Preface

BRRI Annual Report 2015 contains a brief of research and development activities carried out

by BRRI research divisions and nine regional stations of the institute during 2015. The

significant research outcomes covering seven programme areas are the main focus of the

document. The programme areas consist of varietal development, crop-soil-water

management, rice farming systems, pest management, socio-economic and policy,

technology transfer and farm mechanization. BRRI is well aware of research planning to

sustain self-sufficiency in food production.

Considering this, BRRI scientists have been engaged in developing different stress tolerant

rice varieties and some premium quality ones that can compete in the international market.

Side by side they worked to develop and disseminate cost-saving and profitable technologies.

Besides research activities BRRI carried out training for farmers, extension officials and

scientists of different organizations. Technology dissemination is another important role of

BRRI implemented by Adaptive Research Division.

We acknowledge the efforts that helped bring out this publication and special thanks for those

who contributed with different capacities. We hope that the report will be useful for the

scientists, extension agents, policy makers and other partners to be updated on rice research at

BRRI.

Chapter 1 Institutional information

1.1 Legal basis of the institution

BRRI is a major component of the National Agricultural Research System (NARS) of

Bangladesh, dealing with research and development in relation to rice production, the staple

food for our people. The institute, formerly known as the East Pakistan Rice Research

Institute (EPRRI), was established on 1 October 1970 at Joydebpur, a small township 36 km

north of the capital city Dhaka. After the independence in 1971, the institute was renamed as

the 'Bangladesh Rice Research Institute (BRRI)' through the Bangladesh Rice Research

Institute Act, 1973 (Act X of 1973). At present in accordance with the provisions of the

Bangladesh Rice Research Institute (Amendment) Act, 1996 (Act V of 1996), a Board of

Management holds full responsibility to determine the policies and undertakings of the

institute within the framework of policy directives issued by the government of Bangladesh.

1.2 Functions and powers

The main Functions of BRRI is to:

Conduct research on all aspects of rice improvement and production;

Establish research centers and substations in different regions of Bangladesh for

conducting research on different problems of rice;

Establish project areas for demonstration of new varieties of rice developed by the

institute and training of farmers for the cultivation of these varieties of rice;

Train agricultural extension personnel and progressive farmers on modern techniques

of rice production;

Publish annual reports, monographs, bulletins and such other documents relating to

research activities of the institute; advise the government on rice related policy issues.

The Director General, who is the Chairman of the Board of Management, is the executive

head of the institute. He is the full-time chief executive of the institute and exercises such

powers and functions and discharges such duties as are determined by the Board of

Management constituted for BRRI by Parliamentary Act No. X of 1973.

Chapter 2 Organizational information

2.1 Organizational structure:

The Director General is the full-time chief executive of the institute who executes his

function with the help of Director (Research) and Director (Admin. and Common Service).

Under Research Wing, Director (Research) operates his main activities through 18 research

divisions such as: Training, Adaptive Research, Agricultural Economics, Agril Statistics,

Entomology, Biotechnology, Workshop Machinery, FMPHT, Irrigation and Water

Management, Plant Pathology, Agronomy, Farm Management, Soil Science, Plant

Physiology, Plant Breeding, Genetic Resources and Seed, Grain Quality and Nutrition, Rice

Farming Systems, Planning and Evaluation and nine regional stations such as; Rajshahi,

Sonagazi, Kushita, Comilla, Habiganj, Barisal, Bhanga, Rangpur and Sathkira. On the other

hand under Administration Wing, Director (Admin and Common Service) operates his main

activities through HQ Administration Division (Common Service, Procurement, General

Store), Finance and Accounts Division, Building and Construction Division, Publications and

Public relations Division, Audit Cell, Library and Dispensary.

2.2 Information on personnel

The institute operates with 19 research divisions, three support service divisions, eight

sections and nine regional stations with a total manpower of 680. Among of them, 249 are

scientists. About one third of the scientists are highly trained professionals with MS and PhD

degrees. Out of 678 personnel 284 are Class One Officers, 46 are second class officers, 213

are class III staff and 135 are class IV employees.

2.3 Name and contact information of the officials

Chapter 3 Operational information

3.1 Operational Plans

BRRI’s main objective is to make the country self sufficiency on food. For this purpose

BRRI is trying to develop the high yielding short duration rice varieties. It has developed

stress tolerant rice varieties like drought, water logging, salinity, flash flood etc. It has

developed short duration HYVs and Hybrid rice varieties also besides enforcement of

mechanization on rice cultivation.

3.2 Operational policies

BRRI provides suggestions to the government on rice related policy issues to achieve the self

sufficiency of staple food of the country. BRRI should follow the government 6th

five year

plans, national agricultural policy 2013 and the vision 2021.

3.3 Activities

Developing new rice varieties and production technologies for the diverse ecosystems

existing in Bangladesh is the absolute mandate of BRRI.

Conduct research on all aspects of rice improvement and production;

Establishes research centres and sub-stations in different regions of Bangladesh for

conducting research on different problems of rice;

Trains agricultural extension personnel and progressive farmers on modern techniques

of rice production;

Publishes annual reports, monographs, bulletins and such other documents relating to

research activities of the institute.

Appoint administrative, instructional, research and other staff and employees.

3.4 Procedures

BRRI organize annual research review and discussion on the achievement and identify the

problem faced by the ending year. Annual research programme is developed and finalized in

three steps: a) Intra divisional meeting; b) Programme area meeting and c) Programme

committee meeting. According to the decisions taken after the annual research review the

research programmes are finalized. Then it is executed by the performing units at HQ and as

well as at regional stations and at the farmers’ field. The concerned heads of the research

divisions monitor the programme approved for execution. In addition, Director (Research)

and the Director General supervise the overall research activities of the institute. Thereafter,

results of the executed programme are presented in the next annual research review workshop

where all the scientists of the institute and also expert members from other institutions take

part as a final evaluation process.

3.5 Delegation of authority

The Director General (DG) is the main authority of delegation. To operate institutional

activities smoothly DG gives the power of delegation to all research divisional heads, all

regional station heads and the various types of committee approved by the authority.

3.6 Job description

All research divisions and regional station heads perform their duties with the help of

divisional and regional stations scientist and support service officers and the staffs. They

performing their duties they deliver their findings and suggestions to the DG. Various

approved committees also perform their duties and give suggestions to the Director General.

3.8 Monitoring and evaluations

The Director General, Bangladesh Rice Research Institute as head of the institute will be the

overall in-charge of the institute. All division heads are responsible for execution of the

research and related activities of the institute. They will also supervise the overall research

activities. All division heads will seek cooperation and help from Director (Research),

Director (Administration) and Coordinator for Advanced Studies and Research (CASR) of

BRRI for the research activities. For research administration, accounts, audit, monitoring,

evaluation and reporting and other works will be done by the personnel of revenue setup of

BRRI. Building and ground section’s work of the institute will be executed by the Building

and Constructions Division of the institute. And procurement work of the project will be done

by the Procurement Section of BRRI. The Planning and Evaluation Division of the institute

will evaluate physical and financial achievements of the different projects and help project

directors for smooth execution of all projects. For Monitoring and evaluation of on farm

research activities BRRI organise different meetings and workshops like `Program Area

Meeting’, Annual Internal Review Workshop etc.

3.9 Other strategies, documents and data being used in office

BRRI follow need based and problem oriented strategies in management system. All data and

document used in management and research system except confidential particulars is

available in our website. If anyone wants more data and document or any other sort of

BRRI has, so far, published 270 publications of 168 items, including several editions of

extension materials and 19 volumes of the Bangladesh Rice Journals. BRRI publications can

Chapter 7: Open meetings information

7.1 Information on meetings

There are so many committees in BRRI to manage the overall activities smoothly. Meeting of

respected committees held as per requirement. Board of management is the apex body of all

committee. Decisions summarizes from different meeting finally submitted to BoM for final

Approval.

7.3 Open meetings

The Director General (DG) call open meetings in case of emergencies and he himself

presided over the meeting. The Participants of the meetings are two directors, all divisional &

section heads.

Chapter 8: Decision-Making and Public Participation

8.1 Information on decision making procedures

Adaptive Research Division (ARD) of BRRI disseminates rice technologies to the farmers

through the different activities and collect data and feedback through prescribed forms. Some

procedures followed by ARD for involvement of farmers on decision making process are

described below.

A. Technology validation

ARD conducts trials to evaluate the adaptability of advanced breeding lines and varieties

at farmers’ field. This is a unique opportunity for the farmers to choose the best one

among many lines/varieties suitable for the particular region and ecosystem. Moreover,

other improved management and production practices are also validated at farmers’ field

so that farmers are able to compare the new technology at their own situation. Thus,

farmers are involved in decision making.

B. Technology dissemination

1) Seed production and dissemination program (SPDP)

ARD conducts demonstrations using modern rice varieties and other technologies at farmer’s

field for their rapid dissemination in collaboration with the Department of Agricultural

Extension (DAE). DAE personnel, farmers and other extension workers could observe

directly the performance of the technology. If the technologies show better performance than

the previous, then farmers motivated and start to use the new technology.

2) Field day

ARD organizes field day to disseminate BRRI technologies. It is a gathering of 150-200

farmers, extension workers and other elite people near the demonstration area where

advantages and benefits of the new technologies are described to the farmers and collect the

feedback from the farmers about the technology. It is one of the most rapid and viable

technique for technology diffusion. It directly motivates farmers to cultivate modern rice

varieties and other potential technologies.

3) Farmer’s training

ARD also conducts a day-long Rice production training (RPT) for farmers and associated

others which improves the skill and knowledge on rice production technologies and enhance

technology dissemination.

8.2 Mechanisms for consultations and public participation in decision making

ARD collect data and feedback in consultation with Farmers and extension workers from the

above mentioned activities through the interview and questionnaire.

ARD collect phonological data, yield and yield component from the adaptive trial and SPDP

ARD scientists interview farmers and DAE personnel on:

Phenotypic acceptance of the varieties and advanced lines.

Advantages and disadvantages of the varieties and other technologies.

Production and seeds retaining by the farmers.

Knowledge gained and motivated farmers

Mass people participated in field visit and discussion in field day.

ARD scientists find collect the positive and negative feedback from the farmers and

extension workers that could be included in the research programme for further

improvement of the technology.

9.2 Public procurement information

A BRRI maintains Public procurement processes, criteria and outcomes of decision making

on tender applications under the PPR 2008.

B Contract Agreement Form

The agreement made the [day] day of [month] [year] between [name and address of

Procuring Entity] (hereinafter called “the Procuring Entity”) of the one part and [name and

address of Supplier] (hereinafter called “the Supplier”) of the other part:

Whereas the procuring entity invite tenders for certain goods and related services, viz, [brief

description of goods and related services] and has accepted a tender by the supplier for the

supply of those goods and related services in the sum of Taka [Contract Price in figures and

in words] (hereinafter called “the Contract Price”).

THIS AGREEMENT WITNESSETH AS FOLLOWS:

1. In this Agreement words and expressions shall have the same meanings as are

respectively assigned to them in the General Conditions of Contract hereafter referred

to.

2. The following documents forming the Contract shall be in the following order of

precedence, namely :

(a) the signed Form of Contract Agreement;

(b) the Notification of Award

(c) The completed Tender

(d) Conditions of Contract;

(e) Technical Specifications;

(f) Price Schedules and Schedule of Requirements and;

(g) other document, if any

3. In consideration of the payments to be made by the Procuring Entity to the Supplier as

hereinafter mentioned, the Supplier hereby covenants with the Procuring Entity to

provide the goods and related services and to remedy any defects therein in conformity

in all respects with the provisions of the Contract.

4. The Procuring Entity hereby covenants to pay the Supplier in consideration of the

provision of the goods and related services and the remedying of defects therein, the

Contract Price or such other sum as may become payable under the provisions of the

Contract at the times and in the manner prescribed by the Contract.

IN WITNESS whereof the parties hereto have caused this Agreement to be executed in
