Idealismandrealism,opportunitiesandchallenges,developmentanddifficulties–thisyearhashadpiecesofallthesethings.Preparinganannualreportforcesanorganizationtoreflectontheyearthathasjustpassed.Regardlessoftheperspectiveorfiltersusedtoreflect,ithasbeenafullyear.Thisreportdescribessomeofthehighlightsfortheorganizationincludingfundraising,financialstatementsandqualityassurancestatistics.Theseevents,numbersandstatisticsarecriticalforastrongandvibrantorganization.However,mostimportantly,thisreporthasasamplingofstoriesandpicturesofsomespecialmomentsandsuccessesinpeople’slives.TheessenceofthesestoriesandthemanymoresimilarexamplesthathappeneverydayiswhatLCDSisreallyabout.Ourservicesandsupportsmakeadifference.Ourorganizationalaccomplishmentsincludeathirdconsecutivethree-yearaccreditationbytheCommissiononAccreditationofRehabilitationFacilities(CARF).LCDSwasthefirstinOntariotoreceivethistypeofaccreditationandwehavestayedcommittedtoqualitystandardsdespitethechallengesinvolvedinmaintaininghighstandards.LCDSalsoownsanewhomeinPetroliathatwasbuiltinpartnershipwithHabitatforHumanity.Lastsummerfourpeoplemovedintoasafe,affordablehome.TheyearendedwithPetroliaEnterprisesmakingsomesignificantchangestotheirbusinessmodelinordertoremainviableandatthesametimeprovidemeaningfulworkforpeoplewithdevelopmentaldisabilities.StudentsfromtheIveySchoolofBusinessexaminedvariousaspectsofthesocialenterprisesunderthePetroliaEnterprisesumbrella.Theygavesomesuggestionsandconfirmedfeasibilityofsomeideasthatwerealreadyunderconsideration.AnimportantpartofthechangesmeantthatallpeopleworkingatPetroliaEnterpriseswouldmakeacompetitivewage–valuableworkfor“real”wage.LCDSexperiencedachangeinleadershipattheendofJanuary2013.PatO’Malleyretiredafter6½yearswithLCDS,thelast2½asExecutiveDirector.AfarewellopenhousewasheldtothankPatforallhisworkatLCDSandtowishhimwellinhisretirement.TheLCDSBoardofDirectorsspentseveralweeksinthelatefallandearlywintercompletinganation-widesearchforasuccessorandhiredCandaceBurchart-EtiennefromwithinLCDS.ThemostsignificantchallengeLCDScontinuestofaceishavingtheresourcestomatchtheneed.Theprovincial(andglobal)economy,severalyearsofnobasefundingincreases,ongoinglegalobligations(likepayequity),andincreasedregulationshasmeantthatLCDShasfinanciallyendedtheyearinadeficitposition.Fiscaldifficultiesarethelargestthreattosocialservicestodayandwillcontinuetobeintheforeseeablefuture.Governmentsexpectustooperatedifferentlyandemployeesarestretchedinwaysthatdidn’texistevenafewshortyearsago.However,despitetheorganizationalaccomplishmentsandchallenges,the“true”workatLCDScontinues.Thesmallsuccessstories,thesubtlegesturesofappreciationortheall-outshoutsofjoycontinuetoinspireallthoseinvolvedwiththepeoplethatLCDSsupports.WordscannotalwaysdescribewhatisfeltwhenyouknowthatyouhavemadeadifferencebutthesedifferencesarethereasonsthatLCDSwascreated.OfcoursetheworkofLCDSdoesnotgetdone,withoutthecollaborativeeffortsofmany,manypeople.Manyoftheirdailyeffortsgounnoticedandtheydeservesomuchmoreappreciationthantheyreceive.TheemployeesofLCDSworkeverydaytomakethatdifferencethatwilldirectlyimpactsomeone’slifeforthebetter.FamiliesdowhattheycaninsomanywaystohelpandsupportLCDS.Theleadershipteamandadministrativesupportstaffensurethattheworkiscoordinated,administrativeobligationsaremetandsystemsarerunningsmoothly.Volunteersanddonorsgivegenerouslyoftheirtimeandmoney.TheLCDSFoundationBoardmembersprovidestewardshipoverthefundsthatareraised.OASIS(andespeciallyJaneJoris,pastLCDSBoardMemberandcurrentPresidentofOASIS)workstirelesslytoprovideadvocacyandsupportattheprovinciallevel.Andfinally,theLCDSBoardofDirectorsprovidesgovernancetotheorganization.TheseDirectorsshowtheircommitmentandsupporttotheLCDSVisionregularly.LCDSistrulygratefultoallthesepeople–themissioncouldnotbeaccomplishedwithoutanyofyou.Thankyou.

OASIS (Ontario Agencies Supporting Individuals With Special Needs) is a provincial volunteer organization dedicated to serving its member agencies in the pursuit of better business practices to improve the lives of people with developmental disabilities. Lambton County Developmental Services was one of six founding members of OASIS when it was established in 1996. OASIS provides leadership through sharing ideas, information and knowledge and interacts with government and other organizations on issues affecting its members. Jane Joris, former President of Lambton County Developmental Services, is currently President of this vibrant provincial organization that has grown to 172 member agencies.

To say that these are difficult times for theDevelopmental Services Sector and OASISmemberagencies seems to be an understatement. Despite the challenges, OASIS has worked hard to supportagenciesintheirworkandcollaboratewiththeMinistryand other partners and stakeholders to develop strategies and respond to the issues that the sector isfacing.

OASIS is represented and respected at the provincial level with activeparticipation in the Provincial Network on Developmental Services,the Partnership Table on Developmental Disabilities and the OntarioPartnership on Aging and Developmental Disabilities (OPADD). OASIShas been supportive of the work completed by the Human ResourcesStrategy Committee and many member agencies have adopted the Core Competencies into their human resource practices and training. ManyOASISmembershavealsobeensuccessfulwiththeaccreditationprocesswhichspeakstotheinnovativeandqualityservicesthatarebeingofferedin the province despite the stretched resources.TheworkofOASIShasincludedsubmissions,proposals,legalopinions,strategicmeetings,workshopsandconsultationon labour issues,safetyissuesandreporting,firecodechanges,thesocialassistancereviewforOntario, pay equity, compensation andwage concerns, etc. Datawascollectedfrommemberagenciesonoperatingpressuresbeingfacedasaresultoffouryearswithnofundingincreases.Thedatawasanalyzedand the results were presented to member agencies and shared with theMinistryofCommunity andSocialServices.OASISmetwithMCSSAssistant Deputy Minister, David Zuccato and discussed the identifiedoperatingpressures,aswellaspayequityandotherissuesfacingmembersandtheDevelopmentalServicesSector.RecentworkbytheOASISBoardofDirectorshasincludedpresentationstotheMinisterofFinanceandto

theStandingCommitteeonFinanceandEconomicAffairsinpreparationfor the 2013 budget. OASIS made presentations in Ottawa, Toronto and London.Inthefall,OASISwassupportiveofaprivatemember’sbillpresentedbyChristineElliot,MPP.ThisBill for thecreationof “aselectcommittee toaddress the urgent need for a comprehensive developmental servicesstrategytoaddresstheneedsofOntarianswithintellectualdisabilitiesandthoseduallydiagnosedwith intellectualdisabilitiesandmental illnesses”was put on hold when parliament was prorogued in October. She plans to re-introducethisBill laterthisspringonceparliamentissitting.Ms.ElliotattendedtheJanuarymeetingoftheOASISBoardofDirectorsandresultsoftheoperatingpressuressurveyweresharedwithher.Despite frustration and challenges, there have been some reasons foroptimism.OASISisencouragedbythecurrentinvestigationbytheOntarioOmbudsman into theaccess to services forpeoplewithdevelopmentaldisabilities in Ontario. I took part in a lengthy interview with investigators fromtheOmbudsman’sofficeashavemanyotherOASISBoardmembersand agencies. OASIS held a Visioning Day on January 31, 2012wheremany ideas and thoughts were shared and compiled. Further planning will becompleted inJune.Lastspring,OASISwasveryhappytoannounceanOASISExecutiveDirectorScholarshipprogram.Theprogramincludesthree scholarships that provide development opportunities for leadersandhelp toensure thatOntario’sagenciesareequippedwith resourcesto ensure current and well-trained senior management. The scholarships werepresentedforthefirsttimeatthe2013OASISconference.I am proud to have acted as President of this active and respectedorganizationoverthepastyear.Ithasbeenbothgratifyingandchallengingto work together to supportmembers and advocate for developmentalservice agencies and the people supported by them. I am grateful forthesupportIreceivedfromallmemberagenciesandespeciallymyfellowOASISboardmemberswhoconsistentlydemonstrate theircommitmentto thework thathas tobecompleted– itwouldbe impossible tomoveforwardandaccomplishsomuchwithouttheirdedicatedefforts.IhavebeenpleasedtocontinuetoserveastheLCDSrepresentativeforOASIS.ThankyoufortheongoingsupportIreceivefromtheLCDSBoardofDirectorsandstaff.

Checking Things Off The Bucket ListMybigsisterJulieandIsetoutontheadventureofourlivesonMay2nd when we took our first evertrip with just the two of us. (Ok,Elizabeth was there to supportJulie somaybe it wasn’t just thetwoofus.)WewentonaDisneyCruise to the Bahamas! What an adventure it was! Mom hasalways wanted to take Julie to Disney World but lucky me, I got to go cruising with Julie instead! The trip started as a way to make Julie’s dream come true but after awhilewe realized thatwewere accomplishing even more; we were checking things off thebucketlist!Weflewinanairplane

(4 planes altogether), visited Florida, travelled by boat (ok, a ship), visited aforeigncountry(theBahamas),touchedourtoesinthesandanddippedthemintheocean.Oh,andwecan’tforgetthatwemetMickey,Donald,Chip&Daleandmostimportantly,Goofy!Juliegottonapwithawindowthatconstantlychangedsceneryfromoneporttothenextandwhenshewas rested we had shopping to do! On our last day it was hard to say good bye to the ship’s crew that made everydayaDisneykindofday.Nomatterwhatweneededorwhereweneeded to go they were happy to assist in any way possible. Julie was excitedeveryeveningtoseeourservers,Tita,SantanaandRichard,whoalwaysaskedJulieforasmile(whichshewasmorethanwillingtogive!)andsetusatatablewithprimeviewingofthedinnershowswithMickeyandfriends.Bythetimeweleftforhome,Juliewasaseasonedproatcruisingandwhen itcametoflyingshe looked likeshehadbeendoingit her whole life! Our family would like to extend a huge thank you toElizabethforallherhardworkinplanningthistripandtheexcellentcaresheprovidedforJuliewhilewewereaway.CoordinatingschedulesanddealingwithtravelagentsisnevereasybutIwasthankfulthatshecouldbepresentwhenherhardworkpaidoff.Ican’twaittoseewherethenextadventure takes us!

Cocozzoli’s Crusaders Spaghetti Lunch Fundraiser!In February Pasquale Cocozzoli hosted a spaghetti lunch fundraiser atCSD.WiththecookingexpertiseofhismomMariaandtheorganizationalskills of his support staff, Pasquale raised $337 to donate towards TheCanadianCancerSociety’sRelayforLife.Pasqualeisasixyearmemberofhisfamily’sRelayforLifeTeam“Cocozzoli’sCrusaders”.Everyyearthe“Cocozzoli’sCrusaders”participateintheRelayforLifeeventattheClearwaterArenainSarnia.Pasqualelightsaluminaryeveryyearinmemoryofhisfatherwhopassedawayfromcancertenyearsago. He also watches and supports his mother and other cancer survivors walk the survivor lap. OnbehalfofPasqualewewould like to thankeveryonewhobravedthesnowstormtocomeandsupportthiswonderfulcause.Notonlydidyouhelpdonatetowardsfindingacureforcancer,youalsohelpedPasqualereach a goal close to his heart.

Lowe’s Heroes Program Provides New Sun Shelter

The ladies living at 448 First Ave in Petrolia love to beoutside when it is sunny, butbecauseofsunallergiesand their susceptibility to burning, they require shadefrom thedirect sun.Thanksto the Lowe’s Heroes Program, the ladies nowhave a permanent, low maintenance sun shelter. TheLowe’sHeroesProgramaccepts applications forprojects with a material

costofupto$1200.EmployeesofLowe’sselectavolunteerprojectfromapplicationsreceivedfromlocalnon-profitorganizationsandschoolsandsubmit it to thecorporateoffice forapproval. Theproject iscompletedbytheLowe’semployeesonavolunteerbasis,includingallorganization,designandlabour.TheladiesatFirstAveandLCDSaregratefultothesevolunteersandtoLowe’sfortheirgenerosityandphilanthropicspirit.

In addition to working at Goodwill Industries three days per week I now attend the CSD Satellite programonedayaweek,andbestofall,IhaveavolunteerjobatEvolutionsHairSalon! At the salon I greet customers,waterplants,sweepfloors,preparefoilsforhaircolouring,cleanandorganizethe

hairdressingtraysandmyfavoriteismakingthedailyTimmy’srun.IamveryhappytobeapartoftheCorunnaCommunity”.

Dylan’s Success StoryA few years ago Dylan decided hewould like to try long distance running. CoachCathyJohnsonofNorthLambtonSecondary School invited him to jointhe Cross Country Team as long as he followed three simple rules: cometo practice, work your hardest and support your teammates. With the helpofaguide runnerand throughhisown dedication and hard work he has become a very skilled runner. In 2012 he had his first experience running atOFSAA (Ontario Federation of SchoolAthleticAssociations)wherehefinishedinfourthplace.Hiscoachsaid,“Ihavenever been prouder of an athlete”.Dylan was nominated and received The

CharacterAthleteAwardwhichisgiventostudentswhoembodyOFSAA’svalues of leadership, commitment, equity, respect and sportsmanship.SofarthisspringhehaswonattheLSSAA(LambtonSecondarySchoolAthleticAssociation) andSWOSSAA (SouthWesternOntarioSecondarySchool Athletic Association) meets, making him eligible to compete atOFSAAagain.CongratulationsDylan!

The Coffee ClubOn October 1, 2012, the SIL program proudly opened the doors to the“BlueHouseCoffeeClub”.TheCoffeeClubwas an idea inspired by the people supported, as an opportunity to meet regularly with friends, to play cardsor board games, solve the daily crossword puzzles, read thenewspaper to remain

current onworldly events, puruse the shopping flyers in search of costsaving bargains, sing karaoke, break out in exercise while sweating to the oldiesorengage inacompetitivegameofWiibowlingwhilesippingonsomefreshlybrewedcoffee.Theclubhasacommittedmembershipthatalwaysmanages tofind time todrop indespite theirbusypersonalandworkschedules.Weattributethesuccessofthisprogramtoourtwoverydedicated and well trained volunteers, Luke Conn and Heather Wilson. LukeandHeathermeetregularlywithLindsayEdgar,aSILsupportstaff,todiscussschedules,newactivitiesandideas,supplies,andskillsrequiredtomeetthedemandsandinterestsofthemembers.Theyhavemanagedtokeeptheprogramrunningefficientlyandaffordablywithnoexpenseorfeestothemembership.TheCoffeeClubrunsdaily,Monday-Fridayfrom9:30-11:30a.m.

Number of Calls to the “Speak-up” Message Center The Speak-Up Message Center was developed for people receivingservices(aswellasotherstakeholders)tohaveaformalprocesstohavetheirconcernsand/orcomplaintsheard.Ifconcernscanbeaddressed,itisbelievedthatsatisfactionwithserviceswillincrease.Therewerenocallsreceivedin2012.TheQualityAssuranceDepartmenthandedoutSpeak-UpMessageCenterwalletcardstoallsupportlocationstoensurepeoplehave access to the message center.

Effectiveness Of ServicesEffectivenessmeasuresaddressthequalityofservices/supportsthroughmeasuringchangeovertime.Ifservicesarebeingdeliveredeffectively,LCDSwillbemovingclosertowardsourvision.Differencesinpeople’slives will be in a positive direction and people will be moving closer to their dreams and aspirations.

Average Number of Life Indicator Personal and Support Standards Consistently Demonstrated (in interviews)LIFEInterviewsareameanstodetermineifthepersonishappywiththevariousareasoftheirlifeandthesupportthattheyhaveineachoftheseareas. LCDS trained interviewers sit down with people supported and the supportstafforotherswhoknowthepersonwellandgettheirfeedback/opinion. The information from the interview is primarily used to planandsupportthepersoninawaythatisaccordingtotheirwishes–howtheydefineservices.ThisprocessalsoprovidesLCDSwithamethodtomeasure thequalityofservices foreachperson individually.Thepersonprovides theirperspectiveofwhata standardmeans to themandwhattheyfeelwouldbequalityinthatareaoftheirlife(personalstandard);theinterviewer thendetermines if thepersonhas theservicesandsupportsto attain this personally defined standardof quality in their life (supportstandards).Fifty-fiveinterviewswerecompletedthisyear.Theoverallyearlyaveragefor2012wassimilartolastyearwithveryslightincreases.Inmostcases,whereapersonhadapreviousinterviewtocompare,scoresforthatperson improved.

Having highly trained employees helps to ensure that services meetcertainqualitystandards.Thismeasurementwassimilartolastyears’average. Over 90% of LCDS employees have all the required trainingbut keepingall certificationscurrent continues tobeachallenge that is constantly addressed.

Current Performance Development PlansEmployees thatcontinuallydevelopandhaveperformancegoalsmeanstheorganizationwill be strongandhealthywith employeeswhohaveamultitudeofskillsandtheemployeesthemselveswillbemorefulfilledasthey are able to grow and develop in areas that are both important to them and toservicedelivery.Thisscoredid increase from lastyear’saveragebut remainsanarea forLCDSto focuson. Once theprovincialHumanResourcesStrategyisincorporatedintomoreofLCDSHumanResourceprocessestheentireperformanceappraisalsystemwillberevised.

Efficiency Of ServicesEfficiency measures examine the responsiveness of LCDS services aswell as the relationship between resources used and the results that are obtained.Resourcesincludefinances,timeandpeople.

Turnover rate: regular & Casual EmployeesDatacollectiononemployeeturnoverreflectscontinuityandconsistencyin service delivery. High turnover rates are costly to the agency and possiblyindicatedissatisfaction.Severalyearsofnofundingincreaseshas

Injuries and Accidents Involving EmployeesEveryonehastherighttoasafeworkenvironment.Ifemployeesaregoingtowork feelingsafe,with risk to theirhealthandsafetyminimized, theycanbemoreeffectiveatwork.Losttimeaccidentscancosttheagencythousands of dollars in claims; money that would be better utilized inservices.Thereal“goodnews”storyisthat2012wasabanneryearinthattherewerenoworkinjury“losttimeaccidents”intheentireyear.

Medication ErrorsLCDS is committed to ensuring that the right drug is administered to the right person in the right dosage at the right time using the right route (method ofadministration)andusingtherightdocumentationasrecommendedbyaRegulatedHealthProfessional. Our target is99.99%accuracyand in2012wereachedthattargetwithamedicationerrorrateof0.001%.

Access To Support ServicesServiceaccess isan importantperformancemeasurement todeterminehowoftenourservicesarebeingutilized.Withprovincialfundingrestraintsand very few people leaving services, overall access to LCDS servicesis very limited and dictated by Developmental Services Ontario (DSO). They determine eligibility for services andmaintain the waiting lists forall developmental services. Because there are typically only one or two vacancies a year, this is not measured. Instead measures in this area look athowofteninternalservicesareaccessed.

Training Provided to EmployeesLCDShasalwaysconsidereditselftobea“learningorganization”.Peoplereceiving services can only benefit from support workers who are welltrained.Inadditiontokeepingmandatorycertificationsuptodate(i.e.:FirstAid,CrisisPreventionIntervention,WHMIS,SupportPlanning),employeesin all positions are encouraged to participate in other opportunities that

willassistthemtoremainup-to-dateinthelatesttrendsintheirprofessionandexpand their skills.A totalof1418 trainingopportunitieswere takenadvantage of by employees in 2012. This equates to approximately 5training sessions per employee. Traditional training methods such as workshops, seminars and courses are now complemented by more access towebinars, videoconferences and e-learning. This technologyhasprovideduswithmorecosteffectiveandaccessibletrainingoptions.

Learning & Development Opportunities for People SupportedLCDSiscommittedtoprovidingindividualizedapproachestolearningthatwill enhance people’s existing supports, foster independence and helpthem achieve their life goals. A total of 329 learning and developmentopportunities were taken advantage of by people supported in 2012.Examplesoftheseopportunitiesinclude:tutoring,literacy,signlanguage,fire training,mannersandphotographyclasses,bikesafety, relationshipclassesandbasicFirstAid.

Business Performance IndicatorsIn addition to the service indicators, LCDS must ensure that it operates responsibly.LCDSneedstooperatewithinitsdefinedbudget.Inaddition,asaresponsetofundingfreezes,alternatesourcesofrevenueneedtobefound.Theseeffortsaremeasured.

Donation and Fundraising IncomeThe“bigsuccessstory”istheyear-to-yearcomparisons.AverysuccessfulAuction and Fusion were two main contributors to an “over 50K”increase. The direct mail campaigns (Christmas and Spring) were also verysuccessful.

Social EnterpriseTohave a truepictureofwhat eachbusinessmakes, the net operatingexpense is scored which is the revenue less the expenses. LCDS is still investingintheseendeavorssoasignofsuccesswillbedecreasedsubsidiesrequiredforthesebusinesses.SocialEnterprisescoresturnedaroundsignificantlyfrom2011to2012.

Some of the highlights include: the replacement andinstallationofnewflooring to increasemobilityand independencewhiledecreasingtheopportunityforslipandfalls;thereplacementofportablelift systems to promote safety, independence and accessibility; removalof trees due emerald ash borer; painting updates to various locations;sidewalk/laneway repairs to promote accessibility; washroom renovations topromoteaccessibility,safetyandindependenceandroofreplacements.Transportation and theLCDSfleet is a constantpressurepointdue thestrictMTOrequirements,theagingofourfleetofvehiclesandthenatureofprovidingservices inruralsettings. Iwould liketocommendourstafffor all their hardworkanddiligence inassisting theagency tomaintainthefleet. Iwouldberemiss if IdidnotexpressmygratitudetoHullBusLines, who serve as our maintenance and vehicle consultant. Huron Cove Every year, restaurant ownersBillandAngelaSalarischooseaspecial day to graciously donate the entire daily proceeds fromtheir restaurant to LCDS. Golf TournamentThe 16th Annual LCDS CharityGolf Tournament took place atWidder Station Golf Club onThursday July 19th, 2012. It was afulltournamentorganizedbyadedicated volunteer committee who raised nearly $18,000 tosupporttheSaturdayRecreationProgram which provides afun, community based respiteopportunity for people who livewiththeirfamilies.

Fusion: a Discovery of Local Food and Wine

The 3rd Annual Fusion: a discovery of local food and wine was heldNovember9th&10th,2012attheRBCCentreinSarnia.Thistradeshowstyle event attracted over 2000 guests, tripling attendance since 2010, and raisingover$24,000! Fusion featured35 local award-winning foodandwine vendorswhooffered samplesof theirmostpopularproducts.Guestsenjoyedlivejazzmusic,stagedemonstrationsandsamplingsfrombreweries,wineries,restaurants,caterersandfoodproducersfromalloverOntario.TheEducationSerieswas very popular, offeringfree educational seminarspresented by several vendors and special guests. The show was received with rave reviews from attendees, vendorsand the greater community. Fusion 2013 will take place on November 8th & 9th at the RBCCentre.
