Message from the Executive
Director
Dear Readers,
Since I was privileged to join RCREEE, we’ve been keen
to capitalize on its existing regional presence, and move
towards creating a more tangible value for our member
states. For more than five years now, RCREEE has been
standing behind many renewable energy and energy efficiency initiatives in the Arab
region.
Last year, our focus and strategic objectives have matured into specific core result
areas, where all of our strategies and operational activities now revolve around. We
structured this report based on the same result areas.
Last year, we published the first quantitative energy efficiency baseline for thirteen Arab
states in cooperating with Plan Bleu and MED-ENEC. We also started a regional
internship program targeting top talents from all over the Arab world to offer a hands-on
experience in our activities. We established a world-class network of global energy
partners that includes the World Bank, UfM, IRENA, UNEP, and PWMSP. Furthermore, we
approved our ambitious strategic business plan (2013-2016), and organized and
participated in more than 40 local, regional, and international conferences and events
for networking, capacity building and training purposes.
I strongly believe there are tremendous opportunities for us to lead the renewable
energy and energy efficiency initiatives in the region. 2013 will witness a tangible
growth to our influence and impact in the region. Our team will continue to be
committed to excellence and value-adding to all of our stakeholders.

About RCREEE The Regional Center for Renewable Energy and Energy Efficiency (RCREEE) is an
independent not-for-profit regional organization which aims to enable and increase the
adoption of renewable energy and energy efficiency practices in the Arab region.
RCREEE teams with regional governments and global organizations to initiate and lead
clean energy policy dialogues, strategies, technologies and capacity development in
order to increase Arab states’ share of tomorrow’s energy.
Through its solid alliance with the League of Arab States, RCREEE is committed to tackle
each country’s specific needs and objectives through collaborating with Arab policy
makers, businesses, international organizations and academic communities in key work
areas: capacity development and learning, policies and regulations, research and
statistics, and technical assistance. The center is also involved in various local and
regional projects and initiatives that are tailored to specific objectives.
Having today thirteen Arab countries among its members, RCREEE strives to lead
renewable energy and energy efficiency initiatives and expertise in all Arab states based
on five core strategic impact areas: facts and figures, policies, people, institutions, and
finance.
RCREEE is financed through its member state contributions, government grants provided
by Germany through the German Development Cooperation (GIZ), Denmark through the
Danish International Development Agency (DANIDA), and Egypt through the New and
Renewable Energy Authority (NREA). RCREEE is also financed through selected fee-for-
service contracts.

Energy Efficiency Indicators Project
Summary
The objective is to design and implement a set of indicators to monitor and
assess energy efficiency performance and policies in RCREEE member states.
The project offers a regular and consistent baseline data generation process.
Information is used in regional benchmarking and decision making support in
designing energy efficiency policies. In addition to one consolidated regional
report issued, ten national reports were also conducted. The project is
complete. A regional seminar to disseminate study results was held on
November 29, 2012 in Cairo.

Arabian Renewable Energy and Energy Efficiency Database (AREED)
Summary
The project aims to develop an RE and EE information portal for all Arab
countries. The information database is modeled based on the Arab RE and EE
guidebook which was initiated by the League of Arab states. The portal back-
end will be accessible to an administrator network across Arab countries to
keep information accurate and up-to-date. Portal structure and back-end
data entry modules are completed. The portal is hosted by RCREEE and is in
the pre-launching phase currently.

Solar Atlas for the Mediterranean Region
Summary
The project aims to develop a high quality and easily-accessible database on
available solar resources in the Mediterranean and to disseminate relevant
information to stakeholders. The project brings solar resources data at 1 km
resolution, and represents the last 20 years of the region. The database is
free, and provides access to annual values, long-term monthly averages, and
support information for any location in the region.

eQUEST Adaptation Software for EE Building Compliance
Summary
The QUick Energy Simulation Tool (eQUEST) adaptation project aims to
develop a user-friendly software tool to aid building designers and energy
auditors to assess energy performance levels in buildings. Tunisia was used
as pilot case for this project to test the software feasibility in other member
states. The software will be ready before the end of June, 2013. The
international software consultancy firm, WBT was contracted to develop the
software solution.

Land Use Agreements and Power Purchase Agreements Models
Summary
The project aims to create models for Land Use Agreements (LUA), and
Power Purchase Agreements (PPA) to enhance large-scale renewable energy
projects tendering documents. It also aims to enhance the private sector
engagement in the region through facilitating tendering processes. These
models will assist member states to draft agreements focusing on the most
important elements to be considered. The project started in 2011 and draft
models were developed and circulated to member states for feedback. The
model final version and guideline are achieved, disseminated and published
online.

Solar Heating Arab Marking and Certification Initiative (SHAMCI)
Summary
The Arab Ministerial Electricity Council (AMEC) at the League of Arab States
asked RCREEE and the Arabian Industrial Development and Mining
Organization (AIDMO) to work on a standardization and certification systems
for Solar Water Heating Systems (SWH). The aim is to achieve a quality
certificate across the Arab region. The project produced a regional
certification model to be applied on national levels. A certification network is
established and endorsed by AMEC.

National Energy Efficiency Action Plans (NEEAP) End Use Electrical EE
Guidelines
Summary
The project builds on the initiative started in 2010 in which RCREEE
continues to coordinate with the League of Arab States and the Energy
Efficiency in the Construction Sector in the Mediterranean (MED-ENEC) to
support member states in developing their National Energy Efficiency Action
Plans (NEEAP). RCREEE supports in monitoring and evaluating methodologies
of NEEAP implementations through the agreement with the Energy
Department at LAS. NEEAP initiatives in Lebanon, Palestine, Sudan and Egypt
are finalized and adopted. Initiatives in Algeria, Jordan, Syria, Libya,
Bahrain, and Yemen are in different phases of preparations.

RCREEE Research and Development Grants
Summary
RCREEE continues the initiative started in 2010 to sponsor 4 research and
development projects in the region. The organization commissioned each
project with €40,000. 2 Projects in Egypt are complete and final reports are
submitted. The National Energy Research Center (NERC) in Jordan requested
an extension till December 30, 2012. The project installation is conducted
and the final report is submitted to RCREEE for feedback.
Outputs
• A wind turbine blade cleaning system research project (Mansoura University,
Egypt)
• One hybrid solar concentrated linear Fresnel PV/thermal collector, and 1 kW wind
demonstration station for energy cogeneration (German University in Cairo)
• A testing station for 5 types of PV technologies for characterization purposes in
Jordanian conditions (NERC-Jordan)

Country-Specific Demands and Technical Assistance Allocations
People are the core pillar for any change. We’ve been active in engaging
regional participants in various learning and development activities. These
include workshops, knowledge exchange missions, trainings, and more.
Regional Training Course on Renewable Energy Pricing and Trading
The event was organized in cooperation with LAS, Egyptian Electric Utility and Consumer
Protection Regulatory Agency, and NREA at LAS headquarters. Lecturers from Egypt,
Germany, and Turkey attended. 21 officials representing 10 member state regulatory
agencies, utilities, and energy ministries participated in the training.
The project expected impact is to improve member states’ competencies through
acquiring the necessary knowledge on policy design options. This includes Feed-in
Tariffs, green certificates, and guarantee of origin certificates. The training also offered a
simple-to-use tool that helps authorities to assess design options scenarios for applying
FiTs.
Principles of CSP and Wind Training
In participation with the Arab Union of Electricity (AUE), RCEEEE supported three
participants from Bahrain, Sudan, and Libya to take part in the training course held in
Morocco in cooperation with DLR.
Knowledge Exchange Mission from Algeria
RCREEE organized in cooperation with the Egyptian Ministry of Petroleum a knowledge
exchange mission for Algerian officials in Egypt on utilizing CNG in the transportation
sector.
Knowledge Exchange Missions from Sudan
RCREEE organized in cooperation with the Egyptian Electric Utility and Consumer
Protection Regulatory Agency (ERA) knowledge exchange missions for officials from the
Sudanese Electricity Regulatory Agency to their Egyptian counterpart focusing on RE
laws, regulations, tendering process and codes.

Capacity Development Activities
RCREEE organized and co-organized the following trainings and knowledge
exchange visits striving to provide its member states with a solid technical
assistance to enhance the diffusion of RE and EE technologies in the region.

The Regional Internship Program
RCREEE sponsored 11 interns in 2012 from Syria, Sudan, Palestine, Libya,
Tunisia, Colombia, Kirgizstan, Canada, Jordan, and Egypt. Interns
contributed to the implementation of specific projects such as; SHAMCI,
AREED, and NEEAP. They also supported the implementation of RCREEE’s
communication strategy, event management, project monitoring, and data
analysis.

Renewable Energy Policy Analysis Projects
Summary
Within the Memorandum of Understanding framework between RCREEE and
the International Renewable Energy Agency (IRENA), RCREEE was
commissioned to prepare two national case studies on Egypt and Morocco.
The case studies are on the role of resource assessment in designing policies
within the global renewable energy Atlas initiative. Moreover, RCREEE
conducted an internal position paper for IRENA on “Perspectives of Key
Players on DESERTEC and Mediterranean Solar Plan in North Africa”. Case
studies and position paper are finalized and delivered to IRENA.

MENA Network on Low-Carbon Development for Inclusive Growth
Summary
RCREEE initiated with the World Bank the Low-Carbon Development for
Inclusive Growth initiative in cooperation with the partners listed below. The
initiative intends to build a regional platform that boosts MENA countries’
capability regarding low-emissions development strategies. This helped
establishing regional dialogues with field experts and exchanging
experiences. The project adopts practical learning methodologies through
different activities such as workshops, video conferences and webinars. The
project helped developing three Nationally Appropriate Mitigation Actions
(NAMAs) case studies. The project aims to cover all the Arab countries, and
is expected to end by June, 2013.

United Nations Environment Program (UNEP)
took place on June 22, 2012. This aims to
facilitate the collaboration between parties to
leverage shared goals and objectives concerning
the promotion of renewable energy and energy
efficiency initiatives.
The World Bank A cooperation agreement with the World Bank
Group took place on June 14, 2012 to provide
assistance for low-carbon development in MENA
region.
Paving the Way for the
Mediterranean Solar Plan
(PWMSP)
A Memorandum of Understanding with Paving
the Way for the Mediterranean Solar Plan project
took place on June 4, 2012. It aimed to
cooperate in the sustainable energy policies and
support institutions field in the Southern and
Eastern Mediterranean Countries (SEMC).

Financials We started the year 2012 with 3,760,175 EGP as an opening balance
remaining from 2011. Our total fund remains steady compared to 2011. We
aim to increase the share of funds received by member states during the
next three years to reach 38% by 2016. We also look at fee-for-service
contracts to have a growing share of our funding.
The majority of our expenses came from salaries and allowances, followed by
consulting and events. While we aim to decrease our overhead from 27% to
23% by 2016, we believe tapping on top talents is a key factor to guarantee
a sustainable growth for the organization.
