Serve Our Customers To Protect The Health And Security of Our Nation

ANNUAL STAKEHOLDER LETTER As we reflect on the past year and look ahead, it was definitely an interesting and challenging time, but we couldn’t be more proud of how our team at GAP Solutions and TPGS bonded together to excel in our corporate mission to Serve Our Customers to Support And Protect The Health And Security Of Our Nation! In nearly every area of the company we improved and matured and are now positioned for an even better year ahead! A Review Of 2020… COMPANY: GAP Solutions appreciates all of the efforts of our employees, partners, and customers to come together during challenging times in our collective important mission. Our teamwork was exceptional and bolstered by the additions of a few key executives to our already expert senior staff. Our core leadership team now has nearly 100 years’ experience at GAP Solutions and over 200 in the federal market space. Nick Gismondi and Scott Davis both retired after thirty-year military careers and bring added expertise to our expanding Defense & Intelligence Portfolio. Scott is leading the integration of our wholly owned subsidiary TPGS’ decade plus strong brand recognition and past performance in the highly cleared intelligence space with GAP Solutions achievements in other defense market segments. Ms. Kinga Crouch also joined our staff as comptroller to bring her industry experience to modernize and expand the financial functionality and agility of the combined company. We capitalized on the opportunity provided by the unfortunate environmental conditions to focus on retooling and reloading for the next normal and incredible opportunities going into 2021. We refined our capabilities into nine core areas where we provide industry leading support for Business operations, Emergency Preparedness & Response, Health Solutions, Human Capital & Training, Intelligence Operations & Analysis, Law Enforcement & Litigation, Management Advisory Services, Operations & Logistics Support, and Technology & Digital Services. Our efforts and mission focus was recognized by our partners and customers for bringing valuable solutions to the workforce. GAP Solutions saw continued revenue growth across broad segments to include major expansions in our work supporting HHS (NIH, CDC and ASPR), DOJ (FBI) and DoD (Army, NGA). Our motto of Higher Quality of Work and Higher Quality of Life was demonstrated with these results and also our nomination to compete for the 2021 Top Workplaces award. We appreciate everyone who has contributed to our 2020 successes and look forward to more exceptional things this year. MISSION ACCOMPLISHMENTS: We are proud of the work our company performs every day to help our customers achieve their critical missions. Across all of our market segments, we quickly adjusted how we worked due to the COVID-19 pandemic. Our teams’ flexibility and agility to transition work activities, often taking on new projects and challenges, resulted in outstanding

work and support to our customers. This year, our Health Solutions market played a significant role in helping our federal customers respond to the COVID-19 pandemic. Below are a few highlights of our teams’ tremendous support: COVID-19 Research and Response / Operation Warp Speed GAP has provided the full lifecycle of support to Federal COVID-19 response and recovery efforts, from early-stage research and development; through advanced research and development and regulatory advisement; to distribution and dispensing of life-saving vaccines and medical materiel through the U.S. We have provided this support to Health and Human Services (HHS) Staff and Operating Divisions including the National Institutes of Health (NIH), the Assistant Secretary for Preparedness and Response (ASPR), the Biomedical Advanced Research and Development Authority (BARDA), and Centers for Disease Control and Prevention (CDC). To support research and development efforts, our scientists within the NIH National Institute for Allergies and Infectious Diseases (NIAID) process blood samples of convalescent and actively infected COVID-19 patients and perform assay analysis in support of the Vaccine Research Center . Within the Division of Clinical Research, we provide expert advisory support for global health security, including developing, reviewing and revising policy papers, reports, and draft legislation related to COVID-19. In addition, we provided drug development advisory support services to ASPR BARDA, particularly related to COVID-19 vaccines. Our regulatory, clinical, and manufacturing SMEs supported Industry in the advanced research and development of these vaccines, with a focus on getting effective and safe vaccines to the American public as expeditiously as possible. GAP employees also supported ASPR by planning, developing, and implementing supply chain and resource coordination strategies for healthcare equipment and medical materiel for the COVID-19 federal response. To assist federal response efforts, GAP employees supported ASPR’s Resource and Mobilization Unit with the mobilization of resources and services. Our team oversaw the mobilization and demobilization of 130 disaster medical assistance teams supporting multiple COVID-19 sites throughout the country., provided program operational support for emergency response activities at the HHS Secretary’s Operations Center and the Strategic National Stockpile. For the CDC’s Center for Preparedness and Response (CPR), GAP supported ongoing communications related to COVID-19 response activities and directly supported the National Center for Immunization and Respiratory Diseases (NCIRD) Policy Unit response efforts with synchronizing operational and tactical requirements across COVID-19 task force operations. Center of Excellence in Foreign Affairs Resilience GAP Solutions provides resilience experts and instructors who answered the call and delivered quality resilience support in such challenging and demanding times. From in-depth training courses to one-on-one resilience coaching and support, the resilience team for GAP Solutions leads the way in resilience support. Since the outbreak of the health crisis related to COVID-19, the Center of Excellence in Foreign Affairs Resilience provided more than 20 webinars to nearly 5,000 people, in more than 163 countries, in addition to the 150 resilience training courses, lectures, and personalized training sessions to meet the demand and stress of the unforgiving and uncertain climate that everyone is facing.

SPOTLIGHT ON GAP / TPGS EMPLOYEES: GAP Solution Fort Riley support – Duty First! GAP Solutions Fort Riley Team Members are currently supporting the 1st Infantry Division (1ID) Public Affairs Office (PAO) and the installation Directorate of Human Resources (DHR) and Range Maintenance. Our PAO team members have been working with the 1ID Command on developing the Division’s Victory Wellness Campaign. Our team of talented PAO experts are working with the Command’s ideas and brainstorming methods to visually portray the Army’s vision of the Holistic, Health, and Fitness (H2F) system in ways that relate to 1ID Soldiers and Families. Even in these challenging times of COVID, our DHR team continues to support Soldiers in person. GAP’s Fort Riley DHR team members continue to meet daily with Soldiers to ensure their records are updated annually or prior to any deployments. To help facilitate safe COVID protocols, our team of Carpenters constructed deskside service panels to help reduce potential COVID exposure to both Soldiers and GAP personnel during their deskside assistance visits. Having this simple deskside service panel is one simple innovation to help ensure our important mission of supporting Soldiers continues without interruption while maintaining safety protocols. Victory! Making a Difference within the United States Attorney’s Offices

GAP Solutions supports multiple offices across the country within various Department of Justice (DOJ), United States Attorney’s Office (USAO) locations. DOJ USAO represents the nation in prosecuting cases brought by the federal government, and cases in which the United States is a represented party. Some of our services include auditing; administrative support; criminal investigatory work; human resources assistance; paralegal and litigation services; technologist support; and Missing and Murdered Indigenous Persons (MMIP) support. Specifically, MMIP Coordinators were implemented by the DOJ to develop protocols and coordinate resources to address cases of missing and murdered Native Americans.

GAP Solutions’ expert, Ms. Wilkie Gillette, provides USAO with MMIP support by coordinating amongst Native American tribes and tribal governments, along with federal and local law enforcement agencies; to facilitate responses to MMIP cases. In addition to supporting local communities and jurisdictions, Ms. Wilkie Gillette works with MMIP Coordinators throughout the United States to assist with the national response and helps restore hope to families and tribes that have been devastated by tragic loss in their communities.

Supporting AmeriCorps Volunteers GAP Solutions provides business-process outsourcing for the childcare subsidy AmeriCorps offers to its volunteers. From cradle to grave, our team manages the website and system requirements, reviews and approves volunteer and childcare provider applications, provides customer support to users, and handles invoicing and reimbursements to the vendors. Just in the last year our work provided well over $1.5 million in childcare reimbursements to AmeriCorps volunteers that benefitted nearly 600 children across all 50 states. This requires expert knowledge (and updating) of the differing requirements in each state, and a team of enthusiastic administrators that love helping others and making an impact! Our Quiet Professionals in The Intelligence Community

Through the continued integration of TPGS into GAP’s expanding Defense & Intelligence portfolio, GAP Solutions plays an important role in serving and protecting the security of our Nation. Our quiet professionals continue to provide top notch support to our partners and customers on over twenty contracts throughout the Intelligence Community. They perform critical work in highly secure environments in support of program administration, information technology, visualization, intelligence analysis (all-source, geospatial, imagery), cartography, and full motion video operations missions. Although we can’t tout all of their locations, exploits, and successes…you know who you are and please know how much we appreciate you!!

Excellence in Geospatial Analysis and Support TPGS provides an array of support to NGA’s diverse and complex mission. Our employees supporting the Analytic Production and Design Center's Graphic Design Division (ATCD) and NGA's community of analysts were recognized in April 2020 at the Director's Recognition Ceremony with the presentation of the NGA Meritorious Unit Citation. ATCD served multiple Executive Branch Senior Principles by providing custom illustrations and infographics which significantly contributed to National policy. Additionally, our employees set the standard with deployable geospatial analysis, graphic design and cartography services, with many of our employees having received accolades from our partners and customers alike for their outstanding support. Finally, TPGS employees play a significant role in the execution of worldwide Full Motion Video (FMV) operations in support of key National security objectives.

“Force Multipliers” For Defense Intelligence Activities TPGS employee’s were recognized for excellence directly supporting our military services, with two notable efforts. Marine Corps Intelligence Activity and were specifically recognized for superior support to MARFORSOUEUR division (Russia/Europe Team). Their substantial subject matter expertise in multiple analytic accounts and working groups greatly improved the division's analysis and made a significant impact to USMC warfighters and senior policymakers. Our team was recognized as an invaluable resource to the MARFORSOUEUR division through their work in assisting with the establishment of new onboarding and contracting procedures--efforts which served as “force multipliers” across numerous divisions. Our employees were also embedded to support the important mission of US Army Intelligence & Security Command. TPGS members performed key functions at over six INSCOM locations and are looking to expand their presence in 2021. Last year, they were specifically recognized for their superior information technology support and are leaned on by both uniformed personnel and defense contractors to provide leadership within their respective areas of expertise. ENHANCING OUR EMPLOYEE EXPERIENCE: Our focus on growing and maturing as an organization was a huge success in 2020. We focused on improving our employee experience with new tools and significant upgrades to nearly every area of our functional support and back office operations. Everyone in the company cares about better benefits and we used this CVD down time to really focus on how to bring tangible improvements across the employee spectrum - and we did. We implemented much improved benefits…at a lower company and employee cost! Below are several highlights for 2020:

• Office Improvements - Expanded our office space by 50%, completing a renovation to include space for relaxation and collaboration in a modern and comfortable setting. We now have lots of space, so we encourage everyone (customers, partners, and all employees) to stop by for coffee, lunch, or a nice conversation!

• Improved and Lower Cost Benefits - We implemented an improved benefits package that offers greater choice at a lower company and employee cost. Of note was the change to our medical plans. Not only did we make plan design changes that improved the level of coverage for several medical plans, but premiums also went down across all plans! Employees are saving an average of $30.53 per month on medical premiums.

• Positive Retirement Benefits - During a year with plenty of bad news, it is nice to see that our 401k plan grew by $1,623,198, with GAP Solutions contributing $1,115,112 in 2020 towards employees' retirement.

• Health and Wellness - To support the overall health and wellbeing of our employees, we offered wellness activities throughout the year, such as the Health & Wellness Bingo Challenge that many of you participated in. We plan to continue this effort into 2021.

• New Website and Employee Portal – To better represent our current market segments and capabilities, we launched our new website! The embedded Employee Portal provides easy access to centralized company information, including quick access to employee email accounts. Our Portal and company email accounts places the company in the forefront of new industry security requirements and provides a more employee friendly work capability in the “next normal” environment. This should make it much easier for employees to remain engaged and aware of company activities, opportunities and new offerings.

• New Accounting / Timekeeping Software – We introduced a new accounting / time & expense system that provides improved functionality, employee flexibility, and useability. These new upgrades combined with our previous upgrade to the enterprise wide human resource software makes it easy for employees to access HR and payroll information quickly, and offers our customers higher quality financial reports.

We look forward to utilizing these investments to continue to advance the high quality of work and high quality of life for all our stakeholders. Looking Forward Into 2021… Our focus on investing and growing our business capabilities in 2020 will position us for increased performance, explosive growth, improved relationships, and more transformation to a larger, more stable, and more mature company in 2021. Everyone benefits by being a part of a growing and expanding organization – more professional growth opportunities, expanded benefit offerings, and enhanced technology and communications. We are currently bidding some of the largest prime, full and open, contracts while maintaining our core competencies and competitive advantage as a leading Workforce Solutions, Advisory Services, and Technology company with the potential to add over 1000 positions with revolutionary and industry leading “next normal” work environment. We will have a continued special focus on health services, disaster preparedness & emergency response, technology & digital services, and human capital & training and operations a logistics to meet the more demanding requirements of our customers…which will be a true differentiator in our value and performance proposition!! Continued integration of our TPGS subsidiary into the DoD & Intelligence business segment to leverage both companies 10-20-year solid past performance and combined expertise and capability. Mr. Scott Davis, who recently retired from a 25+ year military intelligence career, including multiple assignments in the largest Intelligence Community agencies, leads our DoD and Intelligence portfolio. We look forward to continuing to support our employees, partners and customers in 2021 and beyond. As the outgrowth of a small business with long standing partnerships and leadership, we continue to expand and grow, establishing our company as a leader in our capability areas.
