Letter from the Executive Director
The recently completed fiscal year at the Hope Center has been a momentous one. With your help we continue to find new ways to pursue the fight against homelessness.
In January we took over management of One Parent Scholar House on Horsemans Lane here in Lexington. (It was originally known as Virginia Place.)
One Parent Scholar House provides single-parent families with: affordable housing for the families; higher education opportunities for the parents; and child development and care for the children. It is another opportunity for us to serve those who are at risk of becoming homeless.
You see, studies show that families headed by single parents without education are families who face an increased risk of becoming homeless. The children in these families rely on their sole parents, overwhelmingly young women, to provide them with the resources they need for stability, nurture and growth. Without education, these parents are hard-pressed to provide those resources.
Love and concern are critical, but in today’s world love and concern alone are not enough. Education is a great weapon against homelessness.
The other big event last fiscal year was that we obtained funding for our new transitional housing center to be built on West Loudon Avenue. A major gift from Don and Cathy Jacobs along with grants from the Federal Home Loan Bank of Cincinnati, Lexington-Fayette Urban County Government and Kentucky Housing Corporation will allow us to proceed with the 140-plus bed facility being built on land donated by Lexmark International. Central Bank helped us obtain the funding. Don and Mira Ball and Barkham, Inc. will donate services that will save us a considerable amount in the cost of construction.
This facility will provide much needed relief for our Emergency Shelter, the 1993 building that houses our overnight population, our mental health programs, health clinic, employment program, transitional housing and several more activities dedicated to helping the homeless.
The Emergency Shelter has 118 beds, yet we often have to find room for 200 or more men, sometimes upwards of 230. With mattresses spread on the floor at night and with overflow help from our church friends at Grace Baptist and Arlington Christian we have managed never to turn anyone away for lack of capacity. Still, we clearly need more beds. The new Jacobs building will provide us with the beds we need. The shelter will become more of what its name implies, a place where men in immediate need can find shelter, food and clothing. It will also continue to be a place where those men can find the help they need to change their lives.
You will find more information about the past year in the pages of this report, including the newly opened Barbara Hardwick Rouse House providing permanent housing for women in recovery. Take a look. Find out what it is you are helping accomplish. I couldn’t be prouder of the work the Hope Center staff gets done every day and the lives they manage to turn around. I couldn’t be more thankful for the part you play in making these things happen.

2 HOPE CENTER
Since 1993, the Hope Center’s mission has been to care for homeless and at-risk persons by providing life-sustaining and life-rebuilding services that are comprehensive and address underlying causes. The Hope Center is widely known as a homeless shelter. That’s true, but it’s so much more.
It’s not enough to only provide the homeless in our community with a place to get off the street; we must also provide them with the tools they need to stay off the street. The root causes of homelessness vary widely. That is why our programs are so important. Each person who enters our doors is valuable and unique. Our goal is to provide each one with the tools they need to rebuild their lives.

Emergency Shelter
The Emergency Shelter is the first-stop for many Hope Center clients. Last year, the shelter provided nearly 160,000 meals, more than 70,000 nights of lodging, 7,500 healthcare services and 40,000 articles of clothing.
George Privett Recovery Center
The Privett Center houses the men’s recovery program. There are currently 134 men in the program. Sixty-one percent of the men who enter the Hope Center report a history of substance abuse. More than 250 men entered the recovery program this year.
Ball-Quantrell Jones Center for Women
Approximately, 70 women are being served at the Women’s Center at any given time and there is normally a waiting list of those wanting a spot. More than 1,000 women have received some level of services since the program began in 2002, and nearly 300 women have completed all aspects of the program.
Mental Health Program
During the last 12 months, the Mental Health Program accepted 177 clients and assisted them with various services from medications, therapy, housing, to life skill groups, payee services and dual-diagnosis groups. Appropriate clients are referred to affordable housing when they are deemed ready. Each year, several clients are housed in the community and continue to live independently with the help of a weekly visit from their Hope Center case manager. The regular visits and case management assistance are only part of what makes this program so unique. Ultimately, the mental health team attempts to help stabilize the clients and prepare them for community living regardless of the time it takes to achieve these goals.

Health Clinic
Our clients typically have not had access to regular health care so we offer a free clinic at both the Emergency Shelter and the Women’s Recovery Center. A nurse practitioner is on staff at the women’s center and the University of Kentucky College of Nursing staff treats clients at the Emergency Shelter. In addition to health care services, the nurses also provide education on healthcare issues. The clinics provided more than 8,000 services to clients last year.
Social Services Program
Our social services program assists clients with housing, health care, transportation, finances, and connects them with other resources and agencies as needed. Last year more than 500 clients received services through this program.
Employment Program
Our Employment Program supports the client’s effort to find employment by offering clients employment training opportunities, transportation to interviews, resume and referral assistance, assistance with off-site housing, higher education information and more. More than 1,500 clients requested assistance with employment and housing last year.
Transitional Housing
This program provides semi-private rooms for clients participating in the Employment Program. These clients pay rent, save money and continue to work on life skills as they prepare themselves for life outside the shelter.

Mark’s Story
Mark grew up in a house where drugs and alcohol were the norm. By the time he was 13
years old he was regularly smoking pot with friends; alcohol entered the picture at 15. Mark
played sports in high school until the drugs and alcohol got him kicked off every team.
After high school Mark entered the Navy for two years and cleaned up his act. He got
engaged and had a good job until he hurt his back and was prescribed pain pills. That’s
when his addiction went into full swing and he lost everything.
Mark’s younger brother had gone through the men’s recovery program and talked him into joining. After completing the program, Mark now serves as a peer mentor helping
the men entering the men’s recovery program with homework, teaching classes and
mentoring clients.
“I had never known true friends before coming to the Hope Center. They truly like me for me
and not what I have,” says Mark.
Cassandra's Story
When Cassandra was two years old she was in an accident that left her scarred from the waist down. Growing up she was constantly teased because she looked different and suffered from very low self-esteem.
Cassandra took her first drink when she was 8 years old at a party at her parent’s house. She started smoking marijuana when she was a teenager. It always made her feel good, and she wasn’t so shy when she was high.
By the time she was in high school she was battling addiction to alcohol, cocaine and crack and eventually dropped out of school.
In March 2009 she was arrested and entered the Hope Center’s Fayette County Detention Center Recovery Program where she began to learn about her addiction. Upon completion she transitioned to the Hope Center’s women’s recovery program.
Cassandra completed the recovery program and is now a peer mentor helping with recovery classes and mentoring clients. “I could not have done this by myself,” says Cassandra. “They loved me until I could love myself.”

Kip’s Story
Kip grew up in Pennsylvania around the horse business and eventually made his way to
Kentucky. For 35 years he took care of, rode, shoed, and trained horses.
Alcoholism started slowly for Kip. When he was 40 years old he would only drink socially
when he was out with friends and family. Slowly he became a functional alcoholic until it
started to show at work and he found himself living in his car.
Friends brought Kip to the Hope Center where he entered the men’s recovery program.
When Kip was ready to look for a job he received assistance from the Hope Center’s
Employment Program. The program helped him learn how to interview, what to wear,
how to make business contacts, etc. This was critical since the only industry Kip knew was
the horse industry and he couldn’t go back to that after injuring his back.
Currently Kip works full time and is living in Transitional Housing while getting ready to
move into his own apartment.
Jason’s Story
Jason had a happy childhood growing up in the military and moving around a lot. At the age of 12 he began to rebel by breaking into cars and stealing. By 13 he was smoking marijuana and taking pills. At 17 he was addicted to meth and had been incarcerated multiple times. By 20 he had lost everything and was homeless in Alaska.
Jason moved in with his parents in Lexington where he was clean for a few months but then overdosed in his parents’ bedroom.
Jason entered the men’s recovery program and when he completed, moved into Hill Rise Place. He has his own apartment and is surrounded by friends with whom he went through the recovery program.

Hispanic Program
The Hispanic Program helps Spanish-speaking clients overcome the language barriers that stand between them and independent living. The bilingual coordinator of this program ensures that Spanish-speaking clients benefit fully from programs offered by the Hope Center. Nearly 400 people were assisted through this program last year.
Mobile outreach Team
The Mobile Outreach Team includes a nurse and two case workers who reach out to homeless and marginally housed people from a custom motor home (the HopeMobile) parked at a different downtown church location each weekday. More than 4,000 people requested services from the HopeMobile last year.
The Mobile Outreach Team is an immediate source of support; a vital link between the street and community resources.
Detention Center
The Hope Center offers a recovery program for men and women at the Fayette County Detention Center. Last year 108 men and 25 women entered the recovery program at the Detention Center.
A staff of recovering men and women, who are also ex-offenders, guide inmate clients through a four month intensive program. Volunteers help conduct meetings and work one-on-one with clients.
Detention Center clients are also given the opportunity to continue their recovery programs after release by transitioning directly into programs at the Hope Center’s Ball-Quantrell Jones Center for Women, or the George Privett Recovery Center. By directly linking the jail program with other Hope Center recovery programs, a seamless continuum of services is provided, which often proves crucial for the high-risk population we serve.
In addition to providing life-changing, life-saving experiences to at-risk men and women, the program also saves our community many thousands of tax dollars by dramatically reducing the re-arrest rate of the folks who complete this program.

HIV/AIDs Program
The Substance Abuse and Mental Health Services Administration awarded the Hope Center a grant that will total $2.25 million over five years. The grant was designed for community providers offering substance abuse and HIV/AIDS treatment services. The Hope Center is one of only 49 community programs in the nation and the only program in Kentucky to receive the grant. The purpose of the grant is to provide services to populations that have traditionally been underserved by conventional health care systems.
Veterans Program
The Department of Veterans Affairs awarded the Hope Center a per diem grant designed to help reduce the number of veterans who are homeless and without needed services. The grant assists the Hope Center in conducting extensive outreach programs, clinical assessments, mental health treatment, alcohol and drug abuse counseling and employment assistance.
Volunteers
Last year volunteers at the Hope Center donated nearly 8,000 hours of service. Each volunteer makes a difference in the lives of everyone who lives and works at the Hope Center.
Hill Rise Place
This 40-unit efficiency apartment building provides male clients who are ready to move back into the community with a low-cost, drug- and alcohol-free residence that supports their recovery.

Clay’s StoryClay grew up in a loving family. He began hanging around the “wrong crowd” when
he was 12 years old and eventually lived in several group homes.
When he was 18 he joined the Marine
Corps where he served for almost three years until he was dishonorably discharged
for failing his drug test. He loved serving in the Marine Corps because it gave him a
great sense of purpose.
After being discharged, his addiction spiraled out of control. “I thought I found the solution in the drugs then they turned on me. It was no longer a choice; I had to
get high. I wanted to stop but I couldn’t stop on my own.”
After he bounced around from state to state and burned every bridge, his family
finally cut him off. He decided to enter the Hope Center’s Recovery Program for Men.
Clay was also eligible to receive the services offered by the Hope Center’s Veteran’s
Program.
“I had been to so many treatment programs but the Hope Center is
different,” says Clay. It’s intense, but they are teaching me the tools I need to lead a
sober and purpose-filled life.”
Dave’s Story
Dave is a retired attorney who first volunteered at the Hope Center over eight years ago.
We affectionately call Dave our “Super Volunteer” because there is nothing he can’t or won’t do! He is instrumental in coordinating the Hope Center’s community Christmas party, he teaches interviewing skills to the men in the Recovery Program, from time to time he and his church provide and serve dinner to clients in the Emergency Shelter, and he comes every Wednesday to help with administrative needs.
“I get such fulfillment in being able to put to good use my accumulated life experience and skills,” says Dave. “I get satisfaction in knowing that I have helped someone who needs a helping hand.”

The Ball Homes Nightofhope
The first Ball Homes Night of Hope was held at the Lexington Opera House on November 17, 2009. Special guest speaker Christopher Gardner received a rousing reception from the nearly sold-out crowd. Everett McCorvey and his students provided special music and WVLK radio host Jack Pattie served as the master of ceremonies. The Hope Center thanks the sponsors for making the Ball Homes Night of Hope possible.
Title Sponsor
The Hope Center took on a new commitment early in 2010. The Hope Center now manages One Parent Scholar House, a project off Red Mile Road that began operation over twenty years ago.
One Parent Scholar House serves single parents who want to gain a higher education. It houses their families in eighty apartments and delivers supportive social services as the parents attend college. There is an on-site child development center with Head Start services. The center serves over a hundred children and has received a Level Three certificate under the
state’s Stars for Kids Now rating system. The families receive all this at little or no cost.
Last year, the One Parent Scholar House board asked the Hope Center to take a look at their program and consider taking on its management. As good as the program itself has been, like many smaller agencies, One Parent Scholar House was having trouble keeping up. Administrative responsibilities like human resources, housing compliance and development were competing with direct program efforts in ways that overstretched staff resources.
The Hope Center has always sought to look for new ways to address the challenges that impede people who are homeless or at risk of being homeless. The reason is simple – the causes of homelessness are many, varied and complex. If we don’t confront those causes with solutions to match we won’t succeed in making the life-altering changes our clients need.
It is clear that families headed by single parents with limited educations are among those at risk of becoming homeless, and the barriers to gaining
that education are immense. By helping One Parent Scholar House parents go to college, we are helping make sure they can compete in the job market, take care of and house their families and raise the next generation of achievers.
One Parent Scholar House is the kind of inventive program that not only sees a problem and provides a solution, it prevents that problem from becoming an even bigger one. That is exactly the approach the Hope Center has long pursued. We are pleased to be pursuing it now at One Parent Scholar House.

Permanent Housing for Women The Barbara Hardwick Rouse House opened in November 2010. This 44-unit apartment building will provide
permanent housing for women at a rate they can afford and without concern
about the lives they have left behind. This facility will provide drug- and alcohol-free permanent housing to women in recovery,
and it will provide an atmosphere that supports their continued sobriety.
Additional Transitional Housing for Men
The Emergency Shelter, home to several aspects of the Hope Center’s efforts,
including overnight shelter, mental health, employment and transitional housing, has
been stretched for several years now. In 2008, when we opened the George Privett Recovery Center and moved the recovery program for men out of the shelter, we
thought we had solved the problem.
At first that appeared to be true as the Emergency Shelter numbers drifted
down. However, within six months, the numbers at the Shelter not only returned to previous levels but surpassed them.
That situation continued to the point that it was obvious that shelter capacity was a challenge that had to be addressed. In 2010, we broke ground for a new
Transitional Housing building directly across the street from the Emergency
Shelter. The new building will comfortably accommodate nearly 150 men.
