I would like to take this opportunity to extend my gratitude to our executive board members, community partners, team and volunteers, for your vested time and dedication to CareerSource Pasco Hernando. Because of your commitment we are able to better the lives of Pasco and Hernando counties residents through economic success. CareerSource Pasco Hernando enhances economic development efforts of our region by providing a well-trained, high skilled workforce, which supports the growth of local businesses and improves quality of life. Whether a volunteer or paid professional, we find inspiration through the personal success stories of the individuals and businesses we help daily. Due to the hard work and dedication of our team, we have readily available programs that are tailored to jobseekers and employers. To better equip jobseekers with the necessary skills for a growing, competitive and global economy, our entire team is dedicated to the success of residents throughout Pasco and Hernando counties. It is only possible for us to achieve economic success through the devotion and determination of our community partners and CareerSource Pasco Hernando’s team. During the previous fiscal year (FY) 2014-2015, our increased focus on business engagement has contributed to more than 4,750 employers assisted, increasing the amount of businesses aided a year ago by 25%. We also assisted nearly 14,720 jobseekers through our workforce services, which include veterans and youths, increasing the amount of jobseekers aided from the prior year by 33%.

A YEAR OF OPPORTUNITY

TOGETHER WE LED FY 2015-2016 is going to be a pivotal year for CareerSource Pasco Hernando. The new Federal Workforce Innovation and Opportunity Act (WIOA), which is the new public law to replace the Workforce Investment Act (WIA) was implemented on July 1, 2015. Under WIOA we will continue to strive to build partnerships within the community for a more job-driven approach to training and skills development. By partnering with our communities, we will strengthen our economy both locally and statewide, while keeping focus on building long term economic success for jobseekers and businesses of Pasco and Hernando counties. In this year’s annual report, we reflect on various key accomplishments from the FY 2014-2015, which include the activation of the nation’s first statewide unified brand for the CareerSource Florida network, the opening of our new one-stop center, and Governor Scott’s award for leading the workforce challenge. Our shared vision, mission, values, and goals will verify our dedication to jobseekers and businesses throughout Pasco and Hernando counties as we continue to strive towards economic success.

REFLECTING ON 2013-2014

Governor Rick Scott and CareerSource Florida issued a challenge to all 24 workforce boards in the state of Florida. CareerSource Pasco Hernando earned the highest incentive award from Governor Scott for the employer penetration challenge. All workforce boards were challenged to double their employer penetration rate for the 2013-2014 Program Year. CareerSource Pasco Hernando reached the goal before the end of the workforce challenge. Career-Source Pasco Hernando received the largest incentive award to date, and had been awarded $121,333 for successfully achieving Governor Scott’s challenge by completing the employer penetration goals. The award accepted by CareerSource Pasco Hernando was among the highest awards received by a Florida workforce board. The 2013-2014 employer penetration challenge was to provide services to 3,178 employers. CareerSource Pasco Hernando surpassed the original goal by reaching an additional 485 employers before the expiration of Governor Scott’s challenge and exceeded the goal by 115.26%, totaling 3,663 employer contacts. Governor Scott’s award is one of many highlights showing the dedication and hard work CareerSource Pasco Hernando provides to its customers.

TOGETHER WE LAUNCHED NATIONAL RECOGNITION The CareerSource Florida brand is a national

model, thanks to the leadership and dedication of our network of workforce professionals who live our brand promise every day. CareerSource Florida was honored in September 2014 with the State Excellence Award for Leadership (SEAL) by the National Association of State Workforce

Agencies (NASWA). Judges selected Florida’s statewide branding effort as the year’s top workforce initiative, recognizing the service and performance improvements facilitated by the launch of the CareerSource Florida net-work.

This year marked a major milestone for Florida’s workforce system. On February 10, 2014, with the launch of the CareerSource Florida network, we became the first workforce system in the nation to achieve a unified brand with aligned new names and logos for our state and regional workforce development boards and career centers. The landmark rebranding effort, supported by Governor Rick Scott and the Florida Legislature, was undertaken to increase awareness, understanding and use of the employment and training services available statewide to businesses and job seekers. The state board is now CareerSource Florida. Each of the 24 regions uses a variation of the unified brand, with “CareerSource” followed by a regional signature to identify its service location, such as “CareerSource Pasco Hernando.” The effort involved much more than name and logo changes. The new brand includes a focused vision of Florida as the global leader for talent. This vision drives our mission to connect employers with qualified, skilled talent and Floridians with employment and career development opportunities to achieve economic prosperity. Our vision and mission are built upon CareerSource Florida’s core values to be business-driven, dedicated to continuous improvement, exhibit integrity, have a talent focus and be purpose-driven. Results so far are promising. Other states and cities have reached out for information on the initiative. Most importantly, preliminary research indicates brand awareness is growing, which will ultimately allow us to connect more businesses with jobseekers.

COMMITTED TO COMMUNITY On July 16, 2014, the Greater Dade City Chamber of Commerce and Pasco County Commissioner Ted Schrader joined the CareerSource Pasco Hernando’s grand opening of its new location within the Dade City Business Center. The new One-Stop venue provides both employers and jobseekers the necessary services to help them gain greater economic success. Within the Dade City location both employers and jobseekers have access to all the programs and services offered by CareerSource Pasco Hernando, such as Employed Worker Training (EWT) and On-The-Job Training (OJT). The new location allows the center to be centrally located for employers and jobseekers on the eastside of Pasco County.

In the early morning hours of Saturday, March 28th, participants from the CareerSource Pasco Hernando Youth Program and Hernando Country Sheriff Al Nienhuis gathered at Nature Coast High School in Brooksville, Florida. The CareerSource Pasco Hernando youth participants helped set up for the 3rd annual Hernando Kids Marathon. During this special event, children from kindergarten through 8th grade gathered to complete the last 1.2 miles of their 26.2 mile yearlong marathon, as part of the 5 Points of Life Program. The 5 Points of Life Kids Marathon is centered on promoting good health, physical fitness, and what it means to be a lifelong donor of the “5 Points of Life” (whole blood, marrow, tissue and organs, and apheresis). Over 400 school aged children participated in this year’s “5 Points of Life” race. As these students and their families prepared for the final leg of their journey the CareerSource Pasco Hernando youth participants were there to help cheer them on, provide water, and act as safety guides. This event was a great opportunity for the youth in the CareerSource Pasco Hernando’s youth program to help motivate these young participants during this positive and important community event!

CAREER DRIVEN

Janet Santiago is a shining example of jobseekers CareerSource Pasco Hernando has helped. The unemployed 18-year-old enrolled in Certified Nursing Assistant courses. Ms. Santiago secured a paid internship and was offered a full-time position at its conclusion, becoming a nurse’s aide. She has already taken on additional job responsibilities, received a raise, and is happy to be in a meaningful

career that allows her to continue her education.

Florida’s youngest jobseekers may face some of the most difficult challenges when seeking rewarding employment. Lack of education and work experience as well as difficult life experiences can become discouraging obstacles. CareerSource Pasco Hernando includes a team of professionals focused on assisting youth in obtaining the education and training needed to begin a rewarding career path. In Fiscal Year 2014-2015, more than 2,517 young people ages 14-21 assisted by the CareerSource Pasco Hernando’s Youth Programs, which include Wagner Peyser, Welfare Transition Program, Supplemental Nutrition Assistance Program, Workforce Investment Act.

YOUNG PEOPLE BUILD FUTURES

CareerSource Pasco Hernando is one of the state’s leading regions in placement of youth in employment or education programs, with an 97% success rate.

SOLUTIONS THAT WORK FOR YOU The wealth of assistance available to employers through CareerSource Pasco Hernando includes access to training grants, job postings, help with candidate recruitment and screening, and other customized services to increase companies’ competitiveness. Jobseekers, from entry-level to experienced professionals with degrees, turn to CareerSource Pasco Hernando for a range of services including help with resumes and interviewing preparedness, job search, placement and training.

Grant was looking to change his career path and ready to explore new opportunities within a new field. A local printing company had been looking for an individual to fill a position within their binding department. Grant was able to secure employment after a successful interview with the local printing company. The company is pleased to

have Grant part of their team! Grant was able to get upfront diversion through the Department of Child and Families, because he secured employment before his cash assistance had been opened, allowing him to provide for his family. Grant now has a full-time position, and he is happy with his new chosen career path!

YOUTH WORK EXPERIENCE The CareerSource Pasco Hernando in School Youth Career Prep Program is a partnership between the Pasco and Hernando County School Boards Career and Technical Education (CTE) programs and CareerSource Pasco Hernando. This Career Preparation Program was developed to assist the Schools in preparing CTE students to enter the workforce upon graduation. The goal for students in these academies is to earn a

nationally recognized industry certification in their field of study. CareerSource provides invaluable assistance by getting businesses from the community involved. The students are taught soft skills such as interviewing techniques, dressing for success, job searching skills, time management, and many others. CareerSource Pasco Hernando pairs business professionals from the community with these academy students to offer guest speaking, industry tours and apprenticeship opportunities. The intent is to assist the schools in certifying these students and ensure that they are offered career opportunities upon graduation. Since the start of this program in October 2014 this program has impacted nearly 1,700 youth within the local high schools, alternative schools, the Department of Juvenile Justice and the Foster Care system. Students have been educated on the essentials of entering the workforce. CareerSource Pasco Hernando has played an intricate role in bringing together students and businesses within the community. CareerSource Pasco Hernando have led and assisted with ten career exploration events this year which connected thousands of students with local employers. We are currently partnering with Pasco Hernando State College to provide “Concept College” services and scholarship opportunities to at risk youth in the community.

In addition to employability skills training, which includes resume writing, interviewing techniques, and career exploration, the CareerSource Pasco Hernando Youth Program also provides youth with the opportunity to enroll in a work experience component. Youth work experience activities are strongly supported by local businesses throughout Pasco and Hernando Counties, which include over 70 local participating businesses. During the Program Year 2014-2015, 95 youth participated in a paid work experience activity. Youth undergo a background check and a drug screen before being placed in an occupation they would like to explore and gain work experience. These valuable opportunities give young adults the chance to practice employability skills, learn about local industries, various occupations and earn income! It also provides answers to the question, “is this the right job for me?” Work experience typically runs 40 -80 hours. Upon completing their work experience, the participating young adults make a decision to either pursue post-secondary education, join the military, or focus on employment.

H1-B HEALTHCARE TRAINING PROGRAM

CareerSource Pasco Hernando H1-B Skills Training Grant Program targets the high-growth industry of healthcare and focuses on direct care occupations in nursing, skilled nursing occupations, represented by Registered Nurses, to show continuous growth and demand throughout Pasco and Hernando counties. Employment projections for Registered Nursing (as issued by Department of Economic Opportunity) shows growth of 152 positions annually through the year 2018, based upon growth, it is the fastest increasing occupation in the region. The CareerSource Pasco Hernando H1-B Technical Skills Training program increases the access and availability of educational and training programs currently available for employed and unemployed jobseekers in Pasco and Hernando counties. Pasco-Hernando Workforce Board, Inc. is the fiscal agent and workforce part-ner for the H1-B training program. Additionally, Pasco Hernando State College serves as the primary education provider, and Bayfront Health serves as the industry consortium member. This multi-level partnership enables participants to succeed in gaining the knowledge, skills, and credentials needed to insure

that the region’s growing need for certified healthcare professionals are met. The program allows for multiple points of entry along the identified career pathway and each training level within the program is designed to provide participants the ability to advance both within the workplace and academically. Specifically, the grant provides the unemployed with training for an Associated Degree in Nursing (ADN), provide a bridge program for current LPNs to obtain an ADN, and advance a small number of ADNs or BSNs to the Masters of Nursing Science level.

JOB ACCESS AND RESERVE COMMUTE The Federal Transportation Administration Job Access and Reverse Com-mute Grant Program’s goal is to enhance the existing level of service to jobseekers by providing transportation assistance for customers within the Welfare Transition program who are actively receiving cash assistance or employed and transitioning from welfare to work through employment. This grant is distributed locally through the Pinellas Metropolitan Planning Organization and is jointly administered by CareerSource Pinellas, Tampa Bay, and Pasco Hernando to serve customers in the respective counties. CareerSource Pasco Hernando customers taking part in the program have financial need and use the gas cards for transportation to obtain or maintain employment and/or work-related activities to include training that will lead to employment. Program participants must reside, work, go to school, or do their work-related activities within the respective counties or service delivery area.

CAREERSOURCE PASCO HERNANDO CareerSource Pasco Hernando provides recruitment and employment services to employees and job seekers in Pasco and Hernando counties. TALENT FOCUSED

MOBILE ONE STOP VETERAN EMPLOYMENT SERVICES

The CareerSource Pasco Hernando Mobile One Stop unit provides services to over 100 people every month by visiting local areas. Employers are able to utilize the Mobile One Stop unit to anchor employee on-site recruitment efforts for

interviewing, job fairs, testing and training purposes. By deploying the Mobile One Stop unit throughout Pasco and Hernando counties, employers and jobseekers have readily available resources to help grow their businesses and find employment opportunities. The self-contained resource room is complete with satellite internet, telecommunications, printing and scanning, with total mobile capabilities. The mobile recruiting station provides employment opportunities to individuals who lack transportation. The Mobile One Stop empowers job seeking customers to better search for work, create and print resumes, access local and statewide job listings, and receive referrals. CareerSource Pasco Hernando’s Mobile One Stop has helped combat unemployment through efforts to provide opportunities to jobseekers by utilizing all re-sources available to create stronger economic growth. CareerSource Pasco Hernando’s mission to provide resources to help grow a wide range of businesses, jobseekers, and skilled workforce will ensure a more robust working economy.

Veterans facing barriers can work with a veteran's employment specialist to find jobs, acquire skills and education, plan a career, attend workshops, and take advantage of many other resources available.

"Employers will ask particularly if we have any veterans," said Michael DuBois, veterans representative at CareerSource Pasco-Hernando in Spring Hill, which makes helping veterans find jobs one of its priorities. "When you see the skills veterans bring to us, there is none better. They develop a work ethic second to none. They're very conscientious and dedicated." -Tampa Bay Times.

CareerSource Pasco Hernando One Stop offers a wealth of resources, including specialized Local Veterans Employment Representatives (LVER) and Disabled Veterans Outreach Program (DVOP) staff who work solely with the veteran population and employers seeking to hire veterans.

BUSINESS IS BOOMING CareerSource Pasco Hernando has

tremendously increased its engagement with businesses throughout the state last year.

The workforce board provided services to more than 4,750 employers

during the fiscal year that ended June 30, 2015. This total is more than double the market penetration for employers from the previous

2013/2014 year, which was just over 3,700.

including all holidays, and perform with a self-sustaining and propagating passion to help those in need. This partnership has propelled JET ICU into an internationally accomplished company with an unparalleled reputation. With this heightened commitment, JET ICU has continued to flourish under the harshest business climate in the past decade. We have never down sized, we have expanded our Learjet fleet, and fortified other areas of our operations.

In today’s prevailing and fast-paced workplace, employees find it necessary to frequently improve their job skills to stay competitive. Employers are encouraged to take advantage of Pasco Hernando Workforce Board’s Employed Worker Training Program to enhance your employees’ skills. The Employed Worker Training Program is intended to provide financial assistance to employers that recognize the importance of investing in their employees. Studies show that employees recognize the value of attaining new skills. The attainment of these skills can lead to increased productivity and impact your bottom line.

CONTINUING IMPROVEMENT • Utilizing the CareerSource Florida network’s leadership in market intelligence and market-responsive workforce solutions to develop a market intelligence portal that will enhance strategic integration throughout Florida’s Talent Supply System. The new portal will better position Florida education, workforce and economic development partners to leverage education and training programs to support future economic development, both regionally and statewide, through data-driven solutions. These three initiatives focus on strategic performance, market intelligence and resource integration, complementing the CareerSource Florida network’s ongoing focus on job placement performance and employer engagement to enhance system outcomes.

A key contributor to Florida’s economic revival, the entire CareerSource Florida network is now focused on implementation of the federal Workforce Innovation and Opportunity Act, which was implemented on July 1, 2015. The Workforce Innovation and Opportunity Act emphasizes areas such as increased program accountability and business engagement as well as career pathways and better aligned workforce and eco-nomic development strategies. Consistent with the network’s core values — business-driven, continuous improvement, integrity, talent focus and purpose-driven —and the job-driven checklist advanced by the Workforce Innova-tion and Opportunity Act, the state board also approved the following statewide strategic initiatives for 2014-2015: • Development of a performance funding model that will Inform policy discussions and decisions, align resources to shared strategic goals, reward excellence and showcase improvement through a series of critical metrics to be achieved by regional workforce boards. • Creation of a new sector strategy approach for Florida that builds on marketplace business intelligence accumulated by the workforce system. This strategy, which will focus first on Advanced manufacturing and health care, will gather, analyze and distribute data and intelligence that enhances efforts to meet the skilled talent needs of infrastructure and industries.

Our Mission

Pasco-Hernando Workforce Board enhances economic development efforts of our region by providing a well-trained, high-quality workforce which supports the success of local business and improves the quality of life.

Employer Services Hernando Pasco Hernando employers directly listed 3,024 new jobs, which is an 18% increase over last year. The CareerSource Pasco Hernando One Stops hosted 156 employer recruitments (a 2% increase) with approximately 1,944 applicants in attendance. A total of $309,644.68 was spent on 318 customers being trained (an 88% increase) through the Employed Worker Training (EWT) and On the Job Training (OJT) programs. Jobseekers Nearly 14,720 people were assisted in finding employment. Pasco Hernando had 151,791 active online registrants. Over 71,965 people visited a One-Stop career center in Pasco and Hernando Counties. This is an 18% decrease from last year from last year

based on the availability of services online. 787 Pasco Hernando Veterans found employment. This is a 67% increase over last year’s numbers. The Mobile One Stop brought services to 947 jobseekers (a 12% increase) in remote locations throughout Pasco and Hernando. Over 502 members attended a monthly Professional Placement Network (PPN) meeting in Pasco and Hernando counties.

Workforce Training PHWB provided Individual Training Accounts for 217 low-income adults and dislocated workers in Pasco and Hernando counties. Through June 30, 2015 PHWB assisted over 483 customers (a 12% increase) referred from Department of Children and Family Services for the

Welfare Transition Program find employment. Youth 174 youth participating in the Youth program in Pasco and Hernando counties (an 8% increase) found employment or enrolled in post-secondary

education. Since July 1, 2014 Pasco Hernando has had 255 youth earn a credential. 99 youth have completed their internship opportunities.

LINKING SKILLS TO INDUSTRY “Drive to 1,000” Campaign to Place Students in Advance Manufacturing Jobs.

The Florida TRADE Consortium, a coalition of 13 state and community colleges across Florida, announced the launch of a statewide campaign to place 1,000 Florida TRADE students into jobs

in advanced manufacturing by April 1, 2016. The campaign will be highlighted by job fairs, campus events, manufacturing days and forums, and other activities over the next 12 months. “Florida TRADE’s mission is to develop and deliver accelerated technical training programs that allow students to earn industry certifications and to acquire technical skills that lead to jobs in advanced manufacturing” said Dr. Gary Gra-ham, Director of the Florida TRADE Consortium. “We are committed to placing our students into good manufacturing

jobs across the state.”

“With such a diverse manufacturing community in Hernan-do County this statewide initiative will “shine the light” on the various exciting and rewarding career opportunities available in our community,” expressed Valerie M. Pianta, Manager of Economic Development in Hernando County Office of Business Development. The CareerSource Flori-da Network, Florida Department of Economic Opportunity and the Manufacturers Association of Florida, MAF Cen-ter for Advanced Manufacturing Excellence plus Regional CareerSource boards and regional manufacturing associ-ations have joined Florida TRADE in the “Drive to 1,000”.

“Advanced Manufacturing is an important industry targeted for future growth in Florida,” said CareerSource Florida President and CEO Chris Hart IV. “CareerSource Florida is a proud partner in this collaborative effort to help Flori-da’s manufacturers expand and compete, and Floridians secure rewarding, well-paying careers.”

Today’s manu-facturing is high skill and high wage. Those wages circulate through the economy improving the quali-ty of life for all citizens. “

“Manufacturing in Pasco County has a lot of vitality right now, and we expect it to grow. The key is an in-creasing supply of skilled workers to feed that growth,” expressed John Hagen, CEcD President/CEO Pasco Economic Development Council, Inc. “The statewide event will help address the skills gap our manufactur-ers are experiencing in two ways: first, by making workers aware of the many job opportunities available in industry and, second, by matching skilled workers with companies looking to hire them.”
