Message from AUN Secretariat

On behalf of the ASEAN University Network (AUN), it is with great pleasure to congratulate AUN/SEED-Net to have accomplished so much over the year.

AUN/SEED-Net has contributed an immense amount of effort to create high qualifiedgraduatesbyutilizingtheirfullpotential.Thus,strengtheningthebondbetween different institutions enhancing academic network and technological capabilities throughout the year. It is important to note that without the provision of scholarships, academic assistances and grants by the Japanese government through Japan International Cooperation Agency (JICA) and Japanese supporting universities, it would not have been possible to attain network establishment and faculty development.

In accordance with the signing of the AUN/SEED-Net Cooperative Framework in phase III, advancement in technology has never been more important. It has assisted in the development of sustainable engineering education and research between institutions in ASEAN and Japan. I would like to take this opportunity to congratulate the AUN/SEED-Net for their hard efforts and contributions in tackling regional common issues through the exchanging of knowledge and technological trends with member institutions. We hope to strengthen our partnership with Japan and look forward to entering the next phase alongside each other.

At the 2nd ASEAN+3 Education Ministers Meeting, held in Vientiane, Lao PDR on 12th September 2014, AUN/SEED-Net was viewed to be instrumental in the promotion of Human Resource Development and Mobility through the various projectsandinitiativesthatwereorganized.

It is with great pride to be part of this effort; AUN will stand ready to continue our supporting role in creating competitive members and sustainable development of higher education and look forward to ongoing collaborations with Japan.

Message from Director General, Human Development Department, JICA HQs

In 2001, the ASEAN University Network/ Southeast Asia Engineering Education Development Network (AUN/SEED-Net) was established as a platform for

upgrading higher engineering education in ASEAN. It was based on the rigid belief that innovativeandhighlyqualifiedhumanresourcesinengineeringfieldwereindispensablefor sustainable economic development of societies in ASEAN which had been hit by Asian currency crisis in the late 1990s.

As pioneer of regional cooperation serving for multiple countries, the AUN/SEED-Net experienced various kinds of trial and error at its initial stage. However, supported by active participation of ASEAN member institutions and consuming dedication of Japanese supporting universities, it has made remarkable achievements in forming the foundation of academic network through the past phases between 2001 and 2013. Now, the AUN/SEED-Net is deemed as one of the most prominent regional cooperation projects because of its high ideal, long history, and large-scale operations.

The mission of the Phase 3 started in March 2013 is “Expansion and Deepening of the network”. To this end, several initiatives were newly employed such as: Nine ASEAN member institutions and three Japanese supporting universities joined the network to involve prestigious institutions/universities more; “Multi-hosting system” was introduced to encourage competition among hosting institutions in senior ASEAN countries; and “University-Industry Collaboration” became one of the main targets to be achieved to enhance universities’ contribution to the society. The year 2013-2014 was particularly important period for putting these new initiatives back on track, and ended with success except for some challenges to be considered at the remaining project period. I do believe these efforts will be a stimulus to bring much more dynamic and extensive output than ever before.

The Year 2015 is time for ASEAN integration. JICA is fully committed to support the establishment of ASEAN community through enhancing physical, Institutional, and people-to-people connectivity.On top of generating highly qualified humanresourcesinengineeringfield,theAUN/SEED-Nethasfosteredthespiritofmutualcooperation among ASEAN member institutions and trust relationship between ASEAN member institutions and Japanese supporting universities. This means that the AUN/SEED-Net has played a very important role in enhancing people-to-people connectivity and will continue to.

Lastly, since the Phase 3willmark the halfway point for the five-year periodofcooperation in 2015, a mid-term review is scheduled for this year. At the review, in additiontonecessarymeasuresformoreeffectiveandefficientimplementationofthe Phase 3, the future vision of the AUN/SEED-Net will be discussed toward further contribution to ASEAN integration and stronger tie between ASEAN and Japan. I would like to ask for your active participation in the discussion as well as continued support to daily activities.

My sincere greeting to all member of AUN/SEED-Net. Thank you all for your precious time reading our Annual Report 2013/2014.

This year marks our 13th year of long-tight cooperation in engineering education and collaborative research through academic network among our member institutions. We have successfully entered into Phase 3 of AUN/SEED-Net, where the transition has been smooth thanks to well collaboration and kind cooperation from our Member Countries, Member Institutions, Japanese Universities, and partneredorganizations.

Aiming to establish a region-wide system for advanced research and education by Member Institutions, in collaboration with Japanese Supporting Universities, our direction has been translated into project purpose as 4 pillars: (1) Capacity development of academic staff of Member Institutions, (2) Academic networking among member universities in ASEAN and Japan, (3) Addressing common regional issues, (4) Linkage between universities and industry.

Torealizeourobjectives,whicharetoaddresstheneedtoproducehigh-qualifiedhuman resources for our member institutions and to expand our support that leads to the contribution of socio-economic development by engineering education beyond academia, Multi-Hosting system and Field Management System, the Integrated Graduate Degree Program, and the U-I Linkage Activities have been initiated from Phase 3. AUN/SEED-Net will continuously promote brain-circulation and foster human resources development in the region.

Lastly,Iwouldliketoexpressmysinceregratitudetoallorganizationsandourfriends for all the efforts that make our achievement possible and strengthen our network.Ihopeyouwouldfindyourcontributioninoursuccess.Iassurethatwe can achieve more than where we were, so that our sustainable future leads us towards growth and prosperity of ASEAN.

Background & Strategy of Phase 3

Background of AUN/SEED-Net

Due to the need for sustainable development after the economic turndown in ASEAN region in 1997, AUN/SEED-Netwasofficiallyestablishedasasub-networkundertheauspicesofASEANUniversityNetwork(AUN)in 2001 from leaders’ initiatives derived at earlier meetings related to ASEAN - Japan Summit.

Full operation of AUN/SEED-Net Project started in 2003 with main support from Japanese Government through Japan International Cooperation Agency (JICA) and partially by ASEAN Foundation, Member Institutions and Member Governments. The network of AUN/SEED-Net was composed of 19Member Institutions from 10 ASEAN countries selected from leading institutions in engineering in respective countries. Project activities have been implemented by the Member Institutions and AUN/SEED-Net Secretariat with support from 11 leading JapaneseSupportingUniversitiesandJICAProjectOfficeforAUN/SEED-Net.

Signing Ceremony on New Cooperative Framework for Phase 3

Base on the remarkable achievements mentioned above, the Government of Japan has decided to implement Phase 3 cooperation for AUN/SEED-Net in collaboration with ASEAN Member Governments, ASEAN Member Institutions, the ASEAN Secretariat, the AUN Secretariat, the AUN/SEED-Net Secretariat, with support from Japanese universities. Since the basic concept of phase 3 had some expansions in membership in ASEAN and inJapan,objectives,activitiesandsoon,itwasneededtosigntheagreementwithorganizationsconcerned.

Representatives of Governments and Member Institutions in ASEAN and Japan, and key agencies such as JICA and the AUN Secretariat gathered in Bangkok on November 29, 2012 to sign on the New Cooperative Framework of the AUN/SEED-Net for Phase 3.

TheSigningoftheCooperativeFrameworkwasasignificantmilestonefortheAUN/SEED-NetNetworksincethe Inauguration Ceremony. The new Cooperative Framework was made for the operation of the AUN/SEED-Netphase3whichhasstartedinMarch2013withtermoffiveyearswiththenewframework.

Project Purpose to be achieved at the end of project period

Region-wide system for advanced research and education is established by Member Institutions in collaboration with Japanese Supporting Universities.

• To strengthen linkage among Member Institutions, industries, and communities.

• To establish system to conduct research activities addressing common regional issues.

• To improve research and educational capacities of faculty staff of Member Institutions.

Project Operation Strategy

Torealizethemissions,aconsortiumofgraduateschoolsofengineeringhasbeenestablishedtoproducegraduateswithhigherdegreesof internationalstandardbyutilizing leadinghumanresourcesfromMemberInstitutions and Japanese Supporting Universities.

10engineeringfieldshavebeenidentifiedandassignedtoMemberInstitutionstoactasregionalhubs,so-calledHost Institutions. These Host Institutions are responsible for managing activities of the Project including training youngacademicstafffromothermembersinthefields,withacademicassistancefromJapaneseSupportingUniversities.

AUN/SEED-Net provides integrated support of scholarships, and grants for faculty development and network establishment. Our scholars receive a package of scholarship and research funding during study and after graduation. Academic exchanges and staff mobility are promoted through several programs to facilitate joint supervision of students and research collaboration.

WealsosupportorganizingRegionalConferencetobeaforumforacademics,professionals,andstudentstoexchange knowledge and technological trends, to present research works, and to discuss future collaboration.

Through those activities AUN/SEED-Net makes contribution to advancement of industry in the region, to address regional common issues, and to enhance capacity of Member Institutions and the network to function as a platform for promotion of science and technology in the region.

Main Programs

(1) Graduate Degree Scholarship Programs

Graduate Degree Scholarship Programs for young academic staff or prospective staff of Member Institutions aim to develop capacity of the academic staff, in order to establish a platform for human resource development in science and technology in this region.

1.1 Master’s Degree Program at Host Institutions in ASEAN with collaborative research support with Japanese professors

1.2 Doctoral Degree Sandwich Program at Host Institutions in ASEAN with collaborative research support by Japanese professor with short-term study in Japan once or twice for a total duration of 8 months

1.3 Doctoral Degree Program in Japan at Japanese Supporting Universities

1.4 Doctoral Degree Program in Singapore offering a direct pathway to doctoral level for bachelor’s graduates

(2) Research Program

2.1 Collaborative Research Program with Industry to contribute industrial development through innovations and application of high technology, this program supports academic staff of Member Institutions to conduct collaborative researches with industry under the guidance of Japanese professors. Counter-budget from industry is required.

2.2 Collaborative Research Program for Common Regional Issues supports academic staff of Member Institutions in conducting multinational collaborative researches on Common Regional Issues facilitated byJapaneseprofessors.Theinvolvementsofnationaladministrativeorganizationsorresearchinstitutesare recommended for more contribution to practical activities.

2.3 Collaborative Research Program for Alumni is for young academic staffs who have obtained a doctoral degree with supervision by Japanese professors through any AUN/SEED-Net programs. The alumni receive support to work on research at their institutions in the region, facilitated by former Japanese supervisors or co-advisors.

2.4 Research Fellowship Program supports young academic staffs who have obtained a doctoral degree through any AUN/SEED-Net programs to have a chance to continue their research work at Host Institutions in ASEAN or supporting universities in Japan for a maximum of 6 months.

(3) Networking & Mobility Program

3.1 Japanese Professor Dispatch Program supports Japanese professors to visit Member Institutions in ASEAN in order to give joint research supervision of AUN/SEED-Net students, discuss research collaboration or participate in AUN/SEED-Net Regional Conferences.

3.2 RegionalConferenceisannuallyorganizedbyfieldinASEANregionwiththepurposetopresentresearchoutputs of AUN/SEED-Net network, to exchange information on research and technology trends, and to pursue discussions on future collaborative research topics.

3.3 “ASEAN Engineering Journal” has been launched to be a platform for engineering scholars and researchers to publish knowledge from academic research outcomes in ASEAN to improve research quality through review process, and to strengthen academic society and network.

3.4 Short-termResearchPrograminJapanprovidessignificantsupporttoacademicstaffofMemberInstitutionsto visit Japanese Supporting Universities for academic activities or network strengthening for a maximum of 10 days.

3.5 Short-term Visit Program in ASEAN provides staff of Member Institutions with a chance to travel for 30 days maximum to other Member Institutions in ASEAN for research work, technical assistance, network strengthening,ormeetingonfield-wiseactivities.

(4) University - Industry Linkage Program

4.1 University - Industry Linkage Promotion Training provides faculty staff from Member Institutions with a short training in Japan on how to make a linkage with industry through research. After training, Japanese experts are dispatched to monitor and give advice to former participants of the course as well as other faculty staff.

4.2 Learning Management of Technology (MOT) is recommended for AUN/SEED-Net students and young academic staff to understand the importance of conducting research from the standpoint of necessary technology relating to the industrial sector.

4.3 Seminar on Making linkage with Industry gives a chance to participants to get knowledge on formulation andoperationofeducationprogramsreflectingtechnologicaltrendsintheindustrialsectororonmakingUniversity - Industry Linkage to help Member Institutions to contribute development of industry, as well as toenhanceresearchandeducationcapacityofMemberInstitutionstogeneratehighlyqualifiedgraduateswho can contribute to the development of industry.

Member Institutions from ASEAN and Supporting Universities from Japan

Since its inauguration in 2001, AUN/SEED-Net has been operating any activities with 19 Member Institutions from ASEAN and 11 Supporting Universities from Japan. For the operation of phase 3, we have welcomed new members from ASEAN and Japan to our Network. We have included seven new Member Institutions from ASEAN: University of Indonesia and Institut Teknologi Sepuluh Nopember from Indonesia, Universiti Teknologi Malaysia and Universiti Putra Malaysia from Malaysia, Mindanao State University - Iligan Institute of Technology from the Philippines, and Kasetsart University and Thammasat University from Thailand; plus three new supporting universities from Japan: Nagoya University, Osaka University, and Tohoku University. Currently our Network is composed of 40 universities from ASEAN and Japan.

Overall Number of Applications by Field

In Japanese Fiscal Year (JFY) 2013, Master’s Degree Program received 234 applications; 1st priority (161), and 2nd priority (73).

The highest number of the 1st priority of Engineering Field selected by applicants ranked respectively; CE (36), EnvE (25), and ME/ManuE (24), while the lowest number ranked by ChE (5), EneE (5), and MatE (4). For the 2nd priority, CE (5), EnvE (5), and ME/ManuE (5) received the most applications, and ChE (1) fewest applications.

When comparing the overall number of applicants by Engineering Field based on their 1st priority; the most applicants came from CE (36), EnvE (25), ME/ManuE (24) respectively, while the fewest applicants were the same from ChE (5) and EneE (5), and MatE (4).

The most applicants were from EnvE (12), CE (11), and the same number for CIE (7), EneE (7), and ME/ManuE (7), while the fewest applicants was ChE (3).

For the number of scholarships, the highest numbers were granted to EnvE (4) and CE (3), same number for CIE (2), EEE (2), EneE (2), GeoE (2), ME/ManuE (2), and each for ChE (1), MatE (1), and ND (1).

The overall number of applicants (511) by Sending Institutions reported in the last 4 years (JFY 2010-2013) ranked as follows; 2013 (161), 2010 (158), 2011 (111), and 2012 (81). When comparing the total number among SI within 4 years; the top-3 applicants came from ITC (173), NUOL (118), and HCMUT (56), while the same fewest was from ITB-INA (2), UI (2), CU (2), and KU (2).

I am really grateful to AUN/SEED-Net for all support throughout my Master’s

DegreestudyatKMITL,andespeciallythebenefitsofbeingAUN/SEED-NetAlumni.

At KMITL, I had a great opportunity to work in a warm laboratory with my advisor, Asst. Prof. Dr. Panarat Chernthanomwong, who introducedmetotheWirelessCommunicationfield,thatIfoundgreatinterest.StayinginThailandwasabitdifficultatfirst,butthekind and enjoyable atmosphere from both international and Thai students had helped me to gradually adapt to this new environ-ment as well as to improve my English, both communication and writing skill. Besides, there were some special activities prepared by International College and Faculty of Engineering where all international students learned about Thai traditional activities and culture. It was a good time to make friends and enjoy with the social life in Thailand. One of the most memorable experiences was at “ASEAN Cultural Festival” in 2012 where I was invited to be a presenter ofLaoculturewithotherASEANstudents.Itwasmyfirsttimetostandonthestagewithmypartnertobeasked about Lao culture. I felt excited and happy.

After graduation in May 2013, my life has completedly changed. I came back to Lao PDR on 30th May 2013, and started to be an As-sistance Lecturer at National University of Laos (NUOL), Faculty of Engineering, Department of Computer Engineering and Information Technology.

From that day until now, I have carried on my research since graduate years, and been participating in various academic activities and program under the support of AUN/SEED-Net; for example, academic regional conference: RCCIE 2013 in Bangkok, where I was invited to be a speaker with my accepted research paper, and also coming RCCIE 2014 in Yogyakarta, and for mobility programs: I plan to participate, SRJP 2014 and SVAS 2014, which would allow me to revisit my co-advisor, Prof. Dr. Jun-Ichi Takada, and meet otherprofessorsandfriendsinthesamefield,workinginthewarmlaboratorywithprofessionaland friendly researcher-peers. Without the support of AUN/SEED-Net, I would not have been to where I am. This support has enriched my personal growth and academic life as an Assistance Lecturer at NUOL. The highest number of the 1st priority of Engineering Field selected by applicants ranked respectively; EnvE (7), EEE (6), and GeoE (6), and while the lowest number ranked by CE (2), ChE (2), CIE (2), and ND (1).

For the 2nd priority, EnvE (3) received the most applications, while CIE (1), EEE (1), MatE (1), and ND (1) re-ceived the same number of application.

Short-term Study Program in Japan

The Short-term Study Program in Japan (SSJP) was designed for AUN/SEED-Net Doctoral Degree Sandwich students as its attachment feature program, aiming to provide its scholars an opportunity to conduct research at the Japanese Supporting Universities under the supervision of respective Japanese co-advisor.

The maximum period of SSJP is 8 months. Students may choose to conduct only one trip for 8 months maxi-mum, or two separated trips (1-month short-trip & 7-month long-trip) during the whole scholarship period.

Inprinciple,AUN/SEED-Netencouragesstudentstomaketwotrips,startingfirstwith1-monthtripforthedetail planning of research activity in Japan, then followed by 7-month trip for the actual research activity. The decision making was based on students’ research plan in consultation with Advisor at ASEAN Hosting Institu-tion and Co-Advisor at Japanese Supporting Universities.

Experience studying at USM, Malaysia

First of all I would like to introduce myself, my name is KRY Nallis. Currently, I am a head of Geo-resources and Geotechnical Engineering department at Institute of Technology of Cambodia (ITC). I am very glad to be given a chance to share my experience of doing my Master degree and PhD at Universiti Sains Malaysia (USM).

In 2007, I was awarded for Master Degree Program scholarship under AUN/SEED-Net Program to study at USM,MalaysiainthefieldofMaterialsEngineering.AftercompletionofmyMasterDegree,Iwasawardedagainfor Ph.D scholarship to study at USM under the support of AUN/SEED-Net Program. During my study at USM, Ilearnednotonlyengineeringfieldbutalsothecultureofthiscountry,theirworkingstyleandIwasexposedin the country where the people have different ethnicity but they can live together peacefully. Malaysian people are very friendly and helpful. For me, I would say that doing Master degree and Ph.D. were not easy, there were many challenges in my study life over there but I was happy as I am not alone. I was surrounded by all the knowledgeable people from different countries who are willing to share and help each other. Doing my master degree and Ph.D at USM were a great chance for me to gain more knowledge, to get my degrees, to conduct the research, to explore this country and especially to know more people from different countries

in the world with the same and different field of study.Together with them, I experienced many things such as how to adapt myself with the people with different culture, food and religion and how to enjoy with them. It was such a great experience that I would never know if I was not givenachancetostudyabroad.AtfirstwhenIjustarrivedto USM, I felt lonely and homesick, I think almost all the students who had experience studying abroad would feel the same as me. But after I got to know more people and I started my research, I felt happy to stay there that is why I decided to further my study to Ph.D.

During the scholarship period, I also visited Tokyo Institute of Technology (TIT) under the attachment study program for Ph.D. scholar called Short-Term Study in Japan (SSJP). That was the time that I experienced not only different culture, food and religion but also the weather. I also learned a lotofthingsbesidesengineeringfieldwhenIwasinJapan.Ilearnedabouttheir good attitude toward others, their punctuality and their working style.

Finally, I would like to extend my sincere thanks and appreciation to AUN/SEED-Net for giving me a chance to further my study to Master’s degree and Ph.D. Without the support from this program, I would not haveachanceto learnbothhardskills (Engineeringfield)andsoftskills (Management and leadership skills) which I am applying them in my current job as a head department.

AUN/SEED-Net made 10 quota offers for Doctoral Degree Program in Singapore JFY 2013 intake; however onlyhalffulfilledthisoffer.

The successful applicants accepted the scholarships offer and started their scholarships as JFY 2013 intake reported by HI as follows; NTU (4) and NUS (1).

Collaborative Research Program for Graduate Degree Program

Collaborative Research Program (CR) enriches research collaboration between MIs and JSUs under a joint supervision of AUN/SEED-Net’s students. The program helps to ensure student’s high quality thesis research andsuccessfultimelydegreecompletion.AUN/SEED-Net’sstudentscanutilizeCRfundsforresearchexpensessuch as buying research equipments and reference books as well as to present their papers in international conferences.

AUN/SEED-Net opens application for CR program twice a year in March and September.

In JFY 2013, 139 projects were implemented for both Master’s Degree and Doctoral Degree with total amount of 538,100 USD.

The highest number of Alumni ranked by SI respectively; UGM (133), NUOL (118), and NUOL (114).

While comparing by country, Vietnam (211); HCMUT (117) and HUST (94) had the highest number of Alumni, followed by Indonesia (179); ITB-INA (46) and UGM (133).

Collaborative Research Program with Industry

Collaborative Research Program with Industry (CRI) is initiated primarily to encourage research collaboration between faculty staff of Member Institutions (MIs) and industries in ASEAN countries as well as in Japan. The program provides at the maximum US$ 50,000 per grant for two-year research period and requires counter budget from the industry for at least 20% of the total grant from AUN/SEED-Net. Extra Japanese Professor DispatchProgramtripsarealsogivenforprincipleinvestigatorstofinancetheirvisitstoresearchsites.

As one of the core research programs in project Phase 3, the program drew as much interest from MIs as 22 applications were submitted in JFY2013. The largest number of applications came from HCMUT, HUST and UGMconsecutivelywhileChE,EEEandME/ManuEwereamongthetopthreeactivefields.Afterathoroughreview,8projectswereawarded-oneeachto8fields.ThebiggestnumberoftheawardswenttoHCMUTwheretheirresearchproposalsandmethodologywerewelldefinedwithfirmobjectivestoenhancethecol-laboration with private sectors. In JFY 2014, 13 applications were received from 6 MIs. More than half came from Hanoi University of Science and Technology.

Collaborative Research Program for Alumni Members

Collaborative Research Program for Alumni Members (CRA) offers the opportunity for alumni of AUN/SEED-Net’s doctoral degree programs to conduct research with their former advisor from Japanese Supporting Universities (JSU) acting as co-investigator. The applicant must be a full-time faculty member of Member institutions (MI) to be eligible for the US$ 25,000 research grant over a two-year implementation period. In JFY 2013, there were a total of 28 applications. By MI, the highest amount of applications was 5 each from ITC, UGMandHCMUT.Byfield,MechanicalandManufacturingEngineeringwasthemostpopularfieldwithatotalnumber of 5 applications. Out of the 15 awards, ITC and UGM had the most awardees with 4 at each institution. InJFY2014,thenumberofapplicationssawasignificantdecreasetoatotalof10applicants.HCMUThadthehighest number of applications at 4.

Collaborative Research for Common Regional Issues

Collaborative Research for Common Regional Issues (CRC) encourages researchers in Member institutions (MI) to have a joint research across the ASEAN with collaboration from a researcher in Japan under the condition that there must be at least 2 researchers from the different countries of MI and 1 Japanese researcher from Japanese Supporting Universities (JSU) to join the research. In 2013, there were totally 34 applications. In terms of MI, HUST reported the highest number at 8 while UTM read the second highest applications at 5. In terms of Field, Environmental Engineering and Natural Disaster reported the highest number of applications equally at 6. As for the awards in 2013, BUU and HCMUT reported the highest number of awards at 2 in terms of MI while EnvE and ND held the highest number of awards at 2 in terms of Field. In 2014, the total number of applications dropped to 22 with UTM dramatically reporting the highest at 9 followed by HCMUT at 4.

Collaborative Research for Common Regional Issues

AUN/SEED-Net project has a breaktrough in offering research grants, one of them is CRC grant. By this fund I had to seek for at least one research partner in ASEAN. I found that this requirement encouraged me to broaden my research collaboration and networks. Now I have several research partners in Thailand with various research fields through this grant.Moreover, this grant is supervisedbyprominentprofessorsfrom Japan to ensure what I have done is on the right track. By combining the research strength of each parties followed by flexibility in fund spending among equipments,consumables and trips, aswell as the full support fromAUN/SEED-Netoffice staffs,make this research activity full of enjoyment to be done.

Furthermore, this research grant aims to bring a solution for a common issue in ASEAN region. I got this fundingfordevelopingabetteranaerobicwastewatertreatmentusingimmobilizedmedia.Wastewaterisoneof major problems in ASEAN region due to high population and low level of infrastructure. I hope my research can bring a new idea in treating organic wastes from community and industries for better environment.

Research Fellowship for Postdoctoral Study provides a chance for alumni or graduating students of AUN/SEED-Net doctoral degree programs (PhD Sandwich, PhD in Singapore and PhD in Japan) to continue weaving a stronger relationship on collaborative research with their accepting Institutions.

Two types of fellowships, one in ASEAN and another one in Japan, are provided to applicants for a continuous stay in the same accepting institutions from 3-6 months. Eligible applicants are alumni who graduate less than 3 years from the time of application and currently are faculty members of MIs, or graduating students who are committed to become faculty members at MIs.

In JFY 2013, total 6 applications for fellowships in Japan were received; 3 from UY, 1 each from BUU, HCMUT and YTU. There was no application received for fellowships in ASEAN. After the screening process, 3 applicants fromHCMUT,UYandYTUwereawardedinthefieldofGeoE,MatEandME/ManuE.InJFY2014,therewere4 applicants for fellowships in Japan submitted from UGM, UM and UY.

This is my great honor to attend the Research Fellowship for Postdoctoral Study (RF) at Kyoto University from 2013-2014 in the scope of AUN/SEED-Net program. As lecturer in Ho Chi Minh City University of Technology (HCMUT), I have opportunity to dispatch the latest knowledge that I have been trained in Japan to my students. After 1 year served in HCMUT, I decided to expand my knowledge in medicine engineering, especially in DrugControlreleaseandStemCellfield.ThankstothesupportingofAUN/SEED-Net, I have chance to do research in Kyoto University, and build the connection with Prof. Yasuhiko Tabata (Institute of Medical Science), Prof. Juichi Ito and Prof. Shinya Yamanaka (Center for iPS cell research and application). When I backed to HCMUT

in 2014, I still keep contact with these Professors, and I had visited them again in November 2014, during the InnerEarBiology(IEB)workshop.ItneedstobeemphasizedthatIhavebeenawardedthebesttravelresearchaward during the IEB (worth up to JPY 100,000), based on my research in Kyoto University and HCMUT. At the present time, I am also working closely with medical doctor in Ho Chi Minh City University of Medicine based on my research in Japan. These living and working experience in Kyoto University is very valuable for me. Deep to my heart, I would like to give my special appreciation to the supporting of AUN/SEED-Net and JICA.

Japanese Professors Dispatch Program

To strengthen our research schemes, Japanese Professor Dispatch Program (JPDP) is attached to AUN/SEED-Net research grants namely, Collaborative Research Program with Industry (CRI), Collaborative Research Program for Common Regional Issues (CRC), and Collaborative Research Program for Alumni Members (CRA).This is referred as “Research-based JPDP”. In JFY 2013, the total of 44 trips was made by Japanese academic staff to various research sites at Member Institutions. The objective was mainly to assist and to give consultation to researchers in ASEAN countries.

In conjunction with strategic directions of each Field Management Team, which is the management body of each10engineeringfields,Japaneseacademicstaffcanalsobedispatchedtoparticipateinfieldactivities.Visitscouldbetodeliverkeynotesorlectures,tosupervisestudents,ortostrengthennetworkwithinthefield.Thisisreferredtoas“field-basedJPDP”.

In addition, 26 trips were made to various countries with different purposes including to strengthen networking between Japan and non Hosting Institutions, to participate in University-Industry Seminar, to attend AUN/SEED-Net Advisory Committee meeting, and to oversee Steering Committee and Secretariat management.

Short-Term Visit Program in ASEAN

Short-Term Visit Program in ASEAN (SVAS) is provided for faculty staff of Member Institutions (MI) to visit other MIs in ASEAN for various academic purposes such as capacity building, research collaboration, networking, etc. Each trip may last from 7 – 30 days, and connected trips to visit multiple MIs are also possible. A total of 30 slots are generally offered each year. In JFY 2013, there were a total of 18 applications and all 18 were awarded. HUSThadthehighestnumberat3applicationsandawards.Byfield,ME/ManuEwasthemostactivewith6applications and awards, followed by EEE and ChE with 4 and 3 applications and awards respectively.

Short-Term Research Program in Japan

Short-Term Research Program in Japan (SRJP) provides an opportunity for a researcher of Member Institutions (MI)toconductaresearchwithJapaneseSupportUniversities(JSU)inJapaninordertomaximizetheirresearchoutcome. Many MIs applied for this program, and in 2013, there was the total number of applications at 49. HUST reported the highest number at 10 followed by KU and UGM at 7 and 6, respectively. In terms of Field, therewereapplicationsinallfieldswithCIEasthehighestat8andCE,MatE,andME/ManuEat7equallyasthe second. The total available slots for this program were 30. Some applying MIs could earn a slot or more depending on the quality of their proposals and the number of applications. HUST and UGM reported the highest number of awardees at 6. As for Field, all were awarded with CIE and EnvE holding the highest at 5 followed by CE and MatE at 4.

TwoUniversity-IndustryCollaborationSeminarstookplacein2013.OnJune21st,thefirstAUN/SEED-NetUniversity-Industry Collaboration Seminar was held in Bangkok. Supported by various business promotional agencies,theeventwasorganizedwithanobjectivetopromoteandtostrengthenUniversity-Industrylinkages.SeveralnotablefiguresfrombothinternationalindustryandacademiawereinvitedtosharetheirviewsonU-Icollaboration in ASEAN region. The seminar attracted nearly 200 participants including public audience and representatives from 25 Member Institutions.

The second event was in Jakarta on September 18th. AUN/SEED-Net University – Industry Collaboration Seminar on “Successes and Challenges in University-Industry Collaboration for Accelerating Indonesian Economic Growth”wasjointlyorganizedbyfourmemberinstitutionsinIndonesia.Servingasaplatforminexchangingideas andexperiencesbetween industry andacademia specifically in Indonesia, the seminar featuredmanyprominent speakers and panellists from local and Japanese academia as well as local and Japanese industry. The event drew as much attention from the public as more than 200 participants attended.

Led by University of Indonesia, the other three universities namely Institut Teknologi Bandung, Universitas GadjahMada,andInstitutTeknologiSepuluhNopemberallplayedmajorrolesinorganizingtheevent.NotonlyDepartmentofHigherEducationofIndonesiabutalsoJICAIndonesiaofficeproactivelyprovidedassistancetotheorganizingcommittee.ItalsoreceivedsupportfromMissionofJapantoASEAN,JakartaJapanClub(JJC)andTheJapanExternalTradeOrganization(JETRO)Jakarta.

The Directory for Engineering

As part of the objective to promote University-Industry Collaboration, AUN/SEED-Net has launched “the Directory for Engineering”, a laboratory directory of MIs which is a tool to link industry to university partners. The Directory aims to be a platform between industry and academia both in ASEAN and Japan to acquire and provide details of university research facilities and laboratory services as a reference for future collaboration.

In JFY 2013, AUN/SEED-Net has actively published “the Directory for Engineering” for 4 Editions in 4 countries namely Thailand, Indonesia, Malaysia and Philippines. Apart from the hard copies, AUN/SEED-Net also provides a comprehensive 4 Editions of Directory in a DVD version for user’s convenience.

Capacity Development for University – Industry Collaboration

In one of AUN/SEED-Net’s many initiatives to enhance University-Industry Collaboration at Member Institutions (MI), 2 intensive training programs are held with different targets in mind. Firstly, the Intensive Course on Management ofTechnology (MOT) aims to foster young academic staff atMIs to become highly-qualifiedresearchers with the intention of contributing to industry by providing participants with the basic understanding ofthreefundamentaltopicsofMOT:IntellectualPropertyRights,Marketing,andManagingInnovation.ThefirstAUN/SEED-Net Intensive MOT course was conducted at JICA Tokyo International Centre, Tokyo, Japan, from 18 – 31 August 2013, with the kind support of Shibaura Institute of Technology.

Later on in JFY 2013, the second type of training was conducted, namely, Intensive Training on Promotion for University - Industry Linkage on 4 – 16 November 2013. This training program was conducted with the cooperation of Toyohashi University of Technology (TUT) in Toyohashi, Japan, and is open to the faculty staff who are responsible to promote U-I linkage activities in their respective MIs. As a pilot stage of the program in 2013, the training was open to MIs in four countries: Thailand, Indonesia, Malaysia and the Philippines. Through a series of practical case studies, discussion and exchanging viewpoints regarding actual implementation of U-I linkage activities at TUT, the participants strengthened their capacity to develop and improve the conditions for U-I linkage in his or her own MI.

Not only did they visit laboratories and discuss with TUT professors in order to learn how to formulate effective andefficientU-I linkageactivities,butmost importantly,theparticipantshadtheopportunitytovisitsomelocal companies who have collaborative research activities with TUT as case studies. During the training, the participantsalsoattendedtheOpenForumorganizedbyInternationalCooperationCenterforEngineeringEducation Development (ICCEED), TUT, where they had the opportunity to introduce the R&D capabilities of their respective MIs and present the possibilities of U-I linkage to invited Japanese companies.

Capacity Development for University – Industry Collaboration

As the AUN/SEED-Net’s U-I coordinator for Kasetsart University, attending the intensive training course on the Promotion of University-Industry (U-I) Linkages at Toyohashi University of Technology (TUT) during 4-16 November 2013 was a great experience, in both academic and social respects. The schedule involved various types of activities, including factory tours, university laboratory visits, and several enlightening lectures. In particular, I enjoyed the lectures about strategies on how to initiate and deepen U-I linkages from both the university’s point of view and industry’s requirements. I was very impressed to witness the successful U-I collaborations that professors from TUT have established with various industrial sectors. I could sense the hard effort, enthusiasm and perseverance shown by both sides to achieve their mutual research objectives.

Moreover, I made new friends and professional networks from Japan, Indonesia, Malaysia, Philippines, and Thailand. Some discussions I had with other participants during thetrainingsessionswereextremelybeneficial.Theseresulted in several new ideas which I could subsequently implement at my university. Finally, I would like to thank AUN/SEED-Net for giving me this opportunity to participate in their training course, TUT’s professors for demonstrating their impressive research work, and Japanese companies for making their factories available for our visits.

Advisory Committee for University – Industry Collaboration

In order to facilitate the implementation of AUN/SEED-Net’s University – Industry Linkage promotion activities in Phase 3, JICA formed the Advisory Committee for University – Industry Collaboration consisting of high profilemembers fromThaiandJapaneseacademia, industry-relatedorganizations,andJICA.Basedontheirknowledge and expertise, the committee provides recommendations for AUN/SEED-Net to further develop and implement its U-I activities in the most effective way.

In JFY2013,the1stand2ndofficialmeetingsoftheU-IAdvisoryCommitteewereheldatArnomaHotel,Bangkok, Thailand (attached to the University – Industry Collaboration Seminar in Thailand) on 21 June 2013, and at Chulalongkorn University, Bangkok, Thailand, on 4 March 2014, respectively. Main agendas discussed at the meetings were as follows: the action plan for University-Industry activities under AUN/SEED-Net (Phase 3), analysis of Collaborative Research Program with Industry (CRI), promotional activities, capacity development, and way forward.

The meetings usually have invited guest speakers to give insight on actual cases of collaboration happening on the ground; for example, Assoc. Prof. Dr. Ika Dewi Ana from Universitas Gadjah Mada and Dr. Rudi Wigianto fromPTPrimaDentaGatra Internasionalwhosuccessfullydevelopedandcommercialisedthefirst locally-produced graft bone in Indonesia under CRI program in JFY 2011, and Assoc. Prof. Dr. Watit Benjapolakul from Chulalongkorn University and Mr. Prasitchai Veerayuttwilai from Samart Telecoms Co., Ltd. who developed "Future Home Energy Management" in Thailand also under CRI program in JFY 2011.

With three-year of preparation, it is certain that the application to aforementioned citation index would be assuredly considered. While awaiting this achievement, quality improvement and research advancement are reinforced; this would lead to ASEAN Engineering Journal as a reliable source of research works in ASEAN and international level.

Hosted by National University of Laos (NUOL), the 20th Steering Committee Meeting and Year 2013 Annual Meeting successfully ended on 15 November 2013. Attending the meeting were delegates from 26 Member Institutions(MIs),ASEANSecretariat,ASEANUniversityNetwork,JICALaosOffice,MissionofJapantoASEAN,Embassy of Japan in Laos and Japan Science and Technology Agency (JST), with the special addresses from Assoc. Prof. Dr. Kongsy SENGMANY, Vice Minister of Ministry of Education and Sports, Assoc. Prof. Dr. Saykhong SAYNANISH, Vice President of NUOL, Mr. ARIBAYASHI Koji, First Secretary, Mission of Japan to ASEAN and Ms. KAYASHIMA Nobuko, Director General of Human Development Department, Japan International Cooperation Agency (JICA).

Annual Report and Monitoring Report of JFY 2012, Progress Report of JFY 2013 and discussions on related matters to project activities were put forward.

The meeting also discussed future plan after Phase 3, cost sharing policy and the sustainability of the project.

Detailsofthe20thSteeringCommitteeMeetinghavebeenpublicizedintheformof“Minutesofthe20thSteeringCommittee Meeting and Year 2013 Annual Meeting”. All Steering Committee members, MI representatives and observers extended the highest appreciation to NUOL and the AUN/SEED-Net Secretariat for wonderful hospitalityandorganizationofthemeeting.The21stSteeringCommitteeMeetingandYear2014AnnualMeetingwill be hosted by Universiti Putra Malaysia (UPM).

The 1st AUN/SEED-Net Working Group Meeting 2013

The 1st AUN/SEED-Net Working Group Meeting 2013 took place at Montien Hotel, Bangkok, Thailand on 11-12 March 2013. The meeting hosted a total of 47 participants from all the Member Institutions to enroll in thetwo-daymeetinginordertointensivelydiscusstheAUN/SEED-NetPhase3.Maindiscussionofthefirstday was about (1) overview and frame work of Phase 3, (2) detail of program implementation, and (3) contract matterandfinancialregulation.Onthesecondday,topicofdiscussionrelatedto(1)regularmonitoringofproject activities and (2) cost sharing. For the smooth implementation of Phase 3, this kind of working level meetingwillbeorganizedoccasionally.

Open House

On 14 November 2013, over 200 students and representatives from 8 MIs attended AUN/SEED-Net Open House 2013 for Graduate Scholarship Programs 2014 at National University of Laos (NUOL), Vientiane, Lao PDR. Presentations were given on the overview of each Host Institution (HI); Chulalongkorn University (CU), National University of Singapore (NUS), Nanyang Technological University (NTU), Universiti Putra Malaysia (UPM), Universiti Sains Malaysia (USM), King Mongkut’s Institute of Technology Ladkrabang (KMITL), and Thammasat University (TU). During the Open House, students gained insightful information about graduate programs, scholarships and life in host countries while professors had a chance to meet and recruit high potential candidates and conduct promotional activities of their institutions. The session ended by a campus tour for the professors.

AUN/SEED-Net actively promote our programs and activities in wide range of public relations. Our target groups are members/ stakeholders of the network and public outside the network. For members/ stakeholders of the networkincludingresearchers,students,advisors,co-advisors,fundersfrominternationalagencies,organizations,industries,andhigh-rankingofficials,weaimtocontinuouslypromotefurtherunderstandingaswellascreatesustainability by strengthening the network within member institutions. For public outside the network, we aim to promote the network’s recognition, credit, and merits.

Public Relations Strategy and Achievements

The main tools of our public relations is AUN/SEED-Net website. (http://www.seed-net.org/home.html) This platformistoshareinformationamongnetworkmembersandpublicizethenetwork’sactivities.

AUN/SEED-Net has launched a Graduate Program website as an additional platform to provide information on all graduate programs, namely Master’s and Doctoral Degree Programs. The site includes information about all 10engineeringfieldsaswellasprofessors/lecturersandtheirCVswhichcanhelpapplicantstoidentifytheirfuture advisors in their scholarship applications.

Apart from that, AUN/SEED-Net has recently launched University-Industry Linkage website. This site aims to helpindustriesinfindingresearchpartnersfromourmemberuniversitiesinASEANaswellasapplyingforfinancialopportunitiesforCollaborativeResearchesProgram.Therefore,itisusedtopromotelinkagebetweenindustries and member institutions.

Consideringsocialmediaasadirectpathtoconnectwithourviewers,theofficialFacebookpageofAUN/SEED-Net (https://www.facebook.com/aunseednet) received total of 1,410 page Likes which is 69.06% more thanpreviousfiscalyear.

Newsletter were periodically released and distributed.Infiscalyear2013,wehaveissuedNewsletter Volume 9 total of 4 issues.

AUN/SEED-Net also have been publishing other printed materials to promote our programs and activities such as brochure, directory, factsheets, and ASEAN Engineering Journals. ASEAN Engineering Journal has been sent worldwide range of receivers including Member Institutions and Japanese Supporting Universities.

AUN/SEED-Net issued many articles for press release to promote linkage between industry and member institutions. We have issued an article on; (1) FNAMagazine,freequarterlyJapaneseindustrialmagazineinThailand, (2) InfoBiz, monthly Japanesebusiness magazine inThailand, and (3)HorizonThailand,ThailandOfficialTradeNewsletter sponsored by Department of International Trade Promotion, Ministry of Commerce.
