13.1 Due to implementation of the One Sailing agreement, a treasurer is not required for the operation of Yachting Tasmania as Australian Sailing is delivering this service. No Treasurer appointed.
14. Appointment of Auditor
14.1 Due to Australian Sailing managing finances a move to their auditor was suggested. 14.2 Motion: That Yachting Tasmania appoint the Australian Sailing auditor as their own.

15. General Business
15.1 Since the 2016 AGM there has been further discussions regarding the Rules of the Association for Yachting Tasmania. As the implementation of the One Sailing agreement has developed it has become clear that the rules tabled at the 2016 AGM will need to be further developed before they can be finalised and put to the membership for approval. The intent is to have this work finalised in time to present and vote on the new at a Special General Meeting prior to the 2018 Notice of AGM being distributed.
15.2 A national review of the banding structure is currently underway. Australian Sailing director Garry Langford is chairing a committee looking specifically at this. Any recommendations arising will be put to Yachting Tasmania for review and consultation with member clubs. In the meantime, fees will be adjusted by CPI (1.5%) for the 2017/18 financial year.

ITEM 3 – PRESIDENTS REPORT
It gives me great pleasure to present the presidents report for the 2017/2018 Yachting Tasmania annual
report.
We are now into the second year of the implementation of the One Sailing agreement and we are all
working hard to ensure that this transition occurs as smoothly as possible. As with any major reform, there
will be issues but it is hoped that this reform will have a far reaching and lasting impact on the growth and
sustainability of sailing in Australia.
One of the recent positive initiatives as part of the One Sailing agreement is the work conducted on Fee
Harmonisation. The objective of this was to review and understand the existing fee structure for each MYA
and develop a proposal that would harmonise fees and specifically the methodology for assessing the fees
in a nationally consistent and equitable manner. This was a through and well considered project and I
commend Garry Langford and his working party for their work on this and I hope that this can provide a
nationally consistent and equitable framework for our Clubs to work in.
At this year’s Australian Sailing Awards in October, Tasmania was well represented with Chris Symonds
and Matthew Bugg being finalists in the Sailor of the Year with a Disability. Greg Rowlings was a finalist in
the Sport Professional Award, and Richard Scarr was a finalist in the Coach of the Year. It was fantastic to
see Tasmanian nominated and congratulations to Matthew on winning the Sailor of the Year with a
Disability and to all of the finalists.
It was unfortunate that during the year our former Regional Manager Richard McMinn approached me to
indicate that he had decided to return to full time study. I am sure that you will all join with me in thanking
Richard for all of his efforts and wish him the very best for his study and future endeavours.
With the leaving of one person we welcome another and it was fortunate that Glen Stanaway the former
Head of Sailing Service at Australian Sailing put himself forward to become our new regional manager. It
has been a big move for Glen to move to Hobart from Sydney and shows his commitment to the role. As
Head of Sailing Services, Glen has been responsible for a wide range of activities from development of the
sport's rules and its officials, to safety and risk management. I am sure that with Glen’s enthusiasm for our
sport, he will serve us and the sport well and I encourage you if you have not already to make yourself
know to Glen.
Congratulations to Joanna Breen and Peter Brooks aboard the yacht Morning Star, the smallest and oldest
yacht in the fleet, for finishing second across the line in the 5,500 nautical mile two-handed, non-stop
ocean race from Melbourne to Osaka, Japan. This is an outstanding display of sailing skills and
congratulations on your achievements. I would also like to congratulate the second Tasmanian yacht in
the fleet, Force Eleven, sailed by Tristian Gourlay and Jamie Cooper on an outstanding effort.
I would also like to congratulate Marion Cooper on being awarded a Medal of the Order of Australia (OAM)
in the Queen’s Birthday Honours 2018 for her services to the community through charitable organisations
and to sailing. Marion was the first woman to be elected Commodore of the Royal Yacht Club of Tasmania
and was Commodore from 2004 to 2007. Marion was also elected the first woman Life Member of the
RYCT.
The Australian Sailing 2018 Australian Youth Championships were conducted by the Royal Queensland
Yacht Squadron during January. The youth championship is the major regatta in Australia for teenage
sailors and Tasmania had a strong contingent attending the event. Alice Buchanan and Dervla Duggan
finished top girl crew in the double-handed 29er skiff class and made their way into the Australian team
for the World youth sailing championships that were held in the USA in July at Corpus Christie, Texas during
July were they finished a credible 9th.
The girls sail out of Sandy Bay Sailing Club which also was represented at this year’s World youth
championship in China by Jasmin Galbraith and Chloe Fisher who won the bronze medal in the girls’ 29er
skiff class, which is a fantastic achievement and we are very proud of what they have accomplished.
Sam King who was competing in the Laser Radial at the youth championships was officially second and
very close to a place in the Australian team for the 2018 World youth sailing championships. Sam is to be
commended for his sportsmanship and performance. In other results for the Tasmanian team, Rupert
Hamilton and Fynn Sprott finished third overall in the 29er skiff class, with Ethan Galbraith and Charles
Zeeman placed ninth overall and Max Gluskie finished eighth overall.in the Laser Radial fleet. In the Laser
4.7s, Matilda O’Donoghue finished 19th overall and Abby Calvert 23rd.
The 2018 Australian Secondary Schools Team Racing Championships were held on Port Phillip Bay this year
out of the Blairgowrie Yacht Squadron. Tasmanian had four teams participate one from Fahan, Friends’,
Hutchins and, for the first time, Taroona High School.
The team of seven girls from Hobart’s Fahan School won the all-female division of the Australian Secondary
Schools Team Racing Championships which is a fantastic result. Competing two-up in a team of three Pacer
dinghies, Fahan sailed a brilliant final to defeat the Ascham School from Sydney, 2-0 in the best of three.
The champion team comprised Chloe Abel, Lily Zeeman, Amy Potter, Meg Goodfellow, Laura Cooper,
Anabelle Zeeman and Emily Nicholson with coach is Lizzi Roundtree.
The open championship went to the Westminster School in South Australia with a win over defending
champions, Scotch College WA. The Friends’ School won the petit final from Brighton Grammar to finish
third overall after they had led the overall standings after two days of round-robins and The Hutchins
Schools end up fifth in final standings.
Sailing for Friends’ were Hugo Hamilton, William Sargent, Rupert Hamilton and Brendan Crisp as helmsmen
with Eddie Reid, Oscar O’Donoghue, Oscar Pritchard and Daniel Maree as their crew. The Hutchins team
consisted Sam King, Nick Smart, William Cooper, Charlie Zeeman with their crews being Howard Tapping,
Christopher Eyre, Oliver Hugo and Charlie Salmon and coach Elliot Noye. The Taroona High team comprised
Timmy Vincent, Llovett Taylor-Smith, Miley Fleming, Pallas Taylor-Smith, Lucia Gasparini, Jonty Savory and
Fred O’May. Oli Burnell as coach and Jennifer Potter the manager.
I would like to thank the Port Dalrymple Yacht Club for hosting the Tasmanian Youth Championship in
March and congratulate all the winner and competitors for having a great regatta.
Australia Sailing’s premier keelboat event, the Australian Racing Championship (previously known as the
IRC Australian Championship) was hosted by the Sandringham Yacht Club this year and local yacht
Philosopher won the IRC category of Division 3. I would like to congratulate Shaun Tiedemann and his crew
on their achievement. This year’s event will now be held at the Royal Melbourne Yacht Squadron (RMYS)
on January 22 to 24 as a lead in event to the Festival of Sails. The event was scheduled to be hosted in
Tasmania by the Royal Yacht Club of Tasmania. However, to coincide with 75th anniversary of the Rolex
Sydney Hobart, the 2020 Australian Yachting Championships it will now be held in Tasmania at the RYCT. I
would like to encourage all of our keelboat owners to start preparing for this great event and ensure that
the Tasmanian sailing community puts on a great event!
As this year comes to an end, I would particularly like to acknowledge and thank some of our Board
colleagues for their assistance.
I would especially like to thank the tireless work put in by Past President and current Board Member Ron
Bugg who is not seeking re-election this year. Ron took on the role of President of Yachting Tasmania at a
very difficult time and led Yachting Tasmania through this and was instrumental in the “One Sailing”
transition ensuring that it was successfully completed.
I would also like to thank Southern Vice President Greg Rowlings who is stepping down from the Board
this year for all of the work that he has put in for Yachting Tasmania. Greg joined Yachting Tasmania as its
Executive Officer and with a change in his working life joined the Board and went on to become Southern
Vice President. Greg is also well known for his work on ABC Local Radio with Chris Wisbey of a Saturday
morning promoting our wonderful sport and we all appreciate the effort and time that Greg has put in and
wish him very well.
Our current North West Delegate Chris Symonds has also decided to retire from the Board as he focusses
on his on water endeavours and his work with Wynard Volunteer Marine Rescue Centre. I would like to
thank Chris for all of his tireless efforts in promoting our sport in the North West and ensuring that the
Clubs in the North West have a voice.
Thank you to Oliver Burnell our Events Coordinator for all of his efforts and to all of the Board of Yachting
Tasmania for their efforts over the past year and to Colleen Darcy who will not be seeking re-election, it is
much appreciated.
I look forward to the upcoming sailing season and wish everyone the very best for a safe and enjoyable
time on the water over the next year.

ITEM 4 - REGIONAL MANAGER - TASMANIA REPORT
Regional Manager Richard McMinn kept the operations of Australian Sailing on track in Australia for the
majority of the year. Richard’s efforts were successful and he contributed a great culture shared among
the clubs who are the frontline for sailing. Richard has been supported by Oliver Burnell who looks after
Team Racing and events.
The management team on the ground is supported by a strong team in Sydney and Melbourne. Lesley
Fasala who is based out of Melbourne has supported the Tasmanian sailing community by working with
Oliver on the Tasmanian Youth Championship held at the Tamar Yacht Club at Beauty Point. Lesley has
also worked hard with the Royal Yacht Club of Tasmania as they prepare for the Australian Youth
Championship to be held in early 2019. Lesley has also assisted the Tasmanian Laser Association with
their organisation of the Laser Australian and Oceania Championship being held at the Mersey Yacht
Club also in early 2019.
Other support has come from the Sydney office with Julien Palmer visiting to help with clubs learning the
revSPORT database and website systems clubs use. Christopher Tate has also been an exceptional help in
leading the administration and support to Discover Sailing Centres and instructors in Tasmania.
Accounting are also handled by a team in Sydney led by Greg McFadden with Jacob Smith being the
backstay of governance activities.
The many people in a widespread management team working together to make sailing and clubs
successful in Tasmania is due to the ‘One-Sailing’ project pulled together by the 8 MYAs and Australian
Sailing’s boards.
The objective of the management team remains unchanged; support and improve the capacity of clubs
and classes. This has led to the running of many learn to sail courses by clubs, successful regattas and
events, development of volunteers and more.
It is now a pleasure and privilege for me to join the sailing community in Tasmania and I hope I can
maintain the success brought about by the many people involved in clubs, classes and committees.

ITEM 5 – NORTHERN-VICE PRESIDENT REPORT
The 2017/18 yachting year has seen many of the northern Tasmanian clubs undertake significant
projects, run major yachting events and has seen their members conduct themselves with distinction
across a wide range of activities.
Port Dalrymple Yacht Club
The club undertook its largest ever project, with the major upgrade of its jetty, fuel dock and the
addition of a small floating marina. All of this follows the recent successful upgrade of the club’s fuel
infrastructure, making it the only club on the Tamar River where fuel can be purchased.
In December the club hosted the B14 Skiff class Australian National Championships, then backed up by
conducting the B14 Skiff World Championships in early January. Numerous club members not only
volunteered many hours in the organising and running of the event, but they also competed in the
championships as well.
The club also continues to offer sail training and learn to sail on most weekends and is an accredited
Discover Sailing Centre. In addition, the club conducts racing for off the beach classes, trailer sailors and
keelboats. Interestingly, the club organised its first Classic & Wooden Boat day, which was well
patronised by many visitors to the club.
Notable performances by club members for the season include Nick and Brianna McElwee who became
the first Tasmanian’s ever to win the National NS14 Championship and Peter Brooks, who sailed with Jo
Breen on the yacht Morning Star in the Melbourne Osaka Yacht Race.
Tamar Yacht Club
The club continued to offer sail training as an accredited Discover Sailing Centre as well as the successful
Tackers program. It is encouraging to see many new junior sailors entering the club through this
pathway.
Continuing the theme of junior and youth sailing, the club conducted a very successful Tasmanian State
Youth Championships in March, which also included the Tasmanian Sabot Championships.
Supporting the ongoing development of junior and youth sailing, the club conducts annually the
Tasmanian Outdoor Boat and Caravan Show at the Silverdome in Launceston. This year’s event proved to
be the largest to date. Proceeds from the event have also been used by the club to purchase 3 of the
SB20 fleet following the World Championships on the Derwent. These boats will be used by the club to
encourage the retention of sailors beyond the dinghy ranks.
Notable performances by club members include Jo Breen and Peter Brooks (PDYC) sailing Morning Star
and Tristan Gourley and Jamie Copper sailing Force 11 in the Melbourne Osaka Race.
The club continues to maintain a clubhouse in Launceston as well as at Beauty Point, where it has an
extensive floating marina which is utilised by both club members and yachts visiting the Tamar River.
Deviot Sailing Club
Deviot Sailing Club continues to play an important role in the local community, with many sailing and
non-sailing activities taking place at the club. Located mid-way along the banks of the Tamar River, the
club has produced many accomplished sailors.
Sailing at the club is largely in a fleet of off the beach dinghys and catamarans, as well as some trailable
yachts.
The club successfully conducted the 2018 Mirror Dinghy Tasmanian Championships, and another major
event on the northern sailing calendar, the Tamar Safari, returned to the George Town to Deviot course
and was supported by the re-formed George Town Yacht Club and the 1st Tamar Sea Scouts.
The club recognised the passing of one of sailings true gentlemen with the inaugural George Fish Trophy
race this season.
Although small in size (one of the smallest in the state), they continue to be at the fore of the sailing
community due largely to their continuous disclosure reporting through media megastar, Henry.
Georgetown Yacht Club
The recently re-formed George Town Yacht Club has continued to operate from the old clubhouse in the
Esplanade in George Town. It is great to see the club starting to build in stature again after a significant
hiatus. The club is initially a largely social group, with regular monthly BBQ’s and gatherings adding back
to social fabric of George Town. Sailing is occurring in both dinghys and keelboats.
We look forward to the club growing and enjoying all of the aspects of the great sport and pastime of
sailing.
St Helens Sailing Squadron
The Squadron was recently formed to provide sailing training to youth aged 11-19 years in Cadet dinghys
and is an accredited Discover Sailing Centre. The Squadron has a clubhouse and has enlisted significant
support from the local community to help further develop the facilities.
Sailing is conducted off the beach on the waters of Georges Bay, with a large number of local young
sailors engaged through Come and Try sailing sessions.
Members of the Squadron represented their club and community in Victoria with distinction, competing
in the Stonehaven Cup, a competition with historic significance, which formed part of the formative
sailing years of many of Tasmania’s great yachting personalities.

ITEM 6 – EVENTS COORDINATOR REPORT
The 2018 Royal Hobart Regatta Exhibition Teams Racing Event was set to be held on 12th Feb 2018. Due
to a lack of interest and entries in the week leading up to the event, I made the call to cancel the event
and instead run a Discover Sailing event out of the Regatta Grounds. This would not have been possible
without the assistance of a few Sandy Bay Sailing Club and Lindisfarne Sailing Club Instructors who
helped on the day. Between 10am and 4pm we had a line of approximately 30 people all day waiting for
their chance to go for a 15 minute sailing in one of the four Pacers with one of the Instructors.
Individuals, groups and families of all ages ran us off our feet all day, in perfect sun and light breeze.
This was a great opportunity for me to promote sailing and the clubs around the state, with people from
not only Tasmania, Australia but from all over the world.
Due to proposed changes in the format of the Royal Hobart Regatta, the day which sailing features may
change so we are unable to lock in a date as yet.
The format of sailing will also need to be determined in the coming months. In the past it has been a
Yardstick event where you took your own boat but died off quite significantly before we had a successful
Open Teams Racing Event in 2016 and in 2017 bad weather forced us to abandon the event.
2018 Tasmanian Youth Championships
The 2018 Tasmanian Youth Championships was held at Tamar Yacht Club, Beauty Point on 3/4th March.
For the first year, this event also incorporated the Tasmanian Sabot Championships.
36 boats entered with over with over 50 youth sailors competing each day. Race Officer Tom Bain
successfully managed to get 7 races completed, with a long delay on the morning of Day 2 risking losing
the whole last day, but luckily had raced five races on the first day.
The regatta consisted of the following class numbers:

2018 Tasmanian Schools Teams Racing Championship
15 teams contested the the 2017 Boat Sales Tasmania Tasmanian Schools Teams Racing Championships
held at Sandy Bay Sailing Club 7/8th April.
Race Officer managed to complete a total of 126 Swiss League so every team had 17 races throughout
the regatta.
A top 4 finals series was contested in dying breeze and Friends School Red team, who remained
undefeated up until the Grand Final, defeated Hutchins Gold Team 3-2 to take home the schools 4th State
title in a row.
Fahan School finished first all-girls team.
