Principal’s Message

‘Commitment is an act, not a word’Perth Modern School, in its 108th year in 2018, continues to go from strength to strength. As Principal, I have the privilege of seeing some of Australia’s sharpest young minds grow intellectually as their curiosity expands and they establish their passions and interests. I have been delighted by the commitment Perth Mod students have consistently demonstrated throughout 2018 as they pursued academic and sporting competitions and events, music and creative arts opportunities, community service activities and sustainability initiatives.‘Commitment is an act, not a word’ is a quote by philosopher and playwright Jean-Paul Sartre and expresses perfectly what binds the Perth Modern School community together: commitment. Whether it is students committing to sports training several times a week, participating in choir or orchestra, entering competitions, giving their all to the demands of the WACE exams or spending weekends helping community groups, our students consistently demonstrate immense commitment to whatever it is they turn their minds to. Our teachers also demonstrate enormous commitment, putting in countless additional hours working on preparation, reflection, refinement and ongoing learning.

In this spirit, 20 of our Years 9 and 10 students volunteered to lead heritage trail tours when the school was open for the 2018 Heritage Perth Weekend. Our students willingly and enthusiastically committed their own time in order to offer members of the community a wonderful opportunity to learn more about the history and heritage of Perth Modern School. This feedback from participant Bill Macpherson sums up the experience for our visitors: ’I had the pleasure of being guided around by three very bright students. I was impressed with their quiet confidence, teamwork and knowledge. And on a day when they would normally be enjoying themselves at home. Thanks for seeing around the school with such pleasant company.’

In 2018, a strong focus at Perth Modern was on student wellbeing and resilience. The goal of Perth Modern’s framework of wellbeing and resilience is to meet the social and emotional needs of students and to ensure the development of the ‘whole’ child. This framework is multifaceted and involves mindfulness and attentiveness training, recreational clubs and Mod Time,

Advocacy, promotion of community service, a guest speaker program to inspire students and a strong team in Student Services who support the individual needs of students.

The Class of 2018 broke records in the WACE and clearly demonstrated that Mod’s focus on a love of learning, promotion of personal best as well as the development of wellbeing and resilience has paid dividends. The Class of 2018 worked extremely hard and thoroughly deserve the tremendous accolades received. Perth Modern School was WA’s top ranked academic school and broke the state record for highest median ATAR with 97 and the highest number of General Exhibitions achieved with 17. Pooja Ramesh won the Beazley Medal: WACE as the State’s highest achieving Year 12 student, the fifth student in eight years from Perth Modern to achieve this prestigious award. Claudia Walton-McDermott won the Rob Riley Memorial Award as the top indigenous student and five students achieved the highest ATAR score possible: Kai Chen, Nicholas Doan, Sunny Lu, Pooja Ramesh and Phil Yang. Eight students won nine Subject Exhibitions with Justin Liew, Pooja Ramesh, Robbie Glyde, Evgenija Blazeska, Georgia Henderson, Layanna Hepburn and Natasha Hartono each topping one subject and Roisin Callery topping two. We expect, because of the nature of our students, to do well in the WACE but we are thrilled at how the students have value-added to their education. Phil Yang, who achieved a 99.95 ATAR, sums up exactly what many of our students love about being a Modernian: ‘I found the best thing about being at Perth Modern is being with other like-minded students who encourage each other to do well and succeed.’

My sincere thanks to all members of the Perth Modern School community for contributing to the wonderful year that was 2018. In particular, I would like to express my appreciation to Perth Modern School staff, School Executive, Alumni, the School Board led by Hon Dr Ken Michael AC, the P&C led by Phil Marshall, Head Girl, Georgia Henderson, Head Boy, Kartikeya Bisht and the Student Councillors for all their hard work throughout 2018.

The Perth Modern School Board was formed with the fundamental purpose of enabling parents and members of the School community to have input into and engage in activities that are in the best interests of students and to enhance the education provided by the School.

As outlined in the School Education Act 1999, the role of an Independent Public School Board is one of setting the long term future for the school and maintaining oversight of the school’s operation. One of the terms of reference is to make recommendations regarding the School’s objectives, priorities and general policy directions.

In 2018, the Board is confident that the School is progressing well and moving towards meeting the best interests of the School community, with regard to the budget, current facilities and innovative external engagement.

Board MembersElections were held at the end of 2017 to fill Board positions because of resignations as well as vacancies due to the ending of the three-year terms for some positions. In addition, there was a further parent representative resignation in early 2018 before the start of the school year. As a result, the Board welcomed several new members in early 2018.

Board MeetingsThroughout 2018, there were nine Board meetings (six general meetings; two additional meetings and one open meeting). Attendance over the course of 2018 for the voting Board Members averaged 87 per cent.

The Board held the following events to foster interactions with other School Community organisations and members as well as a workshop to develop an approach to a Sustainability Strategy for the School:

• A meeting with P&C members of Perth Modern School;

• A meeting with members of the Perth Modernian Society;

• A sustainability workshop including staff, students and parents; and

• A visit and talk by Mr Matt Osborne from the WA Department of Education in June 2018 on Independent Public School Board Governance.

Objectives achievedDuring 2018, the Board and School successfully achieved a number of objectives, consistent with the Board’s role to support the School to ensure successful outcomes for all students:

• The Board was pleased with the progress made against key focus areas presented in the Business Plan for 2015–2019 ensuring the School was well-placed to meet its 2018 objectives. The Business Plan provides the strategic direction for the School. It focuses on two key areas, being Quality Teaching and Learning and Quality Learning Environment for Students, each with quantitative and qualitative measures to ensure that progress and success can be identified and measured.

• The Board Annual Report for 2017 was endorsed in March 2018.

• The Board reviewed and endorsed the 2018 school budget in May that had been prepared by the School Executive.

• The Board continues to recognise the significant value of the School’s Modernians and continues to work closely together. This was led with the support of Board member Mr Peter Farr and the Chair of the Modernians, Professor Geoff Soutar.

• Meredith Eddington (Board Community Representative) worked closely with the School Executive to advise on the marketing and fundraising strategies for the Auditorium Project.

• The Board reviewed and endorsed the Board Terms of Reference and the Stakeholder Management Plan.

• The Board reviewed and endorsed the following three school policies:

– Bullying Prevention Policy

– Complaints Management Policy

– Drugs in School Policy.

• The concept of Board Effectiveness was discussed and reviewed, particularly with an emphasis on developing links between the Board, the School and the wider community. Events were held inviting both P&C members as well as members of the Perth Modernian Society to an informal meeting during the year.

• The Board developed and endorsed a Perth Modern School Board Logo and document template (Letterhead) to use for all Board correspondence.

• Lois Joll met with Bronwyn Rasmussen (Board Community Representative and Chair, City Beach Residential College Local Input Networking and Communications Committee) regarding the City Beach Residential College and ways to encourage rural students to apply to the GATE Program. This was supported by the Sphinx Foundation.

School Infrastructure Priorities: The Multi-purpose School Auditorium Project• In March 2018 the Perth Modern School Board reviewed a comprehensive list of currently planned

contending capital works projects. The Board considered that the proposed multi-purpose auditorium would enable very significant benefits for teaching and learning at Perth Modern School, and the Board resolved that the proposed multi-purpose auditorium was ranked, unequivocally, as the School’s highest priority. The Board supported the Principal and School Executive in developing this concept further.

Sustainability Workshop• Following the November 2018 Board meeting, there was a ‘Sustainability Workshop’ facilitated by

Phil Marshall (Community Representative). The format included a joint presentation by students relating to Sustainability initiatives that have been active at Perth Modern School. Syndicate groups brainstormed ideas for a Sustainability Vision supported by Sustainability Strategies and reported back to the whole group. It was noted that Sustainability projects/activities often require funding support, which in future could involve the corporate sector and interested Modernians. Integration of Sustainability topics into the curriculum was also stressed.

Acknowledgments of Outgoing MembersIn the closing months of the year, one of the Parent Representative positions filled by Professor Paul Arthur became vacant due to the end of his term. Nominations were called and Professor Arthur was elected unopposed for a further three-year term as a Parent Representative. The Board welcomes back Professor Arthur.

Unfortunately, Professor Dale Pinto offered his resignation at the end of 2018 due to work commitments, and his position as a Parent Representative (a one-year term remaining) will be subject to a subsequent election in early 2019. The Board would like to thank Professor Pinto for his two-year tenure on the Board and his contributions, especially to the Finance Subcommittee.

AcknowledgmentsOn behalf of the Board, I would like to thank all Board members for their commitment and their valued contribution in support of Perth Modern School. I would also like to thank Peter Farr for being the Deputy Chair and Craig Donovan for taking on the role of Secretary.

The Board would also like to thank Jan Fallows and Val Furphy, as non-voting Board Members, for their input into all matters Financial and Operational.

Finally, the Board acknowledges the ongoing dedication and efforts of our Principal, Lois Joll; the School Executive; the teaching staff; and the administrative support team. We congratulate the wonderful student body of Perth Modern School, particularly the graduating year of 2018 who achieved such remarkable results and wish them all the best for 2019. We also thank the wider School community for assisting and supporting the Board during the year.

The Board is focused on serving and supporting the School and its wider community, especially as it continues to adapt to changes to the School’s funding and operating environment. This year the Board focused on the key themes of stability, unity, focus and engagement and we feel there have been significant improvements in all these objective areas this year.

We look forward to another stable and productive year working together with the School and the wider community to achieve our objectives as the Board for Perth Modern School.

P&C President’s Report

The objective of our P&C is to promote the interests of the school through:

• co-operation between parents, teachers, students and the community;

• assisting in the provision of resources, facilities and amenities; and

• fostering community interest in educational matters.

2018 was a productive year for our P&C. We have concentrated on building collaboration between parents, the School Administration, the School Board, and the Perth Modernian Society and progress this year has been substantial. We believe that positive collaboration is the best way to achieve positive outcomes for our students now and into the future.

The main funding for the P&C comes from donations from parents that are collected along with the school charges and contributions. We thank all parents for contributing this funding because it allows us to continually improve and enhance many aspects of the education experience at Perth Modern School, providing significant benefits to all students.

The school identifies gaps where the Government doesn’t fund a particular area, but there is a defined need for resources or amenities. These are discussed at our P&C meetings and collectively the P&C decides on the initiatives to support. With Government funding cuts over the last few years, these gaps are only increasing, so these contributions are more important than ever.

The most substantial expenditure items in 2018 were:

• $36,000 for a vast array of STEM equipment and resources, including an Axiom CNC router, three additional 3D printers along with consumables, Arduino kits, robotics and mixed reality kits.

• $25,000 for the Subiaco Road ‘Kiss ’n Ride’ modifications, now under construction with the P&C contribution. When complete, this should improve the safety for all students walking through this part of school at the beginning and end of the school day, and improve the efficiency for parents who drop off and pick up their children from school.

• An additional $12,000 to beautify the area around the new ‘Kiss ’n Ride’ with new plants, lights and signage.

• Substantial support for our school community events like the P&C Picnic in March and the P&C Christmas Extravaganza event at the end of November.

• Many other smaller items.

The P&C have also supported the School’s ‘Raise the Roof’ campaign to build a new multi-purpose auditorium. This support did not come from existing P&C funding sources, rather, additional fundraising activities were organised specifically for this purpose. I thank the many parents who have contributed significant time and effort which has raised many thousands of dollars for this priority building initiative. With this momentum, we look forward to the project progressing quickly.

The P&C Friends of Music (FoM) sub-committee has continued to be a strong and active part of the school community. Music is such a large part of the school culture. We have a very large number of students involved in a vast array of ensembles and orchestras. Members of this sub-committee, along with a wider group of dedicated parents assist in many different ways to make it possible to run such a substantial program —assisting in the running of dozens and dozens of musical events every year at the school and other venues around Perth, and tours interstate and internationally. The activities covered include catering, stage-hands, chaperones, and fundraising. This effort also extends to regular weekly rehearsals.

The P&C also runs the Second-Hand Uniform Shop located in the Parsons building. The shop accepts donations of second-hand uniforms, including concert and sports uniforms. Many parents benefit from being able to purchase uniforms at reduced costs, especially as our teenage children can have a tendency to grow so fast sometimes! From a sustainability perspective, we are also proud to contribute to the circular economy.

Every school year has one or more social co-ordinators that run a Facebook page for communications, and arrange events for parents and kids to physically meet socially. Because Perth Modern School students are so geographically distributed, this is another important way that we can build our school community.

We have some amazing parents and community members who contribute a lot of their time and energy to supporting our school community.

The Perth Modernian Society, which represents the alumni (students and staff) of Western Australia’s earliest government secondary school to offer courses to matriculation level, continued in 2018 to expand the services which it provides to members, the School and the wider community.

The Society is run by an elected Council and as well as an annual reunion and concert for all years, it assists individual classes of ex-students to organise their reunions. Some 2018 highlights are mentioned below. The big challenge in 2019 and beyond is to attract capable younger Modernians to carry on the great work that the alumni body does so well.

History Museum and ArchivesA major achievement in 2018 was the completion of the process of the Constitution for the Perth Modernian Society Museum Association Incorporated, establishing an inaugural Board of Directors, and getting Deductible Gift Recipient status from the ATO.

As a community service, the Society’s History Centre was open to the public during the Heritage Perth weekend in October and had many appreciative visitors from the general public. Students acted as guides for a tour following the Perth Modern School Heritage Trail.

Annual OrationThe Perth Modernian Society 2018 Annual Oration was presented in June 2018 to an enthusiastic School audience and guests by a distinguished Modernian, Ms Elizabeth Gaines, CEO of Fortescue Metals Group Ltd (FMG).

Multi-purpose Auditorium AppealAs was the case just a few years ago with the funding appeal for the School’s magnificent new Sports Centre, the Perth Modernian Society has enthusiastically supported the cause of obtaining a new auditorium from the outset and many Modernians have contributed financially or pledged to do so in 2019.

Sphinx Foundation ScholarshipsThe Sphinx Foundation Inc. is an integral part of the Perth Modernian Society (Inc) run by a Board of five Directors, with representation also from the School’s Associate Principal Val Furphy.

The Sphinx Scholarship Fund is a great success story. Most notably, the Sphinx Scholarship Fund reached $975,000 at end of 2018. Thereby, from its earnings from investments, 41 new scholarships and bursaries, (plus 26 renewals from previous years) were awarded to deserving students from Years 7 to 12, the value of which came to $63,000.

The Sphinx Foundation Board was most pleased to be able to establish several new Sphinx academic excellence scholarships at the Year 10 level in 2018, in these subject areas:

• IT and Computer Science;

• Innovations;

• Entrepreneur and Independent Research;

• Visual Arts or Performing Arts;

• Engineering (courtesy of Fortescue Metals Group).

Courtesy of the generosity of Mr Tony Chong and family a new TLC ‘Be Inspired’ Scholarship was funded and applicants sought from existing students in Years 7, 8 or 9. The Fortescue Metals Group Mechatronics Engineering Scholarship and three bursaries are an innovation in that they will include a visit to Fortescue’s massive iron ore operations in the Pilbara.

Overarching OutcomeStudent learning is at the core of school planning. Perth Modern School aims to ensure challenge and engagement in every classroom through academic rigour to engage students in the love of learning. Exceptional teaching, based on current research, which meets the learning needs of academically gifted and talented students and prepares them with the skills and understandings to reach their personal best and collective excellence in the academic domain is the essence of this focus area.

West Australian Certificate of Education Results 2018In 2018, Perth Modern School exceeded targets for Year 12 West Australian Certificate of Education (WACE) results. The tradition of high academic performance was upheld by the Class of 2018, with the achievement of the highest median ATAR recorded in Western Australia and a state record of 17 General Exhibitions achieved. Perth Modern School was named the top performing school by the School Curriculum and Standards Authority based on its median ATAR for the third year in a row. Perth Modern achieved the highest Median ATAR in Western Australia with 97 compared to a State average of 78.2. Eight students achieved nine Subject Exhibitions and five students achieved a perfect ATAR of 99.95 with another 50 students joining the 99 Club for attaining an Australian Tertiary Admissions Rank of 99 or higher.

NAPLAN The National Assessment Program Literacy and Numeracy (NAPLAN) is conducted annually and tests all students in Years 3, 5, 7 and 9 in the areas of Literacy (Grammar and Punctuation, Spelling, Reading, and Writing) and Numeracy. The data from these tests allow comparison of our students’ achievements with national standards and student achievement in Western Australia and other States/Territories.

Years 7 and 9 Perth Modern School students continue to achieve exceptional results in comparison to State and National averages. The School has successfully met its target of achieving higher than the National and WA Government School average in each area for like schools in NAPLAN testing.

Student ServicesAt Perth Modern School there is an extensive system of support to enable students to achieve their personal best. The Student Services team work together to ensure that student pastoral and learning needs are met. The team consists of a Deputy Principal, Manager Middle Years, six Heads of Year, four Heads of House, Careers and Course Counsellor, Community Nurse, Chaplain, School Psychologist, Youth Education Officer, Education Assistants and School Officer. In 2018 the Student Services team supported students and parents in a diverse range of areas.

In 2018, the Student Services team achieved the following:

• Planning, modifying and re-writing the Perth Modern’s Advocacy program to reflect the School’s values and to align it with the Business Plan.

• Provided support for the emotional wellbeing and resilience of students through:– SAER meetings– School Psychologist, Chaplain and School Nurse– Mindful Attention Training (MAT).

• The growth of the Pegasus Society for the Middle Years aimed at developing the ‘whole’ student and encouraging them to engage with the school community.

• Monitored student attendance and lateness to school.• Promoted the culture of community service through

Youth Ambassadors, Pegasus Society, Advocacy and the chaplaincy program.

• Facilitated student education via external agencies of the appropriate use of ICT and awareness of cyber safety.

• Provided many opportunities for student leadership through:– Year 6 Transition program activities—led by students in

Staff Development and LeadershipOur professional and enthusiastic teaching staff are selected by merit and have a deep subject knowledge and understanding of the needs of highly able students. All staff contribute to a caring and supportive school community and are responsive to a changing education landscape to meet the needs of gifted learners. Perth Modern School staff members are highly qualified and hold high expectations of themselves and their students. In 2018, staff continued to demonstrate a commitment to the ethos and values of the school. The school’s Leadership team focussed on staff development, effective pedagogy and data analysis.

In 2018, Francesca Candaten from the Languages Department was a finalist in the WAATI Exemplary Teacher awards, Jamie Morris from the Science Department was a nominee in the ASG National Excellence awards and Laboratory Assistant Lorraine Osborne was awarded with a Regional Laboratory Technicians Group Award.

Our StaffMore than 140 dedicated teaching and school support staff worked together to create a learning environment where each student could strive for personal excellence.

All teaching staff met the professional requirements to teach in Western Australia and are listed on the public register of teachers of the Western Australian College of Teaching.

Teachers at Perth Modern School are merit selected and the school recruits and trains the best available teaching staff who possess specialist skills and experience in teaching gifted and talented students. Teaching staff are highly qualified with an array of academic qualifications including those specific to Gifted and Talented education. Six staff have been awarded a PhD and 11 staff have completed a Master’s degree.

Teaching staff undertook a variety of professional development opportunities featuring local and national presenters during 2018:

• 21st Century Learning Design• ICT training in one note and various applications• Australian Curriculum – though learning areas• KFA 2 – Student Services training• Social and emotional needs of gifted students• GERRIC Mini Certificate of Gifted Education.

In 2018 teaching staff included 14 Level 3 classroom teachers and 15 teachers with Senior Teacher status. Teaching experience ranged from newly graduated to 42 years.

Seven teaching staff left the school in 2018, with two retiring, one to commence further study, one on maternity leave, one on secondment and two accepting new positions.

Perth Modern School aims to utilise resources effectively to provide a welcoming environment for optimal teaching and learning outcomes for students.

In keeping with the Key Focus Areas of the Business Plan 2015–2019 the School’s finances support both quality teaching and learning and a quality learning environment for students.
