I. Overview2 In 2006, Albania held the CEI Presidency for the first time. The Government demonstrated a keen interest and commitment in using this opportunity for enhancing its regional status. The high level and expert meetings as well as other events organised in Albania during this year provided ample visibility to the CEI as one of the foremost regional actors and shifted the focus of CEI activities to a Member Country in Special Need, fully in line with the overall CEI strategy. Noteworthy among the events organised by the Albanian Presidency were the Meetings of Heads of Government, of Ministers of Foreign Affairs, Economic Affairs and of Agriculture, the Summit Economic Forum, the Youth Forum, the Forum of Journalists, the Forum on Renewable Sources of Energy and the Tirana Transport Conference. In preparing and executing these events in their country, the Albanian authorities cooperated closely with the CEI Secretariats which, at the same time, carried on their tasks in other parts of the CEI Region in providing financial resources, expertise and logistical support to organisers during the entire period which was marked by a new record of project-related activities, by a growing number of applications for CEI funding (outpacing available resources by a ratio of 1 to 5) and - as a response to this new development - a systematic approach to the evaluation and selection process in order to ensure that the best applications would be taken into account. The salient aspects of the CEI activities in 2006 can be summarised as follows: � Since the last CEI Summit the CEI supported 94 Co-operation Activities with € 1,5 million, equal to 26,7%
of the budget of these projects amounting to € 5,4 million. � At the same time the CEI Trust Fund at EBRD contributed € 552.339 to Technical Co-operation Projects,
mainly intended to prepare the ground for subsequent bank loans. � The CEI University Network succeeded in stepping up its activities. It supported 8 Joint Programmes
providing 50 teaching grants and 130 scholarships to academics and students of the participating institutions of higher learning in 16 CEI Member States.
� The CEI Science & Technology Network extended its reach by opening up avenues of scientific co-operation within the so-called Secondary Network, i.e. research centres linked to the Trieste-based Lead Institutions. Within this Network, the second call for proposals under the title “From Research to Enterprise” was launched. From among 26 applicants from 10 CEI Member States three winners will be identified by a jury. The awards given to them will permit them to commercialise their scientific discoveries.
� A similar call for proposals was addressed to “Innovative SMEs”. It met with an excellent response. Out of 66 applications submitted by companies from 10 CEI Member States, 5 were selected as winners on the basis of a business plan detailing the way in which they planned to market their innovation.
� The CEI Funding Unit within the Executive Secretariat has achieved a remarkable insertion in EU-funded programmes. It is currently actively involved in 7 projects covering mainly areas of transport, spatial development, energy, SMEs and the Information Society. The total value of these projects is € 7,5 million of which € 0,7 million have been directly allocated to the CEI.
� The CEI Know-how Exchange Programme (KEP) widened its outreach in 2006: It supported eight projects in the fields of agriculture, SMEs, tourism, cross border cooperation and human resource development whose total value amounted to around € 600.000 with about € 140.000.
� In 2006, the concept of CEI Feature Events and Activities has gained ground. These events carry the name of the CEI in their title, are usually recurring annually and they are institutionally and financially linked to the CEI Secretariats. Currently, ten activities qualify as CEI Feature Events. In selecting them, the CEI is giving preference to core issues within its Plan of Action. Not more than one Feature Event should be established in the same area.
� Co-operation with the CEI Business Dimension which had already been good in the past could be stepped up due to the establishment, at the CEI-ES, of a CECCI Liaison Office.
� In 2006, a new Plan of Action covering the years 2007 to 2009 was elaborated. It is organised around the three main areas of economic, human and institutional development and contains an annex on the instruments available for its implementation. In drawing up this Plan of Action special attention was paid to the CEI’s comparative advantage, cost efficiency, demand from Member States and feasibility. No additional areas were added in comparison with previous years. On the contrary, the new Plan of Action reflects efforts to avoid proliferation and, whenever possible, streamline the CEI activities.

II. The CEI Secretariats: legal status and staff structure The CEI Executive Secretariat (CEI-ES), established upon an offer of the Italian Government in Trieste in January 1996, is operating with the legal status of an international organisation, based on a Headquarters Agreement concluded between the Italian Government and the CEI Presidency3. The Agreement entered into force on 7 November 1997. In accordance with Art. I.1. of the Headquarters Agreement the seat of the CEI - Executive Secretariat in Trieste, via Genova 9, is made available to the CEI by the Italian Government through the Autonomous Region Friuli Venezia Giulia, free of charge and ties, under terms described in a Protocol4 concluded between the CEI - Executive Secretariat and the Autonomous Region Friuli Venezia Giulia. The tasks assigned to the Executive Secretariat and to its Director General are described in the CEI Guidelines and Rules of Procedure in their latest revision. The staff structure of the CEI-ES was submitted by the Director General, in accordance with Art. 21 of the CEI Guidelines and Rules of Procedure, to the CNC meeting in Tirana (22-23 November 2006). The CNC, in conformity with Art. 17 of the Guidelines, approved the structure and staff of the CEI–Executive Secretariat, which is attached here-to as Annex 15. Min. Eugenio Campo, former Coordinator for Multilateral Affairs and Emergency Operations at the Directorate General for Development Cooperation at the MFA in Rome, was seconded to the CEI-ES as Deputy Director General as of 1 February. He took over the duties of Couns. Leonardo Baroncelli who was appointed Italian Ambassador to Kinshasa. At the same time, Min. Mykola Melenevskyi, was seconded by the Government of Ukraine to the CEI–ES as Deputy Director General following Minister Milan Predan from Slovenia who took up a new assignment in his country of origin. As of 9 January Ms. Lisa Luchita joined the CEI-ES as Assistant Secretary. Mr. Alessandro Lombardo joined the CEI-ES on 19 June. He took over the Evaluation Unit from Ms. Paola Plancher who went on maternity leave. The CEI-PS Executive Officer Ms. Lara Tassan Zanin was appointed Head of the Funding Unit on 1 May. She terminated her work with the CEI as of 30 September and took on a new position as Project Monitoring Officer at the European Investment Bank in Luxemburg. In her place, the CEI-ES Senior Executive Officer, Barbara Fabro, who returned from maternity leave, took charge of the Funding Unit. Moreover, in replacement of Ms. Izabela Gostisa, who went on maternity leave, Ms. Silvia Bolzan was brought in as a Project Consultant starting from 5 October 2006. Mr. Giovanni Gabassi left the CEI-Executive Secretariat on 30 September to continue his studies at the Diplomatic Academy of Vienna. His duties were assigned to various CEI staff members. As of 6 September 2006 Ms. Chiara Casarella reinforced the staff of the Funding Unit as Project Consultant. As of 1 May 2006, Ms. Ariola Shehaj, seconded by the Chamber of Commerce and Industry of Albania, has taken up duties as Liaison Officer of the Central European Chambers of Commerce Initiative at the CEI-ES Headquarters. The Secretariat for CEI Projects continued to operate both from its Trieste and London offices, the latter inserted into the operational framework of the EBRD. This Secretariat, first established in 1991, owes its origin to two agreements between the CEI and the EBRD and the Italian Government and the EBRD, respectively6. As of 1 January Ms. Stefania Del Monte joined the CEI-PS as Programme Assistant in replacement of Ms. Cinzia Pica. On 31 August Ms. Ludmila Savova left the CEI-PS without replacement. For the preparation of the Summit Economic Forum short time contracts were given to Mr. Nikola Popović from Serbia and to Ms. Gaia Peracca from Italy.

III. CEI-ES Financial Report A Provisional Financial Report on the composition of revenues and expenditures of the CEI-ES is attached as Annex 4. Due to the contributions received from Italy on the basis of the Law n.142, the CEI could not only fully cover its costs related to its staff and operations of the Executive Secretariat but could again replenish the Solidarity Fund and the special accounts for the CEI University and Science & Technology Networks and for Economic Events. The amount allocated to the Funding Unit will be fully recovered once the pledged contributions from the European Commission will be transferred. The funds allocated to operational activities from the regular budget of the CEI-ES, fully provided by Italy (and excluding the contributions by other Member States to the various CEI Funds as well as the EU funding for project implementation), totalled 928.103 EUR and represented 66,5% of the CEI-ES revenues. The expenses for the Secretariat, including staff travel, up the end of October totalled 595.486 EUR. Taking into account the expenses until the end of the year a closing balance of around 170.000 EUR is expected. This surplus is required in order to finance the running costs of the Secretariat during the first months of 2006 until the new Italian contribution arrives.
IV. Report on the Use of the CEI Co-operation and Solidarity Funds
The CEI Co-operation Fund, which became operational in 2002 and has since contributed to the financing of 260 Co-operation Activities with 3,1 million EUR, has confirmed its usefulness in pursuing the CEI priorities. Thanks to the voluntary contribution of Italy, which again in 2006 doubled the amount of the resources available, 84 new projects were approved since the last CEI Summit (out of these 20 in 2005) and supported with 823.563 EUR. This CEI support constituted 17,3% of the total costs of these projects, which represented a total value of 4,8 million EUR (Annex 5). Statistics on the use of CEI Co-operation Fund and the Italian Trust Fund at the EBRD for financing CEI Co-operation Activities in 2006 are attached as Annex 6. It deserves to be emphasised that in 2006 a better sectoral and geographical balance was achieved. Although the area of human development remained in the lead, the demand for CEI financial support of activities in the economic sector grew, especially in the fields of SMEs, tourism and agriculture. While Italy is still the leading country as to the number of applications of CEI Co-operation Activities, such countries as Albania, Bulgaria and Croatia attracted a growing share of the resources allocated in 2006. The Report on the use of the Solidarity Fund (according to the Art. 8 of the Solidarity Fund Guidelines) is attached as Annex 7.
V. Report on the Use of the CEI Trust Fund at the EBRD The total inflow to the CEI Trust Fund at the EBRD contributed by Italy has been approximately 28 million EUR, since the start in 1991. The Fund is used to finance activities of the following nature: Technical Cooperation (TC) for investment projects and development programmes: Through its Trust Fund at the European Bank for Reconstruction and Development, the Secretariat for CEI Projects promotes and supervises co-operation on investment projects alongside EBRD projects in a number of areas, including agriculture, transport, energy, SMEs, municipal infrastructure and services, banking, and insurance. Technical cooperation is offered in the form of grant-type assistance in support of specific components of a project (i.e. management training, feasibility study or pre-loan audits). Technical cooperation is considered an invaluable channel to mobilise investment capital and expertise in the countries of operation, assist legal and regulatory reform, institution-building, company management and training. This technical cooperation in conjunction with EBRD investment projects provided by the CEI Trust Fund generated over 415 million EUR of EBRD investments since 1991. The overall CEI funded TC projects approved from November 2005 to November 2006 amount to 552.339 EUR and include: Sector Study of the Forestry Study in Bosnia, Market Study for Sustainable Energy in the Slovak Republic, EastAgri CEI Network - Phase II, Consulting Services for Implementation of Management and Financial Procedures and Systems for Air Navigation System Provide in Macedonia, Brasov Urban Transport: Regulatory Strengthening Advisory Services to the City and Brasov Urban Transport: Corporate Development Programme both in Romania.

CEI Co-operation Activities (workshops, seminars, international events): The CEI Trust Fund at the EBRD has been used to promote and assist the planning, financing and realisation of a number of Cooperation Activities with a strong focus on economic and investment subjects. The list of Cooperation Activities financed through the Fund is given in Annex 5. Since the last CEI Summit a total of 10 Co-operation Activities were supported by the CEI Trust Fund at the EBRD with 164.463 EUR for a total project value of activities amounting to 646.181 EUR. The majority of approved CAs belong to the sectors of Agriculture (3) and Environment (3), followed by SMEs (2) and Transport (2). CEI Know-how Exchange Programme (KEP): Further efforts have been made in 2006 to promote the Know-how Exchange Programme. The CEI-PS has elaborated new documentation (improved application form and rules), and promoted the KEP through CEI structures and at various meetings. Consequently, eight KEP projects were approved and implemented since the last CEI Summit reaching a total value of 588.857 EUR and with a total CEI contribution of 141.556 EUR (Annex 5). The projects concerned such sectors as agriculture, SME, cross border cooperation & local development, tourism, and human resource training. Beneficiary countries included Bulgaria, Croatia, Moldova, Romania, Ukraine, and – in a multilateral project – the countries of SEE. Three projects were implemented in favour of Romania (“Peer review initiative”, “Public Finance Management training”, and “Study tour on EU Coordination”), while two projects concerned Moldova (“SMILE – support for Moldova: Innovation, Leadership and positive Environment”, and “Building Effective Fresh Fruit and Vegetables Quality Control System in Moldova”). Business Match-making Programme: The CEI-PS assists project idea "originators" in their promotion and search for investors, partners, institutional support, technology inputs, financial sources for credit or for grants. Project information is made available through databases on Internet, publications, meetings, and the SEF where a specific project room is available to this purpose. As of November 2006, 462 organisations are included in the database with “Organisation Summaries”, which also contains 209 investment project ideas (“Investment Project Summaries”) and 124 Technical Cooperation proposals (“TC Summaries”). CEI Summit Economic Forum (SEF): The ninth edition of the Economic Forum, the annual flagship event of the Central European Initiative, was organised by the Project Secretariat in partnership with the CEI Albanian Presidency for 2006. The event took place in Tirana on Wednesday 22 and Thursday 23 November 2006. It attracted a mix of industry leaders, senior government officials, regional, national and international organisations; financial institutions; professionals and consultants; lawyers and businessmen. This year, the SEF focused on reforms and investments for stimulating business development with particular attention to infrastructure, finance investments, innovation for competitiveness, entrepreneurship, regional integration and trade promotion. Seminars and discussions addressed current economic challenges faced by the region and was complemented by presentations of related project proposals. Similarly to past years, sessions were grouped into three thematic streams: 1) Stream 1: Fostering the business climate. 2) Stream 2: Exploiting the local potential. 3) Stream 3: Investing in innovation.
VI. Report on the Use of EU Funding This chapter is included for the first time in the Annual Report. The activities in which the CEI has become involved due to its participation in EU-funded projects have reached a dimension which justifies a separate presentation. These activities are remarkable for a number of reasons. They are, first of all, dealing with areas of major significance to CEI Member States, such as transport, energy, spatial development, SMEs or ICT. Secondly, they are implemented with partners from a variety of backgrounds, both governmental and non-governmental, and thus lead to valuable new contacts. Third, they frequently entail the activation of CEI working structures, giving a new and more concrete meaning to the existing CEI networks in the form of Project Steering Groups. As can be seen from Annex 8, the budgetary means which are earmarked for the 7 projects currently being implemented exceed 700.000 EUR. It needs to be pointed out, however, that some of these projects have a duration of several years so that the above-mentioned amount does not correspond to an annual budget. In order to meet the obligations stemming from these activities carried out within the so-called Funding Unit the CEI-ES has hired a number of project assistants entirely financed from the EU allocations.
VII. Future Outlook The imminent enlargement of the European Union with the accession of Bulgaria and Romania at the beginning of 2007 will also have direct repercussions on the CEI which henceforward will be composed of nine EU and nine non-EU Member States. One of the immediate consequences will be that know-how

transfer to the non-EU countries will be stepped up since the newcomers to the EU have accumulated a significant expertise during their accession process which is of relevance to others. Another consequence will be that the CEI disposes of an even stronger “lobby” in Brussels and thus should be able to avail itself more than until now of the support of the European Commission and the relevant EU programmes, especially the so-called Pre-accession Instrument and the European Neighbourhood and Partnership Instrument. For the future role of the CEI, the attitude of its EU Member States will be decisive in terms of financial resources but also with regard to their willingness to take full advantage of the CEI as a unique regional body offering a number of tailor-made instruments and networks for fostering regional cohesion. Needless to say, developments with regard to the other existing actors and the attitude of the European Union towards the CEI will not remain without influence on the future of the organisation which, without any doubt, constitutes one of the successful examples of a post-Cold War co-operation in a conflict ridden zone of Europe whose transformation the CEI has not only accompanied since 1989 as a witness but to which it has made a contribution of its own.
