). Barry has over 30 years’ experience in the road safety field working for government, academic and civil society organisations. As a founding member of CARRS-Q, he has been involved in the development and delivery of courses in road safety and traffic psychology for both undergraduate and postgraduate students, as well as leading research teams examining a range of road user safety issues.
From 2008 and 2015, he was the Director of CARRS-Q and responsible for the overall operation of the Centre. Between 2015 and early 2017, he was the Chief Executive Officer of the Global Road Safety Partnership (GRSP), which is hosted by the Federation of the Red Cross and Red Crescent Societies in Geneva, Switzerland. As the CEO of GRSP, Barry was responsible for the overall strategic direction of the organisation as well as the management of its activities in over 35 countries worldwide.
Barry is a member of the Executive Board of the International Council on Alcohol, Drugs & Traffic Safety (ICADTS) and a Fellow of the Australasian College of Road Safety (ACRS). He is also the Independent Chair of the Australian National Road Safety Partnership Program (NRSPP).

Ireland’s strategic approach to road safety: critical success factors
Moyagh Murdock has been the Chief Executive of the Road Safety Authority since February 2014, having been closely associated with safety in the transport sector for over 20 years.
In her early career Moyagh worked in the airline industry firstly, with Bombardier in Belfast as an aircraft systems engineer, and subsequently at TEAM Aer Lingus. She then moved into the construction and marine industry as Group Product Support Manager with the Caterpillar dealership in Ireland. Moyagh then worked as the Deputy Chief Mechanical Engineer for Bus Éireann before taking on the role of Chief Operating Officer with responsibility for Road Passenger Operations, Schools Transport as well as the Information Technology and Business Systems for the Company.
During Moyagh’s tenure with the Road Safety Authority she has overseen significant changes such as; research into pre-crash driver behaviour; the introduction of the National Driver Licencing Service; changes to the driver theory test; implementation of new learner and novice driver legislation; implementation of the Commercial Vehicle Reform Programme; introduction of the Cycle Right programme for children and adults.
Moyagh comes from Newry and graduated from Queen’s University Belfast with a B.Eng. Mechanical Engineering. In 2012 she was awarded an MBA from Dublin City University (DCU) and also holds a Certificate of Professional Competence in Road Transport Operations Management.

Sustainable Safety in the Netherlands
Rob Eenink, MSc, is head of both Human Factors research and the Operational Management Department at SWOV as well as deputy Managing Director. He was involved in many national and European projects on infrastructure (ERASER, Ripcord-Iserest), human factors and ITS (HUMANIST) and naturalistic driving (PROLOGUE, UDRIVE). He is president of the network organisation FERSI, the Forum of European Road Safety Research Institutes. He was Vice-President of HUMANIST VCE and is board member of Delft Road Safety Courses. Rob Eenink graduated in Applied Physics at University of Twente.

The Road to Success? - The Norwegian Approach
Guro Ranes has been the Director of Road Traffic Safety in the Norwegian Public Roads Administration since January 2010.
Guro Ranes graduated as a civil engineer from Norwegian University of Science and Technology in 1989. After working as a private consultant for six years, she joined the Norwegian Public Roads Administration in 1996 with road traffic safety as her main area of work.
She has held a number of different positions within the Norwegian Public Roads Administration. From the early days of drafting the Norwegian Vision Zero through to present day systematic and science driven approach, involving and coordinating both public and private initiatives.

Road Safety Strategies: from current best practice to future synergies
Frank Mütze joined the European Transport Safety Council (ETSC) as a Policy and Projects Officer in 2017. At ETSC, he is responsible for the policy work on connected and automated driving, both at EU and UNECE level. He also manages the LEARN! project, which aims to improve traffic safety and mobility education in Europe.

The Vision Zero Prevention Strategyof the German Road Safety Council (DVR)
Walter Eichendorf is the President of the German Road Safety Council (DVR) and Professor at Bonn-Rhein-Sieg University. After his university education (physics, mathematics, astrophysics) in Bochum and Bonn he served as a research staff member at the European Southern Observatory (1980-1983) in Geneva, Munich and Chile. From 1984 to 2018 he worked at the German Social Accident Insurance (DGUV). As Dep. Director General of DGUV he was responsible for all prevention activities.
Walter currently serves as vice-president both of the research division and the prevention culture division of the International Social Security Association (ISSA). He is also a member of the board of directors of the European Traffic Safety Council (ETSC) as well as a number of national and international advisory boards. In August 2014, he received the Federal Cross of Merit from the German Federal President for his work on road and work safety.

Road Safety Strategic Approach in Spain
Álvaro Gómez Méndez is Head of the National Road Safety Observatory at the Directorate General for Traffic (DGT), the Spanish road safety agency. The Observatory is responsible for data collection and analysis, research, strategic planning and relationships with Spanish stakeholders. Álvaro joined DGT in 2010, where he has held different positions. Previously he had been involved in academic research on road safety. Overall, he has twenty years of experience in the field of road safety analysis. He holds a PhD degree in engineering.

Latest national performance benchmarking results and strategy for a safe system
Stephen Perkins is the Head of Research and Policy Analysis and leads the Transport Research Centre of the International Transport Forum at the OECD. The Transport Research Centre undertakes economic research in support of transport policy development. The Centre’s work covers all transport modes and most aspects of transport economics. Stephen’s work at the Forum has focussed on issues of regulation, competition, investment, pricing and taxation, congestion, environmental protection and road safety.

Road safety work in Sweden – success factors and challenges
Therese Malmström is a Project Leader and Coordinator at the Swedish Transport Administration. She has a broad experience in the field of road traffic safety. Therese started her professional career at the Swedish Road Administration in 2002, where she worked mostly in projects in the fields of human factors and traffic safety. From 2009 to 2017 she worked as a Road traffic crash and injury data coordinator at the Swedish Transport Agency.
Therese holds a Master of Science in Psychology, from Luleå University of Technology.

Measures to improve road safety in Slovenia
Vesna Marinko is the Acting Director of Slovenian Traffic Safety Agency. She is a road safety expert and has a master’s degree in road safety management. Within STSA, Vesna has managed several international research networks and road safety programmes.
Vesna has been working since 2010 at STSA as head of the Department for the Development and Coordination of road safety. She is the author of numerous articles and contributions at national and international level and co-author of the National Road Safety Program 2013-2022 and others with traffic safety related strategies.
