ItismypleasuretopresenttheannualreportoftheFacultyofComputingandIT[CIT]MakerereUniversityfortheyear2007.AyeardistinguishedwithcontinuedachievementofhighstandardsacrosstheFaculty’sfullrangeofactivitiesandbyongoinggrowthinresourcesandstudentnumbers.CITcontinuestobethefastestgrowingfacultyinMakerereUniversityandthefacultyofpreferencefortheRegional’shigh-achievingsecondaryschoolstudentsandworkingprofessionals,withongoinggrowthindemandforstudentplacesfromcertificateto graduate courses.

The Faculty’s performance in 2007 strengthened and enhanced its existing reputation of international excellence.Thehighqualityofteaching,learning,researchandcommunityoutreachwasrecognizedthroughmajorinternationalandnationalawards.Thenumberofstudentsthatgraduated,researchoutputinformofconferenceproceedings/presentations,journalpublications,newstaffjoiningthefacultyalltestifyto2007asa successful year.

Iampleasedtoinformyouthatthe‘StateoftheArt’12,000sqmetersbuildingisreadyforusebeginningJanuary2008.ThecurrentbuildingandthenewbuildingwillprovidethenecessaryinfrastructureforthelargestCenterofExcellenceinComputingandICTTraining,ResearchandConsultancyservicesinthewholeofAfrica.

The Faculty is also grateful to its corporate, governments, universities and private altruistic donors/part-ners for their support. CIT is pleased to have received overtime a modest increase in local and internation-al partners. Some of the Partners include: Nuffic, EU, African Union, IBM,Microsoft, Cisco Systems Inc.,Google,Rockefeller,UNDP,USAID,FedEX,NetTel@Africa,PartnershipforHigherEducationinAfrica(PHEA),UniversityofGroningen,RadboudUniversityNijmegen,EindhovenUniversityofTechnology,HanzeUniversityof Professional Education,University of Bergen, and LondonSouthBankUniversity,GuluUniversity,MUST,KyambogoUniversity,BusitemaUniversity,UgandaPoliceForce,OffshoreBusinessSolutions,amongothers.

Much,however,remainstobedone.FundingtheFaculty’sexpensivemissionpresentschallenges.Itisvitalthatwecontinuetoexpandourresourcesinordertomeetthischallenge.During2008,CITwillcontinuetoseektosupplementitsincomewithfinancialandhumanresourcessupportfromarangeofsourcesincludingcommerceandindustry(CallCentre,softwaredevelopmentetc)andsupportersintheglobalcommunity.

CIT’s Commitment to Quality

1.1 Introduction

MakerereUniversityFacultyofComputingandInformationTechnology(CIT),formerlyInstituteofComputerSciencewasestablishedinFebruary2005.CITisthemainComputingandICTTraining,ResearchandConsul-tancyCentreintheRegion.IthasattainedareputablestatusontheAfricancontinentwiththerecentachieve-mentsattainedbecauseofitscommitmenttodeliveringexcellentserviceintheareaofcomputingandICTeducation,researchandconsultancyservices.Withcompetent,qualifiedandmotivatedstaff,CITispositionedasthefastestgrowingcomputingfacultyonthecontinent.ThenumberofstudentsapplyingtojoinCIT,thesupportfrompartnersintheNorthandthegrowingnumberofcollaborationswithleadingUniversitiesandorganizationsintheworldattesttothisfact.

CITcomprisesoffouracademicdepartments:DepartmentofComputerScience;DepartmentofInformationSystems;DepartmentofNetworks;andDepartmentofInformationTechnology.Theseacademicdepartmentsaresupportedby8service/supportdepartments:DepartmentofICTServices(DICTS);DepartmentofSoft-wareDevelopmentandInnovations(DSDI);FinanceDepartment;CITRegistrarsDepartment(CRD);GraduateStudiesandResearchOffice;HumanResourceOffice;InternationalRelationsOffice;andExaminationsandAcademicProgrammesOffice.CIToffersawiderangeofacademicprogrammesrangingfromPhD,Masters,PostgraduateDiplomas,Bachelors,UndergraduateDiplomatoCertificatesincomputingandICTrelatedfields.AsthecountrymovestowardsICT-ledsocio-economicdevelopment,CITiscommittedtocontributingtotherealizationofthisapproachtodevelopment.CIThasputinplacemechanismsthatenableittoprovidetrain-ingtolargenumberofstudentswithoutcompromisingquality.ThisisintendedtocreateaworkforcethatwillenhanceprovisionofICTenabledservices.

1.2 CIT Development Strategy

Our Mission statement: Toprovidefirstclassteaching,researchandservicesincomputingandICTresponsiveto national and international needs.

Strategic Areas CITfocusesonthefollowingseven(7)strategicareas:a. Teaching and Learning, b. Research,c. Extension and Consultancy Services, d. OrganizationandManagement,e. Human Resource Development, fi. DevelopmentofPhysicalInfrastructure,e. Generation and Allocation of Funds. ThesestrategicareasarethedrivingforcebehindalltheinnovativenessintheFacultyandthere are comple-mentary in nature. They are equally important to the smooth running of the Faculty.

a.TeachingandLearning:CITiscommittedtomaintainingitshighacademicstandardsthrougheffectiveTeachingandLearning.CITisbecom-ingmoreflexibleinadoptinganddeliveringitsacademicprogrammesthroughadoptingvariouswayssuchascreation of digital learning environment among others. The 2007/2008 academic year CIT piloted the online teaching onthediplomaprogramme.Thiswasamajorsuccessalldiplomacoursesinyearoneweredeliveredthroughthee-learningplatform[blackboard].Intheyear2008majorrolloutoftheonlinetrainingisplannedandthiswillenhancethebeliefofCIT’slearningphilosophyofstudentleadlearning.ThefollowingaresomeofthestrategicgoalswhichwillcontinueguidingCITinachievingexcellentTeachingandLearning:

StrategicGoals:• Continualimprovementofacademicstandardsinordertoremaincompetitive;• Developmentofteachingcapacityforincreasedstudentenrolment;• Producinggraduateswhoarerelevantandefficientinthemarket;• Enhancinggendermainstreaminginteachingandlearning;• Reviewthecriteriaandprocedureforadmission.

b.Research:This is a fundamental aspect of any academic institution. CIT is the main Computing and ICT Training and Research CentreinUgandaandworkshardtowardsbeingaRegionalCentreofExcellenceinComputingandICT.Theintro-ductionofvariousgraduateprogrammesisgreatlyimprovingresearchactivitiesintheFaculty.ThefollowingarethestrategicgoalswhichgovernCITinmaintainingandimprovingtheresearchstandards:

Strategic Goals• Strengtheningofresearchcoordinationandevaluation;• Improvementoftheresearchskillsofteachingandnon-teachingstaff;• Increasedutilizationofresearchresults;• Enhancingthequalityandperspectiveofresearch.

c.ExtensionofConsultancyServices:CITiscommittedtocommunitydevelopment.Oneofthewaysofachievingthisisbyinterfacingwiththelocalcom-munitiesthroughcommercialandnon-commercialservicesandtrainingprogrammes. CITsetupaConsultancyCompany–ICTConsultsLtd.whichiscomposedofhighlyqualifiedstafftoprovidefirstclassconsultancyservicestothegrowingdemandintheAfricanregionandbeyond.ThefollowingstrategicgoalswhichguideCITinextendingconsultancyservicestothecommunity:

d.Organization&Management:CITcontinuestoexperiencerapidexpansionintermsofstaffing,studentenrolment,infrastructuraldevelopmentsandnewprogrammes.Thissubsequentlycallsforareviewoftheorganizationandadministrationmechanisms.CIThasthusputinplacethefollowinggoalswhichdrivetheFacultytowardsachievingeffectiveorganizationandmanagement:

e.HumanResourcesDevelopment: This is important for social and economic development thus, training and retaining of staff is crucial in any institu-tion.CITworkstowardsattractingandmaintaininghighlyqualifiedstaff.Themainstrategicgoalwhichmotivateshuman resource development in CIT is ensuring adequate performance of staff.

f.PhysicalInfrastructure: CITcurrentlyhastwomajorlocations:a2,400squaremetresbuildingandspaceintheformerInstituteofComputerSciencebuildingwhichislocatedintheFacultyofScience(oldsite).InFebruary2006,CITembarkedonconstructionofanother12,000squaremetrescomplexasanextensionofthecurrentbuilding.CIThas also acquired other infrastructure in terms of computing and other equipment to support teaching and learning. ThefollowingarethestrategicgoalsCIThasputinplaceinlinewithphysicalinfrastructure:

Strategic Goals• Settingasidecapitaldevelopmentfundsfrominternallygeneratedfundstobeabletoconstruct, rehabilitateandmaintainphysicalfacilitiestomeetthepresentandfutureneedsoftheCIT, takingintoaccountanassumedincreaseinstudentenrolmentoverthefive-yearplanningperiod;• LiaisingwiththedevelopmentpartnersmainlythedonorcommunityandtheGovernmentof Ugandaforfundingtowardsacquisitionofmorespaceandcomputingfacilities.

g.GenerationandAllocationofFunds:CITisoneoftheunitsinMakerereUniversitywiththepotentialtogenerateincomefromitsacademicprogrammesandothercommercialactivitieslikerefreshercoursesinICTforthewholecountry.Thesefundsgreatly supplementGovernment fundingextended to theUniversity.The followingstrategicgoalsguideCIT ingenerationandallocationoffunds:

CITismanagedbyateamofcompetentpersonsineveryrespect.Prof.VenansiusBaryamureeba,TheDean, istheoverallaccountingofficer,assistedbytwoDeputyDeansi.e.Dr.TomWanyama,DeputyDeanAcademicAffairsandDr.DdembeWilliams,DeputyDeanGraduateStudiesandResearch.EachDepartmentisheadedbyaHeadofDepartmentassistedbyanAssistantHeadofDepartment.ToensureexcellentrunningoftheFaculty,CIThasthefollowingcommittees:FacultyManagement,FacultyBoard,FacultyFinance,PlanningandDevelopmentCommittee,Faculty Appointments and Promotions Committee, Faculty Higher Degrees and Research Committee, Faculty Exami-nationsCommittee,FacultyQualityAssuranceCommittee,FacultyStudents’WelfareCommittee,FacultyE-LearningImplementationCommitteeandtheFacultyAnti-SexualHarassmentCommittee.TheFacultyBoardandtheFacultyHigherDegrees&ResearchCommitteearereplicatedatDepartmentallevelandtheyreflectacollectiveresponsibil-ity in the management of the Faculty.

1.4 Future Plans

. Consolidatetheachievementsof2007.CITwillbuildontheachievementsrecordedtoprogressthrough 2008. . TheFacultyplanstoengagevigorouslyinCorporateResearchtowidentheFacultyIncomebase.. Italsoplanstoprovideprofessionalservicessuchastrainingspecificallyinclinedtoworking professionals and consultancy. . TheFacultyalsoplanstoset-upjointdegrees/collaborativedistanceprogrammesamongthepublic universitiesinUganda.Therearemanyopportunitieswhichuniversitiescanexploretocollaborateas universities prepare to handle students from the universal secondary education. . LastbutnotleastCITaimstospearheadICTLeadsocio-economicdevelopmentinUgandaand otherrelatedactivitiesbysupportingareassuchasoutsourcingusingourlabs,softwaredevelopment, e-businessetc.

1.5 Academic Programmes Offered at the Faculty per Department

Theyear2007sawCITconcentratingonconsolidatingtheexistingprogrammes.CITendeavoredtoensurequalityofdeliveryintheprogrammesthatarecurrentlyrunningatCIT.Theacademicdepartmentsareresponsiblefortheadministrationoftheacademicprogrammes.Thatnotwithstanding,CIThavingbeenmandatedbycounciltoprovidetraininginallthecomputingdisciplines,threenewprogrammesarebeingproposedtostartin2008/09academicyear.The faculty comprises of four academic departments.

Theseinclude:1. Department of Computer Science:ThemainobjectiveofthisdepartmentistodevelopprofessionalswiththeoreticalandpracticalskillsinComputerScienceandtobuildamanagementcapacitywithapracticalorientation.ThisdepartmentproducesproductswhicharerequiredtolinkuptheComputerSciencefieldwithindustries.

2. Department of Information Technology: This department’s main objective is to produce skilledprofessionalswithinnovationsandexpertisewhichmakethemunderstandthecomplexandfastchangingITenviron-ment.TheITDepartmentgivesgraduatesconcreteskillsinbusinessandmanagement. 3. Department of Networks:Themainobjectiveofthisdepartmentistobuildhumanresourcecapacity inITinboththepublicandprivatesectorsandtodevelopprofessionalwiththeoreticalandpracticalskillsintheareaof DataCommunicationsEngineering,NetworkAdministration,SystemsAdministrationandSoftwareEngineering.

4. Department of Information Systems:Theobjectiveofthisdepartmentistobuildhumanresource capacityinInformationSystems(IS)discipline,todevelopprofessionalswiththeoreticalandpracticalskillsintheICTsector.

Learning to Make a Difference

2.1 Student Numbers per Programme

CIThasatotalof4325students(4049undergraduateand276postgraduate)ofwhich331areinternationalstudents.Thesenumbersexcludethoseonshortcourses.

CITbelieves in trainingstudents fromacross theboarders.Assuch in the recentpastCIThasseena tremendousincreaseinthenumberofstudentsfromothercountries.ThissignifiesthattheprogrammesofferedatCITareofin-ternationalrepute.ByOctober2007,thenumberofinternationalstudentsregisteredattheFacultywasasfollows;undergraduatestudents(419fromKenya,38fromTanzaniaand9fromothercountries)andgraduatestudents(9fromKenya,2fromTanzania,4fromothercountries).ThishoweverdoesnotincludethenumberofstudentsatCITwhoareundertakingtheshortcourses.

2.4 2007 Graduation

In2007,CITpresented590studentsfortheconfermentofdegreesandawardofdiplomasinthedifferentcomput-ingprogrammes.Atthe54th[22ndFebruary2007]and56th[27thSeptember2007]MakerereUniversityGradua-tionceremonies23and567graduatesrespectivelywerepresented.The56thgraduationceremonywasalandmarkgraduationbecausethefacultypresentedthepioneergraduatesfortheBITprogramme.Thislotofgraduateswillcontributesignificantlytothecomputingprofessionalhumanresourcepool.Table5and6showthegraduationsta-tistics and performance respectively

This is the second year running that the faculty is produc-ingtheoverallbeststudent. CIT Students excelled at the IEEE ‘ICT & Engineering Students Exhibition 2007’ Exhibition.Theexhibitiontookplacefrom14th-15thSeptember2007inNairobi.Anumberofworldclassinnovationswereamongthe122entriesofwhich57wereinICT,34inElectronicsand31inMobileTechnology-from18institutionsinBulgaria,Kenya,Malawi,SudanandUganda

Innovationswereinspiredbythisyear’stheme“ICTinRuralDevelopment”.Manyoftheinnovativeprojectswerecom-municationandautomationsolutionsbasedonlow-costmobiletelecomtechnology,aswellasmobile-to-webapplica-tions.13CITstudentswith10projectsrepresentedthefaculty.3projectsbyourstudentswereselectedandwonindifferentcategories.Thisgoesalongwaytodemonstratethecompetencesandqualitiesofourstudents.

3.1 Introduction

CIT has a total of 250 teaching staff including 30 visitingandlocalprofessors.Thisnumberincludesfulltime staff, part time staff and staff employed under one yearrenewablecontracts.Thesenumbersaresupplementedby60PhDstudentstrainingindifferentinstitutions at local institutions and other institutions outsideUganda.CITexpects tohaveabout ten (10)staffmemberstocompletetheirPhDtrainingbyJuly2008.Thiswillgreatlycontributetothehumanresource capacity at CIT.

3.2 New PhD staff-holders who joined the Faculty in 2007

Jude T. Lubega (PhDComputerScience,UniversityofReading,UK,2006).He joined the faculty inFebruary2007,wasappointedSeniorLecturerintheDepartmentofITandalsoworksasaResearchAdvisorforGraduateProgrammes in the same department.

3.4 Staff Training & Development

CITisayoungandfastgrowingFacultyandthusrequireshavingitsstafftrainedintherelevantfieldsandlevelsinordertohavetherightexpertiseontheground.TheFacultyhasthuspromotedahealthytrainingculturebyinvestingalotofresourcesintermsofmoneyandtimetohavethismatterappropriatelyaddressedatbothlocalandinternationallevels.Forinstance:45staffmembersareundergoingPhDtrainingindifferentUniversities;and22 are undergoing either Bachelor & Masters training in different universities in and outside Uganda.

3.5 30 Members of staff scoop PhD Scholarships in 2007 Within the framework of the NPT Project ‘Strengthening ICT Training and Research Capacity in the Four PublicUniversitiesinUganda’,MakerereUniversity(Mak),MbararaUniversityofScienceandTechnology(MUST),GuluUniversity(GU)andKyambogoUniversity(KYU);30candidateswereselectedforPhDscholarships.Theselectionwascarried out by The Academic Advisory Board of the three Universities in the Netherlands (NL): University ofGroningen (RUG), RadboudUniversity Nijmegen (RUN) and EindhovenUniversity of Technology (TUE). 4.1 Introduction

CITisinvolvedinawiderangeofcutting-edgecomputingandICTresearchactivitieswithlocalandinternationalaca-demiccommunity,Public/Privatesectorandothercollaborations.CITstaffattachesgreatimportancetoteaching,researchandadvisoryactivitiesinareasof:InformationSystems;InformationTechnology;ComputerScience;SoftwareEngineering;ComputerEngineering;DataCommunicationsandComputerNetworks;andICTforSustainableDevelopment.CITiscommittedtobuildingonitsexistingstrengthsandtoencouragethedevelopmentofnewresearchwherepotentialexists.Thefundingofvariousresearchactivitiescomesthroughcollaborationswithvarious universities in Africa, Europe and USA.

4.2 Staff Publications

CIT provides a broad platform for dialogue in the on-going developments in ICTs. CIT academic staff members have a direct input into these national and regional debates. Academic staff members are encouraged to showcase their work in a variety of events, such as seminars, roundtable meetings and conferences. Research has been more visible in and outside the faculty through Conferences, Journals and Websites. Most new publications have thus been presented to a broad audience. A list of the au-thors and Publication titles is in Annex 8.

a. Strengthening ICT Training and Research Capacity in the Four Public Universities in Uganda’ worth €5.7 million started on 1st June 2007 and will end on 31st May 2011.

ThegrantwasawardedtotheorganizationoftheSouthern&theDutchpartners.TheSouthernpartnerscompriseoffourUgandanPublicUniversities,namelyMakerereUniversity(LeadInstitutionintheSouth),MbararaUniversityofScienceandTechnology,KyambogoUniversityandGuluUniversity.TheDutchpartnerscompriseofUniversityofGroningenLeadas thePartner Institution in theNetherlandsworkingwithRadboudUniversityNijmegenandEindhoven University of Technology. The aim is to strengthen the Capacity of Makerere University Faculty ofComputing & IT (CIT), Mbarara University of Science and Technology (MUST) (Institute of Computer Science),Kyambogo University (Department of Computer Science) and Gulu University (Department of ComputerScience)todevelop,implementandmanagerelevanteducationalandresearchprogrammesinthefieldofICT.Theultimate goal is to enable the recipient institutions to contribute through ICT towards the national struggle forpovertyalleviationaswellasruralandeconomicdevelopmentinUganda.ForNufficIIachievementsseeAppendix12.

b. Building a Sustainable ICT Training Capacity in the Public Universities in Uganda worth 3.4 million Euros started on 1st July 2004 and will end on 30th June 2008.

The project’s aim was to address Information and Communication Technology (ICT) capacity building in thePublic Universities in Uganda, namely Makerere University Faculty of Computing & IT (Lead Institution inthe South), Kyambogo University, Mbarara University of Science and Technology, and Gulu University. The leadinstitutionintheNorthistheUniversityofGroningen.TheotherNorthernpartnersintheprojectareRadboudUniversityNijmegenandHanzeUniversityofProfessionalEducation.Thetargetgroupisthestaffandstudentsintheaboveinstitutionsandmid-careerICTprofessionals.ThemainactivitiesrequireexpertisefromtheNetherlands,forsupportinCurriculum Development and Implementation, in development of research capacity and to advise in the establishmentofaCentreofExcellenceforICTTrainingandResearch.StaffofallthefouruniversitieswasandsomearestilltrainingatMaster’sandPhDlevelinICTintheNetherlands(NL)andUganda(UG).ForNufficIachievementsseeAppendix13.

Connecting the EU & sub-Saharan Africa for ICT partnerships (EuroAfriCa-ICT)ThisisaEuropeanCommissionsponsoredprojectscheduledtostart2008.ThenewEuropeanStrategyforAfricaadoptedbytheEUCouncilinDecember2005gaveacomprehensivepolicyframeworkthatreflectstheprioritiesoftheEUinitsrelationshipwithAfrica-TowardsadeeperandstrongercooperationbetweenAfrica&theEuropeanUnion.ThedevelopmentofEU-AfricaScienceandTechnologycooperationonICTisofmutualandstrategicinterestasICThasbeenidentifiedasanenablerforasustainableandlong-termdevelopmentoftheAfricancontinent.TheEuroAfriCa-ICTprojectobjectivesthereforeareto:FacilitateandsupportastrengthenedEUAfricadialogue;Identifyanddevelopstrategiccooperationprojectsofcommoninterestandmutualbenefit;Strengthenconcentrationand

Pan-African E-network ProjectUndertheRegionalLeadingUniversityforthePan-AfricanE-networkProject,MakerereUniversitywasselectedbytheAfricanUniontobetheICTCentreofexcellenceforEasternAfricaregionandwilloverseeICTAfricanUnionInitiativesin13countriesonTeleEducationproject.MakwasalsoselectedastheHUBamongthe5leadUniversitiesinAfricaonthesameproject.MakisoneofthefiveUniversitiesinAfricaineachofthefiveAfricanregions(Eastern,Western,Northern,SouthernandCentral)selectedtobeaLeadPartner.CITwillmanageandcoordinatethisprojectinUgandaandexpectstoacquirehigh-techinfrastructure.ThiswillbenefittheprojectactivitiesandatthesametimefacilitateteachingintheFaculty.PartoftheprojectwillavailCITwithstateoftheartequipmentsuchasproductionequipment,VSAT Antenna, studio equipment, among others.

4. OMEVACAproposaltitled‘OMEVAC(OpenMobileElectronicVaccineTrials)’,aninterdisciplinaryprojecttoimprovequalityofvaccinetrialsinlow-resourcesettingswasacceptedforfunding.TheprojectPrimaryobjectiveistodevelopOMEVAC,acompletesecure,mobileandelectronicsystemfordatacollectionandmanagementinvaccinetrials,fromsourcetopublication,andusingandcomplyingtointernationalstandardsandrequirements.ThesystemwillbefieldtestedinAfricainongoingtrialsandbeavailableatnocostincludingalldevelopedsourcecodesanddocuments.ItsSecondaryobjectives: a.DevelopagenericdatacollectionandmanagementtoolforvaccinetrialsbasedonEpiHandy. b.Developagenericelectronicstudyprotocoltool. c. Adhere to International standards in clinical trials. d.Developsecureandimprovedmethodsoflinkingastudysubjectwiththedatacollected. e.ImprovedoptionsofdataanalysisattrialsitesthroughRstatisticalpackages. f.ImproveddatapublishingandsharingpossibilitiesinclinicaltrialthroughNesstar. g. Validate and fully test OMEVAC.

Thisisaninterdisciplinaryactionresearchprojectthatcombineshealthandinformationtechnologyexpertisewithfieldstudies in Africa. 5. PHEA Projects and Grants CITstaffmemberswontwocompetitiveresearchgrantsinMay2007fromthePartnershipforHigherEducationinAfrica(PHEA).Theseinclude:a. Theproject‘Survey Data Collection Using Mobile Phones’byMr.P.Bagyendainvolvescarryingoutre-searchonhowmobilephonescanbeusedtocollectinformationthatisvitalinHealthmanagementintheAfrican/ruralsetting.WithmobilephonesfastbecomingthemostimmediatelyaccessibleICTdeviceasaresultofthebenefitsandconveniencetheyofferatlowcost.Byleveragingtheaccessibilityandlow-costofmobilephonesandthebenefitsofelectronicdatacollection,efficienciescanbederived.WiththegrantfromPHEA,researchersareableusemobilephones for data collection.

b. AnotherprojectbyProf.H.N.Muyingi‘Low-class Communities Income-generating e-business: Out-reach Action-driven e-business for Rural and Art-craft Women Communities’, also received a grant from PHEA.Themainobjectiveofthisproject istoharnessICTasadriverofsocio-economicdevelopmentwithin low-incomecommunitiesinUgandabycollaborativelyhelpingtoincreasetheincomegenerationofparticipatinggroupsofwomensellingAfricanartifactsandculturalgoodsaroundKampalaandorganizedincooperativeorsmallormediumenterprises(SMEs),byuseofappropriatewebtechnologies.

Furthermore,thisprojectwillallowruralcommunitiestohaveaccesstocashmoneyfromanymobiletelecommu-nicationend-pointserviceproviders(TESP)intheirimmediatereachthroughtheuseofmobileairtimevoucher-transfersystemfromtheirrelativeslivingintheintensiveeconomicactivityareaslikeKampala.

6. Makocha Minds Mentorship ProgramIBMhasprovideduniqueopportunitiesforbothstaffandstudentsintherecentpast.ThefacultyhasparticipatedintheIBMDeepDiveDrivewhichbroughttogetherICTacademicfraternityinAfricatodiscusspossibilitiesofanICT-ledtransformationinAfrica.Outofthesemeetings,itwasnotedthattherewasneedtomentorICTgraduatesinpreparationfortheIndustry.Asaresult,IBMhasputtogetheraprogramcalledMakochaMindsMentorsipProgram.CITisamarqueepartneronthisprogramme.FedExandCISCOsystemshavejoinedIBMinthementor-shipprogramme.Morethan20studentshavebeennominatedandthematchingwiththementorsisalreadytakingplace.IBMisprovidingitstopseniorengineersandmanagersasmentors.Thiswillprovideanopportunitytoourstudentsandstafftoworkwithsomeofthetopbrainsintheworld.ItisthroughthisprogrammethatIBMwillbeinpositiontorecruitsomeofthementeestoworkintheregionalestablishments.

IBMhasalsodonatedTheBlueGene/PSuperComputer,thefastestcomputerontheAfricanContinenttobeusedbyallAfricanResearchersandwillbehostedbyoneAfricanUniversity.

7. Imagine Challenge Cup Microsoft Inc is providing computing facilities for the Microsoft Academy at the Faculty. These facilities are intended toprovidespecializedtrainingtostudentsinMicrosoftpackages.Becauseofthecompetenceofourstudents,MicrosofthasinvitedourstudentstoparticipateintheImagineChallengeCupthatiscompetedforbystudentsfromallovertheworld.The2008Theme:TheEnvironment.The2008WorldFinalswillbeheldinParisFrancefromJuly3-8,2008.Thisprovidesanopportunitytoourstudentstotesttheircapabilityandskillsagainsttherestoftheworld.

8. Compete to Build a Gadget GoogleInchasidentifiedCITasapartnerinitsprogrammesforAfrica.ThereareplanstopartnerwithCITinrollingoutGoogleapplications.Googleisorganizingastudents’challengedubbed“CompetetoBuildaGadget”whichistargetingstudentsfromEastAfrica.ThecompetitionissettorunfromFebruary-June2008.ParticipatingcountriesincludeTanzania,Uganda,Kenya,Rwanda,Burundi,andEthiopia.

9. Software Incubation Facility RockefellerFoundationisprovidingaseedgrantfortheestablishmentofthesoftwareincubationfacilityatCIT.ThefacilitywillprovideComputinggraduatesfromalltheuniversitieswithhandsonskills insoftwaredevelop-ment.Thestudentswillbementoredbyprofessionalsfromtheindustry[Uganda]andabroadespeciallyfromIBM,CiscoandFedExwhowilldevelopproblemsinformofprojectsforthestudentstoundertake.Thefacilitywillnotonlyprovidethestudentswithtechnicalskills,butalsowithotherskillslikeentrepreneurship,marketing,productbrandingamongothers.

10. CIT Regional Academy TheCITRegionalAcademyhasbeenrecognizedbyCiscoSystemsInc.inthepastashavingthebestRegionalCiscoNetworkingAcademyinthewholeofAfricabecauseofitsoutstandingstudentsupportandAcademysupportinitia-tives. Being a regional academy, CIT trains and enrolls other local Cisco academies. To date, thirteen academies havebeenenrolledwithCITastheirRegionalAcademy,eightofwhichofferCCNAandfiveofthemofferingITEs-sentials.Theacademiesinclude;the4publicuniversitiesinUganda:GuluUniversity,MbararaUniversityofScienceandTechnology,KyambogoUniversity,MakerereUniversity(DepartmentofWomenandGenderStudies&FacultyofComputing&InformationTechnology),MultitechBusinessSchool,KabaleUniversity,GayazaHighSchool,Is-lamicUniversityinMbaleandKampalaInternationalUniversity.OfthethirteenCiscolocalAcademiesinplace,4secondaryschoolswerespeciallynominatedtocarryoutapilotstudyandexplorethepossibilityofincorporatingone of the Cisco Academy courses (IT Essentials) in the secondary school Computer studies curriculum.

To that end Cisco SystemshassponsoredCITstafftoundertaketraininginSouthAfricatheCiscoAcademyTrain-ingCenteroftheMiddleEastandAfricanregionandsometimesinstructorsreceivein-housetrainingbytheCISCOTechnicalAreaManager.ThishasgreatlyempoweredthemtobeskilledandcertifiedInstructors.Asaregionalacademy, CIT is mandated to oversee the Cisco programmes in the region and ensure that Local Academies operate inlinewiththeCISCOQualityAssuranceplan.

Makerere University Signed an MoU with the Uganda Police ForceTheMoUsignedon21stDecember2007willfostercollaborationamongthetwoparties.TheoverallobjectiveofthisMoUistoenabletheUgandaPoliceForceintegrateICTsinitsservicedelivery.Thetwopartiesshallbere-sponsibleforthedesign,developmentandimplementationofappropriateelectronicinformationandcommunica-tionsolutions/applicationsandtheselectionoftheequipmenttobeusedbasedoncompatibilitywiththeexistingGovernmentstandardsandpolicies.CITshallberesponsibleforofferingtrainingservicestothemembersoftheUgandaPoliceForceinthevariedareasofICTs.ItwillalsoensurethatthetechnologiesdeployedareinlineandcompatiblewithcurrentindustrialstandardsandshallworkwiththeGovernmenttoensurethatusersaretrainedin the use and management of the ICTs.

17. “Directory Service” Call Center CIT is in the process of setting up a US$1million to provide national directory services and in future move to attract offshorework.Thefaculty’sstrategicplanhasacomponentofpreparingthecountry’shumanresourcestoworkintheoutsourcingindustryandsettingupacallcenterisanappropriatefirststepinthatdirection.Formoreinformationonprojects,pleasevisithttp://cit.ac.ug/cit/projects.php

6.1 CIT Buildings

CIT is currently housed in a 2,400 square metres building donated by The Royal Kingdom of Norway worth NOK 13.46 million (approximately 3.6 billion Uganda shillings). This space is supplemented by space hired for teaching purposes from other places in the University. The Faculty also uses space in the former Insti-tute of Computer Science building located in the Faculty of Science (old site). Starting 2008 CIT will not need to hire space as the new building will be ready for use.

In February 2006, exactly one year after transition from Institute to a faculty, CIT embarked on construc-tion of 12,000 square metres complex as extension of the current building to cater for the growing demand for ICT training in the region. The centre is the largest computing and ICT training and research centre in the whole of Africa.

Building summary:• 6 computer laboratories each of 800 square metres (1000 seat capacity)• 6 lecture theatres each of 400 square metres (600seat capacity) • 6 small laboratories of total area 1200 square metres• 6 small lecture theatres of total area 1200 square metres• One canteen of total area 300square metres• 300 square metres of office space• 1800 square metres of circulation space

This Building will improve the investment climate and increase Foreign Direct Investment (FDI) inflows to Uganda in the area of ICT and other related industries by supporting the ICT-lead socio-economic develop-ment. Such areas include: Education - e-tutoring, e-learning; Outsourcing; Software industry: Software development and customization; E-government; Internet banking; Job creation via starting new business-private sector growth; among others. It also aims at providing the necessary infrastructure for the largest Centre of Excellence in Computing and ICT Training, Research and Professional (Consultancy) Services in the whole of Africa.

CITwebsitewasredesignedforeffectiveandfriendlyuse.Thestructure,contentandoverall lookwascompletelychanged.ItprovidesinformationonEducation,Research,ProjectsandPart-ners of CIT. It also provides information for prospective students andoffersanupdateonalleventsatCIT.Come2008;theCITwebsitewillprovidespecificspaceforalumni.

6.3 Two Wireless Access Points installed

CIT installed twowirelessaccesspointsat the facultybuilding toincreaseaccessibilitytotheinternet.Thismeanttoenablestaffandstudentswithmobilecomputingequipmenttoaccesstheinternet.Thishascreatedalternativeaccesspointsandplansareunderwaytohaveinplacemoreaccesspointstoenablemobility.

6.4 CIT received 60 Laptops

Aspartof implementationoftheactivitiesoftheNPTProject ‘StrengtheningICTTrainingandResearchCapacity intheFourPublicUniversitiesinUganda’,100laptopswerepurchasedtostrengthenajoint(forthe4PublicUniversities)researchprogramme’and‘toimproveonICTandTeachingInfrastructure’.CITreceived60laptopswhichweregiventoacademicstaffandafewkeyadministrativestaff.

6.5 Pressing Needs

i. AlthoughtheFacultyhasbeenabletorealizepositiveresultsfromitshumblebeginnings,itstillhas challengesofensuringadequatefacilities(suchascomputers,internetbandwidth)tomeettheneedsof thegrowingstudents’numbers.

ii. CITisfacedwiththechallengeofraising6billionshillings(4millionU$)forequippingthenewbuilding.

iii. CIT also needs US$1million to set up a Call Centre. Of the $1m that is required for the call centre, $700,000willbeusedtoacquirethenecessarytechnologyandsoftwarewiththeremaining$300,000tobe spentonotheroperationalcostsliketrainingthecallcenteragentsandconsultancyservicesamongothers.
