We challenge ourselves to become a vital resource and an ongoing force in the community around the

issue of domestic violence.

Dear Friends,

Family Shelter Service celebrated significant accomplishments during the past year, and also faced major challenges. We completed our building project and raised funds for its completion. Opening in January and rising above the “weather challenges” of last winter, we offered safe and warm housing; our newest shelter filled almost immediately. We are pleased that all the plans and dreams of the past years resulted in a building that has passed the test of our residents with flying colors.

Our public location in Downers Grove afforded us the opportunity to invite community groups and individuals to tour the building and get a sense of the comprehensive scope of services we offer. The increased public awareness resulted in a huge surge of volunteers and donations of food, clothing and shelter supplies. Gardeners planted flowers and vegetables, and even volunteered their time to mow the lawn and weed. The outpouring of support in many varied forms has truly been heartwarming.

One of the challenges we faced later in the year was to address an operating funds shortage. While the new building did not require new staffing, a multitude of funding cuts from different sources resulted in the need to reduce costs. In response to this shortfall, we reorganized our emergency shelter program by expanding capacity in the Downers Grove building and changing the type of program offered in our Naperville home. We now offer an intermediate housing program in Naperville for clients who need a longer time to establish self-sufficiency, but who no longer need round-the-clock staff support. They still receive services tailored to their needs as victims of domestic violence, and have the opportunity to attain financial stability in a supportive environment. This creative response both saves costs and offers a much-needed service.

We also used this opportunity to begin a pilot project in Naperville. A prevention program has long been a dream of both board and staff. Based in our Naperville site, we have begun seeking opportunities to speak to children and youth, with the goal of developing an innovative outreach and prevention program in the community.

Our challenges pale in comparison to the difficulties faced every day by our clients. Again this year, we have seen the tragedy of lives cut short, and worked with women facing the day-to-day heartbreak of struggling to raise families and attain their goals while at the same time fearing for their very safety.

With all that has happened, dreams becoming reality and challenges and opportunities, we return again to our mission. At a recent meeting of all the staff at Family Shelter, each of us stated why we worked at Family Shelter Service, and then signed the mission state-ment which is now framed and hanging at our Wheaton office as a powerful reminder of our commitment. I wish you could have heard the strong and clear expression of dedication by each staff member to serve and advocate for victims of domestic violence.

The mission statement that inspires our work every day is the theme for this report. We are all strengthened by knowing that we have wonderful and generous support of people like you in our communities. On behalf of all of us at Family Shelter, please accept our gratitude.

New Facility OpensIn January 2008, our new shelter and community counseling facility in Downers Grove opened its doors to clients. The facility boasts many new features including large play areas for children, an expandable meeting room for community volunteer trainings and client counsel-ing groups and a dedicated resource room for internet access. Addi-tionally, the new facility offers us an opportunity to provide services in innovative, interconnected ways. Our goal is to have a continuum of services that can be customized based on the needs of the client and can be provided by staff from different programs in both shelter and non-residential settings.

Reorganization of our Shelter ProgramIn order to best serve the needs of our most vulnerable clients, we have consolidated our emergency shelter program into two sites, Glen Ellyn and Downers Grove, and created an intermediate housing pilot program for longer-term shelter clients at our Naperville facility. Add-ing intermediate stay beds to the shelter program is an important step towards serving victims and their children who would benefit from additional emotional support, domestic violence counseling, and case management services while working towards living independently.

Online Order of ProtectionRecently, the 18th Judicial Circuit Court of DuPage County introduced an initiative to create and utilize an electronic filing system for Orders of

Protection (OOP’s). Our response was to provide user-friendly and clear explanations to individuals of all literacy and education levels by writ-ing an online tutorial. Additionally, we are sharing our court advocacy expertise with key stakeholders and the community to empower vic-tims of domestic violence with the knowledge and tools they need to fill out OOP’s at any location.

Second Chance Resale ShopsAfter only 18 months of operation, the sales in our Second Chance South store in Westmont equal or exceed the monthly sales in our original Wheaton location. The surrounding communities have pro-vided enthusiastic donors, customers and volunteers who find that a visit to our shop is not only welcoming but also rewarding. We have seen that during this economic downturn, we are a great alternative to retail shopping.

VolunteersOur cadre of community volunteers has increased an astounding 44% during the last year. The opening of our new shelter and community center as well as our new resale shop provided a whole host of new opportunities for volunteers looking to make a difference. Volunteers have planted our gardens and mowed our yards, provided childcare, and rang up sales at the resale store, to name just a few of the wonder-ful donations of time and talent we have received.

Community Outreach offers general educational programs and profes-sional in-service training to the public.

Hotline provides access to information and services 24 hours a day.

Children’s Program helps children find ways to cope with the violence in their homes.

Victim Advocacy follows up on every police-reported incident of domes-tic abuse in DuPage County to check on victim safety and to provide referral information.

Volunteer Program recruits, trains and places volunteers in appropriate and rewarding positions.

Latina Program focuses on providing culturally sensitive services to Latina victims.

Safe Pets Program provides for the short-term care of pets while victims are in shelter.
