Remarks from the Executive Director
I am in my tenth year as Executive Director of AALC. I am proud of the Supportive Living model and how it changes the lives of the people we serve and those of us who work in it.
Our big triumph in for SFY 2015 was the passage of a state law that gave SL operators an 8.85% rate increase and the opportunity for another rate increase of 9.09% contingent upon federal approval of SL provider tax. This was followed by passage of another state law to cut Medicaid rates, including SL, by 12.6% for May and June 2015, as means of dealing with the state’s budget shortfall in SFY 2015. As of September 2015, there is no state budget in place for SFY 2016 and this continues to be a great source of concern. Also, AALC has had to fight against the Governor’s proposal to cut SL rates by 8.85% and to increase the DON score from 29 to 37.
2015 has also been challenging as we continued to deal with Medicaid managed care. AALC has tried to help members by offering legal reviews of managed care contracts and sponsoring education sessions on managed care. This will continue to be part of our mission over the next several years as conversion to managed care unfolds and SL operators are faced with a new business model.
Another big issue facing SL is the ongoing federal initiative to redefine community living and to assure that assisted living is included. This has been evolving since 2009 and continues to be problematic for some operators, especially those located on a hospital or nursing home campus. Those sites must overcome the presumption of being “institutional” by presenting information showing that they are a community-based setting. This issue will persist until Illinois’ transition plan for all HCBS waivers is approved over the next few years.
AALC still believes it is important to promote the SL Program and the quality of life it engenders. This is an ongoing process and is important to many people we deal with in SL including elected officials, other health care professionals (managed care fits in here) and the general public at large. Our slogan and theme for celebrating SL in 2015 was “My Health. My Life”. We asked SL communities to encourage residents to take ownership of their own health and to send in recipes for healthy living that helps people to do this.

As you would expect 2015 has been a very challenging year for all of us in the SL
business. We have endured challenges in the form of growing pains in the
implementation of the MMAI program as well as end of fiscal year 2015 rate cuts.
Additionally, we have to live with the uncertainty of the financial health of the
State of Illinois as the fiscal year 2016 budget battle rages on with no end in sight
(at least not as of the date I am writing these remarks).
So what do we have to look forward to as we all begin to plan for 2016 and
beyond? First and foremost, we all have to be thankful that we have a very strong
trade association in AALC with great executive and Board leadership that is
working tirelessly in representing our industry’s interests as these challenges are
being addressed. Secondly it appears that state government is finally beginning
to address the financial issues that have put the State of Illinois in the financial
predicament that it is in today. Finally, while we don’t know what the final solutions
will actually be and how they will affect SL, we all believe that kicking the can
down the road again will only make matters worse in the future.
The importance of AALC’s representation during challenging years like 2015 cannot be understated.
Remember that while all this plays out in Springfield, AALC will continue to represent our
membership in reaching our goals. During 2015 we successfully elevated the public perception of
Supportive Living by meeting with elected officials and leading a statewide communications
campaign. In addition, great activities such as “My Health. My Life.” SL Week further established
how the SLP is having a positive impact on our state and residents. Additionally, many of our SL
communities hosted many outreach events for their local state officials. These combined efforts
have gone a long way in helping stave off such issues like the DON Score increase and rate cuts
and will continue to help protect our program.
Again many thanks to Wayne, Katherine and the entire Board of Directors for their efforts over the past year. You all are a great team to work with in our efforts to make SLF “Part of the Solution” for our State as we serve our seniors

The Affordable Assisted Living Coalition (AALC) is a 501(c)(6) not-for-profit corporation representing the
supportive living industry. We are a membership organization made up of individuals and entities that develop
and/or operate affordable assisted living projects under Illinois’ Supportive Living Program (SLP). We also
recognize business partners who have an interest or are involved in the Illinois SLP as Associate and Premier
Associate members.
AALC believes every person who needs it, regardless of income, deserves high quality assisted living. By
advancing SLP best practices, providing strong leadership, and developing strategic partnerships and
alliances, the Coalition aims to advance Illinois’ Supportive Living Program as the premier affordable assisted
living model in the country.

The Coalition's Executive Director, Wayne Smallwood,
has over 30 years of experience with Illinois' government
in the Department of Healthcare & Family Services. He is a recognized authority on the Supportive Living
Program and works to bring SL communities together with the regulatory state agencies to ensure the
program works for all. He works with the AALC Board of Directors to develop membership programs and
benefits that support the SLP and advance the goals of the organization.

The State of Illinois’ Supportive Living Program (SLP) offers an alternative
to nursing home care for elderly and disabled citizens of Illinois. Those
frail elderly aged 65 and over or persons with disabilities age 22 and older
who are considered low-income and receive Medicaid benefits can
participate in the SLP.
The Illinois SLP program
emphasizes personal choice,
dignity, privacy, and individuality,
while promoting residents’ health
and wellness. By combining
apartment-style housing with
personal care and other
services, residents can live
independently and are free to
make decisions about their daily
living and activities.
The Illinois Department of Healthcare and Family Services (HFS) has a
Medicaid waiver that allows payment for services not routinely covered by
Medicaid. These include personal care, homemaking, laundry, medication
supervision, social activities, recreation, and 24-hour staff to meet
residents' scheduled and unscheduled needs.
In 2015, the number of operating SL sites grew from 143 communities to
144, increasing the capacity to serve 11,579 individuals to 11,697 people
who might otherwise be living in nursing homes. 18 sites have been
approved for the SLP program and are in various stages of construction
and development. In all, there are SL communities in 73 counties in
Illinois.
There are currently five SL communities that participated in a pilot project
designed to provide specialized housing and care for persons with
dementia. That pilot program expired June 30, 2014. HFS is currently
reviewing the results of the pilot to determine whether it will be expanded.
The project is testing the viability of different models of dementia care in a
Supportive Living setting and providing HFS with information regarding the
level of assessment, staffing, service intensity, and activities required for
such communities to be successful. The five sites are in Decatur,
Effingham, Rantoul, North Aurora, and South Elgin.

AALC Membership
AALC Membership continues to remain strong and grow along with the
SLP. Currently, 137 of 144 operating SL communities are members of the
Coalition.
Our Premier and Associate membership is also strong. We have 9 Premier
Associate members and 53 Associate members. These businesses provide
critical support to AALC both financially and in the specialized services they
offer to our members.
All members have access to our members-only section of our website,
which contains important policy and legislative updates, promotes current
events and activities, and encourages more communication and networking
among members. This password-protected area provides access to
supportive living information, a discussion forum, and allows members to
share photographs and news featuring their community’s accomplishments
and successes.
Each fall, members gather for an annual meeting to receive updates on the
supportive living program, learn about the Coalition’s activity, discuss
relevant issues, and celebrate the success of the Coalition and the SLP.

AALC Advocacy & Governmental Relations
The Coalition closely follows legislative and regulatory issues that could potentially impact
supportive living providers. Through electronic alerts, presentations, and educational seminars, we
ensure that members are aware of and have appropriate input into such issues.
AALC specializes in government relations and maintains close working ties with government
agencies that are critical to the effectiveness of supportive living projects.
Rate Increase
Senate Bill 741 passed in June 2014 and provided an 8.85% rate increase for SL operators effective
July 1, 2014. A second rate increase of 9.09% is also included in the bill. The second rate increase
will be paid retroactively to July 1, 2014, contingent upon getting approval from the Federal
government for a Supportive Living assessment tax. An assessment tax is a provider tax to be paid
by SL operators based upon their paid care days. These two rate increases will get Supportive
Living rates to 55% and 60% of nursing rates, respectively, in effect as of January 1, 2014. HFS
continues to work with federal CMS to try to gain approval for a SL provider tax.
Managed Care
Illinois is in the process of reforming its Medicaid program by converting from traditional fee-for-
service to managed care or "coordinated care" payment system. This reform will change how SL
communities do business under the Medicaid program.
Two main components of managed care that will affect Supportive Living are the Medicare-Medicaid
Alignment Initiative (MMAI) and the Integrated Care Program (ICP).
· Under MMAI, Illinois and Centers for Medicare and Medicaid Services will contract with health
plans to coordinate the delivery of and be accountable for all covered Medicare and Medicaid
services for participating Medicare-Medicaid enrollees.
· ICP is a form of managed care for Medicaid only adults and coordinates care for the patients. The
state continues to expand ICP in other parts of Illinois as part of the overall movement to
managed care.
Managed Care is a groundbreaking joint effort to reform the way healthcare is delivered to clients. It
is the biggest single issue impacting SL communities today. Getting members ready for managed
care is a very high priority for the Coalition.
AALC believes managed care offers an opportunity for SL communities under the Medicaid
Program, as communities can be valuable partners to the health plans (also known as managed
care organizations, or MCOs). Members must be proactive and stay educated on managed care
issues to take full advantage of the opportunity. AALC is committed to helping members in this
endeavor and provides consistent email updates, maintains a managed care directory, continues to
review MCO contracts, and hosts private member informational sessions.

Special Trainings
In 2015, AALC hosted six sessions that allowed SL operators a chance to meet in person with managed care
consultants and MCOs to learn more about the changes and ask important questions about the transition to
managed care:
AALC - Molina Care Coordination Workshop
In our efforts to continue to reach out to managed care organizations, AALC partnered with Molina to host a
care coordination workshop on February 4 in central Illinois. The session helped members understand how
managed care, especially Molina, will approach care coordination and will highlight best practices and funda-
mentals of care coordination. This workshop was a great opportunity to learn how managed care approaches
care coordination with Supportive Living operators. In addition, Supportive Living staff also had a chance to
share their approach to care coordination and their processes.
Omnicare & You - Current Initiatives and the Future of Assisted Living
Omnicare, a Premier Associate member of the Affordable Assisted Living Coalition, hosted Omnicare & You -
Current Initiatives and the Future of Assisted Living on June 10 in Schaumburg and invited AALC members to
attend. The event addressed topics such as:
"Lowering the Risk of Falls and their Consequences"
"Reducing or Eliminating Antipsychotics No Matter Where You Reside"
"The Future of Assisted Living - Where are We Headed: Trends in Assisted Living including increased
acuity levels, affordable services, memory care and other updates"
"Affordable Assisted Living"
"Omnicare's Assisted Living Platform - Enhancing both Safety and Pharmacy Services Provided to Assist-
ed Living Residents and Facilities"
Surviving Managed Care: SL One Day ICP MMAI Chal-
lenge with Polsinelli
This half day session on May 20 (Woodridge, IL) and June 25
(Springfield, IL) included a comprehensive update for SL pro-
viders on the new challenges the SLs face with the imple-
mentation of managed care, and the implications for provid-
ers. The session covered the major issues being faced by
providers and the issues that have hampered the MCO's ef-
forts. The presentation also reviewed Senate Bill 741 as well
as the important terms under the MCO agreement to give ad-
ditional protection to providers and beneficiaries.

AALC Training and Education
The success of the SLP depends on the knowledge and competence of every provider and community. To
build a strong and capable foundation of providers, AALC members receive access to ongoing training and
educational programs relating directly to affordable assisted living projects.
Coalition members receive significant discounts in registration fees to make it more affordable to attend
trainings and workshops. AALC Premier and Associate members have the opportunity to display exhibits at
no cost during some of these trainings to help increase visibility of their services.

Success: Training for Providers and Reviewers” in June and November in Woodridge and Springfield.

be used by operational and approved SLF providers. In addition to the training content, ample opportunity for
questions and answers is provided as well as discussion by and among participants.

Manager’s Training Curriculum
AALC's 7th Manager's Curriculum will begin September 22nd. The course offers participants a wide range of
information necessary in the successful day-to-day operation of a Supportive Living community. Topics
include: Management, Financial Management, Sales/Marketing, Resident Care, Resident Social Services,
Environmental Services, Food Services and Regulations and Standards of Operations.
The goal of this curriculum is to help individuals who want to qualify as a SL manager, but do not meet the
minimum experience qualifications set forth in the SL regulations. The course has two components: 60 hours
of classroom instruction and 40 hours of on-site instruction while working under the supervision of an
experienced SL manager. HFS has agreed to accept as a qualified SL manager anyone who satisfactorily
completes this first course and has at least two years of experience working in the healthcare field.
Social Media
Guided by Me Communications, AALC has increased postings of stories about SL activities to highlight the
great work being done by SLs throughout the state. We regularly share success stories, activity ideas, and
pictures from our member SLs.
SL Success Stories
AALC and Me Communications have published success stories on the website, www.aalconline.org. to
promote the importance of Supportive Living communities in Illinois. We continue to interview SL staff
members for human interest stories, innovative upcoming events, inspiring anecdotes, and SL success
stories to use in conjunction with other stories, as a standalone story, or as posts on our Facebook and
Twitter pages.
SL Week—8th Year
AALC’s premiere event, Supportive Living Week is held each year at the end of April. Supportive Living Week
celebrates the success of the Supportive Living Program as a viable and cost effective alternative for seniors
and persons with physical disabilities.
The Coalition coordinates an annual public relations and promotion event called Supportive Living Week as a
way to highlight the success of the SLP as an alternative for seniors and persons with physical disabilities.
Supportive Living Week was held April 20-24th and encouraged each community to hold open houses and
other celebrations during that time.
With the strong interest and participation in
Supportive Living Week events, the Coalition has
expanded the celebration to occur over several
months rather than just one week. Planning for
Supportive Living Week begins the summer before,
and events kick-off as early as December and
January with activities culminating in August.

Our theme for 2015 was “My Health. My Life” The Coalition sponsored activities
to raise awareness of the benefits our affordable assisted living model provides
the State and to the seniors and people with disabilities we serve. AALC chose
this theme because it highlights the community spirit that lives within each of
our SLs.

Annual Wii Bowling Tournament
Each year our Wii Bowling Tournament gets bigger and better. In tournament style, teams bowled against
one another virtually, two games per week for eight weeks during February, March, and April, racking up as
many total points as possible.
The top four Wii bowling teams competed in Springfield, IL on May 27-28 for the championship games.

Brain Games Competition
Last year's trivia competition showed us that our residents know their stuff! This year, we brought trivia back
and added a little twist to it by finding out how much participants are willing to bet that they know the right
answer. We're confident that our 2015 Brain Games Trivia, a combination between Trivia and Jeopardy will
add another dimension to this already popular game.
The top 10 Brain Games teams advanced from five regional competitions to the state championship in
Springfield, IL on May 27-28. On day one, the top ten teams all competed and the top four teams advanced to
finals on day two.

SL Communities Day at the Capitol
At AALC, we’ve found that one of the most effective ways of showcasing the
many benefits of Supportive Living is by having residents and staff members
share their Supportive Living experiences in person with elected officials during
our annual SL Week Capitol Visit!
Each year, we make a powerful impact by filling the halls of the Capitol with
Supportive Living residents. On April 15, our residents and staff members
traveled to the Capitol to meet with elected officials to discuss issues relating to
the Supportive Living Program. We’ve witnessed firsthand the impact these
visits can have on both our residents and elected officials.
SL Tool Kit
Assembled especially for AALC members, this free tool kit contained sample
documents and marketing materials to help communities plan their own open
houses and other special events during SL Week. The kit, distributed in
December, included descriptions of our Supportive Living Week events,
downloadable resources and graphics, ideas for planning celebrations with
residents, families, and staff, guidelines for statewide consumer education
events, and various sample communications materials.
Product Sales
AALC designed products to help residents and staff promote SL. The Items
featured the SL Week 2015 logo on t-shirts, balloons, pedometers, buttons,
drink tumblers, maracas, posters, reusable tote bags and more.

AALC Annual Meeting
AALC conducted its 2014 annual meeting on September 29 at the Lisle Hilton in Lisle, IL. The meeting was a
great opportunity for members to learn about the Coalition's activities over the last year, find out what's on the
agenda for the year ahead, and network within the SL community.
At the annual meeting, members announced the new executive committee for the 2014-2015 term:

AALC Reception
The Annual AALC Reception, which is held every year during the
LeadingAge Annual Meeting and Expo, was held on April 30, 2015. The
event offers an opportunity for all AALC members, including Premier
Associates and Associates, to meet and network while enjoying drinks and
hors d'oeuvres. This year the LeadingAge Expo was held at the Donald E
Stephens Convention Center in Rosemont. AALC hosted its reception
across the street at the Gibson's Steakhouse in Rosemont.
Public Relations & Promotion
The Coalition continuously works to promote the SLP and the supportive
living communities in our organization. We generate public awareness and
help educate families about this affordable alternative to nursing home
care.
The Coalition uses its website as a resource for those seeking to learn
more about the SLP and association membership. Through the site, AALC
promotes the SLP model and explains the benefits of membership.
Prospective members can download an application, and current members
can access members-only resources and documents. The website provides
a member directory and promotes our Premier Associate and Associate
member businesses. It also features a Calendar of Events and highlights
supportive living success stories.
AALC’s public relations firm, Me Communications, elevates the visibility of
the SLP and the Coalition among the media, elected officials, and the
public partners. Me Communications partners Bill Bradley and Janet Soule
maintain the AALC Facebook page and Twitter account. They have also
developed templates that our members can use to easily communicate with
legislators and media outlets about the importance of the SLP and how
proposed legislation could affect their communities.

Governor's Affordable Housing Conference
The Governor's Affordable Housing Conference was held in Chicago April 1-2, 2015 at the Hyatt Regency Hotel in Chicago. AALC was a co-sponsor of the conference. AALC's Wayne Smallwood, along with Paul Bennett of HFS and two others, discussed “Health Care Reform and Your Residents.” The panel of experts provided the latest updates on how the Affordable Care Act, Managed Care and the re-balancing of long term care in Illinois will change the way we support our state's most vulnerable residents.

“Q and A” Brochure
The AALC brochure “Supportive Living: A Closer Look” is designed for
communities to help communicate the differences between private pay
assisted living, nursing homes and Supportive Living communities. The
brochure is available to order from the AALC website.
Supportive Living PowerPoint
AALC offers members the ability to promote the SL program through an
animated PowerPoint presentation. It is available for download from the
AALC website.
Access to Financing
Members have access to AALC’s strong expertise and experience in the
financing of Supportive Living projects, from conventional bank financing
to private investor participation to the full spectrum of local, state, and
federal programs.
