1.1 Scope and Coverage
1.1.1 The Annual Survey of Industries (ASI) has been conducted since 1959 under the
authority of the Collection of Statistics Act, 1953. In accordance with the provisions of the
Collection of Statistics (Central) Rules, 1959 framed under the Act, it had been designed to obtain
comprehensive and detailed data with the objectives of estimating the contribution of
manufacturing industries as a whole to the national income by type of industry, systematic study of
the structure of the industry by type of industry, occasional analysis of the various factors
influencing industries in the country to facilitate the construction of comprehensive, factual and
systematic bases for formulation of policy. A copy of the above Act and the Rules made there under
is given in Annexure – I.
1.1.2 Coverage of the Annual Survey of Industries extends to the entire Factory Sector
comprising industrial units (called factories) registered under the Sections 2(m)(i) and 2(m)(ii) of the
Factories Act, 1948, wherein a ‘Factory’, which is the primary statistical unit of enumeration for the
ASI, is defined as:
‘Any premises’ including the precincts thereof:
(i) Wherein ten or more workers are working or were working on any day of the
preceding twelve months, and in any part of which a manufacturing process is being
carried on with the aid of power or is ordinarily so carried on, or,
(ii) Wherein twenty or more workers are working or were working on any day of
the preceding twelve months, and in any part of which a manufacturing process is being
carried on without the aid of power or is ordinarily so carried on, but does not include a
mine subject to the operation of the Mines Act, 1952, or a railway running shed.
The ‘manufacturing process’ referred to above has been defined [vide Section 2(k)] in the
Factories Act, 1948 as:
(i) making, altering, ornamenting, finishing, packing, oiling, washing, cleaning,
breaking up, demolishing or otherwise treating or adapting any article or substance with
a view to its use, sale, transport, delivery or disposal; or,
(ii) pumping oil, water or sewage ; or,
(iii) generating , transforming or transmitting power; or,
(iv) composing types for printing by letter press, lithography, photogravure or
other similar process or book binding; or,
(v) constructing, reconstructing, repairing, refitting, finishing or breaking up ships
or vessels; or,

1.1.3 In addition to Sections 2(m)(i) & 2(m)(ii) of the Factories Act, 1948, bidi & cigar units,
employing 10 or more workers with the aid of power and 20 or more workers without the aid of
power and registered under the Bidi & Cigar Workers (Conditions of Employment) Act, 1966 are
also covered in ASI.
1.1.4 Although the scope of the ASI was extended to all registered manufacturing
establishments in the country, establishments under the control of the Defence Ministry, oil
storage and distribution units, restaurants and cafes and technical training institutions not
producing anything for sale or exchange were kept outside the coverage of the ASI. The
Collection of Statistics Act, 1953, being not applicable to Jammu & Kashmir, factories in that state
used to be covered under ASI on a voluntary basis till a similar State Act, called the Jammu &
Kashmir Collection of Statistics Act, 1961 was enacted and the Collection of Statistics Rules, 1964
was framed thereunder making thereby the collection of statistics under the ASI also statutory in
that state. The geographical coverage of the Annual Survey of Industries, 20092010 has been
extended to the entire country.
1.2 Unit of Enumeration
1.2.1 The primary unit of enumeration in the survey is a factory in the case of manufacturing
industries, a workshop in the case of repair services, an undertaking or a licensee in the case of
electricity, gas and water supply undertakings and an establishment in the case of bidi and cigar
industries. The owner of two or more establishments located in the same state and pertaining to
the same industry group and belonging to census scheme only is, however, permitted to furnish a
single consolidated return, termed as ‘Joint Return’. Such consolidated returns are a common
feature in the case of bidi and cigar establishments, electricity and certain public sector
undertakings.
1.3 ASI Frame
1.3.1 The ASI frame is based on the lists of registered factory / units maintained by the Chief
Inspector of Factories (CIF) in each state and those maintained by registration authorities in respect
of bidi and cigar establishments and electricity undertakings. The frame is being revised and
updated periodically by the Regional Offices of the Field Operations Division of NSSO in
consultation with the Chief Inspector of Factories in the state. At the time of revision, the names of
the deregistered factories are removed from the ASI frame and those of the newly registered
factories are added. In updation, only new registrations are added to the existing frame. In spite of
regular updating of the frame, quite a number of smallsized factories selected for the survey are
found to be nonexisting in the field and are termed as deleted factories. However, such factories
are not taken into consideration for the purpose of tabulation and analysis in this report.
1.3.2 All electricity undertakings other than captive units as well as all departmental
undertakings such as Railway workshops, etc. have been kept outside the purview of ASI from 1999
2000.
1.4 Reference Period
1.4.1 Reference period for ASI 20092010 was the accounting year of the factory, ending on
any day during the fiscal year 20092010. Thus in ASI 20092010, data collected from respective
establishment relate to their accounting year ended on any day between 1st April 2009 and 31st
March 2010. Survey was conducted in the year 20102011 (October 2010 to April 2011).
1.5 Sample Design and Sample Allocation
1.5.1 As per the decision taken by the Standing Committee on Industrial Statistics (SCIS), a
new sampling design has been adopted since ASI 200708. Accordingly, for ASI 20092010, the
Census Sector has been defined as follows:
a) All industrial units belonging to the six less industrially developed states/ UT’s viz. Manipur,
Meghalaya, Nagaland, Sikkim, Tripura and Andaman & Nicobar Islands.
b) For the rest of the twentysix states/ UT’s., (i) units having 100 or more workers, and (ii) all
factories covered under Joint Returns.
1.5.2 Strata (State by 4digit of NIC08) having less than or equal to four units after selecting
the Census Sector units as defined above are also selected as census sector.
1.5.3 From the remaining frame, samples are drawn considering a uniform sampling fraction
of 19% for the states within a State X 4digit NIC with a minimum of 4 units evenly distributed in
two subsamples.
1.6 Estimation Procedure
1.6.1 The sample design and procedures for estimation of the characteristics are shown in
AnnexureII along with the number of units surveyed in ASI 200910 separately for the census
sector and sample sector of each state and UT. The different concepts and definitions used in ASI
survey are given in AnnexureIII.
1.6.2 For some selected units, it is found during the survey that the unit existed in the given
location and had engaged some employees during the reference period, but could not initiate
production or did not produce anything during the reference period due to various reasons, and
can take up production any moment once the problems are sorted out. These units, for the
purpose of the survey, are considered as closed units and similarly placed with other surveyed units
in respect of all parameters, such as, assets, employment, etc. There are some other units which
existed in the given location, but did not engage any employee during the reference period, and
also, did not initiate production or produce anything during the reference period. These units, for
the purpose of ASI, are considered as nonoperative units and termed as NOP cases, during the
reference period. Moreover, as a matter of practice, these units are maintained in the frame for
consecutive three years and are meant for selection for survey with the consideration that these
units might start production any time employing some workers. In case, however, any such unit is
found to be nonoperative for consecutive three years, it is assumed to be dead and marked
deleted from the frame and thus, from the survey. Important to note that in providing the

1.6.3 The results presented in the publications are based on the central sample data collected
by the FOD, NSSO and processed by the CSO (IS Wing). Moreover, all the estimated value figures
given in this publication are reported in current prices. The value figures are generally rounded off
to thousand rupees or lakhs of rupees. All India figures are rounded off separately and may not tally
with the sum of State/UT’s figures. Similarly, allIndustry figures may not tally with the sum of
individual industry figures. Also the industrywise totals at lower level may not tally with the next
higher level due to necessary merging at different levels.
1.7 Schedule of Enquiry
1.7.1 The schedule for ASI 20092010 has two parts. PartI which is processed at the CSO (IS
Wing), Kolkata, aims to collect data on assets and liabilities, employment and labour cost, receipts,
expenses, input items – indigenous and imported, products and byproducts, distributive expenses
etc. PartII, processed by the Labour Bureau, aims to collect data on different aspects of labour
statistics, namely, working days, mandays worked, absenteeism, labour turnover, manhours
worked, earning and social security benefits. A copy of the PartI of ASI 20092010 schedule is given
as Annexure –IV.
1.8 Classification of Industries
1.8.1 The NIC1970 was followed to classify economic activities of the factories from ASI
197374 to ASI 198889. NIC 1987 had then been introduced and followed till ASI 199798. NIC
1998 was then followed from ASI 199899 to ASI 200304. From ASI 200405, the new series of
classification, i.e., NIC2004 has been introduced and the same has been used till ASI 200708. From
ASI 200809, NIC 2008 has been introduced. It classifies all the factories in the ASI frame in their
appropriate industry groups on the basis of the principal product manufactured. This way a unit
gets classified in one and only one industry group even though it might be manufacturing products
belonging to different industries. The estimates for different aggregates presented in this report at
two or three or four digit level of industry correspond to the NIC2008 classification.
1.9 Publications and Limitations
1.9.1 For ASI 20092010, the results are released at 4digit level of NIC2008 by AllIndia and
at 2/3digit level of NIC2008 by states /UT's. The list of 3/4digit level of NIC2008 codes along with
descriptions is given in AnnexureV . While VolumeI contains tables related to capitals and value
added, employment and labour cost, fuels consumed etc., VolumeII contains NIC by statewise
materials consumed as well as products & byproducts generated by the factories. These
input/output items are classified as per Annual Survey of Industries Commodity Classification
(ASICC), 2009.
1.9.2 The Collection of Statistics Act prohibits disclosure of data relating to individual
factories. Therefore, if the number of factories under any industry (3digit level of NIC2008) in a
state is less than three, the data have been combined to a similar industry in order to conceal the

any 4digit level of NIC at AllIndia level is less than three, the industry has been merged to a similar
industry under the same broad industry group. A list of such merged industries is given in Annexure
–VI.
1.9.3 All the estimates, especially for quantity and value figures for any particular item
consumed and produced, are subject to Statistical Error as these are estimated on the basis of a
selected sample. The consumptions and productions are not estimated separately for those items
for which the number of observations is insufficient. They have been reported under 'others' as the
estimates for those items may not be proper.
1.9.4 As per tabulation policy it has been decided to publish the detailed information
corresponding to industry codes 01 to 33, 38 and 58 following NIC2008. For all other industry
codes the units have been clubbed and shown under a common industry 'Other' in different tables.
1.9.5 Another important point may also be noted that the rates and ratios of some
parameters presented in this report at the disaggregate level, particularly for the smaller states and
UTs cross classified by 2/3/4digit level of activity classification, are subject to the limitation of
small sample and thus, the user may cautiously interpret the changes of these parameters over
time.

Section 2
Main Findings
2.1 Introduction
2.1.1 The fieldwork for Annual Survey of Industries (ASI): 200910 was carried out during 201011. The
survey covered entire country. Three broad sectors of economic activity viz. Manufacturing; Electricity,
Gas & Water Supply; and Other Activities including cotton ginning, cleaning & bailing, extract of salt and
some repair services were under the coverage. This volume contains main findings of ASI 200910 and
certain key tables based on the survey.
2.2 Sample Size
2.2.1 From the frame of 208,416 factories considering all the States/UTs under the coverage, 61,080
factories were selected for the survey. However, 58,150 factories were ultimately surveyed. State/UT
wise details of number of factories in the frame, number of factories selected and number of factories
surveyed are given in Statement 0.
2.3 Main Findings
2.3.1.1 Statement 2.1a gives estimates of aggregates for some key characteristics by State/UT for all
economic activities taken together while Statement 2.1b presents the same for the manufacturing
sector only, which had a share of about 93.9% in total number of estimated factories found to be
operating in the country and a share of about 95.4% in the aggregate Net Value Added (NVA) by such
factories. Considering all economic activities, estimated total number of factories in operation as per ASI
200910 was 158,877 which engaged about 117.92 lakh persons. Total value of output was worth Rs.
37.33 lakh crores and total Gross Value Added (GVA) was worth Rs. 6.97 lakh crores. So far as
manufacturing sector is concerned, an estimated number of 149,130 factories were under operation in
this sector. The sector engaged nearly 114.09 lakh persons and it had contributed worth Rs. 35.66 lakh
crores of output to the Indian economy and Rs. 6.60 lakh crores as GVA.
2.3.2 In each of the above two statements, States/UTs have been arranged in descending order of
their percentage share in aggregate GVA. Chart 1 shows graphically the relative position of various
States/UTs as per total persons engaged in the factories. The top five States were Tamil Nadu,
Maharashtra, Gujarat, Andhra Pradesh and Karnataka respectively engaging about 18.9 lakh, 15.1 lakh,
11.6 lakh, 11.3 lakh and 8.9 lakh persons. These five States together had engaged more than half (55.8%)
of total manpower engaged by the factory sector of the country. The same five States were also the
major ones in terms of their percentage shares in aggregate GVA (see Statement 2.1a) – although their
relative positions were different. Maharashtra topped in terms of its percentage share (19.4%) in
aggregate GVA, which was followed by Gujarat (15.5%), Tamil Nadu (10.3%), Andhra Pradesh (7.1%), and
Karnataka (6.2%).
2.4 Aggregates for Key Characteristics by NIC 2Digit
2.4.1 Out of 28 industries in terms of National Industrial Classification (NIC) 2digit codes under the
coverage of the survey, major employment providing industries were Food Products (12%), Textiles
(12%), Basic Metals (8%), Wearing Apparel (7%), Other NonMetallic Mineral Products (7%), Motor
Vehicles, Trailers & SemiTrailers (5%), Chemicals & Chemical Products (5%), Machinery & Equipment
Not Elsewhere Classified (5%), Fabricated Metal Products Except Machinery & Equipment (5%), Rubber
& Plastic Products (4%), Electrical Equipment (4%), and Tobacco Products (3%) where figures within
brackets denote percentage share of the manufacturing industry in total number of persons engaged by
the factory sector (see Statement 2.2 & Chart 2).
2.4.2 Top six industries in terms of their percentage share in aggregate GVA were Basic Metals, Coke
and Refined Petroleum Products, Chemicals and Chemical Products, Other NonMetallic Mineral
Products, Machinery and Equipment Not Elsewhere Classified, and Food Products. They respectively had
share of about 13.0%, 10.1%, 9.2%, 6.6%, 6.4% and 6.2% in aggregate GVA (Statement 2.2). Chart 3
2.5 Structural Ratios by State/UT and NIC 2Digit
2.5.1 Statement 2.3a gives some structural ratios by State/UT for all activities/sectors taken together
while Statement 2.3b gives the same in respect of manufacturing sector only. For all activities
together, average values of gross output per factory, NVA per factory, number of employees per factory
and wages per worker were Rs. 2,350 lakh, Rs. 373 lakh, 74 and Rs. 75,281 respectively. Similar values in
respect of manufacturing sector were little higher and the same being Rs. 2,391 lakh, Rs. 379 lakh, 77
and Rs. 75,634 respectively. Structural ratios by NIC 2digit are given in Statement 2.4. For each of the
above four structural ratios, minimum value and maximum value along with the names of corresponding

2.6 Selected Characteristics by Employment Range of the Factory
2.6.1 It would be of interest to study the relative contributions of various employment size classes of
the factories with regard to some selected characteristics. These have been presented in Statements
2.5a, 2.5b, 2.6a and 2.6b. The former two statements (say, first set) deal with all activities/sectors taken
together while the latter two (set two) deals with the factories belonging to the manufacturing sector
only. Under each set, the first statement presents the aggregate values of the characteristics for each
employment range, the second statement gives percentage share of a given employment range in total
value of the aggregate for each characteristic. For all activities taken together, from Statement 2.5b it
may be seen that more than onethirds (36.6%) of the factories had employed 14 or less persons
although their share in aggregate GVA was very nominal (1.9%). On the contrary, there were some
factories with employment of 5,000 and above (0.2% of total number of factories) with a substantial
share (13.9%) in aggregate GVA. Findings in respect of a few broad employment ranges of factories are
summarized in Statement B. Chart 4 depicts percentage distribution of factories by seven employment
ranges while Chart 5 shows distribution of total number of factories by more detailed (eleven in
number) employment ranges.

2.7 State/UT wise distribution of factories by size of employment
2.7.1 Statement 2.7a presents distribution of statewise total number of factories by size classes of
employment for manufacturing sector. The corresponding percentage distribution is given in Statement
2.7b. Statements 2.8a and 2.8b are the corresponding statements for all activities/sectors taken
together. Considering the entire factory sector (see Statement 2.8b), as high as 59.3% of the factories
had engaged less than 30 persons while 1.6% of the factories had engaged at least 1000 workers.
2.7.2 At the national level, more than onethirds (36.6%) of the factories engaged 14 or less number
of persons. In this lowest size class of employment, Sikkim had the least proportion of factories (15.2%)
whereas Nagaland had the highest proportion (61.1%) of factories. In the highest size class of
employment with 5000 and more persons, the State of Chattisgarh had the highest percentage of
factories (3.0%). In terms of absolute number also, the State of Chattisgarh topped the list with 59
factories in the employment range of 5000 & above, followed by Karnataka (53 factories), Haryana (35
factories), Tamil Nadu (35 factories), Kerala (30 factories), and Jharkhand (25 factories).
2.8 Observed growths for the last five years
2.8.1 Observed annual growth rates of selected characteristics for the last five years i.e. 200506 to
200910 over the corresponding previous year for the entire factory sector are given in Statement 2.9a.
The corresponding growth rates for manufacturing sector are indicated in Statement 2.9b. As may be
seen from Statement 2.9a, during 200910, total number of factories grew by 2.3% with the resulting

1.1 Scope and Coverage
1.1.1 The Annual Survey of Industries (ASI) has been conducted since 1959 under the
authority of the Collection of Statistics Act, 1953. In accordance with the provisions of the
Collection of Statistics (Central) Rules, 1959 framed under the Act, it had been designed to obtain
comprehensive and detailed data with the objectives of estimating the contribution of
manufacturing industries as a whole to the national income by type of industry, systematic study of
the structure of the industry by type of industry, occasional analysis of the various factors
influencing industries in the country to facilitate the construction of comprehensive, factual and
systematic bases for formulation of policy. A copy of the above Act and the Rules made there under
is given in Annexure – I.
1.1.2 Coverage of the Annual Survey of Industries extends to the entire Factory Sector
comprising industrial units (called factories) registered under the Sections 2(m)(i) and 2(m)(ii) of the
Factories Act, 1948, wherein a ‘Factory’, which is the primary statistical unit of enumeration for the
ASI, is defined as:
‘Any premises’ including the precincts thereof:
(i) Wherein ten or more workers are working or were working on any day of the
preceding twelve months, and in any part of which a manufacturing process is being
carried on with the aid of power or is ordinarily so carried on, or,
(ii) Wherein twenty or more workers are working or were working on any day of
the preceding twelve months, and in any part of which a manufacturing process is being
carried on without the aid of power or is ordinarily so carried on, but does not include a
mine subject to the operation of the Mines Act, 1952, or a railway running shed.
The ‘manufacturing process’ referred to above has been defined [vide Section 2(k)] in the
Factories Act, 1948 as:
(i) making, altering, ornamenting, finishing, packing, oiling, washing, cleaning,
breaking up, demolishing or otherwise treating or adapting any article or substance with
a view to its use, sale, transport, delivery or disposal; or,
(ii) pumping oil, water or sewage ; or,
(iii) generating , transforming or transmitting power; or,
(iv) composing types for printing by letter press, lithography, photogravure or
other similar process or book binding; or,
(v) constructing, reconstructing, repairing, refitting, finishing or breaking up ships
or vessels; or,

1.1.3 In addition to Sections 2(m)(i) & 2(m)(ii) of the Factories Act, 1948, bidi & cigar units,
employing 10 or more workers with the aid of power and 20 or more workers without the aid of
power and registered under the Bidi & Cigar Workers (Conditions of Employment) Act, 1966 are
also covered in ASI.
1.1.4 Although the scope of the ASI was extended to all registered manufacturing
establishments in the country, establishments under the control of the Defence Ministry, oil
storage and distribution units, restaurants and cafes and technical training institutions not
producing anything for sale or exchange were kept outside the coverage of the ASI. The
Collection of Statistics Act, 1953, being not applicable to Jammu & Kashmir, factories in that state
used to be covered under ASI on a voluntary basis till a similar State Act, called the Jammu &
Kashmir Collection of Statistics Act, 1961 was enacted and the Collection of Statistics Rules, 1964
was framed thereunder making thereby the collection of statistics under the ASI also statutory in
that state. The geographical coverage of the Annual Survey of Industries, 20092010 has been
extended to the entire country.
1.2 Unit of Enumeration
1.2.1 The primary unit of enumeration in the survey is a factory in the case of manufacturing
industries, a workshop in the case of repair services, an undertaking or a licensee in the case of
electricity, gas and water supply undertakings and an establishment in the case of bidi and cigar
industries. The owner of two or more establishments located in the same state and pertaining to
the same industry group and belonging to census scheme only is, however, permitted to furnish a
single consolidated return, termed as ‘Joint Return’. Such consolidated returns are a common
feature in the case of bidi and cigar establishments, electricity and certain public sector
undertakings.
1.3 ASI Frame
1.3.1 The ASI frame is based on the lists of registered factory / units maintained by the Chief
Inspector of Factories (CIF) in each state and those maintained by registration authorities in respect
of bidi and cigar establishments and electricity undertakings. The frame is being revised and
updated periodically by the Regional Offices of the Field Operations Division of NSSO in
consultation with the Chief Inspector of Factories in the state. At the time of revision, the names of
the deregistered factories are removed from the ASI frame and those of the newly registered
factories are added. In updation, only new registrations are added to the existing frame. In spite of
regular updating of the frame, quite a number of smallsized factories selected for the survey are
found to be nonexisting in the field and are termed as deleted factories. However, such factories
are not taken into consideration for the purpose of tabulation and analysis in this report.
1.3.2 All electricity undertakings other than captive units as well as all departmental
undertakings such as Railway workshops, etc. have been kept outside the purview of ASI from 1999
2000.
1.4 Reference Period
1.4.1 Reference period for ASI 20092010 was the accounting year of the factory, ending on
any day during the fiscal year 20092010. Thus in ASI 20092010, data collected from respective
establishment relate to their accounting year ended on any day between 1st April 2009 and 31st
March 2010. Survey was conducted in the year 20102011 (October 2010 to April 2011).
1.5 Sample Design and Sample Allocation
1.5.1 As per the decision taken by the Standing Committee on Industrial Statistics (SCIS), a
new sampling design has been adopted since ASI 200708. Accordingly, for ASI 20092010, the
Census Sector has been defined as follows:
a) All industrial units belonging to the six less industrially developed states/ UT’s viz. Manipur,
Meghalaya, Nagaland, Sikkim, Tripura and Andaman & Nicobar Islands.
b) For the rest of the twentysix states/ UT’s., (i) units having 100 or more workers, and (ii) all
factories covered under Joint Returns.
1.5.2 Strata (State by 4digit of NIC08) having less than or equal to four units after selecting
the Census Sector units as defined above are also selected as census sector.
1.5.3 From the remaining frame, samples are drawn considering a uniform sampling fraction
of 19% for the states within a State X 4digit NIC with a minimum of 4 units evenly distributed in
two subsamples.
1.6 Estimation Procedure
1.6.1 The sample design and procedures for estimation of the characteristics are shown in
AnnexureII along with the number of units surveyed in ASI 200910 separately for the census
sector and sample sector of each state and UT. The different concepts and definitions used in ASI
survey are given in AnnexureIII.
1.6.2 For some selected units, it is found during the survey that the unit existed in the given
location and had engaged some employees during the reference period, but could not initiate
production or did not produce anything during the reference period due to various reasons, and
can take up production any moment once the problems are sorted out. These units, for the
purpose of the survey, are considered as closed units and similarly placed with other surveyed units
in respect of all parameters, such as, assets, employment, etc. There are some other units which
existed in the given location, but did not engage any employee during the reference period, and
also, did not initiate production or produce anything during the reference period. These units, for
the purpose of ASI, are considered as nonoperative units and termed as NOP cases, during the
reference period. Moreover, as a matter of practice, these units are maintained in the frame for
consecutive three years and are meant for selection for survey with the consideration that these
units might start production any time employing some workers. In case, however, any such unit is
found to be nonoperative for consecutive three years, it is assumed to be dead and marked
deleted from the frame and thus, from the survey. Important to note that in providing the

manner in estimating the parameters presented in this report.
1.6.3 The results presented in the publications are based on the central sample data collected
by the FOD, NSSO and processed by the CSO (IS Wing). Moreover, all the estimated value figures
given in this publication are reported in current prices. The value figures are generally rounded off
to thousand rupees or lakhs of rupees. All India figures are rounded off separately and may not tally
with the sum of State/UT’s figures. Similarly, allIndustry figures may not tally with the sum of
individual industry figures. Also the industrywise totals at lower level may not tally with the next
higher level due to necessary merging at different levels.
1.7 Schedule of Enquiry
1.7.1 The schedule for ASI 20092010 has two parts. PartI which is processed at the CSO (IS
Wing), Kolkata, aims to collect data on assets and liabilities, employment and labour cost, receipts,
expenses, input items – indigenous and imported, products and byproducts, distributive expenses
etc. PartII, processed by the Labour Bureau, aims to collect data on different aspects of labour
statistics, namely, working days, mandays worked, absenteeism, labour turnover, manhours
worked, earning and social security benefits. A copy of the PartI of ASI 20092010 schedule is given
as Annexure –IV.
1.8 Classification of Industries
1.8.1 The NIC1970 was followed to classify economic activities of the factories from ASI
197374 to ASI 198889. NIC 1987 had then been introduced and followed till ASI 199798. NIC
1998 was then followed from ASI 199899 to ASI 200304. From ASI 200405, the new series of
classification, i.e., NIC2004 has been introduced and the same has been used till ASI 200708. From
ASI 200809, NIC 2008 has been introduced. It classifies all the factories in the ASI frame in their
appropriate industry groups on the basis of the principal product manufactured. This way a unit
gets classified in one and only one industry group even though it might be manufacturing products
belonging to different industries. The estimates for different aggregates presented in this report at
two or three or four digit level of industry correspond to the NIC2008 classification.
1.9 Publications and Limitations
1.9.1 For ASI 20092010, the results are released at 4digit level of NIC2008 by AllIndia and
at 2/3digit level of NIC2008 by states /UT's. The list of 3/4digit level of NIC2008 codes along with
descriptions is given in AnnexureV . While VolumeI contains tables related to capitals and value
added, employment and labour cost, fuels consumed etc., VolumeII contains NIC by statewise
materials consumed as well as products & byproducts generated by the factories. These
input/output items are classified as per Annual Survey of Industries Commodity Classification
(ASICC), 2009.
1.9.2 The Collection of Statistics Act prohibits disclosure of data relating to individual
factories. Therefore, if the number of factories under any industry (3digit level of NIC2008) in a
state is less than three, the data have been combined to a similar industry in order to conceal the

any 4digit level of NIC at AllIndia level is less than three, the industry has been merged to a similar
industry under the same broad industry group. A list of such merged industries is given in Annexure
–VI.
1.9.3 All the estimates, especially for quantity and value figures for any particular item
consumed and produced, are subject to Statistical Error as these are estimated on the basis of a
selected sample. The consumptions and productions are not estimated separately for those items
for which the number of observations is insufficient. They have been reported under 'others' as the
estimates for those items may not be proper.
1.9.4 As per tabulation policy it has been decided to publish the detailed information
corresponding to industry codes 01 to 33, 38 and 58 following NIC2008. For all other industry
codes the units have been clubbed and shown under a common industry 'Other' in different tables.
1.9.5 Another important point may also be noted that the rates and ratios of some
parameters presented in this report at the disaggregate level, particularly for the smaller states and
UTs cross classified by 2/3/4digit level of activity classification, are subject to the limitation of
small sample and thus, the user may cautiously interpret the changes of these parameters over
time.

Section 2
Main Findings
2.1 Introduction
2.1.1 The fieldwork for Annual Survey of Industries (ASI): 200910 was carried out during 201011. The
survey covered entire country. Three broad sectors of economic activity viz. Manufacturing; Electricity,
Gas & Water Supply; and Other Activities including cotton ginning, cleaning & bailing, extract of salt and
some repair services were under the coverage. This volume contains main findings of ASI 200910 and
certain key tables based on the survey.
2.2 Sample Size
2.2.1 From the frame of 208,416 factories considering all the States/UTs under the coverage, 61,080
factories were selected for the survey. However, 58,150 factories were ultimately surveyed. State/UT
wise details of number of factories in the frame, number of factories selected and number of factories
surveyed are given in Statement 0.
2.3 Main Findings
2.3.1.1 Statement 2.1a gives estimates of aggregates for some key characteristics by State/UT for all
economic activities taken together while Statement 2.1b presents the same for the manufacturing
sector only, which had a share of about 93.9% in total number of estimated factories found to be
operating in the country and a share of about 95.4% in the aggregate Net Value Added (NVA) by such
factories. Considering all economic activities, estimated total number of factories in operation as per ASI
200910 was 158,877 which engaged about 117.92 lakh persons. Total value of output was worth Rs.
37.33 lakh crores and total Gross Value Added (GVA) was worth Rs. 6.97 lakh crores. So far as
manufacturing sector is concerned, an estimated number of 149,130 factories were under operation in
this sector. The sector engaged nearly 114.09 lakh persons and it had contributed worth Rs. 35.66 lakh
crores of output to the Indian economy and Rs. 6.60 lakh crores as GVA.
2.3.2 In each of the above two statements, States/UTs have been arranged in descending order of
their percentage share in aggregate GVA. Chart 1 shows graphically the relative position of various
States/UTs as per total persons engaged in the factories. The top five States were Tamil Nadu,
Maharashtra, Gujarat, Andhra Pradesh and Karnataka respectively engaging about 18.9 lakh, 15.1 lakh,
11.6 lakh, 11.3 lakh and 8.9 lakh persons. These five States together had engaged more than half (55.8%)
of total manpower engaged by the factory sector of the country. The same five States were also the
major ones in terms of their percentage shares in aggregate GVA (see Statement 2.1a) – although their
relative positions were different. Maharashtra topped in terms of its percentage share (19.4%) in
aggregate GVA, which was followed by Gujarat (15.5%), Tamil Nadu (10.3%), Andhra Pradesh (7.1%), and
Karnataka (6.2%).
2.4 Aggregates for Key Characteristics by NIC 2Digit
2.4.1 Out of 28 industries in terms of National Industrial Classification (NIC) 2digit codes under the
coverage of the survey, major employment providing industries were Food Products (12%), Textiles
(12%), Basic Metals (8%), Wearing Apparel (7%), Other NonMetallic Mineral Products (7%), Motor
Vehicles, Trailers & SemiTrailers (5%), Chemicals & Chemical Products (5%), Machinery & Equipment
Not Elsewhere Classified (5%), Fabricated Metal Products Except Machinery & Equipment (5%), Rubber
& Plastic Products (4%), Electrical Equipment (4%), and Tobacco Products (3%) where figures within
brackets denote percentage share of the manufacturing industry in total number of persons engaged by
the factory sector (see Statement 2.2 & Chart 2).
2.4.2 Top six industries in terms of their percentage share in aggregate GVA were Basic Metals, Coke
and Refined Petroleum Products, Chemicals and Chemical Products, Other NonMetallic Mineral
Products, Machinery and Equipment Not Elsewhere Classified, and Food Products. They respectively had
share of about 13.0%, 10.1%, 9.2%, 6.6%, 6.4% and 6.2% in aggregate GVA (Statement 2.2). Chart 3
2.5 Structural Ratios by State/UT and NIC 2Digit
2.5.1 Statement 2.3a gives some structural ratios by State/UT for all activities/sectors taken together
while Statement 2.3b gives the same in respect of manufacturing sector only. For all activities
together, average values of gross output per factory, NVA per factory, number of employees per factory
and wages per worker were Rs. 2,350 lakh, Rs. 373 lakh, 74 and Rs. 75,281 respectively. Similar values in
respect of manufacturing sector were little higher and the same being Rs. 2,391 lakh, Rs. 379 lakh, 77
and Rs. 75,634 respectively. Structural ratios by NIC 2digit are given in Statement 2.4. For each of the

2.6 Selected Characteristics by Employment Range of the Factory
2.6.1 It would be of interest to study the relative contributions of various employment size classes of
the factories with regard to some selected characteristics. These have been presented in Statements
2.5a, 2.5b, 2.6a and 2.6b. The former two statements (say, first set) deal with all activities/sectors taken
together while the latter two (set two) deals with the factories belonging to the manufacturing sector
only. Under each set, the first statement presents the aggregate values of the characteristics for each
employment range, the second statement gives percentage share of a given employment range in total
value of the aggregate for each characteristic. For all activities taken together, from Statement 2.5b it
may be seen that more than onethirds (36.6%) of the factories had employed 14 or less persons
although their share in aggregate GVA was very nominal (1.9%). On the contrary, there were some
factories with employment of 5,000 and above (0.2% of total number of factories) with a substantial
share (13.9%) in aggregate GVA. Findings in respect of a few broad employment ranges of factories are
summarized in Statement B. Chart 4 depicts percentage distribution of factories by seven employment
ranges while Chart 5 shows distribution of total number of factories by more detailed (eleven in
number) employment ranges.

2.7 State/UT wise distribution of factories by size of employment
2.7.1 Statement 2.7a presents distribution of statewise total number of factories by size classes of
employment for manufacturing sector. The corresponding percentage distribution is given in Statement
2.7b. Statements 2.8a and 2.8b are the corresponding statements for all activities/sectors taken
together. Considering the entire factory sector (see Statement 2.8b), as high as 59.3% of the factories
had engaged less than 30 persons while 1.6% of the factories had engaged at least 1000 workers.
2.7.2 At the national level, more than onethirds (36.6%) of the factories engaged 14 or less number
of persons. In this lowest size class of employment, Sikkim had the least proportion of factories (15.2%)
whereas Nagaland had the highest proportion (61.1%) of factories. In the highest size class of
employment with 5000 and more persons, the State of Chattisgarh had the highest percentage of
factories (3.0%). In terms of absolute number also, the State of Chattisgarh topped the list with 59
factories in the employment range of 5000 & above, followed by Karnataka (53 factories), Haryana (35
factories), Tamil Nadu (35 factories), Kerala (30 factories), and Jharkhand (25 factories).
2.8 Observed growths for the last five years
2.8.1 Observed annual growth rates of selected characteristics for the last five years i.e. 200506 to
200910 over the corresponding previous year for the entire factory sector are given in Statement 2.9a.
The corresponding growth rates for manufacturing sector are indicated in Statement 2.9b. As may be
seen from Statement 2.9a, during 200910, total number of factories grew by 2.3% with the resulting

14.1% in aggregate GVA. Chart 6 below depicts the annual growth rates in total number of factories,
