University Police Annual Report Mission Statement
Our mission is to serve, protect, and be a vital contributor to the educational process.
The University Police at SUNY Potsdam provides the highest levels of safety and security through a professional, skilled, and compassionate workforce.
The Department strives to support a rich academic and diverse social experience at Potsdam by working in tandem with all departments and organizations on campus while promoting strong positive relationships with our surrounding communities.
Our goal is to perform in a legal, moral, professional and humanistic manner, while exhibiting a high degree of sensitivity.
Staffing Profile
The SUNY Potsdam University Police Department has a total of 12 police officers; 9 patrol officers, 2 lieutenants, and a Chief of Police. University Police has added a Campus Public Safety Officer I to dispatch for the department. The Department is also supported by 1 department secretary and 1 calculations clerk, as full-time civilian employees. The Department also employs 9 student dispatchers and 4 student office clerks. Police services are provided 24 hours per day, 365 days per year.
Authority and Training
The SUNY Potsdam University Police Department is highly trained and professional, with a commitment to excellence and the philosophy of Community Policing.
All uniformed personnel have full state authority to enforce and investigate all laws, rules and regulations. Police officer powers are authorized under the New York State Criminal Procedure Law and the New York State Education Law. Each officer must attend and successfully complete a New York State Division of Criminal Justice Services and Municipal Police Training Council sanctioned police officer training course. In addition, all officers must complete field training. After initial training, officers are required to attend yearly in-service training that includes firearms and use of force. Specialized training in other areas is also provided by the department.

Department Goals
The SUNY Potsdam University Police Department consistently tries to set and meet goals to enhance the department and campus life in general. Listed below are some department accomplishments that were met in 2017.
Enhanced professional development through professional training programs. Continuing Education/Training.
Continued to update department equipment. New patrol vehicle was purchased in 2017. New audio phone radio recorder purchased in 2017.
Successfully became a NYS DCJS Accredited Police Department in 2016. Purchased Power DMS software for continued policy/Accreditation updates and training.
Staffing
In 2017, University Police did not have any retirements. Officer Wolff was gone the entire year on Military Leave. Officer Flint was on light duty until August 2016, when she returned to full duty. Officer Justin O’Connor graduated in June of 2017 from the SUNY Canton Police Academy. The Department is currently fully-staffed. We replaced the CPSO position contingently, in December 2017, with the hire of Rachael Miller.

Services Provided
Security of Buildings and Grounds
Security and access to on-campus facilities is controlled by card access. The University Police and the Physical Plant Department monitor all access to the campus facilities. Residence halls are locked 24-hours per day.
Extensive foot patrols are performed by University Police Officers throughout the campus buildings each day. A special emphasis is placed on foot patrols in the residence halls between the hours of 10:00 p.m. and 7:00 a.m.
Other security considerations used in maintaining campus facilities include the checking of campus lighting by University Police and Physical Plant personnel. The Grounds Department checks areas which may be potentially dangerous and takes corrective action.
University Police Officers provide 24-hour per day vehicle, bicycle, and foot patrols of campus properties owned by the college.
Campus facilities are open to the public during the day and evening hours when classes are in session.
After evening classes/functions and during times when the campus is officially closed, campus buildings are locked and only faculty, staff and students with keycard access or with written permission from their professors are admitted.
The college continued to move forward with a security camera system and is currently up to 110 CCTV cameras throughout campus. The camera system has been very instrumental in assisting University Police in solving criminal cases. Approximately 8 new cameras have been approved and are currently being installed.
Shelter in Place Drills were conducted in March and September of 2017, using the RAVE Alert system, which is advertised at Orientation and student emails are automatically entered into the system.
Emergency Blue Light Phones (28), Red Phones (91)
An outdoor blue emergency phone system is available on campus to make the reporting of serious incidents more efficient.
Although SUNY Potsdam is a relatively safe campus, you may find it necessary to contact the University Police Department to report an emergency, a crime in progress, or a suspicious person or incident, request an escort or to ask directions.
To report an incident, depress the clearly labeled "PUSH" button for a direct connection to the University Police.
A location code allows the dispatcher to know which phone has been activated in case the caller is unable to speak. A patrol will be sent to the area immediately.

The “RAVE Guardian” App was implemented in Fall of 2016. This app allows staff and students to contact University Police at the touch of a button on their mobile phones. They can also leave tips via this system. The Rave Guardian program GPS function locates the caller when a call is made, and all available information input by the user comes up on the dispatch screen. Users can also assign others as guardians and use the timer to notify others if they have not reached their destination. Currently have 467 users, up from 224 in 2016. The college continues to advertise this app with posters, emails, at tabling events, orientations and presentations.
Jump Start Pack
The University Police Department will provide a portable jump start pack to anyone that needs to jump-start their car. Two new Jump Packs with air pumps were purchased by SGA in 2017.
Vehicle Lock-outs
If anyone locks their keys inside their vehicle, we try to assist. Although we do provide this service, we are not trained locksmiths; therefore, a release form must be signed before the attempt to gain entry into the vehicle.
Safety Escorts
To further enhance our mission to provide a safe and secure campus, University Police officers are available to provide safety escorts to anyone, to any campus location.

Money Escorts
University Police will provide an armed escort for any department that needs assistance in transporting money around campus or to the bank.
Delivery of Emergency Messages
Should anyone have the need to contact a student or faculty member on campus regarding an emergency, University Police can facilitate this process. We will try all venues possible (class rooms, residence halls, computer labs, dining facilities) to locate a person and assist with message delivery.
Internship Program
University Police accepts interns from the campus through our Internship Program. Interns shadow in the Dispatch area and participate in ride-along activities with duty officers. At the end of their program, they receive class credit for their participation. We also have a “Ride-Along” program available to any interested students. On occasion, interested high school students have been allowed to participate in ride-alongs (with appropriate permission).
Liaison with Outside Agencies
The University Police Department works closely with local police, state police, federal law enforcement, fire, emergency medical agencies and local courts to coordinate and assist with information flow to the College.
Parking Direction/Crowd Control for Special Events
The University Police Department provides conference parking passes and parking enforcement for special events throughout the year.
Other Department Accomplishments in 2017
Law Enforcement Training Institute (LETI)
University Police has been instrumental in the running of the LETI. Specifically, Lt. Shane Ashley has taught the Physical Fitness Daily Training and has assisted with Defensive Tactics Instruction, Pepper Spray Training and Standard Field Sobriety Training. Chief Ashley also provided classroom instruction on several topics. An older patrol car was donated to LETI for training use. A Firearms Simulator was recently purchased by LETI via grant funding.

Parking Division/ Enforcement
The University Police Department oversees the entire parking program for SUNY Potsdam. Temporary passes are issued on a daily basis, and we are responsible to run the Vehicle Registration (Sticker) and Parking Fee program for the entire campus. We also enforce all New York State Traffic and Safety Laws that apply to our roadways. These activities are ongoing. Proposals for Parking and Registration Fee increases were submitted to Business Affairs, requesting an increase in student (registration and parking) fees and staff registration fees. This proposal was recommended by the Parking Advisory Committee due to other campuses charging significantly more than SUNY Potsdam and a sharp decrease in the number of vehicles being registered to park on campus. SUNY Potsdam was ranked #1 in the parking category by a student opinion survey in 2015.
SUNY Potsdam Parking Rules and Regulations Laws have been updated and submitted to Vice President Rick Miller. The updated will be presented to President’s Council for approval before being sent to SUNY Legal for consideration. These updates will increase parking ticket fees from $15 to $30.
