CHAPTER 1.

ABOUT THE INSTITUTE

1.1. Constitution:

The Environmental Management Policy & Research Institute (EMPRI) is an autonomous

institute established by Government of Karnataka on 17th September 2002 under the De-

partment of Forest, Ecology and Environment. The Institute undertakes applied and policy re-

search and also endeavours to provide capacity building trainings on concurrent environmental

issues relevant to the society. Services provided by the institute seek to encourage and enable

government, industry and civil society to safeguard and manage the natural resources effective-

ly. It is registered under the Karnataka Societies Registration Act, 1960.

1.2. Governance:

EMPRI functions under direction of a Governing Body chaired by the Additional Chief Sec-

retary, Department of Forest, Ecology & Environment, Government of Karnataka. The Governing

Body consists of representatives of various Government departments and Government authori-

ties including Department of Forest, Ecology & Environment, Department of Urban Develop-

ment, Department of Industries & Commerce, Department of Health & Family Welfare, Depart-

ment of Finance, Central Pollution Control Board (CPCB) and Karnataka State Pollution Control

Board (KSPCB). The Director General (DG), EMPRI is the Member Secretary of the Governing

Body. The DG being the Chief Executive of the Institute is responsible for day-to-day admin-

istration of the organization, supported by the officers deputed from the Government of Karna-

taka and personnel contracted for specific purposes.

1.2.1 General Body:

General Body is Chaired by the Additional Chief Secretary, Department of Forest, Ecolo-

gy & Environment, Government of Karnataka. The members of Governing Body are also the

members of General Body. The General Body meeting is convened every year to consider and

approve the Annual Administration Report, Audit Report, Income and Expenditure Statement

etc. It also approves the budget for the ensuing year.

1.2.2 Governing Body:

The Governing Body (GB) of the EMPRI is constituted by Government of Karna-

taka, nominating senior level functionaries of various Departments. The list of mem-

bers of the Governing Body committee is placed in Annexure – 1.

1.2.3 Committees:

Following committees are constituted to advices and also to take decisions on specific matters.

1. Executive Committee: A five member committee constituted by the Governing Body

and is chaired by the Director General. The committee advises and takes decisions on

administrative and financial matters. The composition of the Executive Committee is

placed in Annexure -2.

2. Research & Training Advisory Committee: The Committee is constituted as per de-

cision taken in the 28th GB meeting and the Director General, EMPRI is the Chairman

of the Committee. The Committee consists of 11 members including Govt. Officers and

functionaries from eminent organizations like Institute of Social Economic Change,

Karnataka Pollution Control Board, Central Pollution Control Board and University of

Agriculture Science. The composition of the committee as per the 48th GB is placed in

Annexure – 3.

3. Recruitment Committee: A Recruitment Committee, for the selection of candidates

required to be filled up for various posts in EMPRI, has been constituted as per the de-

cision taken in the 38th Executive committee meeting held on 11-11-2013. This has

been confirmed by the 38th Governing body meeting held on 18-12-2013. The Direc-

tor General, EMPRI is the Chairman of the committee and the committee consists of

Member secretary of Karnataka Pollution Control Board, Karnataka Biodiversity

Board and Professor of Law from National Law School of Indian University. In view of

the transfer of Sri. R. K. Singh, IFS, Member Secretary, Karnataka Biodiversity Board,

Sri. Jagmohan Sharma, IFS, APCCF, Land Acquisition and Forest cell, Water Re-

sources Dept. has been included in place of Sri. R. K. Singh, IFS, and the same reconsti-

tution of the Recruitment Committee was placed before the 48th GB meeting held on

17.08.2016. The composition of the committee is placed in Annexure – 4.

4. Performance Review Committee: As per decision taken in the 39th GB meeting, a

three member Performance Review Committee headed by Director General, CCF, Di-

rector, EMPRI and CF, Director (Research) as members has been constituted. The

committee reviews the performance of the outsourced/manpower and makes rec-

ommendation to the Executive Committee and Governing Body.

5. Internship Committee: The committee is constituted as per decision taken in 40th GB

meeting to select eligible graduates and post graduate students as interns. The com-

mittee is chaired by the Director General, EMPRI and comprises of three other mem-

bers. The composition of the committee is placed in Annexure – 5

6. Evaluation Committee: The EMPRI takes up training activities on various environ-

mental issues and a three member committee has been constituted to evaluate the

training programmes conducted by EMPRI. The committee is chaired by the CCF &

Director, EMPRI, CF, Director (Research) EMPRI and Shri. T. Mahesh, Environmental

Officer, Karnataka Pollution Control Board, Bangalore, are the members.

7. Technical Advisory Panel: A Technical Advisory Panel (TAP) has been constituted

on 12.04.2016 for according approval of configuration of Computer Hard-

ware/Software required to be purchased for EMPRI. The Director General, EMPRI is

the Chairman and comprises of five other members. The composition of the commit-

tee is placed in Annexure – 6.

1.3 Vision:

The EMPRI’s vision is to become a knowledge centre inspiring and enabling society to

create an environment of harmony between man and nature.

1.4 Mission:

1. To carry out research on current policy and environmental issues;

2. To provide world class training and advisory services on environmental management

and

3. To enable and encourage the civil society, the government and the industries to safe-

guard and manage natural resources effectively.

1.5 Objectives:

1. To provide Capacity Building & Technical support to Government, Non-Government &

other Institutions in addressing policy and environmental issues;

2. To provide Consultancy Services to Industries, Government Departments and other or-

ganizations in the field of Environmental Management and

3. To take up studies and to develop policy documents on various environmental aspects.

1.6 Functions:

1. To contribute towards the protection and management of Environment & Ecology

through Scientific, Technical, Policy research & other activities;

2. To assist the Government Departments, NGOs and Public at large in performing the

mandatory functions specified in the various environment laws, guidelines and judicial

pronouncements from time to time and to assist the concerned agencies in setting up

norms;

3. To undertake/develop studies and research in the field of environment protection and

conservation for improving the overall quality of environment;

4. To develop expertise in the field of environmental research and to develop into world-

class consultants and to act as a referral institute;

5. To interact and/or to seek affiliation with national and international agencies working

with similar objectives;

6. To undertake training and human resources development in the field of environment

and by organizing seminars/workshops and other programs for stakeholders;

7. To print, publish, exhibit books, pamphlets and periodicals, educative and informative

materials that may be considered desirable for promotion of the objectives of the insti-

tute and

8. To run an ENVIS (Environmental Information System) Centre and to develop, maintain

and run a reference library and data centre with books, periodicals, films, video and

other audio-visual materials.

Training cum Workshop at Mangaluru

CHAPTER 2.

MAJOR ACTIVITIES

2.1 Training:-

Capacity building is a thrust area in the EMPRI. The institute conducts need-based

training programmes on various environment related issues for different departments, elected

representatives, Stree Shakti groups, and public viz. Environmental Conservation and Man-

agement, Bio-Medical Waste Management, Coastal Regulation Zone (CRZ), Municipal Solid

Waste Management, Hazardous Waste Management, Rain Water Harvesting, E-waste Manage-

ment, Sustainable Environmental Management and Urban Governance and Administration,

Climate Change, Plastic Ban, Water Safety Plan for Bangalore such other issues of current rele-

vance. Training packages of international standards have been developed for building capaci-

ties in administration, industry and civil society.

EMPRI has developed linkages with several agencies, industries and NGOs

working in related fields and intends to extend the collaboration process with eminent

and reputed agencies.

2.1.1 Accomplished training programmes:

2.1.1.1. IFS Training Cum Workshop sponsored by Ministry of Environment, Forest

and Climate Change Water Resources Management in the context of Climate

Change;

The two day training cum workshop on “Water Resources Management in the context

of Climate Change” sponsored by Ministry of Environment, Forest and Climate Change was

organized by Environmental Management & Policy Research Institute (EMPRI), Bangalore

during 2nd to 3rd June 2016,

at Mangalore. 17 officers

have attended the training. It

was a residential programme

arranged in Phalguni River

Lodge (Pilikula Nisarga

Dhama), Mangalore, one of

the beautiful jungle lodges

and resorts, managed by the

Tourism department, Govt of

Karnataka. The programme

was organized in the confer-

ence room of the Phalguni

River Lodge. The inaugura-

tion on 2nd june 2016 includ-

ed a formal welcome extended

by the course director, Smt.

Saswati Mishra IFS, Director, EMPRI followed by lighting of the lamp by the dignitaries and

inaugural address by Smt. Ritu Kakkar IFS, DG, EMPRI. The inauguration was followed by

technical session 1 conducted by Prof Ravindranath, IISc on Adaptation to Climate Change in

Water resources management, which was followed by brain storming session on the topic.

Post lunch session was by Prof. M. K. Ramesh, NLSIU on the “Issue of Water Governance in the

Post- Paris Agreement Scenario”, which was followed by brain storming session on how to

meet water challenges in the new framework after Paris agreement. The panel discussion,

which followed, was on “Identification of areas for improvement in the current practices of

water resource management undertaken by forest departments”. The discussions were quite

interesting and thought provoking, in which many of the participants also gave their views

and suggestions. The discussion could bring out some solid recommendations which can be

adapted and implemented by the forest departments. On the second day, i.e. 3rd June 2016, the

morning session was by Dr. Jagmohan Sharma, IFS, Additional Principal Chief Conservator of

Forests, Water Resources Department, Govt of Karnataka. He gave a detailed presentation on

Forest Cover and Precipitation-The New Knowledge.

2.1.1.2. Training Programme on “Plastic Ban”;

Plastics are non-biodegradable. Because of this, plastics remain in the environment

for a very long period causing damage to the environment. Recycling of plastics is very cost

intensive and hence reducing the use of plastics is

highly essential for managing solid waste. Plastic

does not decompose/biodegrade easily and hence

remains as garbage for a long time polluting the land.

Plastic when burnt releases cancerous furans and di-

oxins which are harmful for the environment and pol-

lutes the air we breathe. During rainy season the

plastic flows along with other solid waste into the

drains and chokes the drains. It also flows into wa-

terbodies such as rivers, lakes and oceans causing

pollution. Burnt plastic ash pollutes the ground water

as well. Animals like cows, dogs, pigs, birds etc., feed-

ing on garbage also eat plastics. Plastic gets inside the

alimentary canal of these animals creating problems

like choking, internal injuries etc., leading to their

death in extreme cases. When plastic-laden trash is

burnt, it releases harmful furans and dioxins which

are bad for health. The discharge of plastic into rivers,

lakes and oceans pollutes water thereby affecting the

aquatic flora and fauna. The plastic containers in the

solid waste act as breeding ground for mosquito as

they accumulate water resulting in the spread of dis-

eases. Due to the harmful effects of plastic, the Gov-

ernment of Karnataka has taken a proactive step to

ban the use of Plastics in the State and make Karna-

Further awareness is being created among the implementing officers of Bruhat Bengaluru

Mahanagara Palike (BBMP), Urban Local Bodies(ULB’s), Karnataka State Pollution Control

Board (KSPCB), Commercial Tax Department, Legal Metrology Department and Department

of Rural Development and Panchayath Raj through training programmes. trainings for of-

ficers of revenue and food and civil supplies departments will be taken up shortly. The de-

tails of the training programmes can be seen in Annexure – 7.

2.1.1.3. Training Programme on “Climate Change;

Ministry of Environment, Forest & Climate Change has also established a state unit of

climate change in EMPRI under the Capacity Building for Climate Change (CBCC) pro-

gramme. The purpose of the capacity building at the state level is to strengthen the capacity

at State level to address climate issues and to integrate climate change and development

imperative in policy, plans and programmes in various sectors. and other stakeholders at

state level for implementation, updating and monitoring of State Action Plan on Climate

Change. The details can be seen in Annexure - 8.

2.1.1.4. Training Programme on “Water Safety Plan”:

The EMPRI, Bangalore has successfully completed the pilot study on “Water Safety Plan

for Bangalore” in association with BWSSB in broad adherence to the concepts developed by

World Health Organization (WHO) for the identified study area i.e., Halasuru (ward 90) and

Bharathinagar (ward91). Water Safety Plans (WSP) are an effective way of ensuring that a wa-

ter supply is safe for human consumption and that it meets the health based standards and

other regulatory requirements. It is based on a comprehensive risk assessment and risk man-

agement approach to all the steps in a water supply chain from catchment to consumer. This

system assessment identifies the potential hazards in each part of the water supply chain, the

level of risk presented by each identified hazard and the appropriate measures to control the

identified risks to ensure that the water supply is safe, the standards and targets are met and

human health is protected.

As a follow up of the study 10 training programmes were conducted for the BWSSB of-

ficers and staff and (the details can be seen in the Annexure–9). A total of 311 participants

were trained in the programme. The main objective of this training programme was to provide:

a). Opportunity to understand the holistic of water supply system and to identify the different

hazardous events, which may degrade the water quality b). A platform to discuss with the offi-

cials of BWSSB about the problems in handling the hazardous event in the system and provide

the control measures as soon as possible as temporarily c). Prepare the training modules com-

prising of hazardous events, hazards and associated hazards in the water supply system and

Build the capacity to implement the Water Safety Plan. The topics that were addressed during

the training programme were as detailed below:

Awareness about the drinking water safety plan and treated water supply system.

Sensitised about direct, indirect and possible hazardous events in the water supply system,

which degrade the quality of treated water.

Awareness on the developing, operating, validate and monitoring of control measures.

2.3.1.1. Study on the “Evolving Sustainable Conservation Strategies for Waterbodies

of Mysore-Nanjangud Local Planning Area”:

With the financial assistance from Centre for Infrastructure, Sustainable Transporta-

tion & Urban Planning (CiSTUP), IISc., Bengaluru the EMPRI has successfully completed the

study entitled as above. The final report was released by Shri. B. Ramanath Rai, Hon’ble Min-

ister of Forest, Ecology and Environment, Government of Karnataka.

Study has addressed the present status of the waterbodies; preparation of the water-

bodies database (including Kere, Katte & Kunte); landuse and landcov-

er changes analysis over the time period using GIS application; Unique

Identification Code (UID) for all waterbodies, identification of pollu-

tion sources, encroachments, physico-chemical analysis and biodiver-

sity documentation, SWOT/SLOT analysis for the five major waterbod-

ies; preparation of Catchment Action Plan (CAP) for two lakes, prepa-

ration of Lake Health Card, finally formulation of conservation strate-

gies with the involvement of stakeholders. During the study an effort

has been made to understand the present status of the water bodies in

the study area in a holistic manner, for formulating conservation

strategies which would help the Policymakers, Administrators and the

stakeholders to look into the integrated management of the waterbodies. The same report has

been translated to Kannada and the editing of the report is under progress.

2.3.2. Ongoing research programmes:-

2.3.2.1. Study on the “Inventorisation of Waterbodies in the Bruhat Bengaluru Ma

hanagara Palike and Bangalore Development Authority (BDA) Area”.

Under the financial assistance Karnataka Lake Conservation and Development Authori-

ty (KLCDA) the EMPRI has taken-up a project entitle as above. The key objective of this study is

to identify all the waterbodies (kere, kunte and katte) along with their status and prepare a

comprehensive database.

The scope study is to; Identification all the waterbodies such as Kere, Katte and Kunte (both

existing and non-existing), considering village maps, taluk maps, tank maps (Minor Irrigation

Department), toposheets, satellite images and recording their locations using GPS, Collection of

baseline data for waterbodies (name, extent, village name, survey number, custodian) through

secondary data collection, stakeholder consultation etc. Documentation of morphometric fea-

tures, encroachment and pollution in 30m buffer zone by field visit, assigning unique codes

(alpha numeric) to all the waterbodies considering district, taluk, hobli, and village names, Cre-

ation of database and cartography of all the waterbodies, preparation of waterbodies’ Health

Report Cards (WHRC) and Waterbody Atlas and suggesting conservation and restoration

measures.

The field visits and water analysis have been completed. Further two stakeholders

meetings were conducted in two zones of BBMP i.e. Yelahanka, North and East and presently

preparation of the report is under progress.

2.3.2.2. Assessment of Current Status of Cauvery River in Karnataka and Study of

300m Buffer Zone on Both Sides of the River.

The EMPRI has taken-up the study entitled as above which has been entrusted by the

Hon’ble Lok Adalat under the financial assistance by CiSTUP, IISc, Bengaluru. The key objec-

tives are (1). Assessment of the current status of the Cauvery River (including 300m on both

side of river basin) in Karnataka, in terms of landuse and landcover practices, The ecology and

biodiversity of Cauvery River, water quality, current management and vulnerability and 300m

buffer zone and the encroachment on Cauvery river bed will be assessed based on the second-

ary authenticated data from the consent Authorities (2). Identification of areas with distinctive

The Satellite imageries for the year of

2003-04 and 2014-15 have been procured from

National Remote Sensing Centre (NRSC), Hyder-

abad and the interpretation of the same for the

Landuse/landcover changes is completed. Sub-

sequently, the field visits for the ground verifica-

tion has been completed and preparation of re-

port is under progress

2.4. CENTRE FOR CLIMATE CHANGE;

EMPRI has taken initiatives to facilitate the implementation of the action plans specified in

the Karnataka State Action Plan on Climate Change through research, training and aware-

ness creation activities. During the year 2016-17, Government of Karnataka has allocated Rs.

10,00,00,000 (Rupees one crore only) for strengthening the centre for climate change and un-

dertaking research and training activities. EMPRI has taken up many initiatives aimed at gen-

eration of awareness among various stakeholders, imparting training, capacity building and

manpower development and has also coordinated with different universities, premier research

institutions, Government Departments and Non-Governmental Organizations (NGO) to pursue

theme based scientific research on climate change and its impacts. Department of Science and

Technology (DST) under the Strategic Programmes Large Initiatives and Coordinated Action

Enabler (SPLICE) project has approved a project entitled, “Establishment/ strengthening the

state climate change center /Cell under National Mission on Strategic Knowledge for Climate

Change (NMSKCC) scheme in the state of Karnataka” for a duration of five years at a total cost

of Rs.2,83,50,200/- (Two crores eighty three Lakhs, Fifty thousand and two hundred) with a

break up of Rs.1,33,53,200/- under General head and of Rs.1,49,97,000/- under capital head

for procurement of scientific equipments. The main objective of the project is to strengthen

EMPRI as the State Knowledge Centre on climate change. Rs.23,00,000 under General head

and Rs.149,97,000 under capital head was released in September 2016 and the project activi-

ties are initiated.

2.4.1. Completed Projects:

Researchers in the Centre for Climate Change have undertaken research projects inde-

pendently and also in collaboration with other research institutions working on climate

2.4.2. Projects that are in Progress under New Scheme on Climate Change:

2.4.2.1. Butterflies as indicators of climate change-study in different eco-climatic

areas of Karnataka.

As a continuation of the earlier study in Bangalore, the study on the diversity of butter-

flies is extended to four more eco climatic regions in Karnataka with varying climate regimes

(Temperature, Relative Humidity and Rainfall etc.) so that the climate variability in different

locations and diversity of butterflies can be compared. The objectives are to study the diversity

of butterflies in green spaces/parks of the selected districts, seasonal variance in the diversity

and abundance of butterflies in the study area, Correlation of butterfly diversity with vegeta-

tion/phenology of plants/trees, Comparison of diversity data with past data if available via

open sources and journals and correlation of the diversity with climatic parameters in the

study areas. The study was initiated in September, 2016 and bimonthly surveys are being car-

ried out to document the extent of the diversity, abundance and richness of butterfly species.

Winter count for the different eco climatic zones are as follows: Bangalore 98, Agumbe 96,

Mangalore 88, Dharwad 57 and Gulbarga 42 species. The surveys in these areas are being con-

tinued for the summer months. The overall species count in the different areas are as follows;

Bangalore 104, Agumbe 121, Mangalore 95, Dharwad 70 and Gulbarga 53.

2.4.2.2. Study of the Impact of Climate Change on Incidence of water borne diseases

and Vulnerability mapping for Karnataka .

This project is a continuation of the ongoing study on vector borne diseases and has di-

rect relevance to climate change issues. The objectives of the study are:

a) To describe the incidence and distribution of waterborne diseases in Karnataka

b) To study and correlate the occurrence of Water Borne diseases in relation to climatic

parameters (Temperature and Rainfall) in Karnataka.

c) To Map water borne diseases like Cholera, Typhoid, Gastroenteritis and Hepatitis A

across Karnataka to indicate districts facing vulnerability to Water Borne diseases.

As part of the project around 453 relevant research papers are collected (International,

National, and State); 50 years of day-wise rainfall data for all 30 districts are collected from

KSNDMC, Bengaluru; 50 years of month-wise temperature data for all 30 districts are collected

from KSNDMC, Bengaluru; 10 years of disease data for Typhoid, Cholera, Diarrhoea, Gastroen-

teritis and Viral Hepatitis are collected from District Health offices of 16 districts of Karnataka.

Future work involves collection of disease data from the remaining 14 districts; Conversion of

disease data into attribute data making into usable format in GIS software; generation of annu-

al average Temperature and rainfall maps for Karnataka in ArcGIS; creation of Season-wise,

month-wise and year-wise trend graph for disease occurrence in the state; generation of dis-

trict-wise disease incidence maps in Karnataka using ArcGIS; generation of vulnerable maps

for the disease by considering the climate data for Karnataka.

2.4.2.3. Regional Air Quality & Future projections for changing climate scenarios in

Karnataka.

The objectives of the study are:

a) To validate (statistical significance) the Weather Research and Forecasting (WRF)

model coupled with Chemistry (WRF-Chem) model data, Regional Emission Inventory

in Asia (REAS) data and GEOS data with regional data available at state level

b) To assess current and future ambient concentrations of air pollutants under projected

climatic scenario

c) To develop future air quality index

As part of the project Different Representative Concentration Pathways (RCP) scenarios

have been downloaded for future projections; WRF-Chem, REAS are also downloaded to collect

the atmospheric pollutant data and compiled as per the required input data; Goddard Earth

Observing System (GEOS) of National Aeronautics and Space Administration’s (NASA) Global

Modelling nested-grid data for Particulate Matter <2.5 µ (PM2.5) is collected to embed with RCP

scenarios. Future work involves Validation of the new Coupled Model Intercomparison Project

(CMIP5) based pollution projections of PM2.5

and Sulphur Dioxide (SO2) for Karnataka by com-

paring WRF-Chem and GEOS model for the period 1970 to 2000); Assessment of CMIP5- based

short (2021–2050), medium-(2046–2075) and long-term (2070–2099) pollutant projections

for Karnataka and development of the future air quality index based on the CMIP5 analysis.

2.4.2.4. Global climate change & Forest Resources: a Community Primer in Kannada

for the use of Field Forestry Staff - in collaboration with Foundation for Revi-

talisation of Local Health Traditions.

The Objectives of the proposal are the following:

a) To develop a Community Primer on Climate Change in Kannada, based on the avail-

able information drawn from published sources, for the use of Field Forestry staff,

to build necessary orientation and interest in them

b) To provide Climate Change information specific to Indian forests and biodiversity

resources, so as to enable the field forestry staff to relate themselves with the is-

sues.

c) To provide specific information, guidelines, field strategies so as to equip the field

forestry staff to address the emerging needs of Climate Change mitigation strate-

gies.

The Community Primer attempts to address the information needs of Field forestry staff,

Village Forest Non Government Organisation Committees, Biodiversity Management Commit-

tees, Local Community groups, Conservation NGOs & School students of Karnataka. The output

will be a field tested Prototype of an Illustrated Primer in Kannada on Global Climate Change &

Forest Resources. This will be a comprehensive synthesis that brings together the available

information related to Climate change and related issues with a focus on Indian Forestry to

meet the information need of Field forestry staff. The Primer is the first of its kind user friendly

document on Climate Change in Kannada that provides Comprehensive overview of Global

Climate Change and related issues, especially Climate Change drivers, its impact on population,

regeneration and productivity pattern of forests, response of forest vegetation and Climate

change mitigation mechanisms. The primer is prepared and is under review by subject experts

for finalization of the contents.

2.4.2.5. Impacts of Climate Change on Vulnerable sections with special reference to

SCs/STs and Women in Karnataka and adaptation strategies -in collabora-

tion with Institute for Social and Economic Change .

Scheduled Caste, Scheduled Tribes and Women are highly vulnerable sections to cli-

mate change in India as well as Karnataka. They are the most vulnerable and least pre-

pared to adapt to the adverse impacts of climate change. A preliminary investigation was

made on the vulnerability of communities in two villages from two districts, Gowdathata-

gadde village in Kolar district and Shiriyara village in Udupi district. The survey focused on

the collection of data related to demographics, landholding, livestock holding, food produc-

tion, livelihood activities, income sources and expenditure. The information on knowledge

on climate change, impacts on livelihood, health impacts, climate change adaptation

measures etc. were also collected. This survey clearly showed that climate change has af-

fected two villages. As per the survey, 36% of respondents in Shriyara village and 56% of

respondents in Gowdathatagadde village agreed that change in climate has affected their

health. This study was continued in four districts including Kolar, Mandya, Udupi and Rai-

chur of Karnataka. The study .used statistical and econometric tools to measure house-

holds’ vulnerability to climate change. 17 socio-economic and biophysical indicators ob-

tained from in-depth interviews of 305 households revealed the climate vulnerability

components: adaptive capacity, exposure and sensitivity. This study also used Factor Anal-

ysis to develop weights for different indicators and construct a Household Vulnerability

Index (HVI) according to their vulnerability. The results of the study showed that four vil-

lages from each district are highly vulnerability to climate change.

2.4.2.6. Urban Planning Characteristics to Mitigate Climate Change in context of Ur-

ban Heat Island Effect

In the last few decades, cities around the world have seen significant urbanization, marked

by the increase in number of buildings, roads, automobiles and other infrastructure. Per-

meable land surfaces which were once covered by vegetation, have now been made into

footpaths and roads that are impermeable and mostly un-shaded. Such urban surfaces tend

to absorb the solar radiation and emit it later, which causes an increase in local tempera-

tures. Consequently, the urban areas observing higher temperatures become ‘’heat is-

lands’’, compared to their rural counterpart. Bangalore is one such example of a city, where

increase of 2.0-2.5°C was observed during the last decade owing to 76% decline in vegeta-

tion cover and 79% decline in water bodies, which is indisputably due to reckless urban

sprawl. This project aims to assess the impact of urban planning aspects of urban geometry

and green cover on the formation of urban heat islands in six strategically identified loca-

tions within the city. Continuous monitoring of thermal parameters such as mean radiant

temperature, air temperature and relative humidity was carried out during winter. Analy-

sis of the results has helped us to establish a relation between the urban characteristics of

the location and its thermal environment. The outcome can provide guidelines and frame-

works for urban planners for designing towns and cities, where the impact of Urban Heat

Island effect can be curbed to create comfortable living environments. The study has com-

pleted 1st phase of sampling in winter and currently summer sampling is being undertaken

by the study team.

2.4.2.7. Establishing/Strengthening the State Climate Change Centre/cell un-

der NMSKCC (SCCC-NMSKCC) in the State of Karnataka.

Department of Science and Technology (DST) under the Strategic Programmes Large In-

state of Karnataka for a duration five years at a total cost of Rs.2,83,50,200/- .

The objectives of the study are:

To establish a KARNATAKA STRATEGIC KNOWLEDGE CENTRE FOR CLIMATE CHANGE (KSKCCC) with advanced research capabilities to take up research studies on Climate Change issues

To build a data bank and a knowledge repository for storing and retrieving Climate Change information at the state level to be useful to all sectoral line departments, insti-tutes/universities, public etc.

To establish a network with various knowledge institutes and stakeholders within the

State.

To develop bench mark / assessment relevant for all adaptation and mitigation sectors.

Assessment of risk and vulnerability of ecosystems and man/animals due to climate change in the state.

To develop capacity building for all relevant Departments of State Govern-ments/stakeholders through training to enable them to handle various climate change issues.

ing appropriate policy interventions in the activities of various Government Depart-

ments.

2.4.2.8. Development of web-Portal.

One of the main objectives of the project is to develop an interactive web portal for

knowledge sharing and dissemination. It was decided to host the Karnataka State Climate

Change Knowledge Portal in the Web server provided by the Centre for e-Governance, Govt. of

Karnataka. The Client Machine (with same configuration as that of web server, Centre for e-

Governance) will be housed at EMPRI, where the portal will be developed using open source

programmes Designed a home page for Karnataka State Climate Change Centre (KSCCC) web

portal. The features include Introduction, Objectives, Vision and Mission, Organization chart,

GoI initiatives, State Action Plan on Climate Change, Current scenario of the state, knowledge

institutes, Publications on Climate Change, information on personnel, news & events, photo

Based on the Bangalore Climate Change Initiatives Karnataka (BCCI-K) 2011 report, in Karna-

taka the five most vulnerable districts with respect to agriculture are Gulbarga, Uttarkannada,

Tumakuru, Hassan and Chikmagalur. The district of Tumakuru is selected and pilot studies on

farming practices were conducted in the village panchayat of Thovinakere, Koramkote, Nelhal

and Badugavi. A total of 35 farmers from 11 villages of four village panchayats were randomnly

selected for the survey. The data was collected using a structured questionnaire, interview

with the farmers and group discussion with the villagers. The survey study revealed that the

farmers are aware of the changes in the climatic conditions and it was found that the agricul-

tural productivity is drastically reduced. Organic farming is practiced by some of the tree

growers. Exhaustive surveys will be undertaken crop wise and farming practice wise on the

utility of organic farming for specific crops.

2.4.2.11.B. Assessing Metro Rail System as a means of mitigation strategy to climate

change.

The following are the Objectives;

To measure air pollutants in selected Metro stations of Bengaluru city.

To estimate the Green House Gas emissions from transportation sector in Bengaluru city.

Assess the socio-economic and environmental impacts of introduction of mass transit system on the commuters along the East-West corridor of the Metro Rail system.

Assess the existing gaps in the last mile connectivity aspects and suggesting feeder

routes between the Bengaluru Metropolitan Transport Corporation bus to Metro Rail

system.

Work completed till date:

Completed the Metro rail commuters opinion survey conducted between 27th February–4th March, 2017 along 17 stations of the East-West Corridor of the Metro rail. The perspec-tives of the commuters were assessed through a structured questionnaire using specific factors related to environment and transport.

The filled in questionnaires were entered in the excel sheet.

The vehicular population data for a period of ten years (2006-2016) was obtained from the Office of the Commissioner for Transport & Road Safety, Bangalore.

The gap analyses on last mile connectivity between the BMTC bus stations and the Metro

stations have been worked out for the 17 Metro stations of the East-West corridor.

2.4.2.11. C. Green transportation as a mitigation strategy to Climate Change.

Action to reduce the impact of climate change is critical, and limiting the increase in av-

erage global temperatures to less than 2°C requires concerted global action. Renewable energy

plays a key role in mitigating global greenhouse gas emissions by radically lowering the emis-

sions profile of the global energy system. According to State Action plan for Climate change

(SAPCC) report one of the challenges focused in energy sector is failure in usage of biofuels .

There is a need to conduct research on usage of biofuels as substitutes for fossil fuels. Hence a

Transport Corporation/Karanataka State Road Transport Corporation buses is planned to be

taken up soon.

2.4.3. Coordination with Government Departments for Developing Projects under

National/International Funding:

As directed by Ministry of Environment Forests and Climate Change (MoEF&CC), Gov-

ernment of India (GoI), EMPRI is also coordinating the state departments to prepare and sub-

mit proposals under National Adaptation Fund for climate change (NAFCC). A proposal enti-

tled, “Conservation and Management of Indigenous Cattle and Sheep in the Wake of Climate

Change in Karnataka” was sanctioned for Rs. 24, 21, 52,632/- by MoEF & CC, New Delhi. The

first instalment of Rs.4,44,47,080/- has been received by the department of AH&VS. The incep-

tion meeting was held on 16th November 2016. The work is under progress.

2.4.4. Other project proposals cleared in the State level Steering Committee.

1. Building resilience to climate change through revival of traditional agro-fishery system in

coastal Karnataka - submitted by Karnataka Biodiversity Board

2. Drought Monitoring, Forecasting and Agro-meteorological advisories for adaptation sub-

mitted by Karnataka State Natural Disaster Monitoring Centre, Bengaluru

3. Development of a database on the forecast of impending vector borne diseases and to study

the trend of their transmission to identify vulnerable regions under the use of Geographic

Information System mapping in high priority districts - Department of Health and Family

Welfare

4. Micro Irrigation in Agriculture- submitted by Department of Agriculture The proposal was

presented by department of Agriculture.

5. Rejuvenation of Amarja River Basin in Aland Taluk submitted by Zilla Panchayat (ZP) Kala-

buragi

2.4.5. Green Climate Fund projects.

A proposal entitled “Karnataka Farm Tree Support Project” submitted by Karnataka For-

est Department was presented in State Level Steering Committee (SLSC) meeting held on Octo-

ber 21, 2016 and recommended for onwards submission to MoEF&CC after incorporating the

suggestions by the committee. The revised proposal with a budget outlay of USD 146 million is

sent to MoEF&CC.

2.4.6. National Seminar on Climate Change:

A National Seminar on Climate change: Challenges and Solutions were organized on

23.01.2017 at EMPRI, Bengaluru. With the fund support of DST, Govt. of India. There were forty

registered delegates in the seminar and a total of thirty six presentations were given in six

technical sessions’ viz., Climatology & climate change, Climate change & impact, Climate change

& Biodiversity, Adaptation & Mitigation of any sector, Climate change & Green, Climate change

law & Policy and one poster session of the seminar. The participants were from different insti-

tutes, universities, NGOs and departments (the details can be seen in Annexure -10). Wide

news coverage was made on the seminar in different news papers.

2.5. Outreach Activities:-

2.5.1. Environmental Information System (ENVIS) Centre;

The Environmental Information System (ENVIS) of Karnataka with the subject area

“State of Environment and Related issues” is operating in Karnataka since December 2002. It

was established as ENVIS centre on 1st January 2009. The ENVIS centre Karnataka carried out

the activities in the following areas. The details are as below:

2.5.1.1. ENVIS Website:

The ENVIS centre Karnataka has a ded-

icated website on the NIC CMS portal -

www.karenvis.nic.in. The contents of the web-

site is published and managed by the ENVIS

centre Karnataka as per the guidelines given by

MoEF&CC. The redesign intended to make rel-

evant information more accessible and the

presentation fresher and more attractive.

2.5.1.2. Bhuvan Portal:

The centre also creates and disseminates content relating to the themes assigned to

ENVIS Centres in geo-spatial platform in Bhuvan portal.

2.5.1.3. Indian State Level Basic Environmental Information Database (ISBEID);

The Indian State-Level Basic Environmental Information Database

(ISBEID) is an ambitious programme of the Ministry of Environment and

Forests, GoI in order to make environmental status easily available to re-

searchers, students, policy makers, and the general public at large. A pro-

cess for systematic collection of data from all relevant sources was initiat-

ed by EMPRI. Data for various modules have already been procured and

fed into the web-enabled software developed by MoEF under ENVIS. The

data have been classified into 17 modules/sectors. Data for all these sectors

have been collected either in full or in partial (year wise). For all the 17

modules and sub-modules data has been collected & uploaded on an average of 10-12 years or

on Coastal Karnataka, issue 42 on Plastic and it’s Harmful effects and Issue 43 on Swachh Bha-

rat Initiatives in Karnataka (draft) for the year 2016-2017. Available for download on

2.5.1.6. Other Activities of ENVIS Centre:

1. State ENVIS centre has created awareness by taking part in Science Express Climate

Action Special Train at 4 cities, namely, Mangaluru, Mysuru, Hospet and Wadi. The

Centre got an overwhelming response of more than 40,000 students visiting our exhibi-

tion stall at the platforms. The center apart from interacting with the kids also conduct-

ed platform activities like quiz competition on environmental issues for all the stu-

dents.

2. The Centre Participated in Parisara Habba Exhibition conducted on 5th and 6th June,

2016 where certain publications and reports from the ENVIS team and host institute

were provided to people visiting the stalls. Handouts on Wildlife, Swachh Bharat

Pakhwada and plastic ban in Karnataka were given to the public and children visiting

the stalls. The center acquainted the masses about the importance of conservation,

problems and the efforts.

3. The center took part in Swachh Bharath Mission Gramin – RDPR Program, the team

successfully exhibited a stall showcasing posters on Plastic Ban, Solid Waste Manage-

ment and Bio-Medical Waste Management and educated the public to bring in better

understanding about the aspects of Open Defection Free (ODF) and Waste Manage-

ment.

4. The centre conducted International Ozone Day for the Preservation of the Ozone Lay-

er with the theme for the year Ozone and climate: Restored by a world united. The

theme is supported by the slogan; “Working towards reducing global warming HFCs

under the Montreal Protocol” was celebrated on 16th September 2016 at EMPRI, Ban-

galore. Eminent Scientist Anandi Sharan and Departmental Officers interacted with the

public and research staff about the importance of ozone, climate and other environ-

mental issues.

5. The best way to bring in change is to educate the younger generation about environ-

mental issues, threats and mitigation measure. In this aspect the centre visited the

Govt. higher primary schools in the Hassan district. The centre provided publications

relating to environmental issues and alleviation measures to school teachers. The EN-

VIS Staff interacted with the kids pertaining to Plastic ban and all aspects of Waste

Management. We also aim to visit most of the schools in Karnataka to achieve the same.

6. The Centre interacted with a wide array of populace from school kids to international

delegates and stakeholder at the International conference on Conservation and Sus-

tainable Management of Ecologically Sensitive Regions in Western Ghats: The

10th biennial lake conference at Mudibedre, Mangalore. The centre also successful-

ly exhibited a stall imparting knowledge about the Environmental issues and showcas-

ing ENVIS Publications, Reports and posters on Plastic Ban, Solid Waste Management

and Bio-Medical Waste Management in Lake.

2.5.2. National Green Corps (NGC):

National Green Corps is a national school programme launched in 2001. EMPRI had

been declared as the State Nodal Agency to oversee the implementation of NGC Programme in

the state of Karnataka on January 01, 2009. The main objective of the scheme is to establish

“National Green Army" in schools all over the state to spread awareness on environment and

carry out action based programmes for protection and improvement of environment. As per

guidelines of MoEF&CC, in Karnataka, 8500 eco-clubs have been established covering all the 34

educational districts of the State. The details of eco-clubs are as follows:

2.5.2.1. Disbursement of the fund for the year 2016-17:

In the FY 2016-17, EMPRI has received an amount of Rs, 2,20,20,115/- from MoEF & CC

for Eco club activities, the same has been transferred to the Directors of Rastriya Madhyamika

Shikshana Abhiyana (RMSA) & Sarva Shikshana Abhiyana (SSA) for further disbursement of

fund of Rs. 2,500/- per Eco club to the 6969 High School and 1531 Higher Primary schools of

all the Educational Districts. And also of Rs.25,000/- per district is given to 34 Educational Dis-

tricts as the Financial Assistance for strengthening the Implementation and Monitoring at Dis-

trict level.

2.5.2.2. Renewable Energy Day:

EMPRI celebrated Renewable energy Day on 20th August 2016 with the participation

from the NGC schools of Bangalore North Educational District, Govt. High School Hegganahalli,

and Govt. High School Hebbal. On this occasion various activities like tree planting, skit and

drawing competitions were conducted and prizes were given to children.

2.5.2.3. School Visit by NGC team of EMPRI during the year 2016-17:

In order to disseminate information about the NGC programme and to review the activ-

ities taken up by the Eco-clubs. NGC team visited 12 districts covering 50 eco-club schools

across the State out of 34 educational districts. The districts covered are Bangalore North, Ban-

galore South, Bangalore Rural, Sirsi, Shimoga, Uttara Kannada, Dakshina Kannada ,Udupi, Has-

2.5.2.4. Training Programmes:

In the Financial Year 2016-17 EMPRI has conducted 2 training programmes for the

Eco-club incharge teachers and staff of Sarva Shikshana Abhiyana for better implementation of

2016 for reviewing the functioning of State Nodal

2.5.2.6. Visit of Shr.i Lalit Kapur, Adviser, MoEF & CC to EMPRI:

Shri. Lalit Kapur, Adviser (EE), MoEF&CC visited EMPRI on 9th January 2017 to review

the procedure adopted for mode of disbursement of grants from State nodal agency to

ecoclubs. During his visit discussions was held on the functioning of NGC across the state, prob-

lems faced by SNA & suggestions for improvement. He also visited two eco-club schools namely

Govt Pre-university college (High School) section Thyamagondlu and Govt High School Mare-

gondanahalli of Bangalore Rural District along with Project Development Officer, NGC team of

EMPRI and also Resource person from resource Agency to review ecoclub activities.

2.6.1. Dissemination of Environmental Rules, Regulations and Preventive Measures

to the Public through the use of Mass Media;

EMPRI has been frequently conducting training programmes for BBMP’s staffs,

NGOs, KSPCB, ULB officers, and general public in waste management and best practic-

es. It has also organized Training programmes on “Plastic Ban” ever since it has been

enforced by Government of Karnataka. To communicate and create awareness for

much larger audience through dissemination activities about ‘Plastic Ban’ Government

of Karnataka has given directions to EMPRI through a government order vide reference

no. APG 17 EPC 2012 (Section-3) Dated: 07.01.2017.

In Recent trends, dissemination can be effectively reached to the public through mobile

advertising hence an attempt is made to create awareness on this platform. The details are as

follows;

Mobile advertising : Bulk SMS were sent to one lakh general public creating awareness

about ‘Plastic Ban’ and the penalties imposed for using plastic.

Mobile advertising: Recorded voice calls were delivered to 50,000 people with message

saying banned plastic items and the penalties imposed.

Mobile advertising: Cold Calls were made to flex printers and some general public about

the banned plastic items.

Emails: 150 emails were done to government officials, public and press people.

Whatsapp Messages: 3,000 Whatsapp messages were done among the ‘Empri Staff’ and

further from them to others.

Facebook: A Facebook page is created with name ‘PlasticFreeKarnataka’ were all the ‘Plas-

tic Ban’ posts and activities are maintained. Presently it has reached to 928 Facebook users.

Youtube: A youtube link is created where all the videos of activities taken up by EMPRI

about plastic ban are uploaded.

Blogspot: A blogspot page is also created for dissemination of ‘Plastic ban’

2.6.1.2 Print Media.

EMPRI has disseminated the Plastic Ban awareness through various Newspaper adver-

tisements in Kannada newspapers such as Kannada Prab-

ha, Vaartha Bharathi, Vijayavani.

The content on Banned Plastic items and request to

avoid usage of such items and contact details for related

queries and complaints from Hon’ble Minister for Forest,

Environment and Ecology was published on 23rd march in

Vartha bharathi, 21st march in Kannada Prabha and 23rd

march in Vijayavani. The other newspaper coverage was

2.6.1.3. Plastic Ban Awareness Programme using Rag-pickers, Procession /Rally.

EMPRI had organized Plastic Ban awareness and cleaning drive programme on 14th

March 2017 at Puttenahalli Lake in JP Nagar 7th Phase involving Rag-pickers, EMPRI staff and

other volunteers with Plastic Ban Themed T-shirt and protective gloves. About 180 partici-

pants in this Plastic Cleaning drive

program were from EMPRI lead by

er of Hasiru Dala with her team, Dr.

Sandhya Health officer, Smt. Shobha

Team and her team, Smt. Usha Ra-

jagopalan, Chairman of Puttenahalli

Neighbourhood Lake Improvement

Trust (PNLIT) and Samarthanam trust

volunteers.

The participants wore T-shirts with “Plastic-Ban” logo and message to discard usage of

plastic and safeguard environment. Humming the sayings of Plastic Ban and holding several

Placards with messages to public the 2Km procession rally was conducted from Vinayakanaga-

ra Circle to Puttenahalli Lake. Handouts on Banned Plastic and Alternatives, Cloth bags with

messages were distributed to all the participants and to the public along the route of rally.

All the participants wearing protective gloves and T-shirts spread in teams across the lake, 20

garbage bags were used to collect the disposed Plastic in Puttenahalli lake. Nearly 200 Kgs of

Plastic were collected in the garbage bags. The Garbage bags were then handed over to the col-

lection vehicle of BBMP.

2.6.1.4. Awareness Programme on “Plastic Ban” involving EMPRI, Bannerghatta Na-

tional Park Forest Department, Students, NGO and other Volunteers;

The “Plastic Ban” awareness programme was jointly organized by EMPRI, Officials of

Bannerghatta National Park-Forest Department on 25th March 2017 from 9.00pm to 2.00pm

in the premises of Bannerghatta National Park – Champakadhama Temple and its surround-

ings.

The programme was inaugurated with the motivational speech from Shri. K. H. Vinaya

Kumar, IFS, Director General (I/c), EMPRI at 9.30 am starting the Rally from Bannerghatta Cir-

cle to Champakadama Temple Parking space. The participants wore T-shirts with “Plastic-Ban”

logo and message to discard usage of plastic and safeguard environment. Humming the slogans

of Plastic Ban and holding several Placards with messages to public the procession rally was

conducted.

About 120 participants in

this Plastic Cleaning drive program

were from EMPRI lead by Shri. K. H.

from Bannerghatta Indian School,

were also a part of this event.

All the participants wearing

protective gloves and T-shirts spread in teams with garbage bags to collect the plastic waste

thrown by Tourists, Visitors and Localites. Nearly 4 tractor loads of Plastic waste was collected

and made arrangements for disposal.

Message to local shops and vendors that “supply sale and use of banned Plastic is a

criminal offence and violation consequences” were disseminated along with distribution of

handouts on Banned Plastic and Alternatives, Cloth bags with messages to the roadside shops

in the premises of Temple to conclude the programme in a successful manner.

2.6.1.5. Plastic Ban Logo Design.

EMPRI has also taken initiative in devel-

oping a LOGO for BBMP indicating the theme

of non-usage of “Banned Plastic items “for dis-

playing in Hotels, Shops, Malls and other public

places to bring awareness among public.

2.6.1.6. Making of short films.

As per the GO.No. APG 17 EPC 2012 (Section 3) for dissemination activities on Plastic

ban, under Activity Sl.no.(3) is for Making of Short films. In this connection, EMPRI has taken

initiative to produce short films covering “Plastic Ban” and other Environmental Rules. The fol-

lowing movies includes the interviews of Hon’ble Minister for Forest, Environment and Ecolo-

gy, Secretary to Government, Forest, Environment and Ecology Department, EMPRI officials,

Doctors and other experts.

2.6.1.7. Doordarshan and Radio.

A programme called “Hello Gelayare” was a Phone-in-programme conducted from DD

chandana on 15th March 2017 which was

themed on Plastic Ban. Many queries and

doubts on Plastic ban from public calls re-

ceived from various parts of Karnataka were

clarified and discussed. Similar programme

was held on 22nd march 2017 called “Lunch

Box programme” in AIR FM Rainbow 101.2 FM

Bengaluru for Public interaction and discus-

sion through Radio. The Awareness Pro-

gramme on “Plastic Ban” involving EMPRI,

Bannerghatta National Park Forest Depart-

ment, Students, NGO and other Volunteers had wide coverage by a programme telecasted in DD

Chandana in two parts.

2.6.1.8. Distribution of Cloth bags, Paper bags, Handouts and Banners with Plastic

Ban awareness message.

EMPRI has distributed nearly 500 cloth bags and Paper bags made with printed Plastic

Ban related theme and Logo to the Public, shop vendors and awareness was created on Banned

Plastic items and consequences of Violations. Handouts and Plastic ban awareness messages

were mailed to 8,500 schools by Post.

2.6.1.9. BMTC Bus Banners.

EMPRI has prepared eco-solvent vinyl bus banners with

“Plastic Ban “content of Banned Plastic items pictures, re-

quest not to use the Banned Plastic items and Logos. These

Banners were mounted on the backside of 10 major route

BMTC busses shuttling to different areas of Bengaluru.

2.6.1.10. Wall Paintings.

EMPRI has made efforts in painting

compound walls in Bannerghatta Nation-

al Park and Doresanipalya Forest campus

with the theme of Plastic Ban, Banned

Plastic items, its impacts on domestic an-

imals and wildlife, Violation and fines.

These compound walls are located in

public places to make it more effective in

reaching the tourists, localities and other

general public.

2.7. Other Achievements of the EMPRI:

2.7.1. World Environment Day Celebration:

World Environment Day, 2016 on June 5th 2016 was celebrated at EMPRI. The pro-

gramme commenced with a “Nature Walk” at the Doresanipalya Forest Campus, JP Nagar 5th

Phase. The EMPRI office staff, officers of National Tiger Conservation Authority (NTCA), The

Additional Principal Chief Conservator of Forests, Research and Utilisation staff and officers

participated in the “Nature Walk”. Further a programme was conducted for world environment

day at the EMPRI office focusing on the theme – Go Wild for Life.

2.7.2. Climate Change Quiz for Students in Doordharshan:

Under the new Scheme on climate change (sub category – awareness creation for

school children) a quiz programme – PARVA, for school children on climate change was

conducted in collaboration with Doordarshan. At the outset list of 450 students studying in

the 10th standard from the Education Department i.e. Bangalore North & South Talukas of

Bangalore Urban District were obtained and subsequently the written examination was

conducted on 07.08.2016. Further, out of 450 students 210 students attended the written

exam and among 210 students 36 top scorers were selected from the written exam and the

selected students were taken to the Doordarshan for the Climate Change Quiz programme

and thereafter the recording of the quiz programme was started from 18.08.016 and ended

on 24.08.2016

The same recorded programmes were telecasted in 22 episodes in the Doordarshan

Chandana TV channel in a programme titled, “Thatt Antha Heli” during the month of Septem-

ber, 2016. In the quiz programme environmental related books were given to the participator

for the each right answer and also T-shirts, mementos and participation certificates were given

to the participators. In the final round two cash prizes were kept for the winner and runner-up

i.e. Rs. 5,000/- and 3,000/- respectively. EMPRI has planned to organize such more awareness

programme in other social media in next financial year.

2.7.3. Water Analysis Laboratory:

Environmental Management Policy Research Institute is in the process of obtaining ISO

9001:2015 and OHSAS 18001:2007 certificates for Water analysis laboratory. The work has

been initiated from October 2016 and so for following phases has been completed.

Phase II: Development and preparation of manuals, identification of Health and safety related

issues and risk assessment
