ABOUT THE VIETNAMESE ASSOCIATION, TORONTO (VAT)

Established in 1972 as a fraternal organization and incorporated in 1979 as a non-profit charitable

organization, VAT has the following Mission Statements:

To provide settlement and adaptation services to immigrants and help them integrate and participate

successfully in Canadian society.

To promote mutual understanding, tolerance and racial harmony among ethno-cultural

communities.

To work for the promotion and preservation of the Vietnamese heritage and culture, and for the

enrichment of multiculturalism in Canada.

SƠ LƯỢC VỀ HỘI NGƯỜI VIỆT TORONTO (HNV)

Hội Người Việt Toronto đã phát triển từ một tổ chức thân hữu khi được thành lập năm 1972 thành một

tổ chức phi lợi nhuận và từ thiện năm 1979 với các mục đích sau:

Cung cấp các dịch vụ nhằm trợ giúp người di dân mới đến ổn định và hội nhập thành công với cuộc

sống xã hội tại Canada.

Thúc đẩy sự hiểu biết và hòa hợp giữa các cộng đồng sắc dân thiểu số.

Phát triển và bảo tồn di sản văn hóa của người Việt nhằm làm phong phú thêm môi trường đa văn

Dear Friends of the Vietnamese Association, Toronto

On behalf of the Boards of Advisors and Directors, as well as the Staff of the Vietnamese Association,

Toronto (VAT), we would like to welcome you back to our 2019 Annual General Meeting.

Speaking before you today, amongst friends and members of the Vietnamese Association Toronto, we are

humbled and grateful for the trust and support you have bestowed upon our Boards over the past year, for

the honour and privileges to add our voice and yours to the Viet spirit and collective movement of

Vietnamese Canadians in the GTA and across Canada. Without you and your fervent support, our current

positions and missions would not exist, Hội Người Việt Toronto would not be the same institution we are

today. You are the soul and driving force of our Vietnamese Canadian community.

Being Vietnamese Boat-People Refugees, we covet the noble values of "Democracy, Justice, Freedom", but

we must also thoroughly understand the moral responsibilities and ethical limits of Freedom of Speech and

Expression, and must never abuse the process by maligning good people, misrepresenting truths and

fabricating falsities.

It has been a challenging but exciting year in which invaluable experiences were gained and lifelong

friendships were bonded. For our Board, there had been many memorable events to report to you.

This past year, VAT became fully involved throughout the year together with multiple community

associations, in such community activities as Việt Youth Summer Festival, Mid-Autumn Lantern Festival

TẾT Trung Thu, "Tổng Biểu Tình Toàn Cầu" in July and again in September 2018, Lunar New Year

Festival TẾT 2019, the Flag-raising April 27th and 30th Commemoration at Toronto City Hall as well as in

front of Parliament in Ottawa, and last but not least, the Việt Summer Festival this past Sunday July 7th

2019.

We have come full circle to where we began at VAT AGM, where last year VAT reported an amazing

profit in our TẾT 2018, and this year another memorable "Hoàng Sa Trường Sa Vietnam" TẾT 2019

despite challenging circumstances.

Once again, thanks to the unifying strength of our community. Thank you for your trust, support and the

honour of serving you.

MESSAGE FROM VAT PRESIDENT


Kính thưa quý vị,

Thay mặt Ban Cố Vấn, Hội Đồng Quản Trị (HĐQT), Ban Chấp Hành (BCH) và tất cả nhân viên của Hội Người Việt

Toronto (HNVT), chúng tôi xin kính gửi những lời chào đón quý mến nhất đến quý vị, những khách quý và bạn hiền

của HNVT.

Dưới mái nhà khiêm tốn này của HNVT trong suốt mấy năm qua, quý vị đã cùng đồng hành với HNVT và Liên Hội

Người Việt Canada (LH-VCF) trong những sinh hoạt cộng đồng. Chúng tôi vô cùng cảm kích về sự tin tưởng của

quý vị đã hết lòng giúp Hội trong thời gian qua để góp công sức vào công việc phát triển, xây dựng và bảo vệ cộng

đồng. Nếu không có được sự hậu thuẫn, tiếng nói và sức mạnh của quý vị, chúng tôi sẽ không được đứng đây ngày

hôm nay để cùng chia sẻ về HNVT và LH-VCF.

Quý Hội Đoàn cũng như các Tổ Chức trong ngoài thành phố Toronto đã để lại cho chúng tôi nhiều kỷ niệm ấm vui

cũng như tình đồng đội cao quý trong mọi sinh hoạt chung của Cộng Đồng. Năm qua là năm đã mang lại nhiều sự bất

ngờ, nhiều cái gọi là "Lần Đầu Tiên" đáng được tường trình để còn mãi mãi lưu lại trong ký ức.

Thay mặt HNVT, xin chân thành cảm tạ tất cả quý Thiện Nguyện Viên, Hội Đoàn và Tổ Chức đã cùng nhau sát cánh

tổ chức những buổi Lễ Cộng Đồng trong suốt năm qua như Việt Youth Summer Festival, Tết Trung Thu CĐ, Tiệc

CMC và Giáng Sinh, HCT CĐ Tết 2019 "Hoàng Sa Trường Sa Vietnam", Lễ Hai Bà Trưng, Lễ Giổ Tổ Hùng

Vương cũng như Lễ Việt Summer Festival Mùa Hè ngày Chủ Nhật mùng Bảy tháng Bảy vừa qua. Nhờ sự ủng hộ

nồng nhiệt của Cộng Đồng, sự chung sức cùng các Hội Đoàn và nhiều nhà bảo trợ cũng như biết bao thiện nguyện

viên, HCT CĐ 2018 có được tổng kết dư giả với con số kỷ lục "lần đầu tiên" dù chi phí mướn 6 ca sĩ Mỹ lên rất cao

khi hối xuất tiền Canada bị giảm giá thấp. Cộng Đồng Người Việt Tị Nạn Cộng Sản tại Toronto và các vùng phụ cận

đồng lòng trong HCT CĐ 2019 cúi đầu tri ân các anh hùng chiến sĩ của VNCH đã anh dũng hi sinh trong trận chiến

Hoàng Sa vào năm 1974 để bảo vệ Hải Đảo của Tổ Tiên chống lại quân xâm lăng từ phương Bắc.

LH-VCF và HNVT cũng đồng hành cùng đồng bào khắp thế giới tưởng niệm "Lễ Thượng Kỳ" long trọng trước Tòa

Đô Chính Toronto City Hall, trước Quốc Hội Tỉnh Bang Ontario tại Queen's Park, cũng như trước Quốc Hội Canada

trong những ngày Tưởng Niệm Quốc Hận.

Cộng Đồng chúng ta cũng đã yểm trợ và góp sức với Liên Hội (LH-VCF) qua những cuộc Tổng Biểu Tình Toàn Cầu

chống "Đặc Khu Kinh Tế" và "Luật An Ninh Mạng" tại Quốc Hội đã không quản ngại sự khó khăn tốn kém, từ nơi

xa xôi lặn lội đến Ottawa vào tháng Bảy và tháng Chín 2018, cũng như qua những buổi hội thảo về thảm trạng

Formosa hay đấu tranh cho Dân Chủ và Nhân Quyền vào tháng Mười Một 2018 và gần đây trong tháng Năm 2019

vừa qua.

Chúng ta là những người Việt tỵ nạn cộng sản đã phải tha hương trao đổi mạng sống với Tử Thần để tìm sự sống.

Chúng ta am hiểu tầm quan trọng của "Dân Chủ, Công Lý, Tự Do Tôn Giáo và Ngôn Luận", ngoài ra chúng ta phải

có trách nhiệm với Nguồn Cội, Tổ Tiên và Dân Tộc, cùng nhau tạo sự đoàn kết chống lại cái ách cộng sản đang ngự

trị trên đất nước chúng ta. Và sẽ không bao giờ hợp tác với những Đàm Vĩnh Hưng, Thu Phương trong công tác

tuyên văn vận của họ ở khắp Mỹ Châu đặc biệt là Trung Mỹ, Mexico, Hoa Kỳ và Canada. Chúng ta còn bổn phận

không hèn hạ nói sai sự thật vì những tỵ hiềm quyền lợi cá nhân, không mạ lỵ vu vơ và nhất là không vu khống bịa

chuyện bậy bạ để diệt triệt những Anh Hùng Quốc Gia Ái Quốc hay những Chiến Sĩ Hùng Dũng của Quân Lực Việt

Nam Cộng Hoà.

Thay mặt HĐQT, tôi xin thành tâm cảm ơn sự tin tưởng ủy nhiệm của quý vị để cho anh em chúng tôi có cơ hội phục

vụ cộng đồng chúng ta.

Executive Committee

President: Dr. Kien Le, M.D. (2017-2020)

Kien Le was educated at the University of Toronto and further sharpened by an additional surgical

year at UCLA. He served as President of the U of T Vietnamese Student Association, also the

Canadian natives in Northern Ontario, and a tour in the White Head camp in Hong

Kong where thousands of Vietnamese boat people were detained and subsequently forced to return

to communist Vietnam. At this time he has immersed himself into the mission to construct a senior

residence for the Vietnamese elderly and to add a voice to the Vietnamese Canadian collective spirit

and freedom movement via Vietnamese Association, Toronto (VAT), Golden Age Village for the

Elderly (GAVE), Vietnamese Canadian Federation (VCF), Vietnamese Canadian Voting &

Advocacy Association (VCVAA), and Vietnamese Boat People Memorial Association (VBPMA).

Vice-President of External Affairs: Paul Nguyen, M.S.M., O.M.C (2018-2021)

Paul Nguyen is a filmmaker, journalist and social activist best known for creating Jane-Finch.com.

Nguyen's impact is recognized by political and community leaders across Canada. He is a public

speaker and media commentator on race, crime and youth issues. Nguyen sits on the York

University Alumni Board, York University Senate, and the National Ethnic Press and Media

Council of Canada. He is featured on a list of noteworthy historical figures for Asian Heritage

Month by the Government of Canada.

Vice-President of Internal Affairs: Lisa Dietrich (2016-2019)

Lisa Dietrich started her own career in Auto Body Appraisal since 1995. For community oriented

work, she continues to show Vietnamese heritage through her participation in many events held by

the Vietnamese community such as the Lunar New Year (Tet) festival, Oktoberfest in Kitchener-

Waterloo, and the Veterans Parade at the annual Canadian National Exhibition. Lisa Dietrich is the

founder of the Toronto Vietnamese Marching Band which is a well-known organization that

engages Vietnamese youth to spread awareness about Vietnamese culture through the use of music.

Lisa Dietrich also participates in the Committee for Democracy in Vietnam and has received many

commendations as well as the Queen Elizabeth II Jubilee award.

Treasurer: Ha Nguyen (2017-2020)

Harry has spent his career in finance and accounting fields of the private sectors in both Montreal

and Toronto areas at all levels of the organization. Harry was the Chief Financial and organizing

member of the Kinh-Thuong Alumni Reunion in Toronto 2006. A low key approach but a firm

decision maker, he was active with the Vietnamese student association while studying toward his

degree in Sir George Williams Campus, Concordia University 1980. Harry is now self employed

and taking his times in volunteer works and personal hobbies.

Secretary General: Tan Nguyen (2017-2020) Tan Nguyen was a former member of the Army of the Republic of Vietnam (ARVN). At the

refugee camp in Pulau Bidong in Malaysia, he was appointed Chief of Security to help maintaining

the orderly processing of refugees for resettlement in other countries. He was also appointed Head

of Section 9 of the Baataan Refugee Camp in the Philippines for taking care of its administration

duties. Tan Nguyen was former President of the ARVN Veterans Association of Ontario, former

Vice-President of ARVN Veterans Association of Canada, and is the current President of the

Committee for Democracy in Vietnam. For his long standing community work, Tan Nguyen has

received numerous commendations, including from Prime Minister Stephen Harper and Senator Hai

Ngo. He was awarded the Queen Elizabeth II Diamond Jubilee Medal in 2012.

Other Members of the Board of Directors

Duy Ngoc Nguyen (2016-2019)

Duy Ngoc Nguyen fled Vietnam in 1980 and came to Canada as a political refugee in 1982. Since

escaping the communist regime, he has spent his whole time here in Toronto. Duy is an

entrepreneur who started a graphic design and print company called Advanced Graphics Inc. in

downtown Toronto. The company operated from 1990 until 2014, serving thousands of corporate

and retail customers, while providing employment for about 20 staff over the course of 24 years.

Duy has completed courses in Advertising Layout & Design, Studio Management, Professional

Copywriting at George Brown College. Duy has a strong passion for community activities and has

organized numerous events to raise funds for charities, to support the Human Rights Activists in

Vietnam, to entertain community members during New Year festivals and to benefit and educate the

people in the Vietnamese community. Duy has served as president of the Quang Ngai Friendship

Association of Ontario for one term and as Vice-President of the Catholic Marriage Family

Enrichment Program, Toronto for two terms. He is currently serving as Vice-President of the

Committee To Support Vietnam’s Human Rights & Democracy Movement, Toronto (second term)

and is also sitting on the Advisory Board of the Vietnamese Canadian Voting & Advocacy

Association (VCVAA) (second term).

Nguyen Thanh Nguyen, B. Eng. (2017-2020)

Graduated as an Electrical Engineer in 1970 at the Electrical Engineering School of the Phu Tho

National Technical Centre in Vietnam. After graduation, he became lecturer at the same school for

12 years, until 1982 when he immigrated to Canada. From 1984 he worked for Panasonic Canada

Inc. as a specialist in broadcast and security products for 24 years, until his retirement in 2008.

Hung Vu, B.Eng. (2016-2019)

Hung Vu completed Mechanical Engineering from the University of Technology and Education in

Vietnam in 1980. He was among Vietnamese boat people and immigrated to Canada in 1980. He

graduated Mechanical Engineering from the University of Manitoba in 1990. He is a Professional

Engineer with more than 20 years of management experience in the Canadian automotive industry.

He is now self-employed as Manufacturing Consultant. Hung Vu is an active member of the Board

of Directors of the Vietnamese Community Centre of Mississauga (VCCM) and the Board of

Directors of the Vietnamese Women’s Association of Toronto (VWAT). He is an Integral Taichi

Instructor for classes at the Driftwood Community Centre in North York and the Vietnamese

Community Centre of Mississauga.

Khiet Nguyen (2017-2020)

Khiet Nguyen is reporter for the Saigon Broadcasting Television Network (SBTN) TV with Head

Office in the U.S. and Branch Office in Canada. He has been involved in media communication and

is also a teacher of Vietnamese language. He has been a community volunteer for over 12 years

working toward community development and poverty relief.

phổ biến dịch vụ định cư miễn phí cho di dân mới đến. HNV Toronto có một gian hàng trưng bày hình ảnh Sài Gòn

Over 300 children and their parents enjoyed the traditional Mid-Autumn Festival organized by VWAT Family

Services and VAT on September 22 at Grandravine Community Centre with games and shows for the whole

family, with attendance of IRCC Minister Ahmed Hussein, Senator Thanh Hai Ngo and MP Judy Sgro / Trên 300

trẻ em và phụ huynh đã đến tham dự Tết Trung Thu truyền thống do Hội Phụ Nữ VN Toronto và Hội Người Việt

Dance Group have provided Vietnamese cultural performances to other communities. HNV Toronto, HPN Toronto

và thành viên cộng đồng Việt đã tham dự tiệc Asian Food and Cultural Festival (Potluck) do Hội Đồng Đa Văn

With the theme “ Paracel, Spartly Islands, Vietnam” the Tet Festival dislayed model of unique

historical territorial monument of Spratly Islands erected by the Republic of Viet Nam Government,

on August 22nd, 1956, defining the Spratly Islands as part of Phuoc Tuy province, Republic of Viet

Nam / Với chủ đề “Hoàng Sa, Trường Sa, Việt Nam”, HCT năm nay có trưng bày các mô hình di tích

lịch sử Bia Chủ Quyền Quần Đảo Trường Sa do chính phủ Việt Nam Cộng Hoà dựng Ngày 22 Tháng

Cultural performances are always popular features of the Tet Festivals. Performers are from different

generations, from experienced professionals to younger apprentices who use the Tet Festival as an opportunity to

appear before a live audience. This is an example of the transfer of cultural knowledge and skills between

generations of Vietnamese living overseas. / Các tiết mục văn nghệ là một trong những phần chính của HCT.

Các thế hệ, từ những nghệ sĩ lão thành nhiều kinh nghiệm đến các thanh niên đang bắt đầu chuyên nghiệp trình

diễn trên sân khấu HCT và cũng là cơ hội cho các mầm non thực tập khả năng trước công chúng. Đây là một

April 30, 2019 marked the third time the Vietnamese Canadian community raised the Heritage & Freedom Flag

in front of Parliament Building in Ottawa. Over 600 community members from Ottawa, Toronto, Mississauga,

Kitchener, Waterloo, Guelph, Cambridge, Montreal and other cities participated in this ceremony. Senator Thanh

Hai Ngo and many Members of Parliament participated in this event / Ngày 30 tháng 4 đánh dấu lần thứ ba cộng

đồng Việt làm Lễ Thượng Kỳ tưởng niệm ngày Quốc Hận trước Quốc Hội Canada ở Ottawa. Trên 600 đồng bào

đã đến tham dự từ các thành phố Ottawa, Toronto, Mississauga, Kitchener, Waterloo, Guelph, Cambridge,

Montreal và các nơi khác. TNS Ngô Thanh Hải và nhiều Dân Biểu đã đến tham dự buổi lễ.

This was the third time that VAT and other community associations organized the popular Viet Summer

Festival with free admission. This year it was again at the Nathan Phillips Square, Toronto City Hall with

the participation of many community members and government officials. VAT had information booth and

promoted its settlement services. / Đây là lần thứ ba HNV Toronto và các hội đoàn khác trong cộng đồng tổ

chức Lễ Hội Mùa Hè vào xem tự do và được nhiều người hâm mộ. Năm nay Lễ Hội này được tổ chức lại tại

Quảng Trường Nathan Phillips, Tòa Đô Chính Toronto, với sự tham dự của đông đảo đồng bào và nhiều

chính khách. HNV có bàn thông tin và quảng bá dịch vụ định cư.

VAT settlement counsellors serve newcomers under the funding of Immigration, Refugees and Citizenship

Canada (IRCC). Programs include one-on-one counseling and monthly workshops on various topics such

as employment assistance, citizenship test preparation class, income tax preparation information sessions,

etc. In the fiscal year from April 1, 2018 to March 31, 2019, VAT staff provided 8,361 client services. In

addition VAT staff also organized 80 information sessions and workshops on topics useful for newcomers.

VAT currently provides settlement services in English, Vietnamese, Mandarin, Cantonese, Tagalog,

Tibetan and Hindi. Many immigrants have found convenient rental accommodation, employment in their

own field of expertise, and successfully settle down as a result of help from VAT. Besides the main funding

of $696,156 from IRCC, VAT also received additional funding from other sources: New Horizons for

Seniors Program – NHSP ($13,122), Multicultural Community Capacity Grant of the Government of

Ontario ($13,102), Centre for Addiction and Mental Health – CAMH ($6,150), City of Toronto ($24,744).

HNV Toronto với sự tài trợ của Bộ Di Trú, Tỵ Nạn và Công Dân Vụ Canada cung cấp các dịch vụ định cư

miễn phí cho di dân mới đến (chưa có quốc tịch Canada) như hướng dẫn và giúp điền các giấy tờ cần

thiết, tổ chức các buổi hội thảo và lớp luyện thi nhập tịch. Trong năm qua, nhân viên HNV Toronto phục

vụ 8.361 lượt khách. Ngoài ra, nhân viên HNV đã tổ chức 80 buổi hội thảo về các đề tài hữu ích cho di

nguồn tài trợ chính của Bộ Di Trú là $696.156, HNV Toronto còn nhận được tài trợ từ các nguồn khác:

Chính Phủ Ontario ($13,102), Trung Tâm Cai Nghiện và Sức Khỏe Tâm Thần CAMH ($6.160), Thành
