Asour�0�9AnnualReportgoestopress,Edgecomb,alongwithmostoftheworld,isrespondingtotheunprecedentedCOVID-�9pandemicthathasrequiredustoradicallyalterthewayweliveourlivesandinteractwitheach other.To control the spread of the virus, Edgecomb residents havecompliedwith the restrictions establishedby thegovernorofMaine andtheCenter forDiseaseControl.For severalmonthswehave shelteredathome,avoidedgroupactivities,closedourtownoffices,schools,andmostbusinesses,maintainedsocialdistance,andwornfacialcoveringswheneverwewentout.

While these restrictions force our townspeople to remain separatedfrom one another, the residents of Edgecomb consistently show theirextraordinaryabilitytoberesilient,helpful,creative,andcaring.Neighborscallneighborstocheckinoraskwhatmightbeneeded.Citizenswhoworkashealthcareprovidersandfirst responderswork tirelessly,oftendespiteconcernsfortheirownhealth.Otheressentialworkerssoldieron,makingourgrocerystoresandotherbusinessessafe,whileservinguswithasmile.Stillothersfindwaystocollect,donate,ormakeitemsincrucialdemand,suchasmasks.

Edgecomb’selectedTownOfficerscontinuetopaycarefulattentiontotheoperationofourtownthroughonlineconferences.Teacherssuccessfullycarry on with their students, transitioning to creative instruction on theinternet.Schoolworkerspackagemealsforeachchildeveryday.Volunteersdonate materials to creative craftspeople who construct projects likebirdhousesforschoolchildren.

SelectBoardTheSelectBoardhasfacedanumberofchallengesthisyear,notthe

leastofwhichwasthemilrategoingup8.6%,thelargestincreaseinsometime.ThisillustrateshowlittlecontroltheSelectBoardhasovertheentirebudget.Only�8%iswithinthedirectcontroloftheSelectBoard,andtheremaining8�%isdrivenbyentitiessuchastheschool,BoothbayRegionRefuseandDisposal,thecounty,roadmaintenance,andpublicsafety.Itisincumbentuponustobeginplanningforthefutureofourcommunity.

Wemustbeginbyimplementingaplanningprocessthatwillassureasustainablefutureforthetownandallthenecessaryservices.Lastyear’sreportbroughtupanumberofissuestobeconsideredforthelong-termfutureofEdgecomb,fivetotwentyyearsormoreintothefuture.HowdoestheTownretainitscharacterwithoutincreasingthetaxratetoinsurmountablelevels?Howcanweincreasethetaxbaseandlowerthetaxburden?

Ourfocusmustbeonthesustainabilityoftheservicesthatareneededto maintain our community, including the schools, the county, publicsafety,wastedisposal,androadmaintenanceoveranextendedperiod.Tosummarize,howcanwebetteradminister,control,anddeveloptheworkingaspectsofEdgecomb?ThefollowingaresomeideasthattheSelectBoardwilltakeunderconsideration:

�) Do we change the administrative operation of the Town bycreatingafull-orpart-timeadministrativepositiontomanageday-to-dayoperations?

�) Dowechangethestructureofroadmaintenance(snowplowing,roadconstructionandmaintenance)bycreatingaHighwayDepartmenttoprovidethesefunctions?

�) Do we alter our Town Hall to improve access and handicapaccessibility and upgrade the town offices to provide a better and moreefficientworkenvironment?

�) Shouldweexploresustainableoptionstosupportthecostofourschoolsystem,publicsafety,andpublicsafetyservices?

�) DowevotetocreateaccountabilitybyestablishingaLevelFundingrequirement,wherethebudgetcanonlyincreaseacertainpercentage(forexample,nomore than thepreviousyear’scostof living increase)?Thiswouldmandatecostcontainment,allowingforaconsistentandstablelevelofincreaseeachyear.Itsetsaprecedentthatallbudgetgroupsmustfollow

andplacesanemphasisonsolidaccountabilityandsustainability.ThepresentgoalsoftheSelectmenareasfollows:a) To maintain the integrity of the town and the quality of life it

affordsitscitizens.b) To assure sound financial management to meet the present and

futureneedsofEdgecombanditscitizens.c) Toadvocateimmediateandlong-termgoalsthroughacoalitionof

volunteers,citizensandtownofficials.WhatarethedutiesofEdgecomb’scitizens?Asvotersandtaxpayers,

youare therealdecisionmakers throughtheTownMeeting.Everytownexpense is voted upon at the Town Meeting. By attending the meetingandvoting,youarecontrollingthebudgetandthedirectionoftheTown.Yourresponsibilityistoengageandparticipatethroughcommittees,workgroups,andtownforums.TheSelectmenhavebeentryingtorecruitcitizenstoparticipateinandcontributetocommitteesthatwilladdresseconomicdevelopment,budgetary,planning,ordinanceandcapitalissuesthroughouttheyear.

YoumustrealizethatthecitizenscanruntheTowniftheyarewillingtoaddresstheseissuesandpotentialoptionsthatneedtobeconsideredfortheapprovalbyitscitizens.Yourroleistobecomepartofthiscommunityadministration.

Lastly, the Selectmen owe a great deal of thanks to our committeemembers, volunteers and elected officials. The Select Board expressesprofoundappreciationfortheirinvolvementandcommitmenttoenhancingEdgecomb’slivingenvironment.

Wemetwithdepartmentandcommitteeheadsatthestartoftheyear,givingallachancetoexplaintheirneedsandwishes.Therewasarealeffortbyeveryonetocontrolexpensesandeventolookfornewsourcesofrevenuetohelpdefraysomeneededcapitaloutlays.

Throughout the first quarter, each of the departments presentedpreliminarybudgets,andthenworkedtoparedownwhatcouldbedelayed,or found alternative funding. Both the School Department and the FireDepartment offered imaginative ways to tackle expenses, which towntaxpayersshouldappreciate.TheRoadCommissionerhasproposedatenyearcycleforroadrepair,whichshouldevenoutannualexpenses.Thenewarrangementwith theCLCAmbulanceservicealsoappears tomake thatexpensemorepredictable.

TheCommitteewasabletoholdonepublicforuminordertosharetheprocessofdevelopingaworkablebudget.Whilesomegoodquestionswereraised,theaudiencealsosawhowsmallapercentageoftheoverallbudgettheSelectboardandtownspeopleactuallyhaveanycontrolover.Thetownhasnocontroloverhowmuchstatesubsidyitwillreceiveforeducation,orwhatthetown’sshareoftheBoothbayRegionRefuseDistrictwillbe,orwhattheLincolnCountytaxwillbe.Itemslikethesearethelion’sshareofourcosts.

Nevertheless,beforetheCOVID-�9pandemicbroughttheworldtoascreechinghalt,theBudgetCommitteewaspreparedtopresenta�0�0-�0��budgetproposal that increasedbyonly�.�%over the lastyear’sbudget.Untilwecomeouttheothersideofthepandemic,thiswillbetheTown’sVirtualBudget.

EdgecombFireDepartmentThefiredepartmentrespondedto��callsforservicein�0�9,fora

totalof��90manhours.Membersof thedepartmentspentanadditional��8�manhoursfortrainingand�860manhoursontruckandequipmentchecks,aswellasotherstationduties.Justforclarification,themembersofthedepartmentonlygetpaidformanhoursrespondingtocalls.Thismeansthatofthe6��manhoursthatyourdepartmentworked,thetownonlypaidfor��90manhours.

Thispastyearhasbeenbusyforthemembersofthedepartment.OnMarch�,�0�9theMaineDepartmentofLabor,BureauofLaborStandardsawardedtheEdgecombFireDepartmentwiththeSafetyandHealthAwardfor Public Employers (SHAPE). This award is given only to exemplarypublic-sector employers after a thorough review and inspection of theemployer’sSafetyandHealthPoliciesandProceduresbyaSafetyWorks!Consultant.Thisincludes:

• Areviewoftheemployer’sOSHA�00log,usedtodocumentinjuriesorillnesses.

• AreviewofallSafetyandHealthpolicies,procedures,andprogramsincluding: Hazard communications, Respiratory Protection.Bloodborne Pathogens, Confined Space, Emergency Action Plans,Lockout/Tagout, Personal Protective Equipment (PPE)AssessmentsandHearingConservation.

OnApril � we took delivery of our new Squad �. Members of thedepartment spentmany longnights andweekendsoutfittingand trainingwiththetruck.AsaresultoftheirworkonApril�6th,Squad�wasputintoservice.

OnApril��,�0�9wesentEngine�outforitsyearlyserviceandpumptest, andwe foundout that itwouldnotpassState inspection.Thebodyonthetruckwasjusttoorustedtoconsiderrepairing.WiththesupportoftheSelectBoard,wewereabletofinda�99�KMERenegadetoreplaceEngine�.Aftersomeunexpectedrepairs,onAugust�0thwewerefinallyabletoputthe“new”Engine�inserviceforthetown.

Purchasinga�8-year-oldtruckisatemporaryfixtoagrowingproblemofouragingtrucks.Whenwehadtorepairtheabove-mentionedtruck,we

wereveryluckytofindpartsforit.Thisisanexcellentexampleofwhyweneedtogetourtrucksonareplacementschedule.Lookingtothefuture,tomakethishappen,weneedtostartlookingnowtoreplaceour�0-year-oldpumperassoonasSquad�ispaidfor.Weshouldfinancethisreplacementfor7years,thenreplacethenexttruckona7-yearterm,andcontinuethiscycle,puttingourtrucksona�0-yearreplacementschedule.Thisprocessensuresthatthetowncangetthebest�0yearsoutofatruckandnotthelast�or6.Oneofthewayswehavethoughtoftoassistinthisgoalfinanciallyistorecoverexpensesincurredwhilerespondingtoautomobileaccidents.Wearelookingforyoursupportatthisyear’sTownMeetingtoapproveanordinancetoallowustobillfortheseexpenses.

EmergencyManagementAgencyOur Mission: To protect the lives and property of the citizens and visitors of the town of Edgecomb, ensuring preparation for, response to, mitigation of, and recovery from the effects of natural or manmade disasters, consistent with the resources provided.

We again, this year, have been very fortunate in not having beenhitwithanystormsof themagnitudeof theOctober�0�7storm.Just tokeepusonour toes,however,MotherNaturedidsee fit tohituswithasignificantwindstorminOctober.Nowhereasseriousasthe�0�7storm,butitpresenteditschallenges.Manyareasoftownlostpowerforadayortwo,withtreescomingdownacrossmanyroads.TheFireDepartmentonceagaindidanoutstandingjobofclearingroadsandrespondingtothetown’sneeds.Inaddition,CentralMainePowerdidamuchbetterjobofclearinglinesfromdownedtreesandrestoringpower.TheirimprovedprotocolsandcommunicationswithLincolnCountyEMAmadeasignificantdifference.Obviously,themeetingsthatwehadwiththemafterthe�0�7stormwereverybeneficial.

Inordertobeabletogetcriticalinformationtoourcitizensintimeofemergency,LincolnCountyhasinstalledanemergencyalertsystem,knownasCodeRED.Itisafreeweb-basedsystemwhichwillsendoutalertsandnotificationsduringtimesofemergency.Thealertsaresentbylocalpublicsafetypersonneltosubscribedresidentsandbusinessesbytelephone,textmessage, and/or email - dependingonhow residents request their alerts.Instructionsonhowtosubscribetothisfreeserviceareshownbelow.

Thesummermonthsof�0�8werebusymonthsforthePlanningBoard.TheboardapprovedsiteplansforaresidenceonShoreRoad,aresidenceonRingRoad,andakenneladditiononMiddleRoad.Alsoapprovedduringthesummerwereanelevatorandagarageinshoreland.

Duringthefall,theboardheldapublichearingandapprovedasiteplanforachangeofusefromatwo-familyhousetoanofficeandgallery.DuringOctobertheboardhadaninformationalmeetingwitharesidentonpossiblefutureusesofhis land.Theboard investigated thepossibilityofofferingapplicantstheopportunitytocompleteapplicationsonline,butfounditwasimpossiblewiththecurrentwebsite.Preliminaryandsubsequentmeetingswereheldfortheapprovalofabuildingpermiton7/�0ofanacrelotandchangeofuse ina stripmallonRoute�.AlsoapprovedduringOctoberwereasiteplanforagarageinshorelandandthereplacementofadeckinshoreland.

In response to a request from the Woolwich selectmen, the boardforwardedtothemthesurveyformandresultsoftheEdgecombsurveyonmarijuana.

Public hearings were held in December for an oyster bar and for awriter’sretreat,bothofwhichwereapprovedbytheboard.

DuringFebruary,theboardmetforapreliminarydiscussiononasiteplanreviewfortheFolkCraftSchool,approvedachangeofuseforthestripmallonRoute�,andgrantedabuildingpermitforadeckinshoreland.

TheboardheldasiteplanreviewforconstructionofaretainingwallandgrantedabuildingpermitforapierandfloatinshorelandaswellasforagarageatHighHeadinMarch.

InMaytheboardmetwithalandownertodiscusspotentialusesforhispropertyonDodgeRoadandRoute�,approvedastabilizationprojectinshoreland,approvedasiteplanapplicationforabuildingonRoute�,andapprovedanapplicationforastoragebuildingandadditionalseatingforarestaurantonRoute�7.

The board ended out the year with approval of a site plan reviewapplicationforagarageinshoreland.

theEdgecombPlanningBoard.TheORCresponsibilitiesincludebringingcurrent ordinancesup-to-datewith stateor federallymandated revisions,amendingcurrentordinancesasnecessaryandwritingnewordinancesasrequested by the Planning Board or Select Board.The committee meetstwiceamonthorasnecessary.

RoadCommissionerGeneral maintenance was performed on all roads in �0�9. This

includedroadpostings,springgradingofdirtroads,coldpatchingpotholesinpavedroads,signrepairs/replacement, treetrimming,culvertcleaning/replacement,shouldergradingandshaping,aswellasroadsidemowing.

PavingwasdoneononemileofCrossPointRoadthispastyear,anddrainageimprovementsweremadetothesamearea.RemovalofhazardoustreeswereperformedonseverallocationsonMillandCrossPointRoadsduetosafetyconcerns.

ThesaltshedroofwasdamagedbyafallentreeduringalateOctoberstorm. Temporary repairs have been made, awaiting insurance claimprocessestobefinalized.Permanentrepairstotheroofarebeingscheduledin�0�0.

HarbormasterThe approximate total number of registered mooring balls on the

Sheepscot,CrossandDamariscottariversis�0�,anincreaseof�,in�0�9.Only ��% of the �� mooring balls in the Edgecomb Mooring Field oneithersideoftheDaveyBridgeareregistered,therewerelessthan�boatsoccupyingthosemooringsin�0�9atanyonetime.ThereisnowaitinglistformooringsintheEdgecombMooringFieldatthistime.

I am aware of only � vessels that used the Edgecomb Anchorageovernight,whichisaCoastGuardapprovedareasouthoftheDaveyBridgeandeastofNav.Aid��locatedontheSheepscotRiver.

The four yellow buoys marking the Edgecomb Mooring Field weresetinthespringandretrievedinthefallwiththehelpofStottCarletonandRonCarey.

Deputy Harbormaster Kris Niederlitz attended the �0�9 MaineHarbormastersAnnualMeetinginCastineinMarch.UnfortunatelyKrisisnowlivingmuchoftheyearinHawaiiandwillnotbeavailabletotakeoverasHarbormasterin�0�0.

The first-time mooring fee application was increased �00% acrossthe board which was approved by a town vote at the May �0�9 annualmeeting.

At theendof�0�8,wewereaskedforanopiniononnewproposedlegislationMELD� tobebrought fordiscussionandvote inAugusta in�0�9.ItwasabillthatwouldhavefiscalliabilitytothetownforAppliedShellfishResearch.ItwasvoteddowninAugustaonMarch�,�0�9.

TwonewlawshavebeenadoptedinAugustainApril�0�9affectingEdgecombresidentsandtheHarbormaster.

The Harbormaster now must approve all new DockApplications aswellasallExistingDockand/orFixedStructuresApplicationsthatareinneedofrepair.Ifanexistingdockneedsrepairthatwasgrandfatheredinbefore applications were necessary, a New Structure application will berequired.

Inaddition,theHarbormastermustbepresentinpersonatameetinginEdgecombbetweenanapplicant foranewAquacultureLeaseand theResourceManagementCoordinatorfortheAquacultureDivisionBureauofPolicyManagementDepartmentofMarineResources.

educating the children of our town, along with an increasing number ofchildrenfromWestportandAlna.Atthetimethisreportisbeingwritten,wehave�06studentsenrolledhere.Thatisthemostthisschoolhasseeninoveradecade,andweareprojectingmorepotentialstudentsnextyear.WewerehappytowelcomeMs.SallyMonroeasournewPre-KindergartenteacherandJustinCurtisasaneducationaltechnicianandbusdriver.Wewereheartbroken to saygoodbye toour long time friend,DebbieBeam.Herlaughter,singing,andsmilewillliveoninourheartsandstories.

EdgecombEddycontinuestobeahigh-performingacademicsetting.Our�-6gradestudentswhotookthestateassessmentscontinuetoperformabovethestateaverage.Studentsofallagesarechallengedtomakeadequateyearlyprogressorgreaterinalldisciplines. SincethescienceandsocialstudiesMaineLearningResultsstandardschangedlastspring,ourstaffhasbeenusing andmodifying thenewscopeand sequencewedevelopedattheendoflastschoolyear.Wehaveespeciallyenjoyedhighlightingthatthisyearisourgreatstate’sbicentennialthroughspecialprojectsandfieldtrips,andmorefocusaroundthiswillhappenasweapproachtheendoftheschoolyear.

EdgecombEddyisgratefultotheactivemembersofourparentteacherclub and the individuals and businesses that are supporting us with ourplayground additions. On top of that, we are extremely thankful to theBoothbay Rotary for thinking of us crafting their grant and agreeing tohelpuswithourplaygroundefforts. Wehave enjoyed the collaborativespiritthisprojectisproviding.Ithasbeenfuntodevelopandimplementa vision that will enrich our students’ experiences. We have been veryglad towork together to fund theseeffortsoutsideofourbudgetmoney.Itisheartwarmingtoseethegreatnumberoflocalfolkswhosupportourstudentsthroughtheirgenerosityandhardwork.

EdgecombEddycontinuestobeoneofthehighest-performingschoolsintheregionandacrossthestate.Our�-6gradestudentswhotookthestateassessmentscontinuetoout-pacestudentsinotherschools,andstudentsofallagesarechallengedtomakeadequateyearlyprogressorgreaterinalldisciplines.

AsIbeginmy�8thyearasyourCountySheriff,IfeelitisimportantforyoutoknowjusthowhardthemenandwomenoftheSheriff’sOfficeare working for you. Countywide we responded to almost �6,�00 callsfor service,over�,�00of these callswere inEdgecombalone.Manyofthe calls in Edgecomb that required our immediate response involvedinvestigationsofmotorvehiclecrashes,reportsoferraticoperationofmotorvehiclesand9��callsthatwereabandonedpriortodeterminingtheirintent.Whenpossible,LincolnCountyDeputiesattempttoreducecrimebyusingdiscretionary time to perform property checks on commercial or publicbuildings,aswellasprivatepropertyuponrequest.Thisincreasedvisibilityhasshowntodetercrimeandimproveresponsetimestoemergencycallsforservice.In�0�9,LincolnCountyDeputiesperformedalmost77�ofthesetypesofchecksinyourtown.

Asanewdecadebegins,ouragencyistakingstepsto“keepupwiththe times.”We will place in service our first ever hybrid vehicle withinthePatrolDivision.Wehaveplanstostudytheimpactthisvehiclehastoboththeenvironmentandourbudgetwithplanstopurchasemoreifit isdetermined this makes sense for the citizens of Lincoln County and ourbudget.Additionally, we also have plans to collaborate with our CountyEMA and establish a small unmanned aircraft system (sUAS) program.Most commonly referred toas“drones.”Thisprogram is expected tobeusedformanydifferenttypesofpurposessuchassearchandrescue,crashInvestigations,andshellfishenforcement.ThispartnershipwithourCountyEMAOfficewillassurethatasUASisalwaysavailableforwhateverneedcountywide.

The Sheriff’s Office also has plans to collaborate with the LincolnCountyCommunicationCenteronaprogramcalledRUOK(AreYouOK).This program will allow seniors and others who may be homebound tobe contacted by phone on a regular basis to verify their well-being andgive themasenseof security. as the localcommunity televisionstation,THANKYOUto theresidentsof the Lincoln County communities who have financially supported ourstationthroughouttheseyears.

Originallythestationwasmanagedandfundedbythemunicipalitiesof Damariscotta, Newcastle, Nobleboro, Waldoboro, and Wiscasset. Inaddition,communitymediaserviceisprovidedtoAlna,Bristol,Dresden,EdgecombandWestportIsland.InrecentyearswehavereceivedfundingfromBristol,Edgecomb,andAlnaandmanylocalbusinesses.

Beginningasatotallyvolunteerorganization,thereisaneedtokeepupwithchangingtechnology.In�00�,thefirstpart-timemanagerwashired.IncreasingservicestoourTownsrequiresadditionaladvancedequipmentand paid personnel. Our talented volunteers and a small number of paidpart-timestaffarecommittedtoqualityprogramming.

We fulfilled one or our long-time goals in �0�9 with an emergencyback-up generator which will protect our equipment and ensure that wewillbeproviding��-hourbroadcasting.Wehavedonelimitedupgradestoequipmentbutwelooktoimproveevenmorein�0�0.

Welooktoward�0�0asabanneryearforLincolnCountyTelevision(LCTV)!Weseeabrightfuture.Achangeinleadership,anengagedBoardof Directors, and some exciting new programming show great promise;thesewilladdtoourexistingcommunitybulletinboard,localgovernmentmeetings, high school basketball games, and the yearly coverage of thePumpkinfestParadeandRegatta.Somelocallyproducedshowsare:WuzzUp,SpotlightonSeniors,CommunityConversations,GruesomeGlenn’sFridayFrightNightandin�0�0-historicalprogramminghighlightingtheStateofMaine’sbicentennial.Alsoplannedisawiderangeofcommunity-interestprogramming that includes nonprofit interviews and discussions with avarietyofTownofficials.Generaltopicsofinterestwillbediscussedsuchasparamedicine,mentalhealth issues,andtheopioidproblemtonameafew.

LCTV is committed to forging new, stronger relationships with theTownswhosupportus.WehaveopenedthelinesofcommunicationwithTownleadersandwelcomeinputandsuggestions.InadditiontotheongoingsupportoftheTowns,thereareplansforsomefundraisingeventsincluding

LetmebeginbythankingyouforallowingmetheprivilegeofservingyouintheMaineSenate.IamhonoredthatyouhaveputyourtrustinmeandcanassureyouIwillcontinuetoworktirelesslyonyourbehalf.

Maineisinthemidstofoneofthegreatestperiodsofprosperityinitshistoryandhasledthenationinanumberofeconomiccategoriesoverthelastseveralyears.Unemploymentisatrecordlowlevels,wagesareup,andstategovernmenthashadsevenstraightyearsofsurpluses.Thenumberofchildrenlivinginpoverty is inasteepdecline,andMainenowleads thenationinequalityforwomenintheworkplaceandpolitics.

Thoughwehaveaccomplishedagreatdeal in thepastyear, there isstillmuchmoretobedone.Maintainingtheprosperitythatyouhavebuiltoverthelastseveralyearstopsthelist.Wecandothisbyholdingthelineon government spending, doing our best to stay out of the way of localbusinessessothattheycanthriveasaresultoftheirownhardwork,andmaking sure that government is the most fiscally responsible steward ofyourtaxdollars.Thesewillbeafewofmyprioritiesthiscomingyear.

MycolleagueselectedmeasSenateRepublicanLeader,andIhaveusedthepositiontolistentomyfellowSenators’ideasandviewpoints.Together,wehavedoneourduty toensure thebest interestsofallMainecitizens.I also serveon theMarineResourcesCommittee,whichhas jurisdictionover the state’s commercial marine fisheries management, including theprocessingandsaleofmarinefish,shellfishandaquaculture.Ilookforwardtoacollaborativesession,workingtogethertocontinuetoimproveMaineforgenerationstocome.

StateRepresentative’sReportDearEdgecombNeighbors,

ItisanhonortoserveasyourStateRepresentative.AsIcontinuetorepresentourcommunity inAugusta,myfocuswill remainonprovidingresponsive constituent services, being your advocate in the State Houseandvotingtoadvancelegislationthatimproveslifeinourdistrictandourstate.

The Legislature has now convened for its second session. Withadjournment scheduled for the end ofApril, there is plenty of work tobe done. Over the coming months, we will consider over 6�0 pieces oflegislationonawidevarietyoftopics.Someofourbroadgoalsthisyearincludefurtherincreasingaccesstohealthcare,reducingthecostofinsulin,providing meaningful property tax relief, addressing climate change andexpandingbroadbandaccess.

Manyitemsonoursessionto-dolistwillcomefromthehardworkourmany task forcesandcommissions tookupduring theoff-session. IwashonoredtoserveontheCommissiontoStudyLong-termCareWorkforceIssues.Weworkedthroughoutthefalltodeterminethecurrentandfutureneedsfordirectcareworkers,aswellasdevelopedstrategiestoimprovethequalityoflong-termcarejobs.TheLegislatureconsiderrecommendationsfromtheMaineClimateCounciltohelpusaddresstheclimatecrisisandassist Maine communities adapting to the changes we’ve already seen,We’ll lookathowtoimproveourcriminal justicesystem,considermoresustainablewaystofundtransportationprojectsandmore.

WithanextensiveroadmapprovidedbyGov.Mills’snewlyreleased�0-yearstrategiceconomicdevelopmentplan,wewillalsobehardatworkimplementingpoliciesthatcreatejobsandsupportlocalindustries.Mainersarewillingtowork,andwedeservesecure,good-payingjobsthatsupportourfamilies,strengthenourcommunitiesandgrowoureconomy.

ItwasthehighesthonorofmylifetotaketheoathofofficetobecomeMaine’s 7�th governor. Over the next three years, I will continue to doeverythinginmypowertomakeMainethesafe,beautiful,prosperousstateweallwantforourchildrenandgrandchildren.

During my first year in office, I directed the implementation of thevoter-approvedMedicaidexpansion,allowingover�0,000Mainepeopletogainhealthcarecoverage.Weaddedstate-guaranteedprotectionsforpeoplewith pre-existing conditions, passed a prescription drug reform package,and restored the Maine Drugs for the Elderly and Disabled program,coveringanadditional�,800seniors.Andwecontinuetoworkonstrategiestobringdownthecostofhealthcareforsmallbusinessesandothers.IalsosignedanExecutiveOrderdirectingmyAdministrationtodevelopeffectiveopioidpreventioneffortsinschools,makeNarcanmoreavailable,increasemedication assisted treatment, train recovery coaches, and expand drugcourts.

ProtectingMaine’senvironmentandtacklingclimatechangearekeypriorities of my Administration. I am committed to increasing Maine’sRenewablePortfolioStandardto80percentby�0�0;improvingourmodesof transportation; weatherizing homes and businesses; and reaching �00percent renewable energy by �0�0. By embracing the green technologyofthefuture,wewillreducetheimpactsofclimatechange,creategood-payingjobs,preservecleanairandwater,andprotectourstate’sfarming,fishing,andforestryindustries.

Thebiennialbudgetprovidedmorerevenuesharing,morehomesteadreimbursements,andmoredisasterassistancefortowns-whichalltogetherwill result in relief for property taxpayers. It invested $�� million ineducationand school renovations, andweareworking towardPre-K forevery�-year-old,increasingpost-highschooloptionsthatresultinavaluedcredential, and making sure that every able adult is working. Further, I,along with government agencies, small business owners, entrepreneurs,economists, andhard-workingMainers, developed a statewide economicdevelopment plan, the first in nearly �� years. We will diversify our

The beginning of a new year provides the opportunity to reflect ontheprogressofthepast��months.Ifyou’vebeenwatchingcableTV,youmight think that everywakingmomentof �0�9 inWashingtonhasbeenconsumedbydivisive,partisan issues–andwhile there’snoshortageofthosedebates,therehavealsobeenopportunitiesforbipartisancooperation.YousentmetotheSenatetomakethemostofthoseopportunities,soasweenterintotheNewYear,IwantedtotakeamomenttoupdateyouonmyeffortstoworkwithmembersofbothpartiestomakelifebetterforthepeopleofMaine.

Oneofmymostimportantprioritiesthispastyearhasbeenemphasizingpreventivehealthcare.Maine’sdistinctionastheoldeststateinthenationbrings us wisdom, of course – but it also creates unique challenges,particularly relating to healthcare.The key to addressing these obstaclesis beingproactive, because the cheapest, safestmedical procedure is theonethatdoesn’tneedtohappen.That’swhyI’veintroducedlegislationtoincentivizehealthierliving,expandmentalhealthscreenings,andhelpmoreAmericansaccessregularcheck-ups.We’remakingprogress,butwe’vegotalongwaytogo–andI’dlikeyourhelp,becauseIknowthatthebestideasaretheonesthatcomefromfamiliesandcommunitiesonthefrontlinesofthesechallenges.Tostrengthen thiseffort, IconvenedapolicyforumonpreventioninBangorinOctober,whichhasalreadygivenmeexcitingnewideasthatI’llcarrywithmeinto�0�0.Ifyouhaveadditionalthoughtsonencouragingpreventivehealthcare,pleasesharethemwithmyoffice.

This year has also continued the growth of Maine’s forest productsindustry – a key focus of my work to revitalize Maine’s rural economyand communities. We’ve seen significant investment in mills across thestate,creatinggoodjobstosupportruralMaine.I’malsopleasedthattheinvestments aren’t just in our mills – the industry is thriving because ofits commitment to innovation.We’re fortunate to have theUniversity ofMaine’stop-notchresearchersexploringcutting-edgewaystouseourforestresources,includingcapitalizingontheriseof�Dprintingtechnologywiththeworld’slargest�Dprinter.Combiningthisworkwithongoingfederalsupport,ourvastforests,andMaine’sdedicatedworkforce,Iknowthatthefutureofthisindustryisbright,andI’llcontinueworkingtosupportitonallfronts.

DearFriends,As�0�9endsand�0�0begins,IampleasedtoreportthatCongress

madeprogressonanumberofissuesimportanttoMainefamiliesdespitethepolarizationinourcountry.

Inamajorwinforsurvivingmilitaryandretireespousestowhomwearedeeplyindebted,Iwasproudtoco-leadtherepealofwhatisoftenreferredtoasthe“MilitaryWidow’sTax,”anunfairoffsetofsurvivorbenefitsthathaspreventedasmanyas67,000survivingspouses—includingmorethan�60fromMaine—fromreceivingthefullbenefitstheydeserve.

Thehighcostofhealthcareandprescriptiondrugscontinues tobeatopissueforfamiliesandseniors.Toprovidecontinuedreliefformorelower- and middle-income individuals, I led the charge to extend foranothertwoyearsthemedicalexpensetaxdeductionthatIincludedinthe�0�7taxlaw.Withoutthisextension,nearly�0,000MainersandmillionsofAmericanswithhighmedicalexpenses,includingmanywithpreexistingconditions,wouldhavefacedanincreasedtaxburden.Inothergoodnews,theCREATESActIcosponsoredbecamelaw.Itwillpreventpharmaceuticalcompaniesfromblockingaccesstoasufficientsupplyofbrand-namedrugsneeded for the studies that allow less expensive alternatives to enter themarketplace.

Improvingpeople’shealthandwellbeingremainsmypriority.Onapercapitabasis,Mainehas thehighest incidenceofLymedisease in thecountry.InAugust,IheldaSenatehearingattheUniversityofMaine’sTickLabon this growing public health crisis.A comprehensivepublic healthstrategytocombatthisepidemicisneeded,andthenewlawIauthoredwilldojustthat.

In addition, I helped champion another $�.6 billion increase for theNational Institutes of Health, our nation’s premiere biomedical researchinstitution,includingsignificantboostsforAlzheimer’sdiseaseanddiabetesresearch.Lastyear,NIHfundedmorethan$��millionforresearchat��Maineinstitutions.

TohelppreparethegraduatesofMaineMaritimeAcademy,Isecured$�00millionforanewtrainingship,whichwillensurerigorousinstructionforMMAstudentsfordecadestocome.

Ihopethisletterfindsyouwell.It’saprivilegetorepresentyouandyourfamilyandIamthankfulfortheopportunitytoupdateyouonmyworkinWashingtonandMaine.

In�0�9,Iwashonoredtoworkwithmycolleaguestopasshundredsofbillsthataddresseverythingfromfightingclimatechangetoraisingtheminimumwage.AndwhileCongresshasbecomeanincreasinglypartisanplace, I was proud to continue my habit of reaching across the aisle,introducinganumberofbipartisanbillsandcosponsoringevenmore.

OntheHouseAppropriationsCommittee,IworkedtosupportprogramsimportanttoMaine,suchasruralbroadbandinvestment,HeadStart,PFAScleanup,andshipbuildingatBathIronWorks.Further,Ifirmlybelieveweneed tomake substantial investments inall aspectsofour infrastructure,fromsafedrinkingwaterandmodernizedschools,toupgradedhighways,transit, and rail. From my seat on the Appropriations Committee IadvocatedforincreasedfundingfortheBUILDgrantsprogramwhichfundsinvestments in transportation infrastructure by states, local governments,andtransitagencies.IalsopushedforincreasedfundingfortheCommunityDevelopment Block Grant program, our national park system, local andorganicagriculture,electionsecurity,andtheLandandWaterConservationFund.

SincemytimeintheMaineStateSenate,loweringthecostofprescriptiondrugshasbeenoneofmytoppriorities.ThisyearIintroducedtwobillsthatwouldhelpAmericansaffordtheirprescriptionmedications.IalsovotedforabillthatwouldallowtheCentersforMedicareandMedicaidServicestodirectlynegotiatepricesforcertaindrugs.Ilookforwardtocontinuingthisimportantworkin�0�0soAmericansarenolongerfacedwiththechoiceofpickingupprescriptionstheydesperatelyneedorputtingfoodonthetable.
