Dear Friends,

I am pleased to bring you this report on MCHC’s accomplishments in

2012, which was a busy and exciting year. As you will read in the pages

that follow, MCHC is more committed than ever to improving birth

outcomes for Chester County’s most fragile women, and to measuring our

results to ensure that our programs have as much impact as possible on

family health and wellness. Together, our three major programs—Healthy

Start, Family Benefits, and the Kennett Square Family Center—help all

of our county’s children start healthy, stay healthy and succeed in school.

As the Affordable Care Act begins to be implemented, MCHC is well

positioned as a community leader in health care access for low-income

populations. Our 20 years of experience have shown us that access to

health coverage enables people to receive the preventive care that save

health care dollars in the long run, especially for pregnant women and

their infants. We also know that home visiting during the critical prenatal

and postpartum periods provides major health returns. Children that are

born healthy have much better odds of enjoying better health and

economic success in their futures.

As you know, MCHC’s founding Executive Director, Pam Bryer, retired from

the organization in 2012, and our Board conducted an extensive search

resulting in my appointment as Chief Executive Officer. I have been

committed to women’s health and well-being for my entire career and

am thrilled to be part of such a vibrant and impactful organization. I look

forward to leading MCHC to new heights of strength and effectiveness,

and to continuing its profound impact on the lives of the families we serve.

I also look forward to meeting all of you in the year to come and working

with you to help Chester County stay healthy and strong. MCHC is grateful

Our Promise

Healthy Start

Healthy Start is a prenatal and postpartum home visiting program designed to ensure that low-income women can access the medical care, health education, andcommunity resources they need to deliver healthy babies. MCHC provided services tomore than 1,100 women and their children in 2012, including 475 new participants.

An independent Impact Report of the first fourteen years of our Healthy Start programresults compared birth outcomes experienced among women in the communities weserve who were enrolled in Healthy Start with birth outcomes experienced by women inthe same communities who were not enrolled in the program.

The Impact Report demonstrated a significant improvement in birth outcomesexperienced by women who enrolled in Healthy Start, and the improvement wasespecially dramatic for African American and Hispanic women. During the period1996-2009, African American women living in our Healthy Start communities hadlow birth weight babies at a rate of 11.2%, but African American women in thosecommunities who were Healthy Start participants had a rate of 10.5%. Of Hispanicinfants born in our communities, 7.9% were born at low weight, while 4.6% ofHispanic Healthy Start babies were born at low weight.

Babies who are born too small are much likelier to die before their first birthday or have lifelong physical problems and learning challenges. By helping womenaccess health care and learn about healthy behaviors, Healthy Start closes the gapbetween the birth outcomes of minority women and white women in our county.

Maternal depression is the most common complication of pregnancy, and ourdepression screening, support groups, and individual emotional support forHealthy Start moms continues to be important to participating women. In 2012,68% of the women we screened for depression both prenatally and postpartumhad an improvement in symptoms of depression during their time in our program.

Our Programs

Focusing Our Efforts for Maximum Impact

With a special grant from the Longwood Foundation, our Healthy Start program developed new enrollmentcriteria in 2011–2012, with the goal of serving all of the women most in need of our services, while stayingwithin our limited program budget. These criteria are now in use at all of our sites, and are helping to ensurethat the pregnant women who are at the highest risk of experiencing poor maternal and child health get the care they need to stay healthy and deliver and raise healthy babies.

Project. Through the support of the ValentineFoundation, MCHC launched the Project to put a face

to the issues our families experience and showpolicymakers how their decisions- both positive and

negative- affect their communities.

Kennett Square Family Center

The Family Center worked with 104 families in 2012 to provide early childhoodeducation, developmental screenings, and a Kindergarten Transition Program toensure that children from Hispanic families in southern Chester County startschool well prepared to learn and succeed.

2012 was an exciting year for the Family Center, which received two major grantsenabling us to focus on specific needs of the families we serve. In 2010, therewere nearly 250 teen pregnancies in Chester County. To serve these especiallyvulnerable young women, the Family Center now has a full-time bilingual ParentEducator focusing on the particular needs of teen and young adult parents.Young people preparing to be first-time parents often need special help withparenting education and family issues, as well as time dedicated to addressingtheir own educational and career prospects.

We are very excited about our new Fatherhood Program. Our new bilingualParent Educator works one-on-one with fathers in their homes and at groupmeetings. Our goal is to increase fathers’ effective engagement in their children’s growth and development.

In 2012, the Family Center served 20 young moms and their families, and enrolled 15 fathers into our Fatherhood Program. We expect both of these numbers to increase in the year to come.

Showing Impact

In the summer, we held our annual Kindergarten Transition Program (KTP), an intensive summer program working with participating five-year-old childrento prepare them for entry into kindergarten in the fall. We used a newevaluation toolkit, developed in partnership with St. Joseph’s University, to measure the progress of the 19 children taking part in the KTP, testingchildren on their mastery of skills they need to have to begin schooladequately prepared, such as language skills, learning and cognition abilities,

motor/ physical skills, social and emotionalabilities, and math skills.

All of the children were tested in September2011, to establish a baseline of theirabilities. At that time, children demonstrateda mastery rate of 67%. At the end of theKTP, children showed a mastery rate of 88%.We are confident that these children are nowwell positioned to begin kindergarten readyto learn and thrive, and that their parents arebetter equipped to help them continue tosucceed academically.

Children and families served at MCHC come from different cultures and walks of life and come to depend on MCHC to bridge not only language barriers, but many other factors the consortiumprovides as a coordinated system. As a Medical Interpreter, I had the joy of watching children conquera higher level of development which might have been unattainable without MCHC’s services…Interacting with MCHC’s capable and dedicated staff was a true joy. — Cristina Wilcox

Family Benefits Program

MCHC’s Family Benefits Program had its busiest year yetin 2012. Our health insurance enrollment services havebecome an increasingly important part of our work toimprove the health of women and children by ensuringtheir access to health care. The number of individuals wehave assisted into CHIP or Medicaid have risen markedlyeach of the past few years, from 1,217 in 2006, to 2,692in 2012 (2,140 of these were uninsured children).

In addition to health insurance enrollment, our FamilyBenefits staff enroll eligible families struggling withhunger into SNAP (food stamps). In 2012, our staffhelped enroll 1,339 individuals into SNAP, 1,145 ofwhom were children. Access to SNAP benefits providechildren with a stable source of regular, healthy food, andSNAP benefits have been proven to improve children’shealth and educational futures.

MCHC has also expanded our reach regionally. Throughour special children’s health insurance grant from theU.S. Department of Health and Human Services (Centersfor Medicare and Medicaid), we partnered with 14 health

clinics and community-based organizations across the region to assist 1,323 children from Montgomery,Philadelphia, and Delaware counties gain Medicaid orCHIP coverage.
